지방자치단체의 재난관리체계 개선을 위한 재난관련 조례 분석연구 -부산광역시 및 부산 16개 구·군을 중심으로 (Analysis of Municipal Ordinances on Disaster Management: Focused on Busan Metropolitan City and its 16 subregions)

  • 본 연구에서는, 재난대응의 문제가 사회문제로 대두되어 가고 있는 상황에서 재난대응과 관련된 부산광역시의 재난관리 조례와 16개 구 군 재난관리 조례를 분석하였다. 분석모형으로는 지방자치단체의 재난관리 조직시스템 평가모형(Yun, 2011)인 유기성, 전문성, 통합성, 현장대응성의 4가지 차원을 활용하였다. 그 결과, 현장대응성과 관련된 조례조항이 가장 많이 확인되었고 그 다음으로 유기성, 전문성, 통합성 순이었다. 개선방안으로는 유기성과 통합성을 보완하기 위한 민관의 적극적인 정보공유의 활성화와 업무체계의 일원화의 필요성 등이 제시되었다.

어업노무관리에 관한 조사연구 - 근해어업을 중심으로 (On the Problems of Labor Management in the Adjacent Seas Fishing Industries)

  • This is the report of a study carried out during the months of April to July in 1974, on the fisheries in regard to its labor management. At here the word of adjacent seas fisheries in Korea denotes the fisheries carried out by fishing boats for one or two boats trawling, purse seinning, shrimp trawling, and whale catching. For the objective of this above study the auther randomly selected 257 crew-members for the questionaires and direct interviews and, with this method, proceeded surveys and investigations on the following factors such as the organization and its functions, personel administration in regard to placement and merit system, regulations and rules of working, wages and salaries, welfare facilities or considerations, safety and sanitation, human relations within organization and cooperation, and thus covered the whole important factors with the modern management system. The results of the studies are; The factors above the standard level are only on those of organization and functions, merit system and placement and human relations and for the rest the judgement are to be laid as below the standard level. And particularly revealing the problems on the following factors; 1) Wages and salary particulary on the payment upon laid out, and the payment of wages in advance. 2) Welfare facilities such as of the insurance and crew members' welfare for the good use of leisure time. 3) Placement and merit system in regard to ite method of appointing or empioying 4) Regulations and rules of working in regard to the vacation or leave of absence. 5) Safety problem particularly on the matter of sanitation or hygene. 6) Coopertion on the matter of participation on the interested problems on both parties. The above points indicated are, methinks, all derived out of the out dated method of management. Therefore, for the improvement of the labor management, first of all, nothing is more urgent than to adopt the modern labor management method as well as to encourage and enlighten the social responsibilities burdened on the enterprise.

일본 정신보건복지센터의 운영체계 및 시설유형 분석연구 (1) (A Study on the Management System and the Facility Type of Mental Health and Welfare Center in Japan (1))

  • Purpose : Mental health service desire has been diversified according to the increase of economic level and rapid social change. Mental Health and Welfare Center(MHWC) is a provider of mental health services in Japan. This is a basic stage study which will suggest the architectural planning guidelines for MHWC. Methods : Data were collected through literature research, field surveys, and expert interviews to 69 MHWC in Japan. 1) Research for the policy and legal aspects of mental health support system. 2) Research for structural aspects of MHWC: Characteristics of establishment, management, and regional factors. 3) Research for the physical environment aspects of MHWC: Classification and evaluation of MHWC's Type by locational characteristics in Japan. Results : The result of this study can be summarized into three points. The first one, Mental Health and Welfare Center's service has being expanded to suicide, depression and stress from chronic mental illness, to reflect social needs. The second one, The average population of area installed at Mental Health and Welfare Center was 2,307,570 person, and average area of the regions were $5,745m^2$. The third one, Mental Health and Welfare Center is divided into single-structure type and combine-structure type. And combine-structure type is divided into medical-combine type, welfare-combine type, and public-combine type.

