Technological Innovation in Public Education in the Era of COVID-19: Focusing on Distance Education Policy in South Korea

  • As the COVID-19 continues spreading, Korea's Ministry of Education (MOE) announced that all public schools, including elementary, middle, and high schools, must begin on April 9, 2020, via online teaching for the first time in the nation's history. There were opposite views among educators regarding the unprecedented attempt to start school online. This study intends to analyze the strategies and policies of distance learning in the public education sector using the experiences in Korea, which has been dealing with the COVID-19 pandemic over the past six months, and thus presents educational implications that may be of interest other countries in the post-COVID-19 era. This study first conceptualized the distance education policy in two domains: technological infrastructure and technological teaching and learning, and then examined what specific policies have supported distance education in school settings. For the analysis of policies supporting distance education in Korea, this study analyzed the relevant documents that include the annual plan and press release uploaded on the website of MOE from early March until early August. Accordingly, 13 documents that contain the distance education policy were analyzed in this study. To provide equal opportunities for all students and ensure fair resource allocations, technological inequality should be discussed in the context of educational inequality. Finally, this study looks at how strategies and policies could be related to educational equality and equity.

A Case Study of Teachers' Usability Test on the Using Educational Website (교육용 웹사이트의 교사 사용성 분석 사례 연구 - 에듀넷을 중심으로 -)

  • The purpose of this study was to investigate the improvement of the educational web service by using of usability test. For this purpose, a case study was performed with three teachers. They solved three problems, which were linked to the usability of educational web site, with think-aloud. All their actions in the screen and their verbalizations were recorded as computer files. Recoded data were analyzed with the task-performance time analysis, behavior code analysis, and problem behavior graph analysis. From the result of analysis, five improvement strategies were proposed for the development of EDUNET which is an educational information service system and a national teaching & learning center.

  • A purpose of this study is to develop multimedia materials of “Technology and Home Economics” subject matter in a national level. Researchers. writers. examiners. deliverers and developers in order to develop multimedia materials were organized of us with 40 People. First. we analyzed the textbooks of "Technology $.$ Home Economics" subject matter and made the idea design Second we got storyboards based on the idea design. Finally. we developed the 1021 multimedia materials based with storyboards. The developed materials were uploaded to the Edunet website. If the materials developed in this study are utilized. students of middle school will be get easily educational motive. and teachers are able to use the multimedia materials to the Technology $.$ Home Economics 1" subject instruction.

A Study on the Effects of Users' Use Patterns and Their Recognition of Service Benefits on the Value Assessments of University Library Services (이용자의 이용행태 및 혜택에 대한 인식이 대학도서관 서비스의 가치 평가에 미치는 영향)

  • This research investigated the effects of university library users' use patterns and their recognition of service benefits on the magnitude of service value assessments derived from users' statements using contingent valuation method (CVM). Library users' use patterns were operationalized by the number of library visits, library website visit counts and the degree of dependence on their own libraries. User benefits variables were measured by the level of satisfaction on the benefits of library use for teaching & instruction, research & writings, and employment & external activities. University library services were divided into circulation, journal articles (domestic & foreign), reference service, user education, reading room service and WTPs for each service were measured. The results from hypotheses testing show that the number of library visits affect WTP amounts for circulation, foreign article use, reference service and user education. The degree of library dependence seems to affect WTP amounts for circulation and user education. With regards to the hypotheses related to the recognition of library service benefits, the degree of satisfaction for teaching & instruction benefits seems to affect WTP amounts for reading room use.

