본 연구는 사회복지 행정영역에서의 윤리적 딜레마에 관한 연구를 통해 사회복지사들이 겪고 있는 윤리적 딜레마 상황에 직면하여 바람직한 의사결정을 도출해낼 수 있는 방안을 모색하고자 한다. 사회복지 전문직에 있어서 윤리 문제의 중요성을 인식하고 사회복지 윤리강령을 제정하는 한편, 사회복지학 전공 교과 과정에 '사회복지윤리와 철학'을 개설하여 윤리적 문제를 주요 이슈로 다루어 왔다. 하지만 실천, 교육현장의 변화와 욕구에도 불구하고 사회복지학계의 이론적이고 실천적인 관심은 매우 부족했다. 사회복지 실천 현장에서 여러 가지의 윤리적 문제 중에서 사회복지사들에게 가장 부담으로 작용하고 있는 것은 바로 윤리적 의사결정이라고 할 수 있다. 따라서 사회복지 실천 현장에서 전문가로서 역할을 수행하기 위해서는 윤리 문제의 중요성에 대하여 인식을 전화하고 윤리적 딜레마 상황을 고려하여 올바른 의사결정을 내릴 수 있는 윤리적 방법과 절차를 모색해야 하는 필요성이 제기된다. 본 연구에서는 사회복지실천 현장에서 이루어지고 있는 다양한 윤리적 딜레마에 관한 연구를 통해 슈퍼비전 과정에서 윤리적 민감성에 대한 이해와 슈퍼비전 전문가의 양성 방안도 고려할 수 있을 것이다.

본 연구는 종묘공원이라는 노인집단문화지역 속 노인들의 상호작용을 살펴봄으로써 그들의 삶을 이해하고 노인복지 실천의 시사점을 찾고자 하는 목적을 지니고 있다. 이를 위해 연구자는 2007년 12월에 연구현장에 진입하여 1년이 넘게 참여관찰을 하였으며 종묘공원 노인들과 그 주변의 이해 당사자들을 대상으로 심층 면접을 실시하여 자료를 수집했다. 자료는 스프래들리(Spradley, 1979)가 제시한 방법에 따라 종묘공원과 그 주변에서 시간을 보내는 노인들의 생활에 대해 영역을 확인 한 후 분류분석과 성분분석을 시행하였다. 이러한 과정을 통해 종묘공원 노인들의 집단 문화를 '잊었거나 혹은 밀어낸 욕망의 발현점', '불시착한 땅에서의 탈출', '죽은 시간 살려내기'라는 문화적 주제를 확인하였다. 노인집단 문화지역의 연구를 통해 노인들의 향 후 복지정책의 방향성을 제언하였다.

The government has been operating the long-term care insurance since 2008. In June 2010, the government manual wheelchairs, electric beds, manual beds, mattresses prevent pressure ulcers, mobile tub, bath lifts, including six items were changed to rental-only item. For the successful settlement of welfare equipment rental system, The efforts to prevent inconvenience of welfare equipment user's and improvement of the system for the activation is needed. The main object of this study is to identify the factors affecting satisfaction of welfare equipment rental and seek to proposals of revitalizing equipment rental system.

복지국가로의 발달과정은 주로 산업화이론과 정치자원론으로 설명되어 왔다. 그러나 본고는 복지국가로의 발달과정을 비교문화 역사적 관점에서 분석하였다. 문화정향은 인류학자 Mary Douglas가 분류한 운명주의 문화, 계층주의 문화, 개인주의 문화, 평등주의 문화를 원용하였다. 비교대상국가는 영국, 미국, 독일, 일본, 스웨덴이다. 영국과 미국이 산업화 후기단계에 비교적 늦게 사회보장제도를 도입하고 복지국가 위기의 영향을 많이 받은 것은 이들 국가들의 강한 개인주의 문화에서 비롯된 것으로 보며, 독일과 일본이 산업화 초기단계에 비교적 일찍 사회보장제도를 도입하고 조합주의적이면서 보수적인 사회보장체계를 유지하는 것은 계층주의 문화의 영향으로 본다. 또한 스웨덴이 산업화가 진행되기 전에 사회보장제도를 도입하고 복지선진국으로 발전한 것은 평등주의 문화가 지배적이기 때문이다.

The study is to examine the mediating effect of psychological empowerment on the causal relationship between high-performance work system and organizational citizenship behavior. This study collected data from public organizations that are responsible for social welfare provision in Daegu, Gyeongsangbuk-Do, and Pusan in South Korea. This study employs confirmatory factor analysis in Amos 21 to find the discriminant validity of all constructs and regression analysis by Baron and Kenny (1986) to test that psychological empowerment is a mediator of the causal relationship between high-performance work system and organizational citizenship behavior. As the result of the analysis, psychological empowerment has a significant mediating effect on the relationship between high-performance work system and organizational citizenship behavior. The study suggests to the managers in social welfare organizations how they need to enhance organizational citizenship behavior through psychological empowerment themselves.

