Fluoride was first introduced into the drinking water of residents of Grand Rapids, Michigan in 1945 for the prevention of dental caries. Ever since, growing numbers of communities favor fluoridation. Now, over 7000 communities in the United States are adding F(0.7~1.2ppm) to their drinking water. The most effective to prevent tooth decay is putting lower concentrated fluoride(F, 0.7~1.2ppm) into drinking water. However, exact fluoride injection amount have not been decided, because the research of the fluoride injection effect was insufficient. Therefore, after separating fluoridation and non-fluoridation into public water supplies, we investigated concentration of fluoride, alkalinity, Al, Ca, Mg, evaporation residuals in APT, domestic, commercial area. Then, we decided allowable concentration of fluoride, injection point of fluoride in water supply system, cost effectiveness.

Objectives: The water fluoridation program has been implemented since 2008 at the Daesan water treatment plant, Changwon City. The aim of this study is to evaluate caries preventive effect of permanent teeth from community water fluoridation program Methods: Evaluation surveys were conducted on 8-, 10- and 12-year olds in the fluoridated and non-fluoridated area of Uichang-gu and Seongsan-gu, Changwon City in 2015. The number of the subjects in 2015 was 722 in fluoridated area and 707 in non-fluoridated area. The caries preventive effect of permanent teeth by community water fluoridation was estimated by the differences in adjusted DMFT and DMFS scores between the program and control groups. Cofounders of mean number of fissure-sealed teeth or surfaces, and number of subjects by gender were adjusted to estimate the caries preventive effect of permanent teeth. Results: The mean DMFT score or DMFS score of children aged 8-, 10- and 12-years adjusted for the number of fissure-sealed teeth or surfaces in fluoridated area were significantly lower than those in non-fluoridated area in 2015. The caries preventive effect of permanent teeth estimated based on the difference of mean DMFT scores adjusted for fissure-sealed teeth, age and number of subjects by gender between control and program group among children was 37.3%. Conclusions: These results suggest that the caries preventive effect of permanent teeth from water fluoridation program at Daesan water treatment plant, Changwon City was so high that the water fluoridation program should be developed in other regions in Korea.
The aim of this study was to analyze the factors that were associated to the approval for the community water fluoridation program. The subjects of this study were 751 mothers of elementary school student from September 1 to 30, 2012. Data were analyzed with chi-square, and multiple logistic regression analysis SPSS 12.0. Respondents approving and opposing for the implementation of water fluoridation program were 50.3% and 10.4%. The most associated factors of approval for the community water fluoridation program was recognition of water fluoridation program (odds ratio [OR], 2.98; 95% confidence interval [CI], 1.14~7.76), which was followed by length of residence (OR, 2.49; 95% CI, 1.39~4.47), and recognition of sealant (OR, 1.88; 95% CI, 1.02~3.50) in the order. And the approval opinion had relationship with district of residence. It is recommend that construction of public service system on education and information in order to most peoples can confidence the necessity of community water fluoridation program.
Objectives: The water fluoridation program has been implemented since 2008, in a region of Geoje City. This study aimed to evaluate the effectiveness of the water fluoridation program on caries prevention in the permanent dentition. Methods: Evaluation surveys were conducted on 8-, 10- and 12-year-old children in the fluoridated and non-fluoridated regions of Geoje City, in 2015. The survey included 834 children from the fluoridated regions and 703 from the non-fluoridated regions. The data obtained from the survey were analyzed using the IBM SPSS statistical package version 23.0. The effectiveness of community water fluoridation in caries prevention was estimated by the differences in the decayed, missing, filled teeth (DMFT) and decayed, missing, filled surfaces (DMFS) scores, between the program and control groups. The mean numbers of fissure-sealed teeth and surfaces were adjusted to reduce their confounding effect. Results: The mean DMFT and DMFS scores (0.69 and 0.91, respectively) of 10-year-olds from the fluoridated regions, after adjusting for the numbers of fissure-sealed teeth and surfaces, were significantly lower than those of the 10 year olds (DMFT: 0.95, DMFS: 1.32) from the non-fluoridated regions. The effectiveness of water fluoridation on caries prevention in the permanent dentition, estimated based on the differences in the mean DMFT and DMFS scores, adjusted for the number of fissure-sealed teeth and surfaces, between the program and control groups of 10-year-old children, was 27.4% and 31.1%, respectively. Conclusions: These results suggest that the effectiveness of water fluoridation on caries prevention in the permanent dentition, in Geoje City was so high that this program should be implemented in other regions in Korea as well.
This paper investigated an overview of awareness for fluoride in the young christian association. 30% of men and 70% of women knew well the prevention of caries for fluoride and water fluoridation program and showed of 90% in 20's, 10% in 30's and 0.00% in 40's. 54%-known people for fluoride had each 37% of men and 63% of woman, then 46%-unknown people for fluoride had each 56.52% of man and 43.48% of women. This showed women knew well awareness for fluoride than men. This showed high level above 50% awareness for fluoride as 54% of comprehension for fluoride and 50% of water fluoridation program. Awareness of fluoride of the subjects known for fluoride, prevention of caries, effects of tooth and water fluoridation program appeared above 50% level as 54%, 47%, 45% and 50%, individually. Thus, tooth management in christian showed high level. But, awareness for fluoride of women in third condition 'unknown for mottled tooth' showed each 38%, 34% and 37%. The mottled tooth from an excessive fluoride appeared low level awareness for fluoride of women. It suggested hard scientific contents made woman subjects unknown the effects of fluoride for tooth.
