An Analysis of the Policy Making Process of Gyeonggido Cyber Library Establishment: Based on the Policy Streams Model of Kingdon (경기도사이버도서관 설립의 정책형성과정 분석: 킹던의 정책흐름모형을 중심으로)

  • In this study, we analyze the agenda setting and policy making process of the establishment of Gyeonggido Cyber Library, which has played an important role for development of public libraries in Gyeonggido since its launching, based on Kingdon's policy streams model. According to the model, policy formation is described as the result from the convergence of the three streams, such as problem, policy and politics streams. When these streams converge on a specific time point, a policy window is created so that the issues become policy agenda. At this moment, policy entrepreneurs propose their alternatives, which have been prepared already, and try to pass it through the window. We identify coupling of the streams in the policy window and the role of policy entrepreneurs in the process of agenda setting and selection of alternatives of Gyeonggido Cyber Library policy. Suggestions are provided based on the analysis for public policy formation in public libraries domain.

  • Quick precision-strike capability of the artillery will be an important factor in modern and future war and it's represented by NCW and EBO. This study is based on artillery which has time limitation of firing, such as artillery which hides when not firing, and modeling various situations to decide firing order and who to shoot. The main purpose of this study is to suggest a mathematical programming model and a genetic algorithm which satisfies the limitation of firing time. The objective function is to minimize the total firing time to spend. The results of the suggested algorithm quickly gives a best solution for a large scale field artillery targeting problems.

  • Wind tunnel test for Electro-Optical Targeting System(EOTS) has been conducted to investigate the aerodynamic characteristics, especially the torque characteristics of the rotating parts to insure the enough actuator power during the actual operation. The influence of EOTS's complex configuration, such as the observation window, has been investigated by comparing with the results of the simplified models made of half sphere and the cylinder. It has been found that the position of the observation window of EOTS has an effect on surface pressure distribution and the torque characteristics of the rotating observation part.

  • Collective traffic data (BPS, PPS etc.) for detection against the distributed denial of service attack on network is the time sequencing big data. The algorithm to detect the change point in the big data should be accurate and exceed in detection time and detection capability. In this work, the sliding window and discretization method is used to detect the change point in the big data, and propose five nonparametric test statistics using empirical distribution functions and ranks. With various distribution functions and their parameters, the detection time and capability including the detection delay time and the detection ratio for five test methods are explored and discussed via monte carlo simulation and illustrative examples.

  • The purpose of the study is to identify the background of the agenda-setting to appoint library professional as the director of National Assembly Library and characteristics of the policy entrepreneur of this agenda. To this purpose an agenda-setting process in 2014 is analyzed with the Kingdon's multiple streams model. Kingdon's multiple streams model explains that an agenda is set when a window of opportunity is opened by coupling of problem stream, political stream, and policy stream. They have existed independently before setting the agenda. This study showed that the political stream was the major stream to open the window of opportunity. The lawmaker in the opposition party is identified as the leader for the agenda and the motivations, resources, and strategies of the policy entrepreneur were also analyzed. The analysis showed the agenda for library professional as the director was set without visible participation of library professionals. Therefore this study proposed the library professionals' roles for the library and information policy making process.

  • 일반적으로 유량을 계산하는 수문모형은 강우에서부터 유출에 이르는 수문현상을 해석하는 방법에 따라 하나 이상의 매개변수가 이용된다. 이러한 수문모형의 보정은 계산된 유량과 관측 유량을 비교하고, 계산된 유량이 관측유량을 잘 재현할 수 있도록 모형의 매개변수를 반복적으로 수정하는 과정을 통해서 이루어진다. 수문모형의 매개변수는 수문학적으로 의미가 있는 값을 가지며, 매개변수를 수정하기 위해서는 대상 매개변수가 모형내에서 수문학적으로 어떠한 의미를 가지에 대한 이해가 필요하다. 또한 하나의 매개변수는 다른 매개변수와 함께 복합적으로 유량계산에 작용하므로, 다수의 매개변수를 함께 추정하여 최적 계산결과를 도출하는 과정은 일반적으로 전문성과 함께 많은 시간이 소요된다. 본 연구에서는 범용 매개변수 추정모형인 PEST와 GRM 모형을 연계하여 GRM 모형의 매개 변수를 자동으로 추정할 수 있는 모듈을 개발하였다. 개발된 모듈에서는 GRM 모형의 보정을 위한 PEST 모형의 입력파일을 자동으로 생성하고, PEST 혹은 병렬 PEST를 실행할 수 있다. 사용자는 GRM 모형의 추정대상 매개변수 선택, 관측자료 설정, 자동으로 생성된 PEST 입력파일을 확인 및 수정하며, 병렬 PEST를 실행할 경우에는 slave PEST 개수 등을 설정한다. 본 연구에서 개발된 모듈은 OpenGIS인 MapWindow GIS의 Plug-in으로 개발된 GRM(MW-GRM)에서 메뉴로 제공되며, GUI를 통해서 편리하게 활용될 수 있다. 본 연구에서는 물리적 분포형 모형인 GRM의 보정시 다수의 매개변수를 편리하게 추정할 수 있는 방안을 마련하였다. 본 연구의 결과는 강우-유출 해석 분야에서 GRM 모형이 좀 더 쉽게 활용되는 데 기여할 수 있을 것이다.

