A Study on Establishment of Mitigation Technique of Deterioration for Environmental-friendly Dam Construction in Rural Area - A focus of the Plant Ecosystem - (농촌지역내 친환경적인 댐 조성을 위한 훼손저감기법 적용 연구 - 식물생태계를 중심으로 -)

  • Building a dam that is not considering the environmental impact and human social impact can cause the loss of entire ecospheres such as fragmentary green network, disturbance of plants ecosystem, the destruction of social and cultural indigenous resources, therefore, it can occur the environment change and distortion of ecosystem. The purpose of this study is that presenting the methods of ecosystem maintenance and ecosystem damage compensation about for environmentally direct impact i.e. the ecosystem change in the intended place for building a dam. According to the planning progress, the study was proceeded to planning site examine, assessment, conception plan. As the results of examine and assessment, it must be necessary to offered the maintenance and damage compensation if the site where include the 1st degree of biotope area, the 2nd degree of biotope and the 8th degree of green naturality area were damaged by being submerged and constructing road. In addition, according to the conception plan, we suggest the mitigation proposals such as plant communities transplant, planning of connecting green network against for influencing direct impact ecosystem that is destroying plant communities, damaging inhabitants, noise pollution, water pollution, etc.

Bright band detection using X-band polarimetric radar (X-밴드 이중편파 레이더에 의한 밝은 띠 탐지)

  • This research detects the features of the bright band (BB) through analysis of the vertical profile of range height indicator (RHI) and the slant range beam profile of plane position indicator (PPI) of the polarimetric radar measurements-horizontal reflectivity (ZH), differential reflectivity (ZDR), and cross-correlation coefficient (ρHV). As a result of the analysis, it is possible to clearly detect the bright band using the polarimetric radar measurements, and it is confirmed that the result is consistent by double searching for the BB using the RHI and PPI scan data at the same time. Based on these results, the accuracy of QPE (quantification of precipitation estimation) can be improved by applying the BB search method by the PPI slant range in this research to large rainfall radars that only scan PPI volumes in the field without RHI observations.

Theoretical analysis of quantification of drought frequency inflow series via K-water cumulative difference method (누가차분법을 통한 가뭄 빈도유입량 산정에 관한 이론적 고찰)

  • Reliable drought inflow scenarios are required to plan reservoirs in response to the present severe drought-like conditions. However, the previously developed method for generating drought inflows, the K-water cumulative difference method (KCM), is considered inadequate owing to its potential for negative inflow, reversal phenomena, and overestimation. Nevertheless, the occurrence of these aspects has not been theoretically analyzed. Hence, this study employed the quantile function and frequency factor for log-normal and Gumbel distributions to quantify the contributing factors of these limitations. Consequently, it was found that the negative inflows are generated when the difference in the location parameters, during the accumulation process, exceeds that of the scale parameters. In addition, as the standard deviation decrease during the accumulation process, the reversal phenomena, and inflated values prevailed.

  • Budget distribution system suporting dam area was changed largely in 2005, and thus, population survey and area calculation for dam and needed to be performed based upon the new criteria. According to the former regulations, dam area was confined to inside of 5km from the H.W.L-line. However, new regulations divide it into two categories : inside and outside of catchment area within 2km from the H. W. L-line and those belong to 2~5km from the same line. In this study, topography, DEM, TIN and Hydrological Unit Map were build for the analysis of the Namgang Dam area. It shows that analysis of dam area using GIS methods produces a good results to be used for rational distribution of budget.

A Study on the Improvement of RIMGIS for an Efficient River Information Service (효율적인 하천정보 서비스를 위한 RIMGIS 개선방안 연구)

  • The RIMGIS(River Information Management GIS) has been developed since 2000 for public service and practical applications of related works after the standardization of national river data such as the river facility register report, river survey map, attached map, and etc. The RIMGIS has been improved in order to respond proactively to change in the information environment. Recently, Smart River-based river information services and related data have become so large as to be overwhelming, making necessary improvements in managing big data. In this study a plan was suggested both to respond to these changes in the information environment and to provide a future Smart River-based river information service by understanding the current state of RIMGIS, improving RIMGIS itself, redesigning the database, developing distribution, and integrating river information systems. Therefore, primary and foreign key, which can distinguish attribute information and entity linkages, were redefined to increase the usability of RIMGIS. Database construction of attribute information and entity relationship diagram have been newly redefined to redesign linkages among tables from the perspective of a river standard database. In addition, this study was undertaken to expand the current supplier-oriented operating system to a demand-oriented operating system by establishing an efficient management of river-related information and a utilization system capable of adapting to the changes of a river management paradigm.

  • The estuary is a transition zone where fresh water and salt water meet because the stream is connected to the open sea area. So estuaries have very high biodiversity and form a unique ecosystem. However, before the recognition of the ecological value of the estuaries, various damage and disturbances have been occurred so countermeasures are needed. The river master plan is acting as a disturbance factor. However, the river master plan has the public object such as water disaster defense, river function improvement, and national water resources management. Therefore, it is necessary to study the ways in which the opposite relationship of development and ecosystem protection coexist. In this study, the concept of environmental windows were used to estimate the low impact development duration. We expected that proposed method for low impact development duration estimation can be used as a basis and basic data to protected the ecosystem from development project and disturbance in the future.

  • UNESCO is an international specialized agency based on the United Nations (UN) located in the Paris. The United Nations Educational, Scientific and Cultural Organization abbreviated as UNESCO. The mission and goal of UNESCO are to maintain the peace and security throughout the globe by encouraging international collaborations through educational, scientific, and cultural heritage in order to increase respect for principals of justice, international rules of law, and international human rights. Recently, the UNESCO published a new set of 17 goals for the nation's sustainable society. The Organization ensures to actively participate in UN activities to improve harmony and planning within the United Nations system. The 2030 agenda is primarily about shifting the world on to a sustainable and most in-depth. Currently, UNESCO launched broad goals and objectives for the international community including the Millennium Development Goals (MDGs). Among these sustainable goals, climate change, water security is more significant. In this paper, we briefly reviewed the seventeen goals by UNESCO.

  • A questionnaire survey from 200 visitors and 100 residents was carried out to establish the management plan of the artificial structures constructed in valley within Bughansan National Park. According to the result of the survey respondents realized that the valley ecosystem could be damaged by artificial structures, but not pollutants of stream water. About 60 % of the respondents felt uncomfortable by artificial cement constructures and about 22 % was concerned about negative effect of valley ecosystem by the constructures. The results categorized by management body, management system and management cost indicate that the artificial constructures should be managed in terms of the safety and conservation of valley ecosystem.

  • According to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), climate change increases the frequency of abnormal weather phenomenon. As the frequency of abnormal weather phenomenon increases, frequency of disasters related to water resources such as floods and droughts also increases. Drought is the main factor that directly affects water supply. Recently, the intensity of drought and the frequency of drought occurrence have increased in Korea. So, there is a need for water resource securing technology for stable water supply. Korean Water Plan mentioned that water reserves concept is necessary for stable water supply. Most multi-purpose reservoirs in Korea have emergency storage in addition to conservation storage used for water supply. However, there is no clear use standard for emergency storage. This study investigated the use of reservoir reserves for stable water supply. In order to consider the climate change impact, the AR5-based hydrological scenario was used as inflow data for the reservoir simulation model. Reservoir simulations were carried out in accordance with the utilization conditions of emergency storage and water supply adjustment standard. The optimal reserves for each multi-purpose reservoirs was estimated using simulation results.
