Today, many universities are confronted with the changing education paradigm such as e-learning, Distance Education, Virtual University, This IT-based teaming paradigm shift is certainly a new opportunity or a threat to our universities. To overcome this problem the universities should think e-Learning as strategic weapon, such as many firms created competitive weapons from the information systems at the 1980s. So, e-Learning system can be a SIS(Strategic Information System) which supports university's future education strategies. To build a e-Learning system, not only many H/W and S/W resources but also expert personnels are required. An organization such as local university who is week at financial status can't himself plan the system. The Local University Community e-Learning Centers that support the demand of e-learning for their community are recommended. In order to operate these centers efficiently, the strategic roles of the e-Learning center should first be defined. To define the strategic roles, We classified the strategic roles of the e-Learning center into four dimensions, (1) to improve management efficiency, (2) to enhance educational service, (3) to acquire competitive advantages, (4) to build new education infrastructure, and each dimension has 5 or 6 measurement items. As result, to enhance the educational service was considered as the most significant factor among the four dimensions of strategic roles, and the infrastructure building was the next. We also tried to find the difference for each factor by the characteristics of responsor. The data showed that there was litter difference between the groups in evaluating the significance of strategic roles of e-learning centers. Through the strategic roles definition and analysis of expected role ratings, we could have recommended the direction and operation policies of the e-Loaming centers.

It is essential for the combined military weapon system to be equipped with interoperability for the efficient combat operation in the modern warfare environment. Since most of modern military systems utilize the electromagnetic wave for the radio communication in the network-centric warfare system, they can be vulnerable to the mutual interference among the adjacent combined military systems. In this paper, the typical radio communication systems are modeled with the modulation types of both spread and non-spread spectrum system. The various interference signals were generated for the simulation of the mutual interference influence from the adjacent radar and communication systems. The simulation results show that the detection performance of the victim communication receiver is seriously affected by the various interferences such as the types of modulation and the ratio of the overlapping bandwidth of the adjacent interferers. This result will be useful for defining the criteria of the interference protection in the combined military system for the interoperability in the future.
Measurement of xenon radioisotopes from nuclear fission is a key element for monitoring underground nuclear weapon tests. $^{131m}Xe$, $^{133}Xe$, $^{133}mXe$ and $^{135}Xe$ in the air can be detected via low background systems such as a beta-gamma coincidence counting system. Radioxenon monitoring is performed through air sampling, xenon extraction, measurement and spectrum analysis. The minimum detectable concentration of $^{135}Xe$ can be significantly variable depending on the sampling time, extraction time and data acquisition time due to its short half-life. In order to optimize the acquisition time with respect to certain experimental parameters such as sampling and xenon extraction, theoretical approach and experiment using SAUNA system were performed to determine the time to minimize the minimum detectable concentration, which the results were discussed.
Threat Evaluation(TE) which has air intelligence attained by identifying friend or foe evaluates the target's threat degree, so it provides information to Weapon Assignment(WA) step. Most of TE data are passed by sensor measured values, but existing techniques(fuzzy, bayesian network, and so on) have many weaknesses that erroneous linkages and missing data may fall into confusion in decision making. Therefore we need to efficient Threat Evaluation system that can refine various sensor data's linkages and calculate reliable threat values under unpredictable war situations. In this paper, we suggest new threat evaluation system based on information fusion JDL model, and it is principle that combine fuzzy which is favorable to refine ambiguous relationships with bayesian network useful to inference battled situation having insufficient evidence and to use learning algorithm. Finally, the system's performance by getting threat evaluation on an air defense scenario is presented.

Many countries are trying to deploy satellite surveillance systems for their national defense, and one of these system uses optical systems to observe the satellites above their territories. The optical satellite surveillance system requires the coordinates of the satellites in an acquired image and expects that those coordinates to be delivered to the tracking system. The proposed method detects the satellite sources in a high-resolution image with fast image processing for the optical surveillance system. To achieve faster detection, the proposed method reduces the size of the original image and approximates the trajectory of a satellite, so image processing methods are only applied to the nearby area of the approximated trajectory in the original image. The proposed method shows the similar detection performance faster than the previous method.

