This paper aims to develop a new paradigm for groundwater management which is compatible with integrated water management policies in Korea. Three key roles of groundwater are defined for addressing water cycle distortion, high water stress, water quality degradation, aquatic ecosystems deterioration, and water-related hazards. Firstly, groundwater plays an important role in contributing soundness of water cycle as a component of water cycle. Secondly, it is a local water resource to ensure water supply sustainability. Thirdly, groundwater is an essential water resource for drought and emergencies. In order to support the groundwater roles, we propose a paradigm shift for groundwater management and policy directions towards integrated water management. The new paradigm consists of managements for sound water cycle on a watershed scale and groundwater environment(quantity, quality, and groundwater dependent ecosystems) managements for both human and nature. A prospective management also constitutes the new paradigm. In addition, this paper proposes four policy directions in groundwater management. The policies emphasize the integrated management of groundwater and surface water, management of groundwater environment(quantity, quality, and groundwater dependent ecosystems), management of groundwater uses for water sustainability and security, and enhancement of groundwater publicity.
The purpose of this study is to analyze the features of groundwater use to utilize as basic information for water-cycle analysis system development and effective groundwater management in the Kap-cheon basin. The cumulative relationship between groundwater use and the number of wells was analyzed to estimate the representative total groundwater use and the number of wells for the Kap-cheon basin. Then, the spatial distribution of groundwater use in the basin were figured out using the detailed information on groundwater use in each well. Finally, the reasonability of groundwater resources management in Kap-cheon basin was evaluated by comparing groundwater recharge and groundwater use in sub-basins and major stream basins. The results of the analysis showed about 25% of the total wells could represent 90% of groundwater use ($37,923,516\;m^3$/year) in the Kap-cheon basin. A detailed analysis on the groundwater uses in the vicinity of down-town areas of Daejeon metropolitan city showed high groundwater uses ($1.4{\sim}11.1$ times) compared to the groundwater recharge previously estimated using the rainfall-runoff model. The ratio of groundwater use and groundwater recharge for the major river basins in Kap-cheon basin ranged from 1.9 to 2.3 indicating that more sustainable groundwater management should be exercised. The results of this study can be used as basic information in evaluating the change of groundwater flow, stream flow and water-cycle for various groundwater uses in the Kap-cheon basin.
A Rapid Thermal Processing (RTP) system operated below $500^{\circ}C$ has been designed and constructed. It uses an optical pyrometer for measuring wafer temperature, the sensing range of pyrometer is from $2.0{\mu}m$ to $2.4{\mu}m$. To remove the interference effect by IR emitted from lamps an IR filter is adapted which uses water. The best condition for Al alloy using the RTP system is $425^{\circ}C$ for ten seconds. The RTP system uses many lamps for supplying enough power in processing wafer because the absorption wavelength range of IF filter is from $1.3{\mu}m$ to $4.0{\mu}m$. However, reproducibility and uniformity is reduced due to the difference of lamp characteristics. Therefore, for improving the reproducibility and uniformity new RTP system using one lamp is designed. The new RTP system uses a focusing mirror and it focuses the light of lamp. The curverture of the focusing mirror is controlled to supply uniform power in processing wafer. The result of computer simulation shows the possibility of new RTP system using one lamp.

This study describes the strategy for advanced decision support system (ADSS) development for integrated management of water resources and quality in reservoir systems. The developed ADSS consists of database that contain hydrologic data, observed operational data, and data to support specific reservoir operations simulation, optimization models, and water quality models. The optimization model, mass balance simulation model and water quality models are used in a general prototype ADSS, menu driven controlling framework that assists the user to specify and evaluate the alternative operational scenarios at one time. These alternative scenarios are evaluated by the models and the results are compared through the use of a graphical based display system. This graphical based system uses an icon based schematic representation of the system to organize the presentation of the results. The ADSS includes the ability to use monthly or weekly time periods of analysis for the models and it can use monthly historical or stochastically generated inflows.
There are three methods for analyzing flow and pressure distribution in looped water distribution networks (the loop method, the node method, the element method) taking into consideration hydraulic parameters chosen as unknown. For all these methods the non-linear system of equations can be solved by iterative procedures. The paper presents a different approach to this problem by using the method of variational formulations for hydraulic analysis of water distribution networks. This method has the advantage that it uses a specialized optimization algorithm which minimizes directly an objective multivariable function without constraints, implemented in a computer program. The paper compares developed method to the classic Hardy-Cross method. This shows the good performance of the new method.

