Comparative risk analysis for priority ranking of environmental problems in Seoul

  • In Korea, there is no CRA studies and has not well known CRA and not well established their methodologies. Therefore, objectives of this study is to establish the framework of CRA consisting of health risk, economic risk and perceived risk and the detail methodologies of three main component of estimating and comparing those risks for on the three environmental problems of air pollution, indoor air pollution and drinking water contamination which being subjective to the eight sub-problems of hazardous ai. pollutants (HAPs), regulated pollutants (representative as PM10) and Dioxins (PCDDS/ PCDFs) in air pollution, and indoor ai. pollutants (IAPs) and Radon in indoor air pollution, and drinking water pollutants (DWPs), disinfection-by- products(DBPs) and radionuclides in drinking water contamination in Seoul, Korea. And then, their problems set priorities by individual and integrated risk. As a results, ranking of health risk were the following order of indoor air pollution, air pollution and then drinking water contamination, in three environmental problems and of radon, PM10, IAPs, HAPs, DWPs, Dioxins, DBPs, and then radionuclides in eight sub-problems. And that of economic risk were the same order. In the contrary, ranking of perceived risk were the following order of air pollution, drinking water contamination, and then indoor air pollution, and of HAPs, Dioxins, radionuclides, PM10, DWPs, IAPs, Radon and then DBPs.

선박평형수 종별 특이성 위해도 평가 방법에 관한 고찰 (Consideration of Species-specific Risk Assessment Method of Ballast Water)

  • IMO를 비롯한 세계 각국은 선박평형수에 의해 외래 해양 유해 생물이 유입되어, 자국의 해양생태계를 교란시키고 인간의 건강 및 환경, 경제적 가치에 심각한 위협을 주고 있음을 주목하고 이를 관리하고자 노력하고 있다. 이에, IMO에서는 선박평형수의 위해도를 평가하여, 유입 생물을 관리하고자 하였고, 환경 매칭 위해도 평가, 생물종생물 지리적 위해도 평가, 종별 특이성 위해도 평가 방법 등 3가지의 위해도 평가 방법을 제시하여 적용할 수 있도록 하였다. 본 논문에서는 이 3가지 방법 중 종별 특이성 위해도 평가 방법에 관하여 고찰하고, 이를 적용하여 시범적으로 작성한 위해도 평가 프로그램에 관해 기술하였다.

  • Over the past several years, sea trade have increased traffic by ships which highlighted a problem of unwanted species invading the surrounding seas through ship's ballast water discharge. Maritime trade volume has continuously increased worldwide and the problem still exists. The respective countries are spending billions of dollars in an effort to clean up the contamination and prevent pollution. As part of an effort to solve marine environmental problem, BWM(Ballast Water Management) convention was adopted at a diplomatic conference on Feb. 13 2004. In order to comply harmoniously this convention by each country. This convention will be effective after 12 months from the date which 30 countries ratified accounting for more than 35% of the world merchant shipping volume. On Sep. 8 2016, Finland ratified this convention and effective condition was satisfied as 52 states and world merchant vessel fleet 35.1441%. Thus, after Sep. 8 2017, all existing vessels shall be equipped with BWTS(Ballast Water Treatment System) in accordance with D-2 Regulation, which physically handles ballast water from ballast water exchange system(D-1 Regulation). In this study, we analyzed in detail the optimal design method using the Risk Analysis and Evaluation technique which is mainly used in the manufacturing factory or the risky work site comparing with the traditional design concept method applying various criteria. The Risk Assessment Method is a series of processes for finding the Risk Factors in the design process, analyzing a probility of the accident and size of the accident and then quantifying the Risk Incidence and finally taking measures. In this study, this method was carried out for Electrolysis treatment type on DWT 180K Bulk Carrier using "HAZOP Study" method among various methods. In the Electrolysis type, 63 hazardous elements were identified.

The conditional risk probability-based seawall height design method

  • The determination of the required seawall height is usually based on the combination of wind speed (or wave height) and still water level according to a specified return period, e.g., 50-year return period wind speed and 50-year return period still water level. In reality, the two variables are be partially correlated. This may be lead to over-design (costs) of seawall structures. The above-mentioned return period for the design of a seawall depends on economy, society and natural environment in the region. This means a specified risk level of overtopping or damage of a seawall structure is usually allowed. The aim of this paper is to present a conditional risk probability-based seawall height design method which incorporates the correlation of the two variables. For purposes of demonstration, the wind speeds and water levels collected from Jiangsu of China are analyzed. The results show this method can improve seawall height design accuracy.

  • Statistical concepts and methods are routinely utilized in a number of design and management problems in engineering hydrology. This is because most of hydrological processes have some degree of randomness and uncertainty. Thus, the concepts of risk and uncertainty are commonly utilized for designing and evaluating hydraulic structures such as spillways and dikes. Therefore, in this study, uncertainty analysis considering the variance of design floods is performed to evaluate the uncertainty of the hydrologic risk of flood related hydraulic structures using frequency analysis.

