도시물순환 개선을 위한 그린인프라 계획 프레임워크 개발 및 시범적용 - 부산시 연제구 및 남구를 대상으로 - (Development and Application of Green Infrastructure Planning Framework for Improving Urban Water Cycle: Focused on Yeonje-Gu and Nam-Gu in Busan, Korea)

  • 우리나라의 도시들은 과거 급격한 도시화를 겪으면서 방재, 안전의 개념이 도시개발에 충분히 반영되지 못했을 뿐 아니라, 개발에 따른 불투수층 확대에 따라 강수, 저류, 침투, 증발산 및 유출로 이어지는 자연적인 물순환 체계의 왜곡을 초래했다. 최근 선진국들을 중심으로 그린인프라를 활용하여 도시 물순환 체계를 개선하고 도시의 홍수저감 효과를 높이는 노력들이 강조되고 있다. 그러나 우리나라는 접근성이나 심미성의 측면으로만 그린인프라를 계획하고 있어 그린인프라가 가지는 다양한 효과들을 제대로 활용하고 있지 못하다. 이에 도시 물순환을 개선하고 홍수저감 기능을 효과적으로 활용할 수 있는 그린인프라 계획 프레임워크를 개발하고 이를 시범지역에 적용하고자 한다. 프레임워크의 1단계에서는 해당지역의 여건 및 문제점을 분석하고, 2단계에서는 홍수취약성 분석을 통해 취약성이 높은 지역을 도출하고 이 지역을 중심으로 그린인프라 우선 설치지역을 도출하는 공간계획을 수립한다. 홍수취약성은 빈도 비모형과 GIS를 활용한 정량적 분석방법론을 활용하였다. 3단계에서는 해당 지역의 지리적 여건, 홍수 경험, 재정 등 다양한 지역여건을 고려하여 그린인프라 기법을 선정하는 과정을 포함하고 있다. 개발된 프레임워크를 부산시 연제구와 남구에 적용하여 주요 취약지역을 대상으로 공원, 빗물정원, 투수성 포장 등을 활용한 구체적인 그린인프라 계획을 제안하였다. 그린인프라 계획 프레임워크가 도시계획, 환경계획, 개발계획 등 다양한 도시공간계획과 연계되어 반영된다면 보다 효과적인 그린인프라 활용에 도움이 될 것으로 기대한다.

수리시설물의 누수탐지를 위한 물리탐사의 적용성 (Applicability of Geophysical Prospecting for water leakage detection in water utilization facilities)

  • 본 문은 수리시설물의 누수탐지를 위한 물리탐사의 적용성에 대해서 검토했다. 저수지 및 방조제의 누수탐지를 위해서 전기비저항탐사 및 자연전위 (SP)탐사가 실시되고 있으며, 많은 사례축적으로부터 그 적용성이 입증되고 있다. 그러나, 향후 수리시설물을 보다 정확하게 누수지점을 탐지하고, 효율적인 유지관리를 위해서는 다음과 같은 사항이 요구된다. 1) 단일 탐사보다는 전기비저항탐사와 자연전위탐사를 병용 실시하여 종합적으로 해석함으로서 보다 신뢰성을 높일 수 있다. 2) 전기비저항탐사 결과로부터 누수취약구간을 정확하게 파악하기 위해서는 제체의 전기비저항을 좌우하는 토질의 물성을 잘 파악하는 것이 무엇보다도 중요하다. 3) 측정치의 보다 높은 신뢰성을 얻기 위해서는 3차원 탐사의 도입이 시급하다. 4) 수리시설물을 효율적이고 경제적으로 유지관리하기 위해서는 모니터링 계측시스템의 필요성이 요구된다.

국내 주택에서 물 피해 유형에 따른 부유곰팡이 농도 수준 평가 및 동정 분석 (Assessment of the level and identification of airborne molds by the type of water damage in housing in Korea)