Large dams are managed with operation standard and flood forecasting systems, while small dams do not have management method generally. Shortage of water resources and natural disasters due to drought and flood raised public concerns for management of small dams. Most of small dams are irrigation dams, which need diversified water uses. However, the lack of systematic management of small dams have caused serious water wastage and increased natural disasters. Storage management method and system were developed to solve these problems in small dams. The system was applied to Seongju dam for effective management. The storage management method was established considering hydrology simulation and statistical analysis using the system. This method can bring additional available water, even in the same conditions of the water demand and the supply conditions of watershed. It can improve the flood control capacity and water utilization efficiency by' the flexible operation of storage space.
Levels of arsenic in stream and reservoir waters affected by an abandoned gold mine were examined. The abandoned mine has been left without proper civil and remedial works preventing potential environmental hazards. Field and laboratory chemical analyses revealed that the stream waters downgradient from the mine area were severely contaminated with arsenic and furthermore the reservoir water, 2-3 km away from the mine, also contained substantial levels of As, far exceeding the Korean stream water standard. Relatively higher pH values (6.5-9.4) enhanced mobility of As and mainly sustained substantial As concentration in waters. Chemistries of the stream water, groundwater and reservoir water were dominated by two main factors including effects of mine effluent and anthropogenic agricultural activities. Considering that there has been a substantial As input to the reservoir and the reservoir water has been used for agricultural and domestic uses, immediate remedial works are essentially required.

The development of a basin-wide runoff analysis model is to analysis monthly and daily hydrologic runoff components including surface runoff, subsurface runoff, return flow, etc. at key operation station in the targeted basin. A short-term water demand forecasting technology will be developed taking into account the patterns of municipal, industrial and agricultural water uses. For the development and utilization of runoff analysis model, relevant basin information including historical precipitation and river water stage data, geophysical basin characteristics, and water intake and consumptions needs to be collected and stored into the hydrologic database of Integrated Real-time Water Information System. The well-known SSARR model was selected for the basis of continuous daily runoff model for forecasting short and long-term natural flows.
The optimum dosage control is presumably the goal of every water treatment plant. However it is difficult to determine the dosage rate of coagulant, due to nonlinearity, multivariables and slow response characteristics, etc. To deal with this difficulty, the real number genetic-fuzzy system was used in determining the dosage rate of the coagulant. The genetic algorithms are excellently robust in complex optimization problems. Since it uses randomized operators and searches for the best chromosome without auxiliary informations from a population which consists of codings of parameter set. To apply this algorithms, we made the real number rule table and membership function from the actual operation data of the water treatment plant. We determined optimum dosages of coagulant(LAS) using the fuzzy operation and compared them with the dosage rate of the actual operation data.
The grid-based KIneMatic wave STOrm Runoff Model(Kim, 1998; Kim, et al., 1998) which predicts temporal variation and spatial distribution of saturated overland flow, subsurface flow and stream flow was evaluated at two watersheds. this model adopts the single overland flowpath algorithm and simulates surface and/or subsurface water depth at each cell by using water balance of hydrologic components. the model programmed by C-language uses ASCII-formatted map data supported by the irregular gridded map of the GRASS (Geographic Resources Analysis Support System) GIS and generates the spatial distribution maps of discharge, flow depth and soil moisture of the watershed.
