  • The purpose of the study for the development of the technologies of water quality monitoring and contamination protection at water resource aquifer is to secure the groundwater as potable water resources. The results of water analysis as a basis of potable water criteria showed that 30 groundwater samples among 138 samples of small water supply system (21.7%) were exceeded the water criteria. The concentrations of Cl, $NO_3$ and Na for granite area are higher than those of gneiss and metasedimentary rocks of Ogcheon belt area and they are caused by the high vulnerability of groundwater at granite region where the residential area and cultivated land are concentrated. The spatial distribution of components indicated the close relationships between water quality and geology, land use, and topography. The multivariate statistical results showed that the water samples are divided into three groups by geology.

  • In recent years, the sales of bottled spring water (BSW) have been drastically increasing in Korea and other countries, which accompanied great interests in conservation and reclamation of natural mineral water (NMW). In this study, management and research activities on NMW in Europe, USA, and Codex Alimentarius were reviewed. In each region, NMW is regulated with its own quality standards that differ from ordinary drinking water, and management actions are strictly implemented to protect water resources and to secure quality of NMW. Many studies on NMW were carried out for monitoring inorganic constituents including major and trace elements in national levels for bottled NMW, groundwater, and tap water in other countries. In Korea, NMW became commercialized in 1995 when BSW was legally approved as a drinking water. To further promote utilization of various types of NMW in Korea, regulations and policies for NMW need to be revised in accordance with international NMW management trends. Further, studies of NMW that compile a comprehensive set of physical and chemical parameters of NMW are also needed to properly understand occurrences, hydrogeological and geochemical processes of NMW, as well as to evaluate its potential use as a natural resource.

  • Recently, the applications of unmanned system are steadily increasing. Unmanned automatic system is suitable for routine mission such as reconnaissance, environment monitoring, resource conservation and investigation. Especially, for the ocean environment monitoring mission, many ocean engineers had scoped with the routine and even risky works. The automatic system can replace the periodic and routine missions: water sampling, temperature and salinity measuring, etc. In this paper, an unmanned surface vessel was designed for routine and periodic ocean environmental missions. An autonomous control system was designed and tested for the unmanned vessel. A GPS and gyro compass was used for navigation. A linear autopilot model for course control can be derived from the maneuvering model. Nomoto's 2nd-order response equation was derived. The design methodologies and performance of the surface vessel were illustrated and verified with this linearized equation of motion. A linear controller was designed and automatic route tracking performance was verified for yaw subsystem.

  • Many applications in the areas of agricultural, hydrological and environmental resource management require data over very large areas and with a high imaging frequency - monitoring crop growth, water stress, seasonal wetland flooding and natural vegetation development. This precludes the use of fine resolution data (Landsat, Spot) on the grounds of cost, accessibility and low imaging frequency. Meteorological satellites have the potential to fill this need, given their very wide spatial coverage, and high repeat imaging. The Remote Sensing Unit (RSU) at the Zambia Meteorological Department routinely receives, processes and archives imagery from both Meteosat and NOAA AVHRR satellites. Here I wish to present some examples of applications of these data sets that arise from the RSU work - relationships between rainfall and vegetation development as assessed by satellite, derived information and seasonal patterns of flooding in the Barotse floodplain and the Kafue flats. I also wish to outline ways in which a more widespread use of this data by the Zambian institutions canbe achieved.

  • This study was conducted to investigate the relationship between groundwater level change and a large earthquake using the data of groundwater and seawater intrusion monitoring wells in Jeju Island. Groundwater level data from 13 observation wells were analyzed with a large earthquake. The Earthquake occurred at Sumatra, Indonesia (Mw = 7.7) on 13 June 2010, and groundwater level anomalies which seems to be related to the Earthquake were found in 6 monitoring wells. They lasted for approximately 16~27 minutes and the range of groundwater level fluctuations were about 1.4~2.4 cm. Coefficient of determination values for relationship between groundwater level change and transmissivity, and response time were calculated to be $R^2$ = 0.76 and $R^2$ = 0.96, respectively. The study also indicates that the high transmissivity of aquifer showed the high goundwater level changes and longer response time.

  • This study is to suggest a few efficient ways of rainwater utilization, through monitoring and analyzing 143 rainwater storage systems and 110 artificial recharge systems, which are installed in the recommended facilities by law, among the rainwater harvesting systems in Jeju Island. In the case that catchment facilities are damaged, rainwater could be contaminated by leaves and debris so that the rates of rainwater usages come to be lower. It is possible that contaminated rainwater could contaminate artificial recharge wells or rainwater discharging out of the rainwater harvesting system could result in flood and damage for the downgradient area. For maintaining high quality of rainwater and increasing rainwater utilization rate, it is necessary to install screening facilities and purification plant functioning precipitation and filtration. Also, in order to efficiently preclude the overflowing rainwater exceeding storage capacity, it is recommended to associate rainwater storage tanks with artificial recharge well or infiltration trench facilities.

