We analyze the social welfare effect when a policy-based financial system (PFS) enters a decentralized financial market. Particularly, the PFS in this case supports the interest spread for corporate loans held by firms with heterogeneous bankruptcy decisions under an imperfect information structure. Although support for capital costs through the PFS expands the economy consistently, the optimal level of PFS out of the corporate loan market is estimated to be 8.6% by a simulation model considering social welfare adjusted by the disutility of labor. This result is much lower than the recent level of PFS in the Korean financial sector.

Today, Non-Governmental Organizations (NGOs) are considered to be an important actor in the policy process. Based on this fact, this study aims to analyze the perception of the housing-related NGOs in Korea. Questions were prepared around two main themes: housing welfare policy and local governance. The data were collected in 11 cities where multi-party talks on housing welfare were held in April and in May 2007. The results are as follows. When it comes to housing welfare policy, housing supply should be combined with rehabilitation policy of low-income households. The roles of local government are strongly emphasized. The purpose of this study is to analyze and assess the family policy of the Lee administration and to suggest agendas for sustainable future family policy. Traditionally, families are a unique unit of production and reproduction of family members and social laborers. In addition, families are the social safety net help people survive in a society. Therefore, family policies play an important role in contemporary society. In this context, we review the literature related to family and social policy, and the contents of Ministry for Health, Welfare and Family Affairs, which is the main authority in Korea. The results are as follow: Firstly, the Lee administration ignored the data showing that family policy should be a unique policy, and not a sub-division of welfare policy. Secondly, there is no difference between the active welfare policy of the Lee administration and policies of past administrations. Finally, this study suggests that subjects of future oriented family policy should focus on co-developing programs for the individual, family, and society, to develop problem-prevention and family needs- ordered policy, and to make integrated family policy through laws and delivery systems such as Healthy Family Centers.
Class has been the factor that affects welfare attitudes in western societies. But the results of the studies on affects of class in Korea are not consistent. This Study focuses on the relations between three class variables-income, status in employment, occupation-and the Korean attitudes on welfare policy and examines the regulating effects of education on that. Attitudes on welfare policy consist of 'reinforcement of established welfare programs', 'expansion into new welfare area' and 'universalism in welfare policy.' The result shows that all three class variables, education and age do not affect the attitudes to 'reinforcement of established welfare programs.' Age and class variables affects the attitudes to 'expansion into new welfare area' statistically, but education does not. Education explains largest parts of the attitudes to 'universalism in welfare policy.'

The objective of this study is to empirically examine the effect that social welfare officials' awareness of welfare, who play the core role in delivering public welfare service, has on their sense of duty value and duty efficiency. The implications this study suggests are as follows; First, this study has a meaning in that it empirically proved the social welfare officials' awareness level of welfare. Second, this study provided the specific theoretical basis for the approaches and alternatives for the need to improve social welfare officials' awareness of welfare and operate the desirable welfare policy and system, by examining the effect that social welfare officials' awareness of welfare has on their sense of duty value and duty efficiency. Third, we can find the political implication from this study that welfare policy should be established and operated toward the direction of enhancing equalization effect of welfare system, and minimizing free ride or hampering the will to work, if we intend to improve social welfare officials' awareness of welfare. Fourth, this study presented the need to improve the work system of social welfare officials, through the fact that the shorter their work period is, the lower sense of welfare, duty value and duty efficiency they have.