A comparative study on the effects of the water fluoridation program and fluoride mouth rinsing program in the elementary school children. This study was performed to compare the oral health status of permanent teeth for children of the caries prevention effects by using methods of fluoride 309 children for water fluoridated program, 240 for fluoride mouth rinsing program and 248 for control group. The DMFS rate, DMFT index, soft and hard deposite rate were analysed from the oral examination. And 300 questionares from the parents who lived in Cheong ju city were evaluated to see the situations of using the tap water. The results were as follows; 1. Caries experience rate in permanent dentition was the lowest in fluoride mouth rinsing group. 2. It was estimated that soft deposite rate was comparatively low in the fluoride mouth rinsing group but calculus deposite rate was no significant difference in each other groups. 3. The 72.0 percentage of parents who lived in non fluoridated water area were misunderstood that they lived in water fluoridated area. 4. The 66.8 percentage of residents used the piped water as drinking water. 5. It was recommended that fluoride mouth rinsing program was suggested in rural area, on the other hands, toothbrusing program in urban area with water fluoridation to prevent the dental caries for school children.
To contribute the basic data for spread of water fluoridation area, this study provide the awareness and attitudes of local residents for adding fluoride to tap water. The convenience sampling was chosen 534 persons of local residents in Dangjin-gun. Survey was performed from May to September in 2010; below 50 years old person surveyed by self-administered questionnaire method assisted with supervisor, above 50 years old person surveyed by interviewing method. The data analyzed SPSS Ver. 17.0. About the awareness of water fluoridation 49.1% of the subject answered "have heard", but 50.9% "not ever heard". People who answered in favor of the water fluoridation were 63.7%, who answered against were 11.2%. In policy decision method of water fluoridation they highly choose the survey of public opinion in 40.6%, followed by ballot 32.8%, by local government 18.9%, by local councils 5.4%, and other 2.2%. The 71.4% of respondents who replied "have heard" approved the water fluoridation, but only 56.3 percent of respondents who replied "haven't heard" were in favor of that. More than 59.5% of university graduates respondents who answered "have heard" approved the water fluoridation. People with higher education degree more recognized it and the lower shows tend to be low awareness. In conclusion, to expand of water fluoridation area they need more publicity and education about it to local residents.
Adjusted water fluoridation has been disputed because of its various effects on human health. Previous studies have been concerned with the difference in bone mineral density (BMD) between water fluoridated (WF) and none water fluoridated (NWF) districts. The aim of this study is to examine whether water fluoridation affects BMD. BMD was measured by dual energy X-ray absorptiometry (DXA). 386 adults(174 males and 212 females) in Ansan (WF) district and 399 adults (176 males and 223 females) in Sihwa (NWF) district, participated in this study. The Ansan and Sihwa districts are similar in residential environment and living class. The relationship between serum fluoride concentration and BMD was also examined by analysis of the serum fluoride concentrations from 402 inhabitants of the Ansan district. In females, the BMD of subjects living in Ansan ($0.457{\pm}0.008$) was a little higher than that of Sihwa subjects ($0.446{\pm}0.008$), although it is not significant, after adjusting for BMI, physical activity level, educational achievement, smoking volume, menopause status, and number of births. However, the BMD of Ansan subjects ($0.532{\pm}0.020$) in their forties was statistically higher than that of Sihwa (0.498{\pm}0.019). No relationship was found in males. In residential periods, there was significant difference (Ansan $0.467{\pm}0.013$, Sihwa $0.434{\pm}0.012$, p=0.0125) in the BMD between females of two districts, particularly in the group of over 6 year long-term inhabitants. On the contrary, there was no remarkable difference in males from the two districts. Serum fluoride concentrations in females were associated with BMD, especially in the age group of forties (p=0.0457). No relationship was observed in the male group. Analysis of adult BMD over the age of 20 in a water fluoridated and a none water fluoridated district, confirms more or less a higher BMD in the water fluoridated (WF) district, especially for females. It is assumed that the difference between two districts came somewhat from the effect of water fluoridation.

Objectives : Fluoridation of drinking water is known to decrease dental caries, particularly in children. However, the effects of fluoridated water on bone over several decades are still in controversy. To assess the risk of hip fracture related to water fluoridation, we evaluated the hip fracture-related hospitalizations of the elderly between a fluoridated city and non-fluoridated cities in Korea. Methods : Cheongju as a fluoridated area and Chungju, Chuncheon, Suwon, Wonju as non-fluoridated areas were chosen for the study. We established a database of hip fracture hospitalization episode based on the claims data submitted to the Health Insurance Review Agency from January 1995 to December 2002. The hip fracture hospitalization episodes that satisfied the conditions were those that occurred in patients over 65 years old, the injuries had a hip fracture code (ICD-9 820, ICD-10 S72) and the patients were hospitalized for at least 7days. A total of 80,558 cases of hip fracture hospitalization episodes were analyzed. Results : The admission rates for hip fracture increased with the age of the men and women in both a fluoridated city and the non-fluoridated cities (p<0.01). The relative risk of hip fracture increased significantly both for men and women as their age increased. However, any difference in the hip fracture admission rates was not consistently observed between the fluoridated city and the non-fluoridated cities. Conclusions : We cannot conclude that fluoridation of drinking water increases the risk of hip fracture in the elderly.
