고래관광 도입가능성에 관한 탐색적 연구 -고래자원과 고래관광의 관계를 중심으로- (The Preference and Participation of Whale Resources and Whale Watching)

  • The purpose of this study is to understand general perception of utilizing whale resources and preference for implementing whale watching tourism. This article examines perception of whale resources and identifies preferred types of the whale watching program in the feasibility of a whale watching tourism. And also analyzing the causal effect between perception of the whale resources and intention for participating in regarding the types of whale watching tourism. The results of this study showed that there are high interest in protecting and preserving of whale resources and low intention to resume the operation of commercial whale hunting. For utilizing of whale resources, we need to consider developing whale watching tour as ecotourism. The interest and watching for whale resources have a high level of relation with participating intention in whale tourism. Participation of whale tourism will be induced by developing new types of whale tourism to meet the interests for whale resources, This approach is hoped by authors to provide useful data for implementation of whale tour program and establishing improvement plan of whale tourism.

  • 인류 기술의 발전은 고래자원 고갈로 이어졌으며, 고래자원의 보존과 포경산업의 질서 있는 발전을 위해 국제포경위원회가 설립되었다. 상업포경 모라토리엄이 발효 이후 고래고기 등의 국제거래는 전면 금지되었다. 그러나 국내의 경우 혼획된 고래는 유통이 가능하여 포획 시 경제적 이득 때문에 선박을 불법으로 개조하여 조직적으로 활동하고 있다. 이에 적극적으로 단속하고 있지만 불법포획 및 유통을 막기에는 부족한 실정이다. 이러한 불법포획 및 유통을 막기 위해서는 항공전력과 경비함을 이용한 입체적인 단속이 효과적이며, 나포된 포획선과 선원들을 신속히 분리하여 증거인멸을 방지해야 한다. 투명한 유통을 위해서는 국립수산과학원의 고래 DNA 데이터베이스를 기반으로 한 법과학 기관의 DNA를 활용한 고래 종판별 및 개체식별 등의 관련기술 고도화가 필요하다. 이에 해양경찰연구센터에서는 관련된 국가R&D연구과제를 직접 수행하고 있으며, 고래혈흔에 특이적으로 반응하는 신속검사 키트 개발 및 증거물 이송팩을 제작·배포하여 고래 관련 증거물에 대한 현장 감식 효율을 높이고 감정 기술 고도화를 위한 연구를 진행중이다.

대곡리 암각화(大谷里 岩刻畵)에 나타난 신석기시대 한우도(新石器時代 韓牛島)의 식생활문화(食生活文化) (Food Culture of Korean Peninsula in the Neolithic Period Described in Daegok-ri Petroglyph)

  • The present study examined the characteristic of regional food culture observed in prehistoric Daegok-ri petroglyph based on the history of art, archeological materials and existing whale eating customs. Daegok-가 petroglyph expressed animals in the sky, on the land and in the sea. According to the relic, the most preferred land and marin animals were deer and whale, respectively. In terms of petroglyphic techniques. earlier patch engraving was used mainly to express marin animal whale, and later line engraving to express land animal deer. This implies the possibility that as whale hunting declined due to regional environmental change the source of protein was switched to land animals. Among relics found in Dongsam-dong shell mound, which is a remain from the Neolithic Period, whale bones appear only in shell mounds of the Neolithic Period in coastal areas, and shell mounds until the Ironze Age, which were the agricultural Age, were found the bones of land animals such as deer and wild boar. This shows that in the petroglyph thematic land animals expressed in line engraving, which is a technique later than patch engraving, were major food resources for the supply of protein. Moreover, in terms of art, Daegok-ri petroglyph describes 'advanced hunters', suggesting that it was the Neolithic Period and showing 문 aspect of regional food culture based on hunting and fishing. The credibility, which prehistoric men expressed in Daegok-ri petroglyph before the invention of letters, was also proved by archeological articles.

First Record of the Melon-headed Whale (Peponocephala electra) in Korean Waters

  • First record of a stranded Melon-headed whale (Peponocephala electra) on the south-east coast of Korea was described. Full body and skull measurements were taken from the specimen. It was identified as P. electra by unique pointed flipper tips. Skull measurements of the specimen corresponded to condylobasal length proportions given in the previous descriptions of the holotype.

