복지국가들은 사회복지를 위해 과학기술을 적극적으로 활용하고자 다양한 시도를 하고 있으며, 이러한 맥락에서 복지테크놀로지는 노인, 장애인 등을 비롯하여 일반 시민들의 삶의 질을 높이는 방향으로 활용될 수 있다. 이러한 측면에서 본 연구에서는 사회복지현장의 사회복지사들이 복지테크놀로지에 대해 어떻게 인식하고 있는지, 그리고 사회복지 분야에 복지테크놀로지를 어떻게 적용할 수 있을지, 향후 발전전망은 어떠한지 등에 대한 인식을 살펴보고자 하였다. 2018년 1월 한 달 간, 서울, 경기지역 사회복지관에서 근무하는 13명의 사회복지사를 대상으로 초점집단인터뷰를 실시하여 자료를 수집하였고, 수집된 자료에 대해 주제분석을 실시하였다. 본 연구결과, '복지테크놀로지의 개념', '복지테크놀로지의 필요성', '복지테크놀로지의 활용현황', '복지테크놀로지의 향후 전망'이라는 4개의 범주 및 12개의 하위범주, 24개의 개념이 도출되었다. 본 연구결과를 토대로 사회복지현장에서의 복지테크놀로지 발전 및 활성화를 위한 논의 및 제언을 하였다.

최근 고령화로 인해 복지기술(Welfare Technology)의 개발욕구 및 사용 필요성은 사회적으로 증대하고 있으나 새롭게 개발된 복지기술의 개인적 사회적 경제적 영향에 대한 평가논의는 부족한 실정이다. 따라서 본 연구는 복지기술에 대한 개념과 기술영향평가의 이론적 내용들을 분석하여 고령층을 위한 복지기술영향 평가에 적용할 수 있는 지표개발에 대한 논의를 하는 것을 목적으로 하고 있다. 이를 위해 일반기술과 구별되는 복지기술 대상자의 특징을 살펴보고 복지기술의 개념정립과 이론적 고찰을 시도하였다. 또한 기존 기술영향평가지표와 복지기술관련 연구결과를 분석하여 고령층을 위한 복지기술영향평가 지표들을 도출하였다. 평가지표들은 개인적, 경제적, 사회적, 과학기술적, 환경적, 윤리적 측면 등 총 6개 분야별로 제시되었으며, 사례연구를 위해 2개의 고령층대상 복지기술제품의 영향평가에 적용 활용하였다. 본 연구에서 도출된 고령층대상 복지기술영향평가지표들은 복지기술의 수혜자인 고령층 또는 돌봄제공자들이 중요한 이해관계자로서 참여하여 복지기술영향평가의 실효성을 증대시키는데 중점을 두었다.

There are several problems facing our society today that are caused by demographic changes, such as an increase in the ageing population. The rapid increase in the aging population leads to increases in medical costs and a higher demand for care services for the elderly. The needs and burdens associated with elderly care are growing, but the human resources and costs to meet these needs are limited. Welfare technology has been suggested as an effective way to solve the discrepancy between higher welfare needs and limited resources. This study aims to explore the current trends and challenges of using welfare technology related to elderly care through literature review. Practical ways to expand uses of welfare technology are also provided. In order to make effective and practical use of welfare technology, public awareness and education, the cooperation of related organizations, the expansion and utilization of Living Labs, and the development and adoption of welfare technology are required.

본 연구는 체계적 문헌 검토를 통해 복지 요구 및 기능, ICT 기술 범주를 함께 고려한 복지기술 분류틀을 개발하고 이 분류틀에 따라 노인과 장애인 대상의 국내 복지기술 활용 사례를 분석함으로써 한국의 복지기술 동향을 파악하는데 목적이 있다. 체계적 문헌 검토 방법을 사용하여 5개의 복지요구 및 기능 요소와 8개의 ICT 기술로 구성된 복지기술 분류틀을 도출해 낸 뒤 국내 복지기술 활용 현황에 대해서 문헌 분석을 실시하였다. 현재 국내 복지기술 활용은 복지 요구 중 자립자조 분야, 기능면에서는 이동성, ICT 기술에 있어서는 ICT 디바이스를 이용한 기술의 활용도가 높게 나타났다. 본 연구 결과는 국내 실정에 맞는 복지기술 분류틀을 사용하고 이를 적용하는 것이 중요함을 보여준다. 향후 한국 복지기술의 방향성 모색을 위한 연구가 더욱 확대될 필요가 있다.