Underwater radiated noise is one of the vital factors in underwater weapon systems like submarine. A passive elastic mount is an effective reduction method for the vibration from a ship-board machinery transmitted to the hull which is radiated as noise outside the hull. A passive elastic mount shows the limitation on the vibration reduction and needs multi stage mounting system including double stage one to meet the required underwater radiated noise criteria. It is necessary for the multi stage mounting system to consider the large displacement in the underwater shock explosion. So it is difficult to apply the multi stage mounting system in submarine because of space limitation. Also recent navy sonar system are trying to have the capability to detect the ship-borne acoustic signals in the low frequency range. An alternative to the passive mount is an active mount with moving-coil type electromagnetic actuator based on a conventional rubber mount in the low frequency range. In the previous paper, 4 active mounts with moving-coil type electromagnetic actuator based on the rubber mount were installed on the hard floor of the facility, which means no consideration on the elastic foundation effect for the control of the active mounts was taken into account. In this study, an experimental performance analysis on the active mount was carried out using 4 active mounts installed on the cylindrical structure to investigate the elastic foundation effect.

This paper presents the overall valuation framework of the Army Tactical Command Information System(ATCIS) with its empirical data which is developed by the ROK Army in 2005 with its own R&D efforts over the past 10 years. The valuation with the appropriate methods is conducted through the full and relentless support of ROK Army HQs, defense agencies, and related firms. And the results include both qualitative and quantitative values of the ATCIS in perspectives of economic, technical, and defense strength effects. As a result, the development of ATCIS is valued over 1.7291 trillion Won which is over 6.55 times benefit and cost ratio comparing with other country's similar system. The worth of this paper includes the actual framework and methods to apply the valuation of other weapon systems and its preliminary research, defense offset valuation, performance evaluation and others.

The low birthrate and the need for national defense reform in Korea drive the Navy to develop efficient human resource planning such as a manpower forecasting model. However, to our knowledge, there is no study exploring the manpower forecasting model for naval ships in Korea. The purpose of this paper is to develop a model for forecasting manpower demand in naval ships. Data for analyses were drawn from 19 ships in the Korean Navy. Results indicate that mission type is significantly related to the number of manpower. Specifically, battleships need the more manpower than the battle support ships. The results also showed that the weight of hull structure-engine and the weight of the weapons system significantly increased the number of manpower. However, the weight of the combat system was not significant. In addition, whereas the automation level of hull structure-engine and the automation level of weapon system was found to be negatively related to the number of manpower, the automation level of combat system was positively related to it. The model developed here contributes to an advanced human resource planning of the Korean Navy. Implications, limitations, and directions for future research are discussed.
South Korea should not be in subordinate position in international relationships like the past. As the status of middle power. South Korea achieves peaceful unification through overcoming North Korea's nuclear and conventional threats, and builds military power in Northeast Asia as a 'balancer'. This can firstly be achieved by constructing "attack systems triad". 'attack systems triad' can be established through integrating the C41SR as a common strategy for the purposes of preemptive deterrence and retaliatory deterrence against the dangers of the present and the future. Second, denial deterrence can be achieved by establishing "defense system triad" by combining common military power and defensive weapon system. Finally, development of independent advanced technological strategies can be achieved by building defense industry and combination of research and development through constructing "Infra triad". As for constructing and reinforcing the future of the ROK military, a unilateral principle and policy efforts to achieve the aforementioned force construction models are needed. This can only be achieved through the government's national vision to take on the role of mediator and a basis founded upon the consensus of the public.

An AddSIM(Adaptive distributed and parallel Simulation environment for Interoperable and reusable Models) is an integrated engagement simulation environment with high-resolution weapon system models for estimation and analysis of their performance and effectiveness. AddSIM can simultaneously handle the continuous dynamical system models based on continuous time, and command, control(C2) and network system models based on a discrete event. To accommodate legacies based on DEVS(Discrete Event System Specification) modeling, DEVS legacies must first be converted into AddSIM models. This paper describes how to implement DEVS models on AddSIM. In this study a method of mapping from hierarchical DEVS models to AddSIM players was developed: The hierarchical DEVS model should be flattened into a one layered model and four DEVS functions of the model, external transition, internal transition, output and time advance, should be mapped into functions of the AddSIM player.
