This study is about establishing the policy direction according to the perception change of the welfare service of the aged. To achieve this goal, this study analyzed the reprocessed result of the survey related to the welfare of the aged among the second and third community social welfare plans of D county, Southern Jeolla Province. The result shows the recipients of the welfare service of the aged have higher perception about spreading the hardware side such as the welfare facility of the aged than about practicing the software policy such as elder care services. It suggests significant implication in deciding the priority of the welfare policy of the aged from now on. But this result is confined in D county, so getting the generalized conclusion needs the comprehensive review toward more broad regions hereafter.

목적 : 본 연구는 복지국가의 개념과 사회복지영역을 살펴보고, 우리나라 장애인복지정책의 발전을 비교 분석해 보기 위함이다. 연구방법 : 문헌고찰을 통하여 복지국가의 개념과 사회복지의 영역을 기술하였고, 우리나라의 사회복지정책과 장애인정책을 각 정부별로 비교 분석하였으며 마지막으로 노무현 정부의 장애인정책을 분석하였다. 결과 : 경제성장과 더불어 복지정책과 장애인복지정책은 '선택적 복지'에서 '보편적 복지'의 형태로 발전하였다. 사회복지정책의 영역에 있어서도 과거 이승만 정부시절의 '최소한의 보장'에서 노무현 정부의 '참여복지'에 이르기까지 영역의 확대가 이루어지고 있으며 이러한 현상은 장애인 복지정책에서도 나타나는 현상이다. 결론 : 지역사회 작업치료사는 오늘날 '보편적 사회복지'의 큰 틀에서 등록 장애인 뿐 만 아니라 지역사회의 드러나지 않는 장애를 지닌 일반인과 노인을 위한 방문재활서비스와 같은 미 충족 작업치료서비스를 발견하고 제공해야 할 것이다.

This study is a study on the recognition and policy direction of welfare service for the disabled. For this, it aims to draw implications about the policy direction of welfare service for the disabled using basic investigation of welfare for the disabled among $2^{nd}$, $3^{rd}$ community social welfare plans of Jeollanam-do. As study results, it was analysed that the demand of welfare service for the disabled is increasing from providing the past livelihood such as establishing the foundation for basic livelihood to customized welfare service such as supplying jobs for enhancing the quality of life of the disabled. That is judged to be caused by needs for human's basic rights according to economic development and improvement in income level, and it will be appropriate to set up the software-focused policy for the disabled individuals rather than to set up the hardware-focused policy like the past. Despite the implications like these, however, this study has limitation that its subject is restricted to D-gun, so henceforth it needs to draw more general conclusions through comprehensive research about more extensive regions.

본 연구는 목민심서 애민육조와 진황육조의 분석으로 조선시대 사회복지정책의 구체적 내용을 살펴보고 이에 대한 오늘날 사회복지정책의 연계성을 파악하였다. 그 결과 애민육조에서는 양로(養老)에서 노인복지법과 노인 복지서비스의 기초내용을 담고 있었고, 자유(慈幼)에서는 유아 및 아동과 관련한 복지정책 서비스, 관질(寬疾)을 통해 장애인 복지의 가치계계과 정책 방향을 확인하였으며 구재(救災)에서는 사회적 위기와 재난대응에 대한 사회통합을 요구하고 있음을 알수 있었다. 이는 또한 이는 사회복지정책지표를 통해서도 가족안전, 소득보장, 건강정책, 사회통합 등의 사회복지정책의 주요영역이 강조되어왔음을 확인하였다. 또한 진황육조의 분석을 통하여 비자(備資), 규모(規模), 보력(補力) 등에서 사회보장제도와 사회보험제도의 기초 이념과 가치뿐만 아니라 구체적 정책 시행 내용까지 담고 있음을 살펴보았다. 사회복지 시설을 구비하여 각 대상별 체계적 사회복지서비스를 시행하고 있는 오늘날 사회복지정책 및 사회서비스 정책 등은 진황육조를 통하여 그 근간을 확인할 수 있었다. 이는 현재 정책 시스템인 사회복지정책지표를 통해서도 사회통합과 소득보장 부분의 강조가 진황육조에서 두드러지게 나타남을 확인하였다.

본 연구는 문화복지의 불명료성 속에서 전개되고 있는 정책적 현실에 기초하여 실천가들은 문화복지의 제도정착과정에 어떠한 인식을 보이고 있는가를 심층적으로 분석하였다. 실천가들이 인식하고 있는 문화복지의 제도적 정착과정에는 네 가지 요소가 발견되었다. 즉 가치 요소(통합적 인간추구), 실천적 요소(운영과정), 외적 영향요소(정책의 정착과정) 및 내적 영향요소(실천가 역량강화 과정) 등이다. 이는 제도정착을 위해서는 좁은 의미의 정책 정착과정 뿐만 아니라 가치 및 실천, 그리고 보다 양질의 서비스를 제공하기 위한 실천가 역량강화를 고려해야 함을 의미한다. 문화복지 실천가들의 제도정착과정에 대한 인식을 분석한 본 연구는 향후 문화복지정책을 정착화 해나가기 위한 기초자료를 제공하고 있다는 점에서 의의가 있다.