  • In the late 1970s, the National Fisheries Research & Development Institute (NFRDI) started cetacean research to submit the Korean whale catch record to the International Whaling Commission. This continued until the moratorium on commercial whaling in 1986. The NFRDI resumed cetacean research with a pilot whale sighting survey in 1999. Subsequently, the NFRDI has conducted 53 cetacean sighting surveys within the Korean exclusive economic zone between 2000 and 2010. The surveys took a total of 760 days and cruising for 23,866 nautical miles. The finless porpoise Neophocaena asiaeorientalis was sighted most frequently (735 times), followed by the minke whale Balaenoptera acutorostrata (396 times), the long-beaked common dolphin Delphinus capensis (102 times), and the Pacific white-sided dolphin Lagenorhynchus obliquidens (27 times). Minke whales were distributed in the Yellow Sea and coastal area of the East Sea from spring to fall. Pacific white-sided dolphin sightings were restricted to the middle and upper coastal areas of the East Sea in summer. Common dolphins were sighted from east of the southern coast to the eastern coast of the Korean Peninsula from spring to fall. Finless porpoise occurred in all Korean coastal areas, except the middle and upper eastern coast.

고래자원의 가치 논쟁에 관한 연구 (A Research on the Debates of Whale Resource Values)

  • The main purpose of this study is to analyze the disputes concerning the 1982 moratorium on commercial whaling and the standing rights of other natural objects. Basically, the debates has arisen from the very nature of whales and other natural resources, that is to say, a mixed good of consumptive and non-use value. The debates between pro- and anti-moratorium states regarding whaling may not find out a peaceful solution without compromise or negotiation since any international institution for official settlements does not exist. If the pro-states could provide anti-states with a certain type of economic incentive which is side payments, anti-states might offer self-restraint not to whale. Here, it would be considered to apply Kaldor-Hicks compensation principles to this problem. Since 1965, some countries such as the United States and Japan began to recognize the standing right of natural objects. Even though rejected, the newt case in Korea was brought to the Supreme Court. If a standard of living increases significantly to a higher level(i.e. more than per capita income US$30,000), there would be a tendency of valuing natural objects and their beauty more and more highly.

한국 연안 고래류의 혼획 현황 (Status of the Cetacean Bycatch near Korean Waters)

  • In 2011, the system for conserving and managing cetacean resources in Korea changed. The status of the cetacean bycatch was analyzed using a distribution certificate that was issued by the coast guard. During 2011.2012, 12 species were bycatch in Korean waters: three species of baleen whale and nine species of dolphin. The finless porpoise (Neophocaena phocaenoides) was the dominant species, followed by the common dolphin (Delphinus delphis), harbor porpoise (Phocoena phocoena), and Pacific white-sided dolphin (Lagenorhynchus obliquidens). Among the baleen whales, the common minke whale (Balaenoptera bonaerensis) was first and Bryde's (Balaenoptera edeni) and humpback (Megaptera novaeangliae) whales appeared in the Korea Strait and East Sea, respectively. Among the dolphins, the finless porpoise ranked first in the Yellow Sea. The common dolphin, Pacific white-sided dolphin, and harbor porpoise were more frequent in the East Sea than in other waters. The cetacean bycatch was caused mainly by pots, set nets, gill nets, and stow nets. Among the three species of baleen whale, the common minke whale was caught by pots and set nets, and comprised over 68.9% of the total bycatch in 2011 and 56.2% in 2012. Comparing the bycatch caused by fishing gears by area in 2011 and 2012, 97.9% and 99.6%, respectively, of the finless porpoise bycatch in the Yellow Sea was by stow nets. In the Korea Strait, trawl bycatch comprised 67.3% in 2011 and 73.0% in 2012, followed by gill nets, set nets, and pots targeting finless porpoise and common minke whales. In the East Sea, gill nets were responsible for 46.7% in 2011 and 61.2% in 2012, followed by set nets and pots.

