The Social Welfare Thoughts in 4 Confucian Classics (사서(四書)에 나타난 유교의 사회복지사상)

  • The social welfare system in modern world is generally recognized as the most effective measure against the social problems in capitalist societies. When a social welfare program is introduced to solve a social problem, however, it used to cause another new problem at the same time. In order to overcome this circularity, we need to consider not only quantitative but also the qualitative aspect of social welfare. In line with this problematic, this thesis tries to examine the social welfare thoughts in Confucianism in order to rethink the meaning of social welfare. In contrast to the modern social welfare as a social right, the social welfare in Confucianism was basically regarded as the grace of a king whose purpose was to legitimate his domination. But it was also based upon Confucian humanism and institutionalized into the Confucian govern mentality. It was practiced through the Confucian communality whose basic concept lies in the traditional family system. The social welfare in this society was to be fulfilled automatically by promoting the production and by consolidating the solidarity of the community. The social intervention, therefore, was principal1y indirect and preventive rather than direct and postfactum. The social welfare supports in Confucian societies included not only the material but also the psychological. In these senses, it sounds like that the Confucian welfare system reached the very high standard. Although the real practice should be cautiously differentiated from its ideal state, we may find interesting implications from the social welfare thoughts in Confucianism.

A Study On Legal Delay Before Divorce Program in Korea (이혼숙려제도 활성화를 위한 기초연구 - 자발적으로 이혼관련상담기관을 내방한 기혼남녀를 중심으로 -)

  • The purposes of this study were (a) to examine perceptions of the Legal Delay Before Divorce Program (LDBDP) in Korea among individuals, (b)to predict the need for the LDBDP, and (c) to predict the needs for psychological counseling with predicting variables. Two hundred questionnaires were completed by the clients of a legal aid center in Seoul. The majority of participants knew about and expressed their need for the LDBDP. Participants agreed to the LDBDP because it could prevent impulsive divorce, provide time to prepare for post-divorce life, provide support with counseling, and protect the children in families of divorce. Participants disagreed to the LDBDP because it only delayed the time to divorce, prolonged emotional suffering, and intruded on personal privacy. In the model test, the need for the LDBDP was significantly predicted by marital instability scale, age, education, occupation, the period of living apart, and the status of voluntary divorce. The need for psychological counseling was significantly predicted by age, having at least one child, having at least one minor child, marital period, and need for family life counseling in the suggested model.

  • As the aging of this society, instead of growing numbers old protective functions of families decreased according to increasing tendency of nuclear families, increasing rates of females' participation of economic activities. Now, the problem of supporting the old is in need of social supporting system the cope with this situation. Thus it needs that welfare service for the elderly who stay at home that have local basis. The results are based on these factors are like this: 1) It is necessarily the instruction of medical welfare service. 2) The overlapped service is avoided and the service of specialized. 3) Most of the welfare service institution is Seoul and local city hall, so it needs the institution is transferred. 4) It needs the increase the number of home helper. 5) When the service is offered, the government must considers finance, elderly health condition and preference. 6) It needs the department for the welfare service for the old who stay at home.

A study on the ecosystem of welfare technology using social economy: a case study of dental clinics in health welfare social cooperative (사회적 경제를 통한 복지기술 생태계 탐구; 의료복지사회적협동조합 치과의원의 사례)

  • Objectives: In this study, we strived to determine the possibility of socioeconomic welfare in oral healthcare by analyzing the National Health Insurance (NHI) coverage rate. To date, efforts to realize the "social economy" of healthcare are active. While oral disease is common and chronic among Koreans, the rate of NHI coverage of dental clinics is substantially lower than that of the medical clinics. Methods: We defined the NHI coverage of dental clinics as a proxy for "social skills" to improve oral health problems. The data were collected through a comparative analysis of the NHI coverage of dental clinics and that of non-dental clinics, in health welfare social cooperatives. Results: The NHI coverage rate of the dental clinics in health welfare social cooperatives ranged from 0.97 to 2.62 times that of the non-dental clinics in health welfare social cooperatives. Conclusions: In conclusion, responsible management is recommended for making health welfare social cooperatives meaningful as a social economy.