The scale and the extent of a aging of population of a rural are more serious than those of a urban in China. However, the welfare policy and the service for the aged in the rural are inferior. China established the different systems of social welfare policy for the city and the rural and has administered it since the china was established. Owing to an open-door policy(opening of a reform) the gap between the two got more deeply distinguished. Accordingly. the striking difference is shown in a living environment and a quality of life of the cities and the rural. I made clear the difference of services for the aged in the rural and the urban examining daily lives, medical industry, recreation systems and so on and analyzing their sources. In addition, I proposed the ways to establish synthetic social welfare policy of the urban and the rural.

한국을 포함하여 세계적으로 국가경제의 외부환경은 급속도로 빠르게 변화하고 있음에도 복지체계 및 복지정책 방향은 과거의 틀에서 크게 벗어나지 못하고 있다. 그 결과 복지 및 경제사회 관련 쟁점들은 정책의 목표를 둘러싼 이념적 충돌로 그치거나, 정합성이 결여되거나, 이해집단의 개입과 갈등이 지속되는 결과만을 초래하고 있다. 과거 우리나라의 복지는 성장을 통해 해결할 수 없는 부분을 보완하는 수준이었다. 높은 성장률로 고용창출이 지속적으로 이루어졌고 낮은 노령화 수준과 젊은 인구구조, 높은 출산율 등이 이를 뒷받침하는 구조였다. 그러나 현재의 새로운 국내외 경제사회 복지환경은 새로운 복지정책 변화를 요구하고 있다. 경제사회정책 목표는 안정적 경제사회시스템 구축과 복지확산형 사회투자형 복지국가를 지향하는 경제사회정책의 구성이 요구되고 있다. 또한 향후 한국 복지제도 강화의 방향은 보장성(protection) 강화와 역동성(activation) 강화 사이에 균형이 이루어져야 하며, 사후적 복지에서 예방적 복지로 전환이 되어야 할 필요성이 있다. 또한, 공공부문 민간시장 개인의 역할분담이 이루어져야 하며, 잔여적 복지에서 보편적 복지로의 패러다임의 전환이 이루어져야 할 필요성이 있으며, 이와 같은 복지제도의 개선을 통해 장기적으로 제도의 지속가능성을 높일 수 있을 것이다.

생활체육 정책은 스포츠복지 정책의 개념적 범주에서 다루어질 필요가 있다. 스포츠복지의 개념을 넘어서 일반적인 복지의 중요한 부분으로 인식될 수 있어야 스포츠복지 정책이 가지는 효과성을 더욱 증대시킬 수 있다. 그리고 대상자인 국민에게 스포츠복지 정책을 효과적으로 전달하기 하기 위해서는 스포츠복지 정책이 다른 복지 서비스와 마찬가지로 국가적 차원의 전달체계 안에 편입될 필요가 있다. 본 연구에서는 스포츠복지 정책이 국가적 차원의 전달체계에 편입되는 방안 중 하나로 스포츠복지 거버넌스의 구성과 이를 총괄할 수 있는 스포츠복지 조직을 신설하는 복지전담 독립형 정책 모델을 제안하였다.

본 연구의 목적은 4차산업혁명 시대의 빅데이터 분석 기술을 활용한 충청도 복지정책 변화와 중요성을 분석하고 사회적 약자를 포함한 모든 세대의 안정적 복지정책을 제안하였다. 충청도 정책 관련 빅데이터를 파이선으로 코딩하여 시각화분석 결과를 토대로 안정적인 정부 정책을 제안한다. 연구 결과 충청도 정부 정책의 키워드는 지역, 사회, 정부 및 지원, 교육, 여성 등의 순으로 확인되었으며, 지역 건강정책과 사회 복지 향상을 중심으로 복지 정책을 강화해야 한다. 향후 연구 방향은 해외사례를 비교하고, 전국적인 복지정책의 안정적인 영향에 관한 정책 제안이 필요할 것이다.

The purposes of this study are to define 'housing welfare' which constitutes an important theme of discussion today and to present some future policy issues. Recently, the expression 'housing welfare' is widely used in our daily life and written in some laws, but its concept is still ambiguous. Housing welfare can be defined as 'the situation in which citizens gain access to a decent housing and adapt themselves well to the community life. In this context, the goals of housing welfare policy should be as follows: reduction of the number of households living below the minimum standard in housing, promotion of the right to housing, housing provision and management based on housing needs, linkage of housing and other welfare measures, realization of social integration and social justice. But, there are still some controversies on such questions as target group, moral hazard of beneficiaries, social equity, etc. To get all the policy alternatives more effective, efforts should be made to improve the general infrastructure of welfare policies, to prevent NIMBY phenomenon of local actors, and so on.
