Since the provision of Permanent Affordable Housing in the early 1990's, it is confronted with the need to strengthen its welfare service due to aging of its facilities and the declining welfare system for its tenants. In addition, the aging population of tenants is on the rise, increasing the group of tenants that are in need of care. The local social community center has entered into the community of permanent affordable housing and takes partial responsibility in the tenant's social welfare. However, social community center is mainly responsible for providing welfare service to its local residents and thus limited in its ability to satisfy welfare service to tenants of permanent affordable housing. Therefore, it is required to renew the existing welfare system to better suit social demands of tenants according to its specific social group and the characteristics of housing complex. This study aims to propose methods that can strengthen welfare service and analyze the characteristics of welfare service by investigating the existing conditions of welfare system for the tenants in permanent affordable housing complex. For this purpose, this study presents with categories of service standards, by breaking down and codifying welfare service and propose applicable mixed-use service in pre-existing permanent affordable housing.

After Forest Service formed a forest welfare service system by life cycle in 2008, they established a variety of policy for promoting welfare of the people. In Forest welfare service plan(2013~2017) which recently the forest service department established to along with government's welfare policy, they introduce forest welfare service voucher linked to National welfare system to provide forest welfare actively to disadvantaged citizen. The purpose of this study is to setup a direction of forest voucher system, and to make strategies of forest welfare service voucher by research existing voucher system of government. A study conducts a qualitative research by use grounded theory without a quantitative research, because there is not a lot of similar cases with forest welfare service voucher. The subject of this study is experts of National Park Authority 's voucher management, forest service's Nature recreation management and relevant researcher institution. The research is conducted by interviewing the subject and by using grounded theory analysis. After processing an opening coding, categorization of opening coding, and axis coding, induce a direction of the forest welfare service voucher system.

The purpose of this study is to explore the model and application for family life welfare service in Korea. In order to explore the characteristics of family life welfare service, the object, the extent and approach for family life welfare service is examined. The model for family life welfare service is constructed on the base of definition for family life welfare-subsistence of family life, personal formation and development, the creation of community culture-, family life cycle and demand for family life welfare service. Lastly, the contents and politic supports for family life welfare service are examined.

Korean society is experiencing rapid changes which are certain to shape the lives of the older people and their families. So, the purpose of this study was to improve the quality of the elderly welfare service in Korea. Even though the interest about the elderly welfare in Korea is rapidly on the increase, the reality of Korean Society still leaves much to be desired, quantitatively as well as qualitatively. Pay attent to this point, now going to grasp the situation of not the handicapped elder people but the general elder people actual life condition and demand for welfare. So this study focused on the demand of not out-of home service but in-home care service. It was based on the data from by Korea National Statistical Office, having observed 6,139 elderly people. The results were as follows. They hope to get the elderly welfare services about health examination service, nursing survice, supporting service for household. That was, the most of them wanted in-home care service than out-of home care service. To ensure effective care to the elderly, it needed development and settlement of welfare service in face of their daily living. And, even though they recognized that they should cover the elderly life expenses themselves, the rate was hit that indicated their adult children as a parents supporter. This means that we should consider not only to the elder people but also to the family which contained the old people as the elderly welfare service. As a remedy, we can find the cooperation between elder welfare service at the social welfare organization and counsel, education at the family strengthen center. To improve the quality of the elderly welfare service in Korea, the elderly welfare service should focus not only on the physical and spiritual health maintenance but also active understanding living environment and growing ability to arbitrate between individual and living.

Purpose - This study reviews the delivery of child welfare service quality and examines how the dimensions of the variables of customer satisfaction impact the results from a service distribution perspective. This study differs from existing research since it proposes that a recognized level of child welfare service quality is necessary to achieve customer satisfaction from the perspective of service distribution. Research design, data, and methodology - This study explores child welfare service quality factors that affect customer satisfaction. The study examines and analyzes demographic variables, service quality dimensions, and the causal relationships between child welfare service quality and customer satisfaction. Data from 300 child welfare cases were collected from organizations in Korea in the areas of Busan and Gyeongsangnamdo. The methods of analysis are as follow. First, using descriptive analysis frequency, the percentages were evaluated to assess the demographic variables. Second, Cronbach's α was used to test reliability and to evaluate the internal consistency of the measuring of items. Third, multiple regression analysis was conducted to find out how much the independent variable can affect customer satisfaction. Results - Five factors of child welfare service quality were identified in three categories: process quality (assurance, empathy), results quality (reliability, caring), and physical environment quality (tangibles). There were significant differences among the effects of the child welfare service quality factors on customer satisfaction. A multiple regression analysis was done with process quality (assurance, empathy), results quality (reliability, caring) and physical environment quality (tangibles) to test the hypothesis: assurance (t=2.434, p<0.05), empathy (t=3.677, p<0.001), reliability (t=3.271, p<0.05), caring (t=4.380, p<0.000), and tangibles (t=3.654, p<0.01) had a positive influence on child welfare service quality from a service distribution perspective. Therefore, hypotheses 1, 2, 3, 4, and 5 were supported. In addition, multiple regression analysis on the effects of the variables showed that caring (β=0.273), empathy (β=0.246), tangibles (β=0.265), reliability (β=0.152), and assurance (β=0.131) all had a positive and strong influence on child welfare service quality from a service distribution perspective. Therefore, all child welfare service quality categories (process, results and physical environment quality) were positively statistically significant. Conclusion - In this study, the main findings can be summarized as follows. First, the quality of service of child welfare consists of three dimensions of quality: process quality, results quality, and physical environment quality. The results of the multiple regression analysis also showed that caring and reliability were confirmed as more meaningful variables by the increasing loading factors. Second, the family members involved in child welfare proposed caring as the most important variable among the dimensions of service quality. Third, the results of the hypothesis testing using regression showed that all child welfare service quality factors had a positive impact on customer satisfaction. The results of the study could provide useful information to help increase the effectiveness of delivery strategies for child welfare service quality from a service distribution perspective.

