Parental Leave System and Women's Economic Activities in Sweden (스웨덴의 부모보험제도와 여성의 경제활동)

  • Parental leave in Sweden is a part of the health insurance in national social insurance system. It has two kinds of benefits. One is parental cash benefit paid for both husband and wife on the occasion of child birth, currently 450days for each child. The other is temporary parental cash benefit when a child under the age of twelve or a caretaker for him is illness, which is six months for a child a year. Parental insurance in Sweden permits parents to take care of their children just after birth at home with the amount of 80% of monthly income for 360 days and 60 Swedish krone each day for 90 days more. It also permits parents with children under the age of eight of part-time work and return to former job at full-time base when they want. It consequently encourages women's economic activity in her whole life and contributes to promotion of equality in sex roles between husband and wife. This insurance scheme is beneficient in that it enhances individual and family welfare and also secures labour force. This case study on Swedish parental insurance offers implication how to resolve the conflict between women's increased demand for economic activity and maternal role.

  • The rural area of S. Korea has been excluded from the process of industrialization and urbanization, and is to be faced with a serious crisis in the context of recent globalization/localization with a rapid economic and political change. And hence it is required to give a active attention to community-based welfare for rural areas. The status of welfare of Koryung-gun as such a rural area adjacent to Daegu city is still low, even though recently it has been improved dramatically, and the welfare policy seems not to reflect the rapidly changing conditions of reality, though it has been institutionalized systematically. What is more, the number of dwellers who demand basic welfare has been increased, as welfare services seem not to delivered to them. In order to improve this totally low level of social welfare, major tasks should be pursued to formulate as basic principles an integral approach for community-based welfare and ultimately a restoration of rural community; to construct a mobilization system of diverse resources within community, to develop connections between welfare demanders and providers, and networks of institutes and facilities for community welfare; and to find out and to extend financial sources for welfare policies.

The Cost-benefit Analysis of the Community Care Service Centers for the Elderly (재가노인복지사업의 비용편익 분석)

  • Government provides financial support to the 74 Home help service centers, 36 Day care service centers, and 18 Short stay service centers for the elderly. The number of service centers that receive financial support from the government is far less to meet the potential demand for the community care services. This paper applies cost-benefit analysis to evaluate the net social benefit of the services provided by the 3 types of the community care service centers sponsored by the government to justify the expansion of the government support. The benefit is calculated as community care services are provided privately in the market without financial support from the government. The potential market price is regarded as the benefit or value provided to the elderly. The price levels that potential users are willing to pay for these services are surveyed in the Census for the Elderly by the KIHASA, 1998. The market prices for the community services are generated by equating limited amount of service supply, as in number of users in one year in 3 types of community care service centers, and potential demand for the services. Market prices are multiplied to the number of users of 3 types of community centers to get the total benefit. Total operating cost of the community care service centers is regarded as cost. According to the cost-benefit analysis, Home-help service centers generated net social benefit of 137 billion Won, Day Care service centers generated 15 billion Won, and Short stay service centers generated 6 billion Won. Significant amount of net social benefit indicates that government should increase level of financial support to these service centers.

  • Over the past decades, changes in economic, social and demographic structures have pushed the growth of care employment across countries around the world. Women's increasing labor force participation has squeezed the time so far available for unpaid caregiving and led to increased demand for paid care services. Population aging and increasing needs for pre-school education also have contributed to the growth in demand for care services. As a result, care workers now comprise a large and growing segment of the labor force in many countries including South Korea. But, there are not a few problems. Especially, we take underpaid and undervalued care work very seriously. care work has been generally characterized as underpaid and undervalued compared with other work in developed and developing countries alike. This study tries to show current situation of care work and estimate the wage penalty for doing care work in Korea using official employment micro-data and applying propensity matching analysis. Especially, recent expansion of social service is a big step up for Korean Welfare State. But, there are not a few problems. Especially, we take underpaid and undervalued care work very seriously.   • Since the first five-year economic plan starting in 1962, Korea has pursued the policy of economic growth emphasing on the export-oriented industrialization. As a result of export-oriented industrialization, national economy, as a whole, has leveled up. But growth gap between rural and urban area became widened due to declining agricultural sector. Therefore, at this time, development policy for the agriculture should be changed into the broader plan including the welfare of rural residents in order to improve their living conditions. The results of this study are summarized as follows ; 1. The results of survey shows that only 15.5% of rural residents satisfy their rural lives and that 62.8% of residents want to leave their town. Difficulty of educating their children in rural area is found to be major reasons for moving out 2. The results of surveying the demand for rural development by rural residents are figured as follows ; (1) Industrial-economic development - Agricultural development : 38.4% - Rural industrialization development : 23.4% - Farm machinization : 162% (2) Social development for rural residents - Improvement of rural welfare : 33.4% - Expansion rural organization for development : 25.8% - Improvement of educational circumstances : 20.1% (3) Living conditions - Amelioration of community and housing facilities : 55.1% - Disposal facilities for trash : 20.5% As the surveying results show, it can be concluded that rural residential area development project must be enforced to meet demand for the development for rural residents.

