Balancing Water Supply Reliability, Flood Hazard Mitigation and Environmental Resilience in Large River Systems

  • Many of the world's large ecosystems are severely stressed due to population growth, water quality and quantity problems, vulnerability to flood and drought, and the loss of native species and cultural resources. Consequences of climate change further increase uncertainties about the future. These major societal challenges must be addressed through innovations in governance, policy, and ways of implementing management strategies. Science and engineering play a critical role in helping define possible alternative futures that could be achieved and the possible consequences to economic development, quality of life, and sustainability of ecosystem services. Science has advanced rapidly during the past decade with the emergence of science communities coalescing around 'Grand Challenges' and the maturation of how these communities function has resulted in large interdisciplinary research networks. An example is the River Experiment Center of KICT that engages researchers from throughout Korea and the world. This trend has been complemented by major advances in sensor technologies and data synthesis to accelerate knowledge discovery. These factors combine to allow scientific debate to occur in a more open and transparent manner. The availability of information and improved communication of scientific and engineering issues is raising the level of dialogue at the science-policy interface. However, severe challenges persist since scientific discovery does not occur on the same timeframe as management actions, policy decisions or at the pace sometimes expected by elected officials. Common challenges include the need to make decisions in the face of considerable uncertainty, ensuring research results are actionable and preventing science being used by special interests to delay or obsfucate decisions. These challenges are explored in the context of examples from the United States, including the California Bay-Delta system. California transfers water from the wetter northern part of the state to the drier southern part of the state through the Central Valley Project since 1940 and this was supplemented by the State Water Project in 1973. The scale of these activities is remarkable: approximately two thirds of the population of Californians rely on water from the Delta, these waters also irrigate up to 45% of the fruits & vegetables produced in the US, and about 80% of California's commercial fishery species live in or migrate through the Bay-Delta. This Delta region is a global hotspot for biodiversity that provides habitat for over 700 species, but is also a hotspot for the loss of biodiversity with more than 25 species currently listed by the Endangered Species Act. Understanding the decline of the fragile ecosystem of the Bay-Delta system and the potential consequences to economic growth if water transfers are reduced for the environment, the California State Legislature passed landmark legislation in 2009 (CA Water Code SS 85054) that established "Coequal goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem". The legislation also stated that "The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place." The challenges of integrating policy, management and scientific research will be described through this and other international examples.

Renewable energy deployment policy-instruments for Cameroon: Implications on energy security, climate change mitigation and sustainable development

  • Cameroon is a lower middle-income country with a population of 25.87 million inhabitants distributed over a surface area of 475,442 ㎢. Cameroon has very rich potentials in renewable energy resources such as solar energy, wind energy, small hydropower, geothermal energy and biomass. However, renewable energy constitutes less than 0.1% of energy mix of the country. The energy generation mix of Cameroon is dominated by large hydropower and thermal power. Cameroon ratified the Paris Agreement in July 2016 with an ambitious 20% greenhouse gas (GHG) emission reduction. This study attempts to investigate some renewable energy deployment policy-instruments that could enable the country enhance renewable energy deployment, gain energy independence, fulfill Nationally Determined Contribution (NDC) and achieve Sustainable Development Goals. It begins with an analysis of the status of energy sector in Cameroon. It further highlights the importance of renewable energy in mitigating climate change by decarbonizing the energy mix of the country to fulfill NDC and SDGs. Moreover, this study proposes some renewable energy deployment policy-solutions to the government. Solar energy is the most feasible renewable energy source in Cameroon. Feed-in Tariffs (FiT), is the best renewable energy support policy for Cameroon. Finally, this study concludes with some recommendations such as the necessity of building an Energy Storage System as well a renewable energy information and statistics infrastructure.

변형 함수분석을 이용한 댐수위와 안개지속시간의 인과관계 (The Causal Relationship between Dam Water Level and Fog Time - A Transfer Function Analysis -)

  • 1981년 4월부터 1992년 12월까지 안동댐의 수위와 안동지역의 안개지속시간 사이의 관계를 변형함수분석(transfer function analysis)를 이용하여 조사한 결과, 댐수위의 증가는 4개월의 시차를 두고 단위당(m) 0.89시간씩 안개지속시간을 증가시키고 있음을 확인하였다. 그러므로 댐건설로 인한 인공호수의 생성이 안개발생의 직접적인 원인 중의 하나라고 말할 수 있다. 앞으로는 이같은 객관적인 증거에 기초한 수자원개발정책과 댐관리 정책이 수립되어야 할 것이다.

Environmental and Socioeconomic Indicators of Virtual Water Trade: A Review

  • The concept of virtual water has been largely applied in the study of regional, national, and global water flows with particular emphasis on water scarcity. Despite water traditionally being managed locally, certain global forces influence the local water resource scarcity/availability and hence virtual water exchanges worldwide. It is therefore of necessity that the significant forces be examined to understand the relationship between available water in a region and the variability and trends in environmental, social, and economic factors that are of utmost importance in the formulation of water resources management policies. This study therefore reviewed recent literature from 2003 - 2019 to determine the significant indicators of virtual water trade at different spatiotemporal levels. The study examined and compared the major approaches to virtual water trade flows accounting, and also identified and discussed policy implications and future research options concerning the analysis of virtual water trade. Available information has shown that virtual water trade is significantly influenced by economic (GDP, Demand-Supply of goods and services), geographical (Distance), institutional (population) and environmental (water availability, arable land, precipitation) factors. Reports further show that the selection of a given approach for virtual water trade flows accounting will depend on the scope of the study, the available datasets, and other research preferences. Accordingly, this study suggests that the adoption of multidisciplinary approaches to virtual water trade, taking into consideration the spatial and temporal variations in water resources availability and the complexity of environmental and socioeconomic factors will be pivotal for establishing the basis for the conservation of water resources worldwide.

