The policy of total maximum daily load (TMDL) was introduced to manage wasteload within the loading capacity to achieve water quality standards in the watershed. While the TMDL was implemented, the institutional and technical correction for the improvement of procedure was accomplished even though there were various problems and basically through the process of trial & error. However, a fundamental improvement of this policy is needed to implement the TMDL. This study has come up with a new viewpoint on improving this procedure for reasonable implementation of TMDL. First of all, the water quality and flowrate monitoring of the tributaries should be implemented. This should be done through the establishment of a monitoring system which will include standards of scope, a set time period, water quality parameters and frequency follow ups for the implementation of TMDL. The basic plan in all of the watersheds should be developed based on the establishment of water quality parameters and standards for water use and ecological purposes according to the results of the water quality and flowrate monitoring in the watersheds. The implementation plan for water quality improvement should be established in the watersheds where exceeds the targeted water quality standards. The performance assessment of TMDL should be conducted every year to meet the satisfaction assessment of water quality standards in the watersheds. Finally, if the water quality standards in the watersheds can not be attained or the water quality parameters and standards should be changed, the implementation procedure will be performed according to the iterative process. On the contrary, the policy of TMDL in the watersheds where the water quality standards have been met the goal will be finished.
This study has an objective to estimate effect on water-quality enhancement by removal of contaminated river-bed material using a two-dimensional numerical modeling in the Seonakdong River, the Pyunggang River and the Maekdo River. RMA2 and RMA4 models were used for flow and contaminant transport simulation, respectively. After the analysis of the effects of flow restoration plan for the Seonakdong River system made by Lee et al (2008), simulation have been performed about scenarios which contains operations of the Daejeo Gate, the Noksan Gate, the Makdo Gate (on planning), and the Noksan Pumping Station. Because there is no option for elution from bed sediment in the RMA4 model, a simple technique has been used for initial condition modification for elution. The analyses revealed that the effect on water quality improvement due to dredging of bed sediment seemed to be less than 10 % of the total effect. The most efficient measure for the water quality improvement of the river system was the linked operation of water-gates and pumping station.
In the northernmost basin of the Bukhan River, pollution sources can have a concentrated distribution. In these basins, small streams show low flow with various and rapid water quality change in low pollutants load. Therefore, a water quality improvement plan of small streams and main stem will be necessary to establish the characteristics of small streams. This study selected a representative Hwacheon-gun in the northernmost basin of the Bukhan River. Hydro analysis was performed with GIS tools using DEM. A total of 152 small streams were listed. A total of 51 survey locations were selected after applying the selection criteria. Flow rate and water qualities were investigated. Pollution sources and pollutants loads were calculated for each basin. Pollution grade and typological classification were performed by cluster analysis using standardized environmental condition factors. As a result, G04, G01, H01 locations were found to have the worst pollution grades whereas J01, P01, and P02 had less pollution. Typological analyses were able to classify six types for the surveyed small streams. An effective water quality improvement plan was obtained based on the results of pollution grade and typological analysis using environmental condition factors of this study.

The water pollution Accident in the South Han River is increasing due to increase of pollutants inflow from small streams from rural areas and reduced flow rate. This study predicted the change of water quality in the main stream of the South Han River due to climate change through the linkage of watershed and water quality models. Also, This study analyzed the effect of water quality improvement on Seomgang and the South Han River by securing the flow during the dry season. According to the scenarios for securing the river flow during drought season, the river flow in the Seomgang is increased up to 2.19 times, and the water quality during the drought season was improved up to $BOD_5$ 20.5%, T-N 40.8%, T-P 53.4%. Also, the water quality of the main stream of the South Han River improved to 5.22% of $BOD_5$, 5.42% of T-N and 7.69% of T-P as the river flow was secured from the Seomgang. The result of this study confirms that securing the baseflow in the Seomgang according to the scenarios for securing the river flow during the dry season has a positive effect on the improvement of the water quality of the rivers in the main river of the Seomgang and South Han River. The results of this study will contribute to the establishment of reasonable management to improve the water quality of the main stream of the Seomgang and South Han River.