Japanese welfare legislation for the disabled was enacted via Law 283 on December 26. 1956. The push for such legislation at the national level had gown concurrent with development of Japan's post-war economy Korean welfare law for disabled was made 22 years later and was again amended in 1989. The current legislation promotes and supports the legal welfare of the Koran disabled. The following are the results of a comparison between Korean and Japanese accessibility facilities and welfare law; 1) Japan's developement of disabled people's welfare law is inextricably linked to the development of disabled people's advocacy and the human rights movement. In addition, welfare policy has shifts its mandate from rehabilitation to independent living. It follows that local altitudes will play a pivotal role in further policy initiatives. Korean disabled people's welfare policy emerged hand in hand with economic recovery and development following the Korean War. By 1977 a special education law was enacted which-like it Japanese counterpart-promoted the education of disabled children. 2) Accessibility facilities were developed privately movement. The disabled faced constant and systematic disadvantages in public/private buildings and transportation systems. A general lack of cultural awareness and information relating ti these problems prevailed. These included-hut were by no means limited to sign language (for hearing the impaired) and braille(the language of blind). However, new attitudes and improvements have since emerged and new laws have resulted in the publication of Korean 'White Book' outlining the everyday problems faced by the disabled. In addition, mort convenient access facilities have been constructed in public and private buildings. In closing, legal support for the disabled, senior citizens and pregnant women continues to be improved by newer legislation enacted tin April 6, 1977.

본 연구는 코로나19 팬데믹 이후 우리나라의 노인복지를 위한 교회 공동체 역할에 대한 연구이다. 연구의 목적은, 팬데믹 이후 노인복지에 대한 교회 공동체 기관의 역할을 수행함으로써 복지 수혜자인 노인들의 삶이 보다 더 안정적이고 행복한 삶이 될 수 있게 하고, 정부와 지자체, 지역사회 단체, 교회와의 네트워크를 통하여 효율적인 노인복지가 되게 하는데 있다. 연구방법은, 질적 연구로써 각 교회의 담임목사와 노인복지 담당목사와의 심층면접을 통하여 얻어낸 내용의 면접기록지를 1차 자료로 사용하였고, 1년간의 노인복지 사업 결과물을 2차 자료로 사용하여 조사·분석하였다. 연구 결과, 노인들이 코로나19 팬데믹의 힘든 환경, 상황 가운데서도 최소한의 복지 혜택을 받을 수 있었다. 자원과 지원의 한계에도 불구하고 노인들은 교회공동체에 많이 의존하고 있었고, 관계망 속에서의 안정감과 만족도도 높음으로 나타났다. 노인복지에 있어서 교회 공동체의 역할을 활용하여 우리나라 노인복지 발전에 기여하고자 하는 것이 본 연구의 목적이자 의의이다.

The purpose of this study is to assess the welfare level for shift workers by means of their satisfactions to the jobs in manufacturing environment. As a measurement tool of job satisfaction, we use the JDI(Job Descriptive Index) which can ensure reliability and are widely used. Measurement factors are investigated by means of the duty, payment, promotion, supervisor, co-workers, and general job satisfaction of shift workers. For the application of job satisfaction, 109 workers, 12-hour shift workers in domestic five companies related with manufacturing industry are considered. They treat general facilities in night shift work. The result of this study may be used as a strategic data of welfare policy for improving the welfare level of shift workers.

Objectives: Stress hormone (cortisol) can be used to analyze psychological and physiological changes and healing effects before and after in blood and saliva. Here it is applied to scientifically validate the effects of the healthy forest experience in Deogyusan Mountain National Park. Methods: A healthy forest experience program was provided to college students (males and females) at Deogyusan National Park. Stress, hormones (cortisol), blood pressure, pulse, oxygen saturation and stress, anxiety, and depression were measured. This study was designed to objectively analyze the effects of stress hormones before and after. Results: Depression, stress, anxiety, and satisfaction with the forest experience program in Deogyusan National Park were very high in reliability in terms of Cronbach's Alpha: depression scored 0.910, stress 0.558, anxiety 0.934, program satisfaction 0.826, and program effectiveness 0.894. Conclusions: In this study, we utilized the Healthy Forest Experience Program and the 'Health and Medical Center Health Record Book' of the Health Forest Experience Program (Ministry of Environment's Environmental Education Certification Program). In the future, we will seek ways to utilize saliva since it is easier to collect than blood samples and apply the stress hormone cortisol as a saliva authentication program. In addition, by implementing ecological welfare programs in which nature and human beings coexist through systematic preservation and restoration, the national park management can utilize ecological, scenic and cultural services wisely. We expect to be able to provide exploration and welfare services.