This study is looking to do a new model which overcomes emotional isolation phenomenons of aged people through using an advanced technology in our community approaching an aging society. Senior welfare has been oriented to economically, medically supported welfare model so far. An ageing society going on, even if the scale of welfare cost is bigger and bigger, the level of satisfaction has been decreasing. This is the fact that the expansion of economical support for the aged in emotional alienation is not only a solution for them suffering from emotional isolation phenomenons, which requires a new model for senior welfare. Above all, because the senior welfare oriented to economically, medically supported welfare model can not be continued any more, a new model is required to be sustainable in national finance. This study has a purpose that recovers emotional life of the aged, improves their quality of life, and offers emotional welfare model to be sustainable economically.

Science & Technology(S&T) personnel have been Playing a major role to develop our country since S&T is the most important factor in enhancing national competitiveness in the 21st century, As S&T activities are done by S&T personnel, it is essential to improve the welfare of S&T personnel in order to increase the performance of S&T activities. We should motivate them to pour their efforts and energy in S&T activities. However, the issue of S&T personnel's welfare has not been discussed sufficiently not only in academic research, but also in actual S&T policies. It has caused many social problems, for example, avoidance of S&T areas by young generation, low social recognition of S&T community, and so on. Under this background, this paper aims at investigating how to effectively improve S&T personnel's welfare. In this paper, we will suggest the 'Comprehensive Welfare Town for S&T personnel' as an effective instrument for improving of S&T personnel's welfare. In particular, we will discuss the detailed aspects of the comprehensive welfare town : objectives, strategies and budgets.

Under this background, this paper aims at investigating how to effectively improve S&T personnel's welfare. For this purpose, we deal with a theoretical review on the welfare of S&T personnel. After that, we will suggest 'Comprehensive Welfare Town for S&T Personnel' as a method of improving the welfare of S&T personnel.

이 연구는 노인장기요양서비스 분야에서 복지기술 준시장(quasi-market)의 성격과 문제점을 파악하고 향후 복지기술 발전에의 함의를 도출하고자 하였다. 개발자들에 대한 질적 인터뷰를 분석한 결과, 우리나라의 노인장기요양보험제도가 가지는 제도적 특성은 그 자체로 복지기술 시장을 제약하고 있음을 확인하였다. 즉 노인장기요양보험제도는 복지용구에 대한 제도적 지원을 통해 중증 장기요양보험대상자에 대한 제한된 유효수요 창출과 낮은 복지기술 수준의 복지용구 시장형성에 도움이 되었으나, 노인장기요양보험이 취하고 있는 정책 패러다임은 오히려 복지기술 시장의 확대와 질적 성장을 제약하는 왜곡된 관계의 양면성을 보이고 있다. 구체적으로 보면, 중증요양대상자 중심의 일방적 돌봄과 의존, 제도 내외 서비스 제공자간의 단절적 보호, 낮은 수가, 지원품목 지정 등의 엄격한 규제, 급여방식 등의 노인장기요양보험의 특징으로 인해, 복지용구 시장은 급여지원이 되는 범위 내에서 협소하게 형성되어 그 틀을 벗어나지 못하고 있다. 또한 노인들의 자립을 유도하는 복지기술보다는 중증 노인들의 수발에 필요한 최소한의 획일적인 복지용구가 주로 개발되고 있었다. 정부지원이 낮은 수준이면서도 엄격한 규제로 인해 질적 경쟁이 발생할 수 없는 구조인 것이다. 본 연구는 결론에서 이러한 연구결과를 토대로 복지기술 시장에 대한 발전 전망과 정책적 방향을 제시하고자 하였다.

The purpose of this study is to identify the relationship between psychological wellbeing of social welfare facility workers and their organizational commitment. The subjects of this study were 230 social welfare facility workers in OO city, Gyeongsangbuk-do, Korea. Analysis was conducted using the SPSS program, including frequency analysis, reliability analysis and correlation analysis, and regression analysis on the causal relationship between variables. The results of the study showed that the psychological wellbeing of social welfare facility workers had a meaningful effect on their emotional commitment, continuous commitment and normative commitment. These results confirmed that the higher the psychological wellbeing of social welfare facility workers, the higher the sub-factors of organizational commitment, such as emotional, continuous, normative commitment, resulting in positive effects on the achievement of goals and values that are pursued by the welfare facilities. This study aims to become foundational data for the improvement of working conditions to improve psychological wellbeing of social welfare facility workers to increase organizational commitment.

Home is a major living environment of children. In urban area, indoor air at home could be severely influenced by combustion sources such as vehicle exhaust and cooking. In this work, the air quality of a high-rise apartment was investigated by monitoring combustion-related air pollutants at both indoor and outdoor in winter of 2014. From 48-h continuous monitoring data, large amount of $NO_x$ was observed at the balcony of the high-rise apartment during the morning traffic hours. It deteriorated indoor air quality of the apartment. During the cooking activity, high peak episodes of ultrafine particles were seen. It was concluded that effects of vehicle exhaust and cooking activity on the indoor air of the high-rise apartment could be easily checked by $NO_x$ and ultrafine particle indicators, respectively.