For effective improvement of water quality in Seokmun reservoir, this study implemented various analyses including the tributary water quality and flowrate monitoring, contamination of sediment, investigation of pollution source, selection of priority management target tributary by stream grouping method. The COD concentration of the majority of tributaries in Seokmun reservoir watershed was relatively higher than BOD concentration. The concentration of water pollutants regardless of water quality parameters in Yeokcheon, Dangjincheon, Sigokcheon, Baekseokcheon, small stream in Jinkwanri and Janghangri were higher than the other tributaries. The pollution sources in the Seokmun reservoir watershed were mostly distributed in the population, livestock, and industry. The pollutants, which located in Yeokcheon, Dangjincheon, Baekseokcheon, and small stream in Janghangri selected as priority management target tributary, should be preferentially reduced for improving the water quality in Seokmun reservoir. As the evaluation results of water quality in Seokmun reservoir for the effect of water quality improvement according to various scenarios using water quality model, it was found that the water quality in Seokmun reservoir due to the construction of a wastewater treatment plant for management of pollutants in the watershed would be satisfied the class V of water environment standard in reservoir.

The purpose of this research is to develop the design/control method that can be used for the improvement of harbour tranquility and water quality of fishing ports. For this end, firstly, the hydraulic environmental characteristics of fishing ports in the coastal waters of the Korean Peninsula are analysed and discussed combined with disasters of facilities and vessels in the ports. Secondly the problems of water quality control is pointed out considered with the improvement measures of harbour tranquility such as the methods of lengthen of main breakwaters and construction of wave absorbing structures. Finally, the control characteristics of composite functions of water quality and tranquility of fishing port are discussed and the improved control method si proposed using the experimental results for the various measures. The proposed measure is proved to be a applicable method to improve these two main functions on the design of fishing port.
This paper investigates the current status of Jeju special self-governing province (JSSGP)'s water infrastructure and recommends directions for improvement. JSSGP relies on groundwater for most of its water resources. Recently, water usage has been steadily increasing due to the increase of residents and tourists while the quality of groundwater has been steadily worsening. Deterioration in water quality of groundwater can be seen through the increase in concentration of nitrate nitrogen and microorganisms. To overcome such problems, water consumption must be reduced by water demand management in all fields including residential and agricultural water use. The quality of water resources should be preserved through the management of pollutants. For efficient management of water resources, great efforts should be made to reduce the leakage rates in household and agricultural water, which is currently at the highest level in the country. Furthermore, diversification of water intake sources other than groundwater is needed, especially for agricultural water supply. For water and sewerage facilities, compliance with drinking water quality standards and discharge water quality standards must be achieved through the optimization of operation management. This process requires recruiting professionals, improving existing workers' expertise, and improving facilities.

This study sets the goal to improve effectively water quality of stream by complementing the weak points of the gravel contact oxidation process to use the inverted siphon curved channel system in free overfall of serial contact materials. The size of the current system can be diminished by expanding contact time, and the materials' replacement can be made easier when their gap are closed through the filtering boxes of contact materials. This system also has been developed into a construction method in which mixed and serial contact materials can be employed by using just the conventional single contact materials. It was verified the improvement ability of water quality of this system, during the simulation test at Tandong stream in Daejeon. The results of the verification of water quality improvement through several experiments in field were measured as follows : it showed to reduce about the averaged 55~83% higher than 60~75%, the internal planned goal of water quality improvement facilities.

The main function of artificial wetlands and the largest proportion of the purpose of artificial wetlands created is water purification. The public's interest and demand for water quality increased after the Four major rivers project, and the need for water quality improvement is expected to increase further as the use of waterfront increased due to the improvement of quality of life. Most of the projects focus on only one purpose, and research on the effects of one function is also being analyzed, which undervalues the actual creation of artificial wetlands. Therefore, in order to calculate the comprehensive benefits of artificial wetlands, the effects of flood reduction and water quality improvement were analyzed in this study among the various effects of artificial wetlands along riversides, and the benefits were calculated accordingly. In other words, the effects of flood mitigation and water quality improvement were calculated by comparing the artificial wetlands before and after the construction of artificial wetlands, and the benefits of each of them were calculated.
In recent years, interest in river environment such as riparian landscape, water quality and ecological conservation has been growing with increasing recreation on agricultural river watershed. That caused the increase of necessity of water resources development, one of solutions for the diversification of agricultural water demand and shortages. In this respects, heightening irrigation dam, as a part of the 4-major river restoration project, is necessary to secure not only additional agricultural water but also instream flow for water quality improvement. However, operation plan of irrigation dam still not be clear. In this study, additional storage which secured through heightening irrigation dam was estimated using SWAT model. And instream flow effects on water quality of downstream were evaluated. The findings show that the additional water supply will contribute positively to water quantity and quality of downstream. The results show a 2~10% water quality improvement effect on nutrients, as well as an 1~8% water quantity increasing effect. In particular, additional storage can be effectively supplied from February to April by the reservoir operation. However, maintaining better water quality in irrigation reservoirs is important because the water quality of irrigation reservoirs can be negatively impacts the water quality in downstream of reservoirs.