  • Cooperative scientific research in Antarctic has been successful since the International Geophysical Year 1957/1958. Presently, 43 nations have joined the Antarctic Treaty as consultative parties or acceding states, and other treaties and agreements have evolved to conserve the integrity and to manage the resources of the Antarctic ecosystem. Although yet to be designated, tourism areas in Antarctica are under consideration. Due to its remoteness and vast magnitude, Antarctica's science is slowly emerging. Satellite technology has enabled observation of the progression of the ozone hole above Antarctica. Mineral exploitation has yet to take place, as has the transport of Antarctic icebergs to some arid nations. On the other hand, both seal and whale exploitations have occurred, devastating these populations. The lessons learned from past human greed are used to design krill and squid fisheries, though the life histories of these organisms are yet to be adequately understood. An ecosystem approach to managing Antarctic resource exploitation is essential. Procuring the needed logistics to do so is daunting, requiring the highest degree of international cooperation and educational outreach to nurture the needed effective scientific and engineering talent, both natural and social.

Factors Affecting the Wintering Habitat of Major Fishery Resources in Southwestern Korean Waters

  • We investigated the temperature and salinity effects on the major fish species in the wintering grounds based on trawl surveys and oceanographic observations in the southwestern waters of Korea during March-early April in 2002-2003. The influence area of warm Kuroshio water was limited to the southwestern area of Korea in 2003 with a range of $7.7-16.3^{\circ}C$, 32.54-34.70 of salinity, wider than that of 2002. The number of fish species and density of major fish species in 2003 were higher than in 2002. Geographical estimation showed high proportions of species number and catches in the areas around Jeju Islands, southwestern waters and the southeastern coast of Korea. Five species; silver pomfret (Pam pus echinogaster), hairtail (Trichiurus lepturus), anchovy (Engraulis japonicus), Small yellow croaker (Larimichthys polyactis) and yellow goosefish (Lophius litulon) were most abundant, composing above 60% of the total catch in 2002 and 2003. More than 50% of catch in the major fish species were mostly distributed in the range of $9.5-11.0^{\circ}C$ of temperature and 33.1-33.9 of salinity. Non-parametric estimation for the major species showed the 1st mode around $10^{\circ}C$ and the 2nd mode at $8-9^{\circ}C$ in 2002 and $11-14^{\circ}C$ in 2003. Among major fish species, hairtail was principally composed of juveniles, and larger individuals were caught in southeastern waters. These results are considered to be helpful for the area-based fishery management strategy for the wintering grounds of the Yellow Sea and coastal waters of Korea.

우리나라의 「이동성 야생동물종의 보전에 관한 협약」 가입 여부에 대한 타당성 분석 (Feasibility Study on the Ratification of 'Convention on the Conservation of Migratory Species of Wild Animals(CMS)' to Korea)

  • The impact of Korea's joining the Convention on the Conservation of Migratory Species of Wild Animals(CMS) was analyzed to examine its merits and faults as well as to discuss Korea's opportunities. Results of the analysis based on the agenda and decisions of the Conferences of the Parties, the parties performance, and other committees meetings over the last decades indicated that the affiliation of Korea into the CMS could provide various advantages and opportunities for Korea. First, Korea could upgrade its conservation activities regarding migratory species to the global aspects. Second, Korea could take initiatives for conservation of the migratory species in the Far East Asia. Third, Korea would have a better system in forecasting and problem-solving against the epidermic Avian Influenza through systematic cooperation with the CMS parties and other related international regimes. Finally, Korea will be in a better position to generate statistical data and to develop techniques to reduce the by-catches of the sharks and whales. Korea has already provided a fair and protective institutions for most of the migratory endangered species listed under Appendix I and II of the CMS. This implies that Korea may not require additional major changes to the basic acts and/or legislation. Joining the CMS may negatively impact on the fisheries and related businesses related to whales and sharks around the Ulsan and Pohang provinces. However, the obligation to protect whales and sharks demanded by the CMS is regarded as an acceptable article in Korea according to the analysis of the existing policies and scientific aspects. Nevertheless, if the joining the CMS should generate irreversible hardship for local people's livelihood and cultural aspects, Korea may ask for reservations on particular activities. Overall, we suggest that by joining the CMS, Korea could see various advantages and promotion in national policy.