신뢰도 분석기법을 이용한 소규모 저수지의 위험도 분석 (A Study on the Risk Assessment of Small Reservoirs using Reliability Analysis Methods)

  • 본 연구는 소규모 저수지의 위험도와 초기저수지 수위와의 관계를 설정하기 위하여 신뢰도 분석기법을 적용하였다. 저수지의 안전성을 평가하기 위해서는 변수들의 불확실성을 파악하여야 하며 기능 수행함수를 설정하여야 한다. 저수지의 위험도를 산정하는 절차는 우선 월류에 대한 기능수행함수의 위험도 기준을 설정한 후 변수들의 불확실성을 파악하고 적정한 신뢰도 분석기법에 의하여 위험도를 산정하게 된다. 적용된 신뢰도 분석기법은 MCS(Monte Carly simulation) 법과 MVFOSM (mean value first order second momet) 법이며 이를 이용하여 저수지의 위험도를 산정하였다. 이에 따라 설계 재현기간에 따른 위험도-초기 저수지 수위의 관계를 설정하였으며 이는 저수지의 운용에 유용하게 사용될 것으로 생각된다.

Risk assessment of water inrush in karst tunnels based on a modified grey evaluation model: Sample as Shangjiawan Tunnel

  • A modified grey clustering method is presented to systematically evaluate the risk of water inrush in karst tunnels. Based on the center triangle whitenization weight function and upper and lower limit measure whitenization weight function, the modified grey evaluation model doesn't have the crossing properties of grey cluster and meets the standard well. By adsorbing and integrating the previous research results, seven influence factors are selected as evaluation indexes. A couple of evaluation indexes are modified and quantitatively graded according to four risk grades through expert evaluation method. The weights of evaluation indexes are rationally distributed by the comprehensive assignment method. It is integrated by the subjective factors and the objective factors. Subjective weight is given based on analytical hierarchy process, and objective weight obtained from simple dependent function. The modified grey evaluation model is validated by Jigongling Tunnel. Finally, the water inrush risk of Shangjiawan Tunnel is evaluated by using the established model, and the evaluation result obtained from the proposed method is agrees well with practical situation. This risk assessment methodology provides a powerful tool with which planners and engineers can systematically assess the risk of water inrush in karst tunnels.

위기대응 취약성 분석을 통한 광역상수도 연계운영 평가 (Evaluation for conjunctive operation of multi-regional water supply system through risk analysis)

  • This study would present a risk analysis method to evaluate stable tap water supply in a multi-regional water supply system and propose a measure for the evaluation of the effect of the conjunctive operation of the multi-regional water supply system using this. Judging from the vulnerability for the crisis response of the entire N. multi-regional water supply system, as compared to the result of Scenario 1 in which no conjunctive pipes were operated, it was found that in Scenario 2, in which conjunctive pipes were partially operated, the vulnerability of crisis response decreased by about 30.6%, and as compared to Scenario 3, the vulnerability of crisis response decreased by 86.2%. In setting a plan for stable tap water supply in N multi-regional water supply system, using the estimated value and the method for the evaluation of the vulnerability of crisis response by pipe, by interval and by line, it is judged that this can be utilized as a basis for the judgment of the evaluation of the operation or the additional installation of conjunctive pipes.

국내 폐금속 광산지역에서의 토양, 지하수, 쌀의 중금속 노출에 따른 인체 위해성평가 (Risk Assessment for Heavy Metals in Soil, Ground Water, Rice Grain nearby Abandoned Mine Areas)

  • BACKGROUND: The objectives of this study are to investigate the contamination levels of heavy metals in soil, ground water, and agricultural product near the abandoned Boeun and Sanggok mine areas in Korea and to assess the health risk for these local residents exposed to the toxic heavy metals based on analytical data. METHODS AND RESULTS: By the results of human health risk assessment for local residents around Boeun and Sanggok, human exposure to cadmium, copper, arsenic from soil and to lead, cadmium, and arsenic from rice grain were higher in Sanggok, but human exposure to zinc and arsenic from ground water was higher in Boeun. By the results of hazard index (HI) evaluation for arsenic, cadmium, copper, lead, and zinc, HI values in both areas were higher than 1.0. This result indicated that the toxicity hazard through the continuous exposure to lead, cadmium, arsenic from rice, ground water, and soil would be likely to occur to the residents in the areas. Cancer risk assessment for arsenic, risks from the rice were exposed to one to two out of 10,000 people in Boeun and one of 1,000 people in Sanggok. These results showed that the cancer risks of arsenic in both areas were 10~100 times greater than the acceptable cancer risk range of US EPA ($1{\times}10^{-6}{\sim}1{\times}10^{-5}$). CONCLUSION(S): Therefore, if these two local residents consume continuously with arsenic contaminated soil, ground water, and rice, the adverse health effects (carcinogenic potential) would be more increased.

PROMETHEE와 ANP 기법을 활용한 상수도관망의 위험요소 평가 (Evaluation of Risk Factors in Water Supply Networks using PROMETHEE and ANP)

  • In this study, the priority of risk factors in supplying water through water supply pipeline network was evaluated by PROMETHEE and ANP multi-criteria decision analysis. We chose 'corrosion', 'burst' and 'water pollution' in pipe as major reference criteria and selected eight risk factors to evaluate the priority, and then we compared the results of PROMETHEE with those of ANP. We also analyzed the results of the sensitivity analysis by changing the weights and parameters of preference functions in PROMETHEE. We investigated the possibility of integrating two methods by using the results of ANP as the weights of preference function in PROMETHEE. The priority of risk factors for supplying municipal water which is evaluated by this study may provide basic data to establish a contingency plan for accidents, or to establish the specific emergency response procedures.