Purpose: This study aims to not only measure the elderly welfare supply index but investigate spatial patterns and determinants of local elderly welfare services in South Korea. Research design, data, and methodology: The index for local elderly welfare services is measured by employing standardized scores for critical variables related to elderly welfare. The present study utilized the GIS technique and Moran's I index to examine spatial patterns of elderly welfare services. The determinants of local elderly welfare service are analyzed by a series of regression models using R. Results: Spatial imbalance and asymmetric distribution were serious in the supply of elderly welfare service. It was also confirmed that the factors affecting the level of welfare services for the elderly vary depending on the type of service. In particular, the higher the proportion of the elderly population and the social welfare budget, the lower the level of welfare services for the elderly. Conclusions: Given the circumstance of spatial mismatch between supply and demand for elderly welfare services, it is necessary to consider and provide policy tactics about how the economic benefits and welfare budgets generated in the region can contribute to strengthening the welfare service system for the elderly.

The recent change of social environment has influence on the configuration of space for the community social welfare center. And so the relation of space and the service function required the change of spatial configuration. The social welfare center fills the role of family welfare, domiciliary care, community service etc. In such sense, this research explore the conditions of spatial configuration for the community welfare service unit of social welfare center in small city. For this study, it was investigated the space role and service function, the service program, the usage characteristics, the room satisfaction of social workers. In sum, the useful data were collected, analyzed, and colligated by case study. It could be used in the basic design criteria of community service unit for the social welfare center in small city.

The purpose of study was to improve the quality of the Family Welfare Service in Korea. For the purpose, this study consists of these main subjects. A analysis about the experience and satisfaction of the family life welfare services. And a analysis about the Needs of family life welfare services. The data was collected from 407 low-income families experienced of family life welfare service. The results are as follows They experienced more less $40\%$ of the family life welfare service. It appeared family life welfare service in Korea was still not 'for the family' but 'of the family'. The most of the them experienced or family lire welfare service did not satisfy about services. They hoped to set the family lire welfare services about housing, elderly-care, child-care, job opportunity.

Objectives: The purpose of this study was to identify the needs of the senior welfare center users of the health service program, and to establish a plan to adjust the health service functions of the senior center. Methods: A survey of 2,130 users of the Gyeonggi-do Senior Welfare Center was conducted from May 28 to June 30, 2018. Results: The major results of the study are as follows. First, 66.8 percent of senior welfare center users were willing to participate in health care. The requirement for health service programs was 3.87 points out of 5 points followed by cognitive ability improvement programs, senior movement programs, and chronic disease programs in lower areas. Second, the factors affecting the needs of health care service programs of senior welfare center users had a significant impact on women; the younger the age, the better the subjective health condition; the higher the number of medical conditions, the lower the out-of-patient experience; the longer the welfare center isused, the more people are willing to participate in healthcare. Conclusions: We believe that there is a need for social service policies and management to better understand the situation of senior citizens who are demanding various services due to illness and to integrate health and welfare services.

본 연구는 최근 한국 사회복지서비스의 변화를 민영화이론, 복지혼합, 소비자주의 접근으로 설명하는 것이 제한적이라고 보고 서비스 행위자간 관계분석으로 변화를 설명하고자 하였다. 사회복지서비스의 네 행위자인 이용자, 전달자, 제공자, 정부가 맺는 여섯 차원의 관계에서 변화를 공식성과 평등성 이라는 기준으로 분석하였다. 이 결과 한국 사회복지서비스에서 행위자들의 관계가 온정적이고 시혜적인 성격의 비공식적이고 위계적인 관계에서 공식성과 평등성을 강화하는 방식으로 제도화되고 있음을 포착하였다. 이러한 관계는 계약적 방식에 기초하고 있으며 행위자 권리의 제도적 기초가 형성된 점이 의미 있는 변화로 발견되었다. 반면, 정부와 다른 행위자들과의 관계가 가지는 불명료성이 딜레마로 분석되었다. 이 딜레마는 사회복지서비스 공급에서 서비스 질 관리라는 정부의 역할을 구체화하면서 해결되어야 함을 제안하였다.
