A study on the improvement of efficiency for waterworks on the basis of the accidents in the system by setting the example of Chungcheongbuk-do (시스템사고에 기반한 상수도 효율성 개선에 관한 연구: 충청북도를 중심으로)

  • The service for waterworks is important infrastructure structuring the cities and the public properties affecting the health and the abundant lives of the residents at the same time. However, the waterworks project still has many problems in reality in spite of the continuous efforts from the nation, local governments and many related people in waterworks projects. From the aspect of the situation, this purpose of this study is to review the actual operation state and the operation principle on the basis of the accidents in the system and to suggest the policy leverages for accurate diagnosis of the waterworks project and for the efficient operation. The operation structure of the service for waterworks is the complicated system showing the overlapped forms of the relation with other various factors. Moreover, as this has been influenced by other external environments, it has flexible features that can be changed by unexpected factors even if the internally close causality has been established The domestic local operation of waterworks have been divided by an administrative district and it causes inefficiency in the aspect of the country and the local government with small sized of budget faces the insufficient investments. These phenomena have been shown in some small sized areas located in Chungcheongbuk-do and, making a realistic suggestion by the related local government to improve the waterworks operation project is urgent. For this reason, this study is to lead the policy leverages to increase the efficiency of the service for waterworks and to stabilize the structure of virtuous circle in the system. At first, the reformation of the waterworks structure should be performed after the various supports and system maintenance. At second, the service quality should be improved through the creativity in management and the consideration of the efficiency by the participation of private enterprises for waterworks service. At third, through the specialized waterworks operation, the quality improvement of the waterworks and satisfying the standard of natural environment should be related. In this context, the fundamental solutions for the problems of domestic waterworks service and finding realistic alternatives are considered to be the priority for the waterworks project to be operated efficiently.

  • There has been a renewal of interest in management of underground facility in recent years. As several research have been made on management for underground facility of waterworks pipe. In this paper smart-tag is defined and applied to requiring ubiquitous environment. Also, GPS is essential technology for the implementation of proposed program, which has GPS and RFID mixed business model. And it manages data of underground facility with RFID system effectively and provides the high quality practical effectiveness of entire system through GPS receiving module and network communication on GIS. In conclusion, this paper proposed applications management system with location mixed database. Proposed database and interface skill is tested and evaluated through the simulation.

  • Seoul Metro has operated the air cooling equipment established in a machine room of a station building to improve our services focused on our customers who use Seoul Metro during the summer season. However, a new set of problems has arisen with the cooling tower to support a heat exchange of cooling water. One of them is loss of efficiency in the air conditioner. The leading cause of this problem is that we use an underground type of the cooling tower. As the machine room of a station building is located in the underground of inner city because of the nature of the subway, it is difficult to establish the cooling tower on the ground. The underground structure of the No. $1{\sim}4$ subway line is unsuitable for the location requirements of the underground type of the one because it has a limited space to set up the air cooling equipment, for example, the cooling tower and a ventilating opening. As a result of such an unfavorable condition, the cooling tower doesn't work efficiently and the warmth of cooling water because of insufficiency of a heat exchange and a refrigerator's technical obstacle such as a high-temperature and a high-pressure has arisen. Accordingly, the efficiency of the air conditioning is getting lower and lower. Another problem is too wasteful with water. Each station uses the water over 30 tons every day with waterworks to replenish the cooling tower such as a evaporation, a scattering and a distribution of water. Nevertheless, the more an air conditioner increase, the more the use of water supply increase. For this reason, we can't help wasting an enormous amount of water and discharging the congelation of a low temperature(about $15^{\circ}C$) occurred in a heat exchanger inside an air conditioner. The purpose of this study is to analyze the utility of congealing water to improve efficiency of the air cooling equipment and save energy as a supplementary water for the cooling tower.

Environmental Microbial Assessment of Food Services at Elementary Schools in Western Gyeongnam Pyovince (서부 경남 지역 초등학교 급식소에서의 환경미생물 평가)

  • Two aims of the present study were the evaluation of hygienic, microbial safety on food services of elementary schools in Western Gyeongnam province, and then, the construction of database for the SSOP (Sanitation Standard Operation Procedures) practice. A total of 98 samples were collected from drinking water, waterworks, kitchen utensils, kitchen equipments, employees and cooked foods. Total bacteria was counted and pathogenic bacteria such E. coli, salmonella, yersinia, vibrio parahaemolyticus and staphylococcus were identified based on the biochemical analysis. Following are the results: the number of bacteria showed from 1.0x10$^2$CFU/ mL to 1.0x10$^{6}$ CFU/mL in most samples, which the level exceeds normal range. Over 1.0x10$^{5}$ CFU/ml bacteria were observed from the kimchi in 4 places (B, C, D, E), because cooked food such as kimchi had not been heated. As a rule, the bacterium level in place B was higher than that in any of the other places. E-coli were isolated from kitchen knives (C, E) and Kimchi (E): staphylococci were isolated from drinking water (A), hands (D), refrigerator (E) and apron (E). But, salmonella, vibrio and yersinia were not detected in anywhere. In conclusion, the presence of bacteria and pathogenic agents in school food service was closely related to hygienic practice. For that reason, it is necessary to have more systematic and efficient management in order to enhance the food safety.