지역사회복지서비스 전달체계가 노인의 서비스 만족 및 삶의 질에 미치는 영향 : 경기도 남양주시 '희망케어센터'를 중심으로 (The Influence of a Local Social Welfare Service Delivery System on Service Satisfaction and Quality of Life for the Elderly : Mainly Focused on Hope Care Center of Namyangju City)

  • 본 연구는 기초지방자치단체의 공공-민간협력사회복지서비스 전달체계가 노인들에 대한 서비스만족도와 삶의 질에 미치는 영향을 알아보기 위하여 경기도 남양주시에 거주하는 65세 이상 노인 중 민 관 복지시스템인 '희망케어센터' 이용자와 미이용자를 대상으로 설문조사를 실시하고, '희망케어센터' 이용자 205부, 미이용자 119부 총 324부의 자료를 분석하였다. '희망케어센터' 이용자 그룹과 미 이용자 그룹간의 차이분석 결과 이용자의 복지전달체계 원칙에 대한 인식도의 평균이 미 이용자보다 크게 나타났다. 서비스 만족도 역시 이용자가 미이용자보다 유의적으로 평균이 크게 나타났다. 다만, 삶의 질은 두 집단 간 통계적으로 유의적인 차이가 없는 것으로 나타난 것은 기존의 사회적 취약계층인 '희망케어센터' 이용자들의 낮은 삶의 질이 '희망케어센터' 서비스를 제공받음으로써 간접적 영향을 받아 미이용자들의 수준까지 향상되었다는 기존연구를 뒷받침해준다. 본 연구는 법과 제도적으로 지원이 어려운 대상자를 지원하는 '희망케어센터'의 효과성을 분석하기 위한 연구로 향후 지방자치단체의 복지정책 수립 및 복지전달체계 개선방안을 모색하는데 그 의미가 있다할 것이며, 향후 연구에서는 독립변수의 변인을 좀 더 다양화하여 동일 대상자의 '희망케어센터' 이용 전 후를 비교 분석한다면 보다 심층적인 연구가 될 것으로 사료된다.

Elderly Welfare System and Role of Dental Hygienists in Korea and Japan

  • In accordance with the aged society, oral health care for the elderly is considered important to maintain general health. Although the role of dental hygienists is essential for proper health management of the oral cavity, research on the care system for the elderly people's oral health and on the role of dental hygienists in the field of elderly welfare is still insufficient. Hence, the aim of this study is to investigate the status of Korean elderly welfare system and dental hygienists by comparing them with those in Japan, a precedent of aged society. First, we compared and investigated the Japanese long-term insurance system, which provides an institutional basis for a long-term care system for the elderly in Korea. Second, the elderly welfare law and care system, focusing on oral care, were examined. Lastly, in elderly care, we analyzed the distinctions between Korea and Japan regarding dental hygienists' role and scope of work. Taken together, as a precedent of aged society, Japan has shown well-specialized and systematic welfare for the elderly compared with Korea. With the development of the welfare system for the elderly in Japan, the role and the work scope of dental hygienists have been expanded to improve quality of life of elderly people, as a key professional for elderly oral care. Therefore, we should perceive the need for improvement of long-term care insurance and the expansion of dental hygienists' work in Korea. In conclusion, these results could be used as basic data for improving the elderly welfare system and developing dental hygienists in Korea.

정신의료기관 인증여부에 따른 임상영양사의 임상영양 관리업무 수행도와 중요도 분석 (Analysis of Clinical Nutrition Management Performance and Importance of Clinical Nutritionists According to the Accreditation of Mental Medical Institutions)

  • Purpose: The purpose of this study was to determine the factors that influence the performance and importance of clinical nutritionists. Methods: Ninety-nine nutritionists working in mental health institutions were assessed. Results: Factors affecting the performance of clinical nutritionists in certified hospitals were shown to have a significant positive effect on the description of treatment diet, status of clinical nutrition management, and presence of a nutrition counselor. The factors affecting importance were the number of permission beds and total work experience. Conclusions: In order to improve the accreditation system of mental hospitals, it is necessary to expand the scope of this study to include hospitals with fewer beds, and clinical nutrition management should be mandatory.