  • Global climate change could have an impact on hydrological process of a watershed and result in problems with future water supply by influencing the recharge process into the aquifer. This study aims to assess the change of groundwater recharge rate by climate change and to predict the sustainability of groundwater resource in Pyoseon watershed, Jeju Island. For the prediction, the groundwater recharge rate of the study area was estimated based on two future climate scenarios (RCP 4.5, RCP 8.5) by using the Soil Water Balance (SWB) computer code. The calculated groundwater recharge rate was used for groundwater flow simulation and the change of groundwater level according to the climate change was predicted using a numerical simulation program (FEFLOW 6.1). The average recharge rate from 2020 to 2100 was predicted to decrease by 10~12% compared to the current situation (1990~2015) while the evapotranspiration and the direct runoff rate would increase at both climate scenarios. The decrease in groundwater recharge rate due to the climate change results in the decline of groundwater level. In some monitoring wells, the predicted mean groundwater level at the year of the lowest water level was estimated to be lower by 60~70 m than the current situation. The model also predicted that temporal fluctuation of groundwater recharge, runoff and evapotranspiration would become more severe as a result of climate change, making the sustainable management of water resource more challenging in the future. Our study results demonstrate that the future availability of water resources highly depends on climate change. Thus, intensive studies on climate changes and water resources should be performed based on the sufficient data, advanced climate change scenarios, and improved modeling methodology.

  • The estimation of groundwater usage in Jeju island is important to understand hydrologic cycle system and to plan management of water resource because large amounts of groundwater have been used for agricultural and domestic purpose. The model has been developed to estimate agricultural groundwater usage for garlic at uplands and citrus at orchards raising outdoors using the soil water balance model from FAO 56, respectively. The total amount of water supplied for the crop evapotranspiration and the multipurpose function such as sprout promotion can be simulated by the model. However, due to the discrepancy of water use in initial stage between calculated and observed, the model was calibrated and verified using actual groundwater usage monitoring data for 3.5 years (2011.6 to 2014.12) at three uplands for garlic and three orchards for citrus. Consequently, it would be concluded that the model simulated efficiently actual water usage in that root mean square (RMS) and normalized RMS of the validation stage were less than 8.99 mm and 2.43%, respectively, in two different conditions.

  • This study proposed a simple estimation method for irrigation return flow from paddy fields using the water balance model. The merit of this method is applicability to other paddy fields irrigated from agricultural reservoirs due to the simplicity compared with the previous monitoring based estimation method. It was assumed that the unused amount of irrigation water was the return flow which included the quick and delayed return flows. The amount of irrigation supply from a reservoir was estimated from the reservoir water balance with the storage rate and runoff model. It was also assumed that the infiltration was the main source of the delayed return flow and that the other delayed return flow was neglected. In this study, the amount of reservoir inflow and water demand from paddy field are calculated on a daily basis, and irrigation supply was calculated on 10-day basis, taking into account the uncertainty of the model and the reliability of the data. The regression rate was calculated on a yearly basis, and yearly data was computed by accumulating daily and 10-day data, considering that the recirculating water circulation cycle was relatively long. The proposed method was applied to the paddy blocks of the Jamhong and Seosan agricultural reservoirs and the results were acceptable.

  • The fisheries resource in waters under the jurisdiction of Korea is being endangered by unlawful fishery. The Korean government exerted great efforts to establish the public order of water, but the number of the exposed unlawful fishing violations has increased for last 10 years. The system to guide fisheries regulatory noncompliance of Korea is limited to the use of fishing guidance patrol boats. For strength of monitoring and surveillance systems, the government needs to phase in Vessel Monitoring System. But there are some studies for that. The defects of present monitoring practice can be drawn from the facts described above. The qualification of the fishery control official one of most important element of fishing control system, is defined as any officer who is charging on fishing. For clear law enforcement the qualification should require considerable experience and knowledge. Korean coast guards have problems on guiding unlawful fishing violations because of the absence of administrative authority by comparison with the fisheries guiding officer, who has both authorities on administration and jurisdiction. To draw some judicial problems this research presents a analysis on the fishing control system. The research suggests the improvements to compensate the defects.
