The purpose of this study was to explore the implications of the integrated support through the 'health - medical - welfare' network and the specific context of the operation through the experiences of the users who participated in the 301 network project of Seoul northern municipal hospital. To do this, In-depth interviews were carried out with 10 research participants. The data was analyzed by general qualitative research methods. As a result of analysis, users lost their willingness because of living in a vicious cycle of poverty and illness before participating in 301 network services, but through the participation of the service, they were able to receive the integrated support of 'cure-care-life stability'. These experiences ultimately led to the regeneration of the will of their lives. At the basis of this experience were operating strategies and conditions such as the formation of a diverse professional team, the establishment of a linkage system within and outside the hospital, the establishment of a treatment linkage system through the acquisition of treatment subsidies, and the linkage of resources at mediation level. As the attempt to integrate 'health, medical and welfare' with well-coordinated strategies and conditions showed the possibility of complementing the limitation of the health welfare support system in Korea, the extension of the related business was suggested. For this, it suggested the more stable stabilization of the linkage system and the improvement of the institutional aspect.
Korea has rapidly become an aging society, and this phenomenon is found not only in common population but also in many religious circles. In this context, interest in the welfare of retired clergy members is increasing, and some religious organizations are trying to devise and perform rules and/or policies that ensure a secure post-retirement life for their clergy. However, the welfare benefits differ from one religion to another according to the characteristics of the given religion's organizational structure. For instance, denominations with a centralized hierarchy such as Catholicism or Won Buddhism implement a relatively stable welfare system for their elderly clergy members whereas autonomous denominations like many Buddhist or Christian orders are often found to have somewhat insecure welfare systems. Clergy welfare in Daesoon Jinrihoe, one of the representative new religions in Korea, is emerging as an important issue as Daesoon Jinrihoe is also affected by the problems of Korea's aging society. However, since the order has a mixed system of a centralized hierarchy and autonomous local branches, the welfare for their elderly clergy lacks clear lines of accountability. Consequently, there have been talks to devise a proper welfare system; however, these talks have come to a standstill. In this regard, this study aims to look into and analyze how various structures and welfare systems within Korean religious organizations impact elderly clergy. Lastly, this research will provide suggestions on practical alternatives for Daesoon Jinrihoe which could resolve the problems within their welfare system that negatively impact elderly clergy members at present.

Since the introduction of local autonomy system, various specific theories and practical approaches for private commission system have been common concerns and interests of the fields practicing social welfare. In the discussion about private consignment system of social welfare facility and organization, both of private section and government have shown different opinions from various aspects such as related regulation, consignment procedure, proper period and consignment condition. According to the discussion about the consignment system of social welfare facility, the purpose of this study is as follows. The first purpose is to suggest the current status of private consignment of social welfare facility and the characteristic and issue of consignment procedure by considering domestic & overseas literatures about the characteristic of private consignment system. The second purpose is to find out the general characteristics and current statuses of consignment process and system of social welfare facilities (organizations) located in Gyeonggi-do area. The third purpose is to draw the current status and general problem of field consignment system and suggest the practical alternative plan and improvement method of private consignment system of social welfare facility in the future. In addition, as an improvement method of current private consignment process, the consideration on each organization and standard was required for new consignment and reconsignment and the problem of fairness and objectiveness was indicated when deliberation committee was organized in private consignment process. Besides them, it was found that consignment period shall be adjusted on the basis of facility type and business characteristic and the problems such as worker's succession, worker's transfer and service disconnection were suggested when consignment organization was changed. For conclusion and suggestion, the study suggested the establishment of common standard about private consignment, alternative plan of private consignment process issue and improvement method of consignment period issue.
This study aims to provide policy suggestions by examining the perception and attitude of Koreans toward the welfare rights. The study was done through a telephone survey conducted by an opinion research institute on 2,050 respondents in 16 cities and provinces. The results are as follows. First, a majority of Koreans responded that the primary responsibility for welfare rests with the government and perceived their welfare receipt rights in a positive way. Respondents also showed an assertive attitude toward exercising their rights by stating that they intend to file a demurrer or participate in civic activities. Second, in terms of duty performance, most respondents showed different positions concerning tax hike and insurance rate increase, although they showed a stronger opposition to an increase in insurance fee. In addition, 90% of the respondents were in favor of building welfare institutions in the residential area and an overwhelming proportion of the respondents indicated that they would take an active part in welfare development by regularly paying taxes and volunteering. Third, the respondents gave a very negative rating to Koreas welfare system and its overall level. That is, people thought that the level of Koreas welfare system is on a par with that in developing or underdeveloped countries, and that the welfare system benefits no one or only the rich. People generally felt that there was not one proper welfare institution. In conclusion, the study found that Koreans have keen awareness of their welfare rights and proactive attitude toward welfare development, whereas negative viewpoint toward tax and insurance fee increases. This may stem from peoples distrust of government welfare policies and the existing welfare system. This study suggests that welfare policy is an important factor in determining peoples political attitude. Therefore, government authorities must recognize people not as passive receivers of welfare benefit but as active policy partners, and establish policies that reflect peoples high welfare rights perception and willingness to take part in welfare development.
