This paper aims at investigating the dynamics between aging population and local finance. In recent years, the aging rate has been accelerating the pace. The trend implies that Korea is moving towards the aging society, presumably, with unprecedented speed in the world. Aging society's biggest problems are centered around the explosive growth of the financial needs. In particular, these problems are apt to appear more seriously in local governments, as most of them are confronted with high level of aging population and poor financial bases. Firstly, it analyzes how the population structure in the local government impacts local finance, income and expenditure. Based upon in-depth literature reviews, this study examines variables related to aging population and local fiance. Secondly, it focuses on a series of positive and negative feedback loops which would reveal the essence of the mutual interaction structure between aging population and local governments' fiscal behaviors.

The purpose of this study is to introduce issues on agricultural policy of participatory government and to suggest some implications for national consensus. According to the finance and investment plan, 119 trillion won in total will be invested in the farming industry for improving the welfare system and development of the sector over the next 10 years. It is very important that this plan will make Korean farmers competitive and income per capita increased more and more. By the way, the plan has been argued by farmer’s organization(NGO) and some people of academic circles because there is a fair question as to how effective these investment aids will be. Therefore, the finance and investment plan must be established on the basis of effective execution system as well as additional discussion for national agreement. In addition, the 'Special Plan Committee for agriculture-fishery and farming-fishing communities' will work out an ideal framework for succeeding this plan.

This study is looking to do a new model which overcomes emotional isolation phenomenons of aged people through using an advanced technology in our community approaching an aging society. Senior welfare has been oriented to economically, medically supported welfare model so far. An ageing society going on, even if the scale of welfare cost is bigger and bigger, the level of satisfaction has been decreasing. This is the fact that the expansion of economical support for the aged in emotional alienation is not only a solution for them suffering from emotional isolation phenomenons, which requires a new model for senior welfare. Above all, because the senior welfare oriented to economically, medically supported welfare model can not be continued any more, a new model is required to be sustainable in national finance. This study has a purpose that recovers emotional life of the aged, improves their quality of life, and offers emotional welfare model to be sustainable economically.

고령화 및 저출산 등의 인구통계학적인 변화와 산업구조와 주거환경의 변화는 기존 도시개발 정책의 한계를 드러냈다. 이에 정부는 국가도시재생 정책에 생활 SOC 확충 계획을 포함시켜 국민들의 윤택한 생활을 보장하기 위한 노력을 경주하고 있다. 생활 SOC의 주요 중점과제에는 아동 및 취약계층에 대한 복지 인프라 구축이 포함되어 있을 정도로 최근 복지에 대한 관심은 매우 높아지는 추세이다. 이에, 본 연구에서는 LQ(입지계수)를 이용하여 전국 17 개 시·도의 노인·아동·장애인 복지시설 공급 현황을 분석 하였고, 지역별 공급 불균형의 원인을 도출한 후 개선 방안을 제시 하였다. 각각의 복지시설은 지역별로 편중화가 심하였고, 특히 접근성에 있어서는 대도시와 농어촌 지역의 격차가 매우 큰 것으로 나타났다. 복지재정은 일부 도시와 지방을 제외하고 대부분의 도시와 지방이 유사했으나, 생활수준이 매우 높은 도시의 경우에는 충분한 시설 공급이 이루어지지 않고 있었다. 이에 대한 개선 방법으로는 공간 효율성을 극대화할 수 있는 복지시설의 복합화, 시·도별 생활수준을 고려한 적절한 복지재정의 조성 그리고 마지막으로 복지시설에 대한 수요와 이용자 유형을 고려한 공급 방식의 차별화를 제언하고자 한다.

As the aging of this society, instead of growing numbers old protective functions of families decreased according to increasing tendency of nuclear families, increasing rates of females' participation of economic activities. Now, the problem of supporting the old is in need of social supporting system the cope with this are based on these factors are like this: 1) It is necessarily the instruction of medical welfare service. 2) The overlapped service is avoided and the service of specialized. 3) Most of the welfare service institution is Seoul and local city hall, so it needs the institution is transferred. 4) It needs the increase the number of home helper. 5) When the service is offered, the government must considers finance, elderly health condition and preference. 6) It needs the department for the welfare service for the old who stay at home.