  • Demographic changes such as an aging and low fertility, as well as changes in industrial structure and residential environment, revealed the limitations of urban development policies. Accordingly, the government is making efforts to ensure a prosperous life for the people by including the plan to expand the living SOC in the national urban regeneration policy. The main priority tasks of the Living SOC include the establishment of welfare infrastructure for children and the vulnerable. This means that interest in welfare is increasing recently. In this study, we analyzed the supply status of welfare facilities for the senior, child and the disabled in 17 cities and provinces nationwide using LQ (Location Quotient). After analyzing the causes of the imbalance in the supply of welfare facilities by region, the improvement plan was suggested. Each welfare facility was highly localized by region, especially the accessibility gap between cities and provinces is very large. Welfare finances were similar in most cities and provinces, with the exception of some cities and provinces. In the case of cities with very high living standards, sufficient facilities were not provided. Improvement methods are as follows; Combination of welfare facilities that can maximize space efficiency, Securing appropriate welfare finance in consideration of living standards by city and province, Differentiation of supply method considering demand and user types for welfare facilities.

A Study on the Determination of the optimal incentives and amount of load reduction for a retailer to maximize profits considering Demand Response Programs (수요반응 프로그램을 고려시 전력판매사업자의 이익을 최대화하는 최적 인센티브 및 부하 감축량 결정)

  • A system called demand response programs (DRP) is being introduced among various countries owing to the lack of new generation capacity and the higher fuel generation cost. It is a program which provides for the end-users to select their consumption of electricity by recognizing the value of their consumption in real time. That is, Demand Response can be defined as the changes in electric usage by end-use customers from their normal consumption patterns in response to changes in the price of electricity or other signals. It is expected that the effects of DRP are preventing price spike, improving supply reliability and social welfare and increasing option of customers. Considering the customer's thermal comfort zone, this paper determines the most profitable combination of optimal incentives and amounts of load reduction for a retailer to maximize profits according to predicted outdoor temperatures while implementing DRP.

Strengthening User Involvement in Welfare Policies for the Disabled: through Case Studies 'Personal Budgets' of Germany (장애인 복지정책에서의 이용자 참여 강화: 독일의 개인예산제도를 중심으로)

  • The provision of welfare services to the disabled in Korea are still insufficient to meet the demand and the delivery system of the service is organized largely from the viewpoint of the suppliers. In order to guarantee the user right to choice, the shift of the policy paradigm supporting autonomy, self-directedness and the right to control of the users appears to be important. The present study explores the theoretical discussion in the field of the welfare of the disabled about user involvement. Then it investigates the German case of 'personal budgets' aimed to strengthen the user involvement and draws some policy implications for Korea. The study confirms that the introduction of 'personal budgets' aimed to realization of the self-determination of the disabled has contributed for the reinforcement of user involvement in welfare policies for the disabled. This new policy program 'personal budgets' based on the idea of the realization of the right to self-determination appears to transform the general nature of the welfare system for the disabled in Germany by transforming the payment methods.

The Changing Social Expenditure Structure of OECD Countries on A New Social Risk Structure (새로운 사회적 위험구조에 의한 OECD 국가의 사회지출구조 변화)

  • This study explores a changing social expenditure structure of welfare states on new social risks, using logistic regression analysis with Panel Corrected Standard Errors Model on panel data of 1997-2007 years from 27 OECD nations. The result of this study presents that social expenditure structures have been adjusted with new social risk structure due to trade openness, female employment rates, and child population rates. Greater trade openness, higher women's employment rates, and lower child population rates are, more social investment expenditures are than income security expenditures. Rates of employment in service industries and elderly population rates are not statistically significant on the change of social expenditure structure. This result does not imply a complete switch from demand-based to supply-based social policy, but somewhat reflects transitions of a social welfare system for changing economic and social environments in order to sustain welfare state economically.

  • The purpose of this study is to investigate what affect social welfare workers' want of career change. The structural equation modeling(AMOS 16.0) was used to examine if job characteristics and organizational characteristics have direct affect on turnover intention or the indirect affect of organizational commitment. A survey was conducted on the social welfare workers of private social agencies in the capital area and 256 of 297 questionnaires that showed clear intentions on turnover were scrutinized. According to the analysis, job autonomy(job characteristics) and fairness in promotion (organization characteristics) influences organizational commitment. Job demand, job instability, wage level, and organizational commitment have and effect on turnover intention. The results of this study suggest that in order to reduce the turnover intention among social welfare workers, empowerment, systematic organization of tasks and active communication should be reinforced.