Identifying the Best Approach to Revitalize High School Culinary Education Curriculum in Korea (조리실습에 대한 인식 조사를 기반으로 한 조리교육 활성화 방안 연구)

  • The aim of this study was to identify the most effective methods with which to revitalize Korean high school culinary education. To achieve this aim, a culinary recognition questionnaire survey of 616 students from 9 culinary high schools was carried out. The 9 surveyed schools represented the following of 7 regions: Chungnam, Busan, Incheon, Daegue, Jeonbuk, Gyeongbuk, and Gwangju. Collected data were subjected to descriptive analysis, $x^2$-test, t-test, and one-way ANOVA using SPSS(version 14.0). The results of this study are as follows. Culinary practice interest and learning demand of most students were high. 6.8% of students indicated that initial theory learning, followed by video education, and finally live demonstration is an effective teaching methodology. They preferred practicing on actual ingredients as the primary teaching and learning method, nominating technician cooking as the most favorite. As for areas needing improvement in culinary practice education, difficulties with material preparation and insufficient learning hours were identified as prominent factors by 66.8% of respondents. There was unanimous agreement that culinary practice education can be enhanced by highly skilled teachers, while interest for the discipline itself can be fostered by initiating and encouraging cooking participation in the home. Freshmen and special high school students suggested that a cooking related website is necessary to expand the current information interface, which is currently limited to colleagues and employers. In relation to culinary education revitalization, consistent promotion of departments, or high schools that have proven student satisfaction rates and effective culinary curriculum are required. Furthermore, teachers can also aid this process by more effective student pastoral care in order to improve school life satisfaction. However, teacher job satisfaction is an important component of this process, and better employment conditions and remuneration packages reflecting extra work must be considered as part of an attractive teacher-incentive employment policy.

Case Study for Application of Job Centered Curriculum in Department of Physiotherapy: Brighton University in England (영국 브라이튼대학교 물리치료학과의 직무중심 교육과정 적용 사례 연구)

  • PURPOSE: This study investigated the job-centered curriculum in the Department of Physiotherapy at the University of Brighton, England, to examine NCS (national competency standards) curriculum in physiotherapy. METHODS: The researcher visited the University of Brighton from September 2015 to May 2016 and conducted interviews with faculty members. Data were collected through the university's website and the Chartered Society of Physiotherapy. RESULTS: The undergraduate program is a three-year program and with a module system. There is a course leader for each module. Each grade requires 120 credits (10 hours per credit) and credit hours can be earned through lectures, tutorials, practical sessions, self-directed e-learning, group work, inter-professional classes, and seminars. Clinical placement is carried out six times during 3 years, for a total of 32 weeks, 35 hours per week, 1120 hours in total. Students are enrolled as a student members of the Chartered Society of Physiotherapy and are covered by professional liability insurance during clinical placement. The Center for Teaching and Learning holds regular workshops to discuss curriculum and module design, conduct course reviews, and review student assessment and feedback. All courses at the university must be approved, monitored annually, and re-approved every 5 years. CONCLUSION: This study can contribute to the development and operation of the NCS physiotherapy curriculum, as well as to the development of modules and assessment tools related to the application of this curriculum.

Effects of Gender Difference on English Learning with Technology (성별의 차이가 테크놀로지를 이용한 영어 학습에 미치는 영향)

  • The focus of this study is on the new instructional and pedagogical application of teaching English as a foreign language (TEFL) with technology and by gender. Participants comprised 204 TEFL students in Korea. The study was conducted in the 2017 academic year. For this study, all participants attended English class using technology for three hours a week. Course syllabus, lecture notes, and other study materials were uploaded to the school website. Homework assignments, quizzes, and exams were also distributed through the website. To ascertain whether there are any differential effects from gender on learning English as a foreign language using technology, the quantitative materials included pre- and post-tests. This study also adopted qualitative methods, with structured interviews to obtain participants' comprehensive view of technology-assisted English lessons. Paired sample t-tests and independent t-tests were administered to analyze the quantitative data. The qualitative data were analyzed with the content analysis method. Findings show that both male and female students improved their English-speaking skills using technology. However, no gender difference was found in technology-assisted TEFL. Technology use for learning English also resulted in both genders' positive perceptions of language lessons. Based on these findings, this study yields practical implications for TEFL teachers in Korea.