A 2D GPU-Accelerated High Resolution Numerical Scheme for Solving Diffusive Wave Equation (고해상도 수치기법을 이용한 GPU 기반 2D 확산파 모형)

  • 본 연구에서는 강우-유출 과정 모의를 위한 GPU 기반 확산파 모형을 개발하였다. 확산파 방정식을 풀기위한 수치기법으로는 유한체적법을 이용하였으며, van Leer TVD limiter를 적용한 MUSCL 기법을 이용하여 각 셀의 인터페이스의 물리적 성질을 재구성하여 구하였다. 또한, 침투를 고려하기 위하여 Horton 침투 모형을 이용하였다. 개발된 모형을 이용하여 1D single overland plane과 2D V-shaped overland에서 강우-유출 과정을 모의실험을 하였으며, 각각 해석해와 dynamic wave model을 이용하여 계산된 수치 결과와 비교하여 본 모형의 정확성을 검증하였다. 또한, 1D와 2D의 기복이 심한 지형에 적용하여 강우-유출과정이 본 모형을 통하여 물리적으로 타당한 해석이 가능함을 검증하였다. 마지막으로 복잡한 실제 지형에 적용하였으며, 측정값과의 비교를 통하여 실제 유역에서의 확산파 모형의 적정성을 검증하였다. 또한, 본 연구에서는 NVIDIA사의 GPU인 Geforce GTX 1050과 GPU의 병렬 연산 처리 능력을 활용할 수 있는 NVIDIA사의 CUDA-Fortran을 이용하여 GPU 기반 확산파 모형을 개발하였다. PC windows에서 CPU(Intel i7, 4.70 GHz) 기반 모형 대비 GPU 기반 모형의 계산속도 성능을 비교한 결과, 격자 간격이 증가할수록 CPU 기반 모형 대비 GPU 기반 모형의 연산 효율이 증가하였으며, 격자 간격이 $3200{\times}3200$일 때, CPU 기반 모형 대비 GPU 기반 모형의 연산 효율이 최대 약 150배 증가하였다.

Forecasting Brown Planthopper Infestation in Korea using Statistical Models based on Climatic tele-connections (기후 원격상관 기반 통계모형을 활용한 국내 벼멸구 발생 예측)

  • A seasonal outlook for crop insect pests is most valuable when it provides accurate information for timely management decisions. In this study, we investigated probable tele-connections between climatic phenomena and pest infestations in Korea using a statistical method. A rice insect pest, brown planthopper (BPH), was selected because of its migration characteristics, which fits well with the concept of our statistical modelling - utilizing a long-term, multi-regional influence of selected climatic phenomena to predict a dominant biological event at certain time and place. Variables of the seasonal climate forecast from 10 climate models were used as a predictor, and annual infestation area for BPH as a predictand in the statistical analyses. The Moving Window Regression model showed high correlation between the national infestation trends of BPH in South Korea and selected tempo-spatial climatic variables along with its sequential migration path. Overall, the statistical models developed in this study showed a promising predictability for BPH infestation in Korea, although the dynamical relationships between the infestation and selected climatic phenomena need to be further elucidated.

Soil Deformation Tracking in Model Chamber by Targetless Close-Range Photogrammetry (무타겟 사진측량 기반 모형 토조 내 지반 변위 측정)

  • This paper presents soil deformation measurement in model chamber based on photogrammetry. We created an aluminum framed acrylic model chamber with soil inside and applied photogrammetry to measure soil deformation caused by loading tests. The soil consists of 40% black and 60% regular sand to create image contrast in soil images. In preprocessing, the self camera calibration was carried out for IOPs (Interior Orientation Parameters), followed by the space resection to estimate EOPs (Exterior Orientation Parameters) using control points located along the aluminum frame. Image matching was applied to measure the soil displacement. We tested different matching window sizes and the effect of image smoothing. Experimental results showed that 65x65 pixels of window size produced better soil deformation map and the image smoothing was useful to suppress the matching outliers. In conclusion, photogrammetry was able to efficiently generated soil deformation map.

Production of agricultural weather information by Deep Learning (심층신경망을 이용한 농업기상 정보 생산방법)

  • The weather has a lot of influence on the cultivation of crops. Weather information on agricultural crop cultivation areas is indispensable for efficient cultivation and management of agricultural crops. Despite the high demand for agricultural weather, research on this is in short supply. In this research, we deal with the production method of agricultural weather in Jeollanam-do, which is the main production area of onions through GloSea5 and deep learning. A deep neural network model using the sliding window method was used and utilized to train daily weather prediction for predicting the agricultural weather. RMSE and MAE are used for evaluating the accuracy of the model. The accuracy improves as the learning period increases, so we compare the prediction performance according to the learning period and the prediction period. As a result of the analysis, although the learning period and the prediction period are similar, there was a limit to reflect the trend according to the seasonal change. a modified deep layer neural network model was presented, that applying the difference between the predicted value and the observed value to the next day predicted value.