수자원분야 예비타당성 조사 정책효과 분석 방향 (Preliminary Feasibility Study for Water Resources Policy Effect Analysis Direction)

  • 최근 기후변화로 인한 수자원 확보의 불확실성과 생태환경의 변화에 따라 안전성과 공공성을 고려한 수자원 분야에 대형 사업이 요구된다. 이러한 대형 사업가운데 예비타당성사업에 해당되는 사업은 국가예산낭비 예방의 목적으로 경제성분석과, 정책성분석, 지역균형발전 분석에 기반한 종합분석에 의하여 사업추진이 결정된다. 그러나 대부분 예비타당성분석에 의한 결과는 경제성분석에 크게 의존하는 경향을 보여 비수도권 지역에서는 예비타당성조사를 통과하지 못하는 경우가 있었다. 이러한 점을 보완하기 위해 한국개발연구원에서는 정책성분석의 비중을 높게 두는 수자원부문 사업의 예비타당성조사 표준지침을 수정하였다. 따라서 본 연구에서는 기존 수행된 예비타당성조사에 대한 사례를 분석하고 수자원부문 사업의 예비타당성조사에서 정책성분석의 방향을 제시하는 것이 목표이다. 이에 지난 2002년부터 2019년까지 18년간 수행된 수자원분야 예비타당성 사례조사를 수행하였고, 경제성분석에 포함되지 않는 편익항목을 이용하여 정책적효과 분석방안을 제시하였다.

물-에너지-식량 넥서스를 활용한 통합적 농업자원관리정책 평가 - 지하수 함양 사업을 중심으로 - (The Evaluation of Integrated Agricultural Resource Management Policy through Water-Energy-Food Nexus - An Application to Management of Aquifer Recharge Project -)

  • Korean agriculture experienced rapid changes in its production structure to respond fluctuations on external conditions, and these changes have increased the dependence between agricultural resources and negative environmental externalities from agricultural production. As a tool for managing agricultural resources and reducing negative environmental effects from agricultural production, this study employs water-energy-food nexus for integrated resource management. To show the necessity of an integrated approach, this study evaluated three policy scenarios including changes in capital interest, water capacity, and energy cost. The results show that three scenarios have unintended consequences for farmers' incomes and their use of resources. Also the unintended consequences of government policies also affected farms' vulnerability to environmental changes. In particular, the expansion of financing for the establishment of non-circulating water curtain facilities did not have a significant effect on the crop switching of farms. In addition, increasing the amount of available water through the aquifer recharge project leads to the installation of non-circulating water curtain facilities in zucchini farm. It raises dependence on groundwater in agricultural production, thereby increasing farmers' vulnerability to groundwater shortages. These results imply that the agricultural sector needs to consider the interrelationship between agricultural resources when designing or evaluating policies.

빅 데이터와 클라우드 컴퓨팅 기반의 수자원 정보 관리 방안에 관한 검토 (A Review on the Management of Water Resources Information based on Big Data and Cloud Computing)

  • 최근 국내 외 수자원 정책의 방향은 전통적인 이 치수 부문과 함께 삶의 질을 향상을 위해 지속가능한 물 관리에 대한 필요가 강조되면서 수자원 정보의 수집, 관리 및 제공의 중요성이 증대되고 있다. 과거 수자원 정보는 제공하고자 하는 목적을 이미 정하고 거기에 맞도록 데이터를 효과적으로 분석하는 기술에 초점이 맞추어져 있었다. 그러나 최근에는 정형 데이터뿐만 아니라 비정형 데이터를 연계함으로써 새로운 가치를 도출할 수 있는 빅 데이터와 클라우드 컴퓨팅에 대한 관심이 부각되면서 수자원 정보에도 변화를 가져오고 있다. 이에 본 논문에서는 수자원 정보 관리의 패러다임 변화에 능동적으로 대처하고, 수자원 정보의 효율적인 관리 및 이용을 위해 수자원 분야에서 빅 데이터와 클라우드 컴퓨팅의 적용 방안을 검토 및 제언하고자 하였다. 국내외 수자원 정보 관리의 현황과 방향을 살펴보고, 빅 데이터의 3대 요소인 크기(Volume), 속도(Velocity), 다양성(Variety)과 함께 추가적으로 언급되고 있는 정확성(Veracity), 가치(Value)개념을 연계하였다. 그리고 클라우드 컴퓨팅을 통해 증가하는 수자원 관련 빅 데이터와 수요자의 변화에 대해 신속하고 유연한 대처방안에 대하여 논의하였다. 앞으로의 수자원 정보 관리는 정보의 크기(Volume), 속도(Velocity), 다양성(Variety) 등의 빅 데이터와 클라우드 컴퓨팅 적용을 통한 인명과 재산의 보호 등 공공의 목적, 물 관리 및 재난의 예방과 대응에 필요한 정확한(Veracity) 정보의 생산, 그리고 다른 분야와의 융합 등에 적극적으로 활용함으로써 수자원 정보의 가치(Value)를 높이는 방행으로 나아가야 한다.