  • This study examined contents of interaction that played an important role in learners' accomplishment of educational goals at web-based educational system. The purpose of the study was to find out design strategies of web-based education website that could give learners more satisfactory interaction. The study firstly investigated concept and values of web-based education as well as interaction by literature study to analyze web-based educational design principles at actual web-based education websites from point of view of interaction and to examine what factors should be used and reinforced at existing teaching. The findings were as follow: Web-based education websites made use of interaction with 'each design factor', such as colors, texts and images, etc that were based on communication designs to give 'information' by systematic interaction more than by social interaction.

A Systematic Review on the Vocational Pharmacy Education and Pharmacists' Role in the Singapore's Healthcare System (싱가포르 보건의료체계의 약사 양성교육과 약사 직능에 대한 체계적 고찰)

  • Background: Singapore has the stable healthcare system with utilizing pharmacist manpower in proper positions by demand of populations' health among Asian countries. Objective: This study aims to systematically review (1) the pharmacists' role and (2) the pharmacy education system of Singapore in comparison with Korea. Method: We searched for information about academic, medical and governmental institutions related to professional pharmacists' practice in Singapore by primarily using database such as DBpia, KISS, Google Scholar and ProQuest and the official website of the Singapore Ministry of Health. We contacted and arranged the visit schedules with National University of Singapore, National Health Group's polyclinics, Agency for Integrated Care, National University Hospital, and community chain pharmacies. During onsite visits, we interviewed pharmacists working in each institution and obtained additional documents and materials relevant to this manuscript work. Results: To become a registered pharmacist in Singapore, the pharmacy curriculum requires four full-time academic years and six additional months allotted for pre-registration training. Pharm.D. course is offered for pharmacy graduate students with additional two full-time years of study. Team teaching and inter professional education program seem the most significant method in pharmacy education. Pharmacists working at hospitals, polyclinics, and community pharmacies in Singapore take broader roles and offer more cognitive services such as smoking cessation program and medication reconciliation. Especially, pharmacists in Agency for Integrated Care fill the role of primary care providers for the continuing care of the community through the governmental support toward the patients-centered integrated care. Conclusion: Singaporean pharmacists take significant and active roles in collaboration with other healthcare providers. Efforts such as interprofessional pharmacy education and governmental endorsement of the systematic and interactive care between pharmacists and other medical providers in Singapore are needed to be urgently applied to Korea healthcare system for the promotion of population health.

A Comparative Study on Fashion Design Education in Europe and Korea -Focus on the Educational Cases in the UK, France, Italy and Korea- (유럽과 한국의 패션디자인 교육에 관한 비교연구 -영국, 프랑스, 이태리, 한국의 교육사례를 중심으로-)

  • This study suggests the direction of fashion design education suitable for Korea by comparing the fashion design educational systems and the curricula of the main fashion institutions in Europe and those of some universities in Korea. For this, 6 fashion schools in UK, France and Italy and 12 four-year-course universities in Korea were sellected. At first, the educational systems of the nations above and the information about the selected institutions were examined through literature reviews. Then, case studies were performed about the curricula and the other characteristics of the selected fashion design courses by each website or leaflet as well as additional interviews with their course directors or graduates. The results of this study are as follow: First, Korean fashion design education system needs to be specialized and subdivided with a curriculum centered on fashion design. Second, a foundation course needs to be developed to raise a broad and creative approach for design as well as to discover each student's aptitude. Third, the curricula about design process and research methodology need to raise a problem-solving individual of ability. Fourth, a project-based fashion design education is required by a specialized education as well as multi-disciplinary programs. Fifth, an industry- related and market-based fashion design education is asked through internships, professional teaching staff, industry-sponsored projects, seminars and professional design critics. Sixth, English and technology needs to be added to the curricula to develop global professionals. Finally, a cultural fashion design education based on Korean identity is required to develop the Korean fashion industry into a higher value-added business.
