A Study on Improvement of KMA WE-FAX Service (한국기상청 영역기상방송(WE-FAX) 서비스 개선에 관한 연구)

  • Even though KMA(Korea Meteorological Administration) has been doing WE-FAX service in past 40 years, most of korean ship's officers use Japan/USA WE-FAX instead of KMA WE-FAX during passage in the NW Pacific. In this regards, the authors carry out the research on the improvement of KMA WE-FAX service, examining the officers's opinions to KMA WE-FAX service along with comparing Korea, Japan & USA synoptic weather charts. As a result, it is suggested that (1) Have KMA WE-FAX service known to the officers in the course of education and training, (2) Persuade ocean-going ships to participate VOS to provide more accurate weather charts. (3) Provide additional weather charts such as Wave analysis, Surface forecast and put useful weather informations on weather charts to enhance navigational safety.

  • The weather FAX machine is the one of necessary of safety navigation for ship. which is the machine which make the weather image by the receiving radio signal which is modulated using FSK method and transmitted on air by coast station. after Coast station scan the weather image and broadcast the image with black dot to 1500Hz and white dot to 2300Hz using FSK modulation. This paper implement weather fax machine using only general IBM-PC by software. By using IBM-PC we can make some good functions like print, edit, save etc. The modulated signal from SSB go into RS232C port via photo coupler not to give damage to PC. by using Timer Interrupt and RS232C serial interrupt, we can measure signal frequency and remake weather image. This paper use only IBM-PC with general SSB receiver which is widely spread on the ship. so this is very economic and possible to implement mutifunctions.

  • 선박의 안전한 항해를 위해서 필수 장비 중 하나인 기상 팩스 장비는 연안국에서 FSK 방식으로 변조된 무선 주파수를 통해서 보내는 기상도를 선박에서 수신하여 이미지화 하는 장비이다. 연안국에서는 기상도를 스캔 한 후에 중심 주파수를 1900Hz로 하고, 흑점을 1500Hz, 백점을 2300Hz 신호로 FSK 변조하여 방송하면 선박에서 이 신호를 수신한다. 따라서 현재는 기상 팩스를 받기 위해서는 기상 팩스 장비가 필요하다. 본 논문에서는 선박에 일반적으로 설치되어 있는 IBM-PC를 이용하여 소프트웨어만을 사용하여 기존의 기상 팩스 장비가 가지고 있는 모든 기능을 구현하고, 기상도의 출력, 편집, 저장 기능을 추가로 설계 및 구현하였다. IBM-PC에서는 RS-232C 보트를 통해 수신된 신호를 Timer Interrupt와 Serial Interrupt를 사용하여 이미지화 하고 주파수를 선택할 수 있게 하고, 실시간 처리 등을 소프트웨어적으로 가능하게 하였다. IBM-PC를 사용함으로 기상도의 수신 및 상태를 개선하는 이미지의 보정이 가능하며, 저장 후 처리가 용이하고, 별도의 기상 팩스 장비를 구입할 필요가 없는 경제적인 기상 팩스 시스템이다.

Development of Algorithm for the Decision of Ship's Strong Wind Warning Levels

  • Marine weather information provided for vessels is mainly offered by radio devices such as NAVTEX, Weather Fax., and others. However, the information is too general for large areas, and lacks more detail. So, many seafarers are disinclined to use the information to initiate proper readiness of vessels' safety, avoiding marine accidents such as grounding, hull and cargo damage, but cannot develop an optimal and economical navigation plan, considering the inadequate level of low precision weather information. The purpose of this paper is to develop a strong wind warning system, based on the digital anemometer installed on the bridge. This study analyzed the data on 10-minutes average wind speed, when the vessel's grounding accidents happened in Korean ports. Results reveal that the vessel's strong wind warning algorithm, can estimate the growing of wind speed two-three hours in advance.

  • 선박의 안전운항을 위해 해양기상 및 수로환경정보는 필수정보로서 현재 Weather Fax나 수로서지를 통해 정보를 활용하고 있다. e-Navigation 전략이행계획에는 해사서비스목록(MSP)을 정의 하였으며, 해양기상 및 수로환경정보를 전자 데이터로 서비스 하기 위해 서비스 개념과 기술 사양을 개발 중이다. 한국형 e-Navigation 서비스 개발 연구에서는 기상청과 국립해양조사원에서 생산하는 데이터를 이용하고 S-100 기반의 국제표준에 따른 데이터 서비스 기술을 개발하고 있다. 본 연구에서는 한국형 e-Navigation 서비스 아키텍처와 개발 기술을 기반으로 해양기상 및 수로환경정보 서비스 운영 개념을 설계 하였다.

  • This paper treats optimal route assessment system at seaway based on weather forecasting and wave measurement through observation. Since early times. captain & officer have been sailing to select the optimum route considering the weather ana ship status condition empirically. However. it is rare to find digitalized onboard route support system whereas weather fax or wave and swell chart are utilized for the officer. based on officer's experience. In this paper, optimal route assessment system which is composed of voyage efficiency and safety component is introduced. Optimum route minimized ETA (estimated time of arrival) ana fuel consumption is evaluated for efficient voyage considering speed loss and power increase based on wave added resistance of ship. In the view point of safety, seakeeping prediction is performed based on 3 dimensional panel method. Basically. the weather forecast is assumed to be prepared previously in order to operate this system.

  • There is a growing demand for agrometeorological information that end-users can use and not just interesting information. lo achieve this, each region/community needs to develop and provide localized climate and weather information for growers. Additionally, provide tools to help local users interpret climate forecasts issued by the National Weather Service in the country. Real time information should be provided for farmers, including some basic data. An ideal agrometeorological information system includes several components: an efficient data measuring and collection system; a modern telecommunication system; a standard data management processing and analysis system; and an advanced technological information dissemination system. While it is conventional wisdom that, Internet is and will play a major role in the delivery and dissemination of agrometeorological information, there are large gaps between the "information rich" and the "information poor" countries. Rural communities represent the "last mile of connectivity". For some time to come, TV broadcast, radio, phone, newspaper and fax will be used in many countries for communication. The differences in achieving this among countries arise from the human and financial resources available to implement this information and the methods of information dissemination. These differences must be considered in designing any information dissemination system. Experience shows that easy across to information more tailored to user needs would substantially increase use of climate information. Opportunities remain unexplored for applications of geographical information systems and remote sensing in agro meteorology.e sensing in agro meteorology.