방문간호사와 사회복지사의 보건복지서비스 연계 및 장애요인에 관한 연구 (A Study on Link of Health and Welfare Service and Barrier′s Factors of Visiting Nurses and Social Welfare workers)

  • Purpose: The purpose of this study was to explore the link between health and welfare service and barrier's factors by reviewing the connection between the public health center's visiting nurse and social welfare center's social workers Method: A survey by mail or a face-to-face interview of 151 visiting nurses in 25 public health centers and 48 social welfare workers in general social welfare centers in Seoul, was preformed from Feb. 12, 2001 to Mar. 15, 2001. The data were analyzed with frequency, percentage, mean value, paired t-test and independent t-test using SPSS/WIN 7.5 program. Result: 1. ‘The necessity and degree of cooperation with social welfare workers of visiting nurse’ scored average 4.49 and 3.19, and ‘The necessity and degree of cooperation with visiting nurse and social welfare workers’ scored average 4.81 and 3.15 on the five-point scale ; there was a significant difference between the two variable in visiting nurse and social welfare workers. 2. In barrier's factors which health and welfare service offer to, visiting nurses showed statistically significant higher score than social welfare staff; ‘job factor’, ‘resource factor’, ‘clients factor’, ‘individual ability factor’ Conclusion: In order to provide link system that hold clients in common in public health center and social welfare center, it is recommended a case management team should be constructed and educate visiting nurses for case manager.

한국형 치매환자 관리모형 개발 (Development of a Korean Senile Dementia Management Model)

  • Purpose: The purpose of this study is to grasp the welfare service for the demented people staying at home and the service that caregivers want to use. Therefore, we are going to develop a Korean senile dementia-care management model. Method; It analyzed the data of 185 demented people and caregivers, who registered in 16 public dementia care centers in B city since June 2002. Results: 1) The types of services used by the aged people with dementia staying at home were, in the order of frequency of use, the day-care center(26.5%), and home-help service (21.6%). 2). The types of services according to the degree of dementia were as follows; mild cases: home care service (5.4%), moderate cases: day-care service (40.0%) and severe cases: day-care service (26.0%). 3). The caregivers who want to use senile welfare institutions accounted for 23.3%, and the major reason they could not use the institutions was due to their economic situation. 4) The Korean senile dementia care management system must be excuted, considering caregivers' economic state and severity of dementia. Since the system was actively operated, many small sized welfare service institutions showed development. Conclusion: The welfare services appropriate to the severity of dementia should be provided. With the model developed in this study, the dementia management requires sufficient care and should be achieved to reduce the caregivers burden.

이동통신과 GPS 수신기를 이용한 지적장애인 보호 시스템의 설계 및 구현 (Design and Implementation of a Protection System for the Mentally Handicapped Using a GPS Receiver and Mobile Communications)

  • This paper is concerned with a protection system for the mentally handicapped, which is utilizing a GPS receiver and mobile communications. The protection system consists of a location notification equipment, a location identification and management server, and a cell phone of guardian. The location notification equipment is made up of a GPS receiver, a CDMA communication module and a microprocessor. The equipment transfers the location of the mentally impaired to the location identification and management server when the handicapped gets out of a certain bound of the designated facility. The server marks the handicapped's location on the map in the server and also notifies the guardian's cell phone of the locations. With applying the proposed protection system to social welfare organizations related to the mentally handicapped, it is expected to efficiently contribute to the promotion of the handicapped's welfare.

장애인 생활시설 급식관리 및 위생관리 실태조사 (Foodservice Management and Food Sanitation Management in the Welfare Institutions for the Disabled in Korea)

  • The purpose of this study was to investigate the characteristics of the foodservice management practices, the equipment ratio of sanitary facility/equipment, and dietitians' perceptions of (i) the barriers to sanitary management and (ii) the sanitary management performance level in the welfare institutions for the disabled in Korea. The survey was conducted during the period from September 7 to October 15, 2006. A total of 91 institutions(response rate 74.6%) were analyzed by using SPSS(windows ver. 14.0). The average number of meals served per day per an institution was 379. The majority(93.4%) of dietitians made decisions in procurement. The major part of the purchase was made through private contract. The factors affecting menu planning were nutrition, food preference, and cost, in the order of importance. Among the food items, fruits were infrequently served, while protein source foods and green leaf vegetables were almost daily served. The equipment ratio of sanitary facilities/equipment was 45%, which was relatively low. Most dietitians perceived 'limited availability of facilities and equipment' and 'the lack of support from financing department' as the major barriers in implementing a desirable sanitary system. Sanitary management performance in 'the food ingredient' was perceived as the lowest, while that in 'the uniform' showed the highest. The results of this study suggest that a proper supporting program on securing the facility/equipment and adequately trained employees are needed for successful sanitary management. Also, a more frequent supply of fruits for the disabled is recommended.