  • Mold grows more easily when humidity is higher in indoor spaces, and as such is found more often on wetted areas in housing such as walls, toilets, kitchens, and poorly managed spaces. However, there have been few studies that have specifically assessed the level of mold in the indoor spaces of water-damaged housing in the Republic of Korea. We investigated the levels of airborne mold according to the characteristics of water damage types and explored the correlation between the distribution of mold genera and the characteristics of households. Samplings were performed from January 2016 to June 2018 in 97 housing units with water leakage or condensation, or a history of flooding, and in 61 general housing units in the metropolitan and Busan area, respectively. Airborne mold was collected on MEA (Malt extract agar) at flow rate of 100 L/min for 1 min. After collection, the samples were incubated at $25^{\circ}C$ for 120 hours. The cultured samples were counted and corrected using a positive hole conversion table. The samples were then analyzed by single colony culture, DNA extraction, gene amplification, and sequencing. By type of housing, concentrations of airborne mold were highest in flooded housing, followed by water-leaked or highly condensed housings, and then general housing. In more than 50% of water-damaged housing, the level of airborne mold exceeded the guideline of Korea's Ministry of Environment ($500CFU/m^3$). Of particular concern was the fact that the I/O ratio of water-damaged housing was greater than 1, which could indicate that mold damage may occur indoors. The distribution patterns of the fungal species were as follows: Penicillium spp., Cladosporium spp. (14%), Aspergillus spp. (13%) and Alternaria spp. (3%), but significant differences of their levels in indoor spaces were not found. Our findings indicate that high levels of mold damage were found in housing with water damage, and Aspergillus flavus and Penicillium brevicompactum were more dominant in housing with high water activity. Comprehensive management of flooded or water-damaged housing is necessary to reduce fungal exposure.

수치해석을 이용한 수위변동시 필댐의 거동특성 및 안전관리방안 (Behavioral Characteristics and Safety Management Plan for Fill Dam During Water Level Fluctuation Using Numerical Analysis)

  • 본 연구에서는 수치해석모형을 통하여 수위변동시 필댐의 거동 특성을 분석하고 저수지의 안전관리 방안을 고찰하였다. 수치해석 프로그램(GTS NX 및 LIQCA)을 이용하여 필댐의 상·하류측 Shell 및 Core에서 수위승강에 따른 소성전단변형률, 수평변위, 응력경로, 간극수압 등을 분석하였다. 제체의 거동을 분석한 결과, 제체 내의 수위가 빠른 속도로 상승하면 간극수압 및 변위 또한 급격하게 증가하는데, 수위의 상승은 제체 내의 간극수압 증가와 제체의 포화도 증가를 유발하며, 제체의 유효응력을 감소시키는 것으로 나타났다. 이러한 수위승강 시 필댐의 거동 특성은 제체의 강도 및 강성이 저하되는 원인이 되고, 침투로 인해 발생하는 제체의 변형에 의해 소성전단변형률이 축적되어 변위 증가를 유발하는 것으로 판단된다. 본 연구를 통해 저수지의 정밀안전진단 상태평가 기준 개선안을 제안하였으며, 향후 저수지 안전진단지침 개정안 마련 시 기초자료로 활용될 수 있을 것으로 판단된다.

A comparative study of Water Public-Private partnership characteristics in Guangdong and Shandong provinces in China

  • Since China adopted Public Private Partnerships (PPPs) in the 1980s, China has relied on water PPPs to expand appropriate water facilities.. According to the World Bank data from 1994 to 2020, the top five provinces hosted over 40 percent of total PPPs, with four of them located in the Huadong area and one in the Henan area. A vast gap exists between the group attracting the most PPPs and the group hosting the least. This study explores Guangdong and Shandong provinces, which have led most PPPs in China. Coincidently, these areas are also famous for the typical areas to show the Chinese economic policy after the open-door policy. They have achieved economic development and rapid urbanization rates based on the large scale of Foreign Direct Investment inflow and export-oriented manufacturing industry, as well as their active participation in PPPs over the last thirty years. An economic approach can provide valuable insights into the development of water infrastructure. Adequate urban infrastructure has been shown to impact local economic development positively. Water infrastructure also provides a basic and sustainable environment for economic activities by satisfying more water usage, improving the efficiency of the water supply, and reducing water pollution caused by industrial activities. However, it remains only partially understood without inclusive research on the issues related to water resources in each province. For instance, existing studies have been limited to explaining slightly different patterns of water PPPs between Guangdong and Shandong at the beginning of the PPP era. This study aims to elucidate the development pattern of water PPPs in each province from multi-dimensional aspects. Therefore, the study will help understand why China boosted the development of the private water market.