A Study on Efficiency of Local Water Supply Service Contracting by Data Envelopment Analysis and Malmquist Index (DEA 및 Malmquist 지수를 이용한 물자원사업 민간위탁경영기관에 관한 효율성 분석)

  • The era of today's day is that the era of the black gold age is now approaching the era of the blue gold age. As the importance of water increases, support and policies for the water industry are presented. The water industry is a public service industry but it faces the problem for unbalanced supply between users. One of solutions for solving the problem at hand is the privatization of the public service and it is the most sensitive and focused subject to the issue. Korea is also coming up for the privatization of the water industry. So, one of the privatization operations based on the privatization of the current waterworks law is management contract by the specialized organization and it is in progress to enhance the efficiency of public services. Therefore, this study aims at finding out the local water supply services' efficiency by K-Water using DEA(Data Envelopment Analysis), and productivity analysis by malmquist index on 18 organizations of the implementation of local water supply management contract using the date from 2012 to 2014. According to the result of the DEA, 10 of the 18 organizations were the most efficient during 3 years and malmquist index for analysing the productivity was decreasing. That is because of the leakage ratio and utilization ratio of the raw water and both of them are significant to productivity. As a result, this study differs from the previous studies by analysing efficiency and productivity using DEA and malmquist index to the solution for the problem faced by current water industry.

Measuring the Public Service Quality Using Process Mining: Focusing on N City's Building Licensing Complaint Service (프로세스 마이닝을 이용한 공공서비스의 품질 측정: N시의 건축 인허가 민원 서비스를 중심으로)

  • As public services are provided in various forms, including e-government, the level of public demand for public service quality is increasing. Although continuous measurement and improvement of the quality of public services is needed to improve the quality of public services, traditional surveys are costly and time-consuming and have limitations. Therefore, there is a need for an analytical technique that can measure the quality of public services quickly and accurately at any time based on the data generated from public services. In this study, we analyzed the quality of public services based on data using process mining techniques for civil licensing services in N city. It is because the N city's building license complaint service can secure data necessary for analysis and can be spread to other institutions through public service quality management. This study conducted process mining on a total of 3678 building license complaint services in N city for two years from January 2014, and identified process maps and departments with high frequency and long processing time. According to the analysis results, there was a case where a department was crowded or relatively few at a certain point in time. In addition, there was a reasonable doubt that the increase in the number of complaints would increase the time required to complete the complaints. According to the analysis results, the time required to complete the complaint was varied from the same day to a year and 146 days. The cumulative frequency of the top four departments of the Sewage Treatment Division, the Waterworks Division, the Urban Design Division, and the Green Growth Division exceeded 50% and the cumulative frequency of the top nine departments exceeded 70%. Higher departments were limited and there was a great deal of unbalanced load among departments. Most complaint services have a variety of different patterns of processes. Research shows that the number of 'complementary' decisions has the greatest impact on the length of a complaint. This is interpreted as a lengthy period until the completion of the entire complaint is required because the 'complement' decision requires a physical period in which the complainant supplements and submits the documents again. In order to solve these problems, it is possible to drastically reduce the overall processing time of the complaints by preparing thoroughly before the filing of the complaints or in the preparation of the complaints, or the 'complementary' decision of other complaints. By clarifying and disclosing the cause and solution of one of the important data in the system, it helps the complainant to prepare in advance and convinces that the documents prepared by the public information will be passed. The transparency of complaints can be sufficiently predictable. Documents prepared by pre-disclosed information are likely to be processed without problems, which not only shortens the processing period but also improves work efficiency by eliminating the need for renegotiation or multiple tasks from the point of view of the processor. The results of this study can be used to find departments with high burdens of civil complaints at certain points of time and to flexibly manage the workforce allocation between departments. In addition, as a result of analyzing the pattern of the departments participating in the consultation by the characteristics of the complaints, it is possible to use it for automation or recommendation when requesting the consultation department. In addition, by using various data generated during the complaint process and using machine learning techniques, the pattern of the complaint process can be found. It can be used for automation / intelligence of civil complaint processing by making this algorithm and applying it to the system. This study is expected to be used to suggest future public service quality improvement through process mining analysis on civil service.