Based on the observation that insurance companies in Korea, unlike those in other financial sectors and those in other countries, dominantly use the agent-based push-type marketing strategy, this paper hypothesizes that difference in distribution systems originating from characteristics of financial products can lead to welfare asymmetry between financial institutions and customers, merely due to their financial matching. For this analysis, we employ a simple matching theoretic model, try to understand the welfare implications of distribution systems from a matching theoretic perspective, and analyze the bottom of negative perceptions of insurance industry. The proposed model suggests that this welfare asymmetry derives mainly from financial matching through the distribution systems, which implies that any efforts to improve the insurance industry must consider changes in the matching process, namely the distribution system. We hope that this paper complements and extends the existing literature on insurance distribution systems in terms of methodologies and research subjects.

In recent years Korea fisheries have been much more influenced than ever before by domestic and foreign environmental changes such as market liberalization, sustainability, efficiency and effectiveness of domestic fisheries, fisher's welfare etc. Under the wide range of environmental changes, government is carrying out various fisheries policies. However, it seems insufficient to accomplish policy goals under the existing policy instruments. The main focus of the paper is to investigate structural changes and policy directions of fisheries finance in Korea after asian economic crisis. The results of the study are as follows; Fisheries sector in whole economy has been lowering in its proportion. To survive in emerging global competition, fisheries sector is needed structural reformation. In particular the strategy that increases operative efficiency and effectiveness on government financial policy in fisheries sector is much expected. Also, it is necessary to minimize costs, to reform institution and management for increasing efficiency and effectiveness.

이 연구에서는 담론 이론에 기초하여 한국 보수언론의 복지담론 전략과 기술을 분석하였다. 담론의 사회성, 정치성에 천착하여 보수언론이 복지에 관해 어떤 사회적 의미를 형성하고자 하였는지와 이 과정에서 대칭, 재맥락화, 주체화의 담론기술을 어떻게 구사하였는지 살펴보았다. 보수언론의 복지비판 담론은 복지를 이성, 도덕성, 미래, 성장 등에 다양하게 대비시키는 대칭 구조를 기본으로 전개되었다. 대칭을 이루는 복지 담론 요소들은 연관성을 가지고 다양하게 변형되면서 서로를 강화하는 효과를 가졌고, 복지에 대한 새로운 이야기로 재맥락화되었다. 또한 보수언론은 탈정치화와 관리 효율성의 추구라는 담론 요소를 가지고 새로운 이야기를 구성하였다. 주체화(형성) 면에서 보수 언론은 재정 이슈를 통해 독자들을 자산 소유자이자 복지 확대의 피해자로 구성하였고, 국민들을 세대별 계층별로 나누어 호명하는 전략을 구사하였다.

본 연구의 목적은 다차원척도법과 군집분석법을 활용하여 16개 시 도의 장애인복지여건과 장애인복지수준을 비교 분석하는데 있다. 선행연구와 지표별 가중치조사를 통해 '장애인복지여건' 지표로 등록장애인인구비율, 수급가구내 장애인가구 비율, 재정자립도 등 3개의 지표를 선정하였으며, '장애인복지수준' 지표로 교육, 소득 및 경제활동지원, 복지서비스 이용, 복지서비스 인프라, 보건 복지서비스 지원, 교통이동편의 및 안전, 권익보호, 문화여가 및 정보접근, 장애인복지행정 및 예산 등 9개 영역 27개의 지표를 선정하였다. 분석결과 복지여건은 3개의 집단으로 나눌 수 있었으며, 3개의 지표 모두에서 집단별로 유의미한 차이를 나타내었다. 복지수준의 경우 4개의 집단으로 나눌 수 있었으며, 모두 5개의 지표에서 집단별로 유의미한 차이를 나타내었다. 이러한 연구결과를 토대로 장애인복지 수준향상과 지역간 균형발전을 위한 제언을 하였다.