한강수계에서의 부유사 예측을 위한 LOADEST 모형의 회귀식의 평가 (Evaluation of Regression Models in LOADEST to Estimate Suspended Solid Load in Hangang Waterbody)

  • Typically, water quality sampling takes place intermittently since sample collection and following analysis requires substantial cost and efforts. Therefore regression models (or rating curves) are often used to interpolate water quality data. LOADEST has nine regression models to estimate water quality data, and one regression model needs to be selected automatically or manually. The nine regression models in LOADEST and auto-selection by LOADEST were evaluated in the study. Suspended solids data were collected from forty-nine stations from the Water Information System of the Ministry of Environment. Suspended solid data from each station was divided into two groups for calibration and validation. Nash-Stucliffe efficiency (NSE) and coefficient of determination ($R_2$) were used to evaluate estimated suspended solid loads. The regression models numbered 1 and 3 in LOADEST provided higher NSE and $R_2$, compared to the other regression models. The regression modes numbered 2, 5, 6, 8, and 9 in LOADEST provided low NSE. In addition, the regression model selected by LOADEST did not necessarily provide better suspended solid estimations than the other regression models did.

SWAT HRU 단위의 경사도/경사장 산정을 위한 SWAT SD-HRU 전처리 프로세서 모듈 개발 (Development of SWAT SD-HRU Pre-processor Module for Accurate Estimation of Slope and Slope Length of Each HRU Considering Spatial Topographic Characteristics in SWAT)

  • The Soil and Water Assessment Tool (SWAT) model, semi-distributed model, first divides the watershed into multiple subwatersheds, and then extracts the basic computation element, called the Hydrologic Response Unit (HRU). In the process of HRU generation, the spatial information of land use and soil maps within each subwatershed is lost. The SWAT model estimates the HRU topographic data based on the average slope of each subwatershed, and then use this topographic datum for all HRUs within the subwatershed. To improve the SWAT capabilities for various watershed scenarios, the Spatially Distributed-HRU (SD-HRU) pre-processor module was developed in this study to simulate site-specific topographic data. The SD-HRU was applied to the Hae-an watershed, where field slope lengths and slopes are measured for all agricultural fields. The analysis revealed that the SD-HRU pre-processor module needs to be applied in SWAT sediment simulation for accurate analysis of soil erosion and sediment behaviors. If the SD-HRU pre-processor module is not applied in SWAT runs, the other SWAT factors may be over or under estimated, resulting in errors in physical and empirical computation modules although the SWAT estimated flow and sediment values match the measured data reasonably well.

  • Since 2001, the Pangyo district multipurpose rural water development project has been promoted as a new target project for stable supply of agricultural water and improvement of the living environment of rural areas in Seocheon-gun. Detailed data analysis and logic must be reinforced, focusing on the items reorganized by the reorganization of the preliminary feasibility study. The purpose of this study is to promote the smooth promotion of projects by conducting a policy effect assessment following the reorganization of the preliminary feasibility study system. This study conducted a policy assessment of agricultural infrastructure improvement project for preliminary feasibility study. The policy assessment is divided into three parts: project implementation conditions, policy effects and special assessments. The newly established policy effect is to assess the job effects, living conditions impact, environmental evaluation, and safety evaluation that contribute to the quality of life. Sixteen policy assessment items were selected and evaluated quantitatively and qualitatively. The results of the study are expected to provide basic data for the comprehensive judgment of the preliminary feasibility study of agricultural infrastructure improvement project in the future.

국내 부생수소 현황과 수소 유통 인프라 (Status of Domestic Byproduct Hydrogen and Infrastructure)

  • A long-term energy system in the future is expected to be based on the ideal circulation system between water and hydrogen in the sense that the hydrogen prepared from water eventually returns to water again after its use. Currently, with respect to the hydrogen energy system, it is predicted that the turning-point at which the production cost of hydrogen will become to be lower than that of fossil fuels would be after 2010. However, fuel cell technology would be able to be practically used for the applications to the transportation vehicles and small-scale power sources from 2004, and therefore, an efficient construction of the infrastructure covering hydrogen production and supply systems would be required with short-/mid-term technologies for the $CO_2$ reduction associated with fossil fuel utilization. In this paper, the hydrogen quantity available in domestic market has been estimated focusing on the hydrogen by-produced from domestic industries, and also the infrastructure for hydrogen-driven vehicles like fuel cell cars has been reviewed.