  • The balance between centralization (power concentrated nationally) and decentralization (power devolved to local government) is a perennial issue in the field of social welfare administration. In the design of social welfare administration, values and assumptions related to decentralization and centralization generally are expressed in choices concerning pluralism versus uniformity, small versus large. In this context, this article tried to find and analyze the problems of financial decentralization of social welfare pursued by No Moo-hyun government. The decentralization of social welfare caused horizontal inequity between local governments, lack of social welfare finance of local government, and impediment of local government finance autonomy.

Public Perceptions of Public Social Workers in Comments of the Internet Media Discussion Rooms after Welfare Embezzlement Cases in 2008 (인터넷 토론방 댓글에 나타난 사회복지전담공무원에 대한 대중의 인식 -2008년에 발생한 복지지원금 횡령사건 이후를 중심으로-)

  • Recently, there were some welfare embezzlement cases of public social workers. The purpose of this study is to explore public perceptions of public social workers by analysing the comments named "datgeul" in the internet media discussion rooms("toronbang") about welfare embezzlement cases of public social workers. The results show that the main discourse about public social workers to perform a dual role as the public servants and social workers on the front line of public social welfare is that they are the victims of both a public official system and welfare administration system. In addition, social workers in public sphere are still recognized as service personnels with sacrifice and commitment rather than as professionals. Finally, the implications of this study were discussed to improve public perceptions of social welfare professionals.

Who Attends the Senior Welfare Centers in Cities? (어떤 도시노인이 복지관을 이용하는가?)

  • Due to the aging population and the entry of baby boomers into the elderly, the elderly are recognized as a group with diversity rather than a single group with the same needs. Therefore, it is necessary to try to grasp the factors that the elderly use welfare centers from the perspective of consumers. The results showed that gender, age, education, occupation, economic status, social class, number of friends, number of social activities, number of diseases, and depression were significant. In other words, women than men, older people, highly educated people, elderly people without jobs, elderly people with poor economic status, the elderly belonging to a lower social class, the more friends, the more social activities involved, the more diseases, the higher the depression, the higher the probability of using the welfare center. It was found that heterogeneous elderly groups, such as the elderly with high educational background, many friends, and active participation in society, and the elderly, economically difficult, and poor in health, use the welfare center. Based on these research results, policy and practical suggestions were made to improve the quality of welfare services for the elderly.

  • The purpose of this study examines the tendency and determinants of welfare attitudes for social workers in Seoul province. Based on Survey data, this study focuses mainly on how socialization patterns, self-interest, and value and norm influence attitudes towards welfare. The results of this study are as follows. First, The self-interest theory has a limit to explain welfare attitudes for social workers in Seoul province. Second, Ideology factor has an impact on welfare attitudes for social workers in Seoul province. In other words, egalitarian social workers have more pro-welfare attitudes. Based on findings, this study suggested that strengthening value of equality in welfare policy and program.

The Effects of Perceived Family Strength and Ego-Resilience on the Adjustment of Children from Low-Income Families to School (빈곤가정 아동이 지각한 가족건강성 및 자아탄력성이 학교적응에 미치는 영향)

  • The purpose of this study was to investigate how children from low-income families perceived their family strength, ego-resilience and school adjustment. The relative magnitude of effects of family strength, ego-resilience and school adjustment were compared. Data were collected from 217 children in grade 4 through 6 who were attending local child welfare centers located in Seoul, Korea. The key research findings were as follows. Ego-resilience and perceived family strength were related to school adjustment among children in poverty. The relatively greater effect of ego-resilience implied that programs for children in poverty need to focus on developing interpersonal relationship skills or coping strategies designed to enable children from disadvantaged environments to deal with stressful events and to promote their ego-resilience. Additionally, the recovery or enhancement of family strength and ego-resilience will be effective at protecting and solving various adaptive problems that children from low-income families may experience at school.
