The main task of landscape architecture is to create a higher quality of the environment by utilizing resources or to provide effective stewardship for the preserved environment. These outcomes enhance the correlation between humans and the environment. Landscape architect deals with direct use of market economic goods in private property resources such as capital, land, plant, structure. But it also has indirect use of non-market economic goods in public resources like scenic view from the forest, sea, urbanscape, and refreshing atmosphere. At this point, landscaping products should have a role of public goods, and even these attribute to individuals or certain group. From the results of neo-liberalism regime in modern era such as guarantee of private property, deregulation for free market, and reduction of social welfare, minority has getting less opportunity to enjoy the quality life in ecotop and social welfare. With all future, landscape architecture should have the role of social infrastructure through planning concept that ensures public interests first. The virtuous functions of Green Infrastructure is a proper tool in realizing environmental justice in that it efficiently protects environment, and distributes fair benefits to all people.

This study aims to fathom the relationship between socio-economic security and social cohesion which are two sub-domains of Social Quality, on the institutional context of welfare state. In order to grasp the institutional context of welfare state, the study adopted welfare status theory and measured socio-economic resources of individuals via the status as welfare beneficiary and welfare taxpayer. The study postulates a theoretical model that the socio-economic security domain affects the social cohesion domain. In order to verity the theoretical hypothesis, this study utilized structural equations analysis(SEM) using social survey data conducted in year 2008. Recognition of social trust was included as the core index of social cohesion, and welfare statuses, socio-economic security and social trust were inserted in the sequence. Results revealed that the amount of resource in regards to welfare status of rights had significant influence on the socio-economic security, whereas it had no significant relations in regards to welfare status of duties. The recognition of socio-economic security derived from status of welfare rights and duties were positively associated with recognition of social trust. Also, the recognition of socio-eocnomic security turned out to have significant influence on social trust. Conclusively, among the two sub-domains of Social Quality, the study found that the socio-economic domain has influence on social cohesion domain. Such results suggest that in order to enhance the overall social cohesion in Korea, more delicate arrangement of welfare institutions are required.
Social welfare centers and residential care facilities where provide the socially disadvantaged with proper social services, face financial difficulties. This is because not only of the lack of governmental support, but also of social welfare centers and residential care facilities' lack of skills in developing abundant resources from the private sector. In this context, this study tried to find factors affecting resource mobilization of the social welfare facilities to devise policies in resource development. Mail survey was conducted with the structured questionnaire. Employees in charge of community resource development were asked to answer the questionnaire. The study population were welfare centers and residential care facilities. A total of 293 community welfare centers and 632 residential care facilities responded to the survey. The response rate was about 62%. The dependent variables of the study were the amount of resource mobilization in the year 2001 which was measured as the number of donors, the total amount of donation, and estimated amount of gift-in-kind. Three types models were constructed per each welfare institution. Independent variables were selected based on the previous research findings: community environment factor, structural factor, and resource development factor. Multiple regression was utilized to analyze the data. The resource development factor turned out to be significant variable in various models. In the models of donors, the amount of donation, and the amount of gift-in-kind (except for the welfare center model), at least one out of six variables of the resource development factors was significant welfare center. Welfare centers which establish the resource development department or hire employees to take care of resource development, utilize computer softwares to file donors, and utilize donor management programs, have more donors and/or donations than their counterparts. In addition, residential care facilities located in urban area have more donors and donations, and among residential facilities those for the disables, those with longer history and more employees, receive more donations than their counterparts. As for the gift-in-kind model, the welfare centers located in high income area and residential care facilities for the elderly, children and mentally retarded receive less gift-in-kind than their counterparts Based on the above findings, this study suggested that to mobilize resources the welfare centers as well residential care facilities need to have community resource development department or resource development staffs, adopt computer software to systematically organize donors, and utilize donor mobilizing and maintaining programs.

Even though social intervention in child abuse has begun in Korean society, there are many problems in terms of basic principles of child welfare services. Focusing on the principle of family preservation in child welfare services, this comparative study reviewed services for abused children and their families in the USA and Sweden. Results indicated directions for effective services for abused children are comprehensive and should be provided by community resources. Comprehensive services and follow-up of reported cases should be managed by public agencies and community networks. Education curricula for professionals and inter-disciplinary collaboration should be organized. A most important task in the future is to set up firm laws and policies for effective services in Korean society.
This study examines work and family life of married women and policy implications of the low class in Daegu area. Data were gathered from the use of face-to-face interview method from a sample of 564 married working women. And the political printed materials of family welfare policy(1988~1993) were analyzed. The major findings of this study can be summarized as follows: Most of the respondents remain unstable in their working situation with the double burden of a paid work and housework. Thus it is necessary for the government to implement family policies for married working women such as establichment of various child care centers study room for adolescence councelling center job-training center and dissemination of egalitarian sex-role attitudes. For 387 married women in their 20s to 50s, we inquired about the differences in whether they intended on moving into a welfare facility, depending on their views on supporting the elderly and the burden of supporting elderly parents, and tried to find out factors that would affect their decision to move into a welfare facility. With those objectives in mind, we conducted a survey targeting married women in their 20s to 50s who live in Seoul, Daejun or a city or county in Choongnam-do, and carried out frequency analysis, intersection analysis, one-way ANOVA and judge analysis. Our findings from those analyses are summarized as follows. First, when considering married women's characteristics and examining their intention of moving into a welfare facility for the elderly, there was a meaningful difference in their intention depending on age, academic background, occupation, and area of residence. Second, our analysis of the differences in their intention of moving in, based on married women's view on supporting the elderly and the burden of supporting elderly parents, indicates that due to these responsibilities, the greatest number of married women expressed their intention of moving in if a convenient facility for the elderly and service were provided. However, the analysis for the intention of moving in depending on savings for old age, did not exhibit any meaningful difference. Third, from the examination of determining factors for married women's intention of moving into a welfare facility for the elderly, based on age, academic background, occupation, residential area, responsibility for supporting an elderly family member and savings for old age, it was found that the burden of support was the only meaningful effective factor.
In aging Korean society, many elderly people have difficulty in the areas of health, economic insecurity, role-loss(both work & spouse), loneliness, and family conflicts. Above all, retirement from work is one of the most important stressful life events having influences an elderly's persons economic & social activities, mental state, health status, and Lifelong educational programs could help the aged cope with these situations in later life. Health and social welfare are commonly recognized as an important value of life. They also have an effect on each other. Most people agree that the promotion of health and social welfare is to take a short-cut toward achieving well-being. Thus we need to develop a substantially integrated program of lifelong education, before and after retirement, for the promotion of health and welfare. Universities have the advantage of practicing lifelong educational programs because they have more material, intellectual, and human resources than any other educational facilities. As a result, the purposed of this study is to suggest life-long educational programs for promoting both health conditions and the level of social welfare by utilizing an aging center affiliated with a university. Specifically, the developmental courses of pre-retirement, learning in retirement, elder-hostels, and the connection between pre and post-retirement educational programs are proposed in this study.
