Current status and future plan for using satellite data in water resource management of K-water (K-water의 수자원 분야 위성정보 활용현황 및 계획)

  • 최근 기후변화로 인한 국지적 또는 대규모 극한 가뭄과 홍수가 빈발함에 따라 수자원 관리 여건은 점점 더 어려워지고 있다. 이런 물 관련 재해에 보다 효과적으로 대응하기 위해서는 수자원인자에 대한 시공간적 모니터링이 필수적인데, 이러한 관점에서 시공간적 광역관측이 가능한 위성자료의 활용가치는 매우 높게 평가되고 있으며, 최근에는 국내외적으로 위성자료를 이용하여 수문 인자 산출, 가뭄 홍수 등의 모니터링 기술 등에 대한 연구가 활발히 진행되고 있다. K-water는 위성정보 활용기술력 축적을 통한 보다 효율적인 수자원 관리를 하기 위하여 수자원 분야에 활용 가능한 해외의 주요 위성자료를 실시간 직수신 처리하여 표출하는 K-water 위성영상관리시스템(K-SIMS, K-water Satellite Image Management System)을 2015년에 구축하였다. 현재 K-SIMS를 통해 관리되는 위성은 AQUA, TERRA, NPP, GCOM-W, GPM로서 총 5개이다. AQUA, TERRA, NPP 위성은 각 궤도운영 스케쥴에 따라 한반도 상공을 통과하는 시각에 안테나가 위성의 궤도를 따라가며 수신하고, GCOM-W, GPM 위성자료는 FTP 접속를 통해 준실시간으로 수신하고 있다. 산출물은 AQUA, TERRA, NPP가 각각 23종, GCOM-W 9종, GPM 2종 등 총 80여종으로 위성원시자료 수신즉시 처리 표출까지 실시간 자동 수행되고 있으나 식생지수, 강수, 구름, 대기온도, 수증기 등 대부분 수문기상학적 변수들로 구성되어 있어 수자원 관리 현업 업무에는 직접 사용하기에는 다소 한계가 있다. 따라서, 위성자료의 활용성을 높이기 위하여 수문해석에 중요한 변수인 토양수분에 대해서 AQUA, TERRA의 MODIS LST(Land Surface Temperature)와 식생지수(Vegetation Index)를 이용하여 SMI(Soil Moisture Index)를 산출하고 이를 K-SIMS에 표출하는 체계를 추가로 구축하여 현업 활용도가 높은 자료를 생산하고 있으며, 향후 위성자료를 활용한 가뭄지수를 추가로 산출하여 표출할 계획이다. 이와 함께 K-water는 차세대 중형위성 개발 사업에 따른 수자원 위성 확보에 대비해 수자원 분야 위성활용 중장기 계획을 마련하였다. 향후에 광학위성, SAR위성 등 다양한 위성자료의 융복합적 활용을 통하여 위성산출물 알고리즘을 지속적으로 개발함으로써 홍수, 가뭄, 수질 등 물 재해 대응 및 수자원 관리 전 분야에 위성자료의 활용을 확대해 나갈 계획이다.

Estimation on an Amount of the Groundwater Demand and Supply for Applying the Well-network System (WNS) to a Frequent-drought Area (관정연계이용 기술 적용을 위한 상습가뭄지역 지하수 수요-공급량 평가)

  • This study was conducted to estimate groundwater demand and supply for agricultural activities in a frequent-drought area that requires implementation of optimal distribution plan utilizing the well-network system (WNS). The WNS has been considered as a viable strategic way of supplying groundwater to farmlands by connecting groundwater wells physically or virtually. The study area heavily relied on groundwater resources for irrigation up to 53% due to a lack of surface water resources. Two kinds of methods, HOMWRS software and FAO approach, were used for estimating irrigation water requirements for paddy and upland fields, respectively. During the latest 10 years (2010~2019), the water requirements was estimated to be 1,106 m3/day. The requirements notably increased to 1,121~4,004 m3/day during active farming season (May to September), which exceeded the total yield capacity of pre-existing groundwater wells (2,356 m3/day) in the area. Detailed and definite determination for groundwater demand and supply helped to determine optimal scale parameters of WNS. The WNS has achieved more balanced distribution of groundwater resources for irrigation over the study area.

A study on estimating the quick return flow from irrigation canal of agricultural water using watershed model (유역모델을 이용한 농업용수 신속회귀수량 산정 연구)

  • In this study, we tried to present a method for calculating the amount of regression using a watershed modeling method that can simulate the hydrological mechanism of water balance analysis and agricultural water based on watershed unit. Using the soil water assessment tool (SWAT), a watershed water balance analysis was conducted considering the simulation of paddy fields for the Manbongcheon Standard Basin (97.34 km2), which is a representative agricultural area of the Yeongsan river basin. Before evaluating return flow, the SWAT was calibrated and validated using the daily streamflow observation data at Naju streamflow gauge station (NJ). The coefficient of determination (R2), Nash-Sutcliffe Efficiency (NSE), Root-Mean-Square Error (RMSE) of NJ were 0.73, 0.70, 0.64 mm/day. Based on the calibration results for three years (2015-2017), the quick return flow and the return rate compared to the water supply amount for the irrigation period (April 1 to September 30) were calculated, and the average return flow rate was 53.4%. The proposed method of this study may be used as foundation data to optimal agricultural water supply plan for rational watershed management.

Quantifying Uncertainty for the Water Balance Analysis (물수지 분석을 위한 불확실성 정량화)

  • The water balance analysis for the long-term water resources plan is a simple calculation that compares water demands with possible water supplies. For a watershed being considered the reports on the performance of the water balance analysis, however, have shown inconsistent results and thus have not earned credibility due to the uncertainty of the data acquired and models used. In this research, uncertainties in the water scarcity estimate were assessed through probability representation based on the Monte Carlo simulation using Latin Hypercube Sampling (LHS). The natural flow, municipal demand, industrial demand, agricultural demand, and return flow rate were selected as representative input variables for the water balance analysis, and their distributions were set based on the linear regression and the entropy theory. The statistical properties of the output variable samples were analyzed in comparison with a deterministic estimate of the water scarcity of an existing study. Application of LHS to three sub-basins of the Geum river basin showed the deterministic estimate could be overestimated or underestimated. The sensitivity analysis as well as the uncertainty analysis found that the return flow rate of the agricultural water is the most uncertain but is rarely sensitive to the output of the water balance analysis.

  • It is expected that the temperature in Pyeongyang will be similar to that ($16.6^{\circ}C$) in Seogwipo in the late 21st century, and most of South Korea will enter the subtropical climate due to climate change. Change in the precipitation pattern like the range of fluctuation caused by climate change will lead to expanded uncertainty in securing reliable water supply, along with a serious impact on demands for living and industrial water due to change in the volume and period of river outflow. As industrial water for production activities is estimated based on the contract quantity, it is difficult to apply rationalization of water usage and incentives in water recycling. Therefore many companies are making efforts in complying with the effluent standard while spending few resources on such rationalization and recycling. This study researched water risk management over 115 Korean companies by 28 questions in 4 categories. Through the research, this study aims to understand water risk management levels and seek response plans.

Influences of Fish Farm on the Physicochemistry of Stream Water Quality in (Mt.) Paekun Area(II) (백운산 지역에서 계류수의 이화학적 성질에 미치는 양어장의 영향(II))

  • Quantifications of fish farm influences on stream water quality may provide basic informations on watershed management to reduce environmental impact due to fish farm development and to conserve stream water quality in forested watershed area. In this research stream water qualities around Mt. Paekun area were monitored seasonally and the following results were obtained. Due to the increase of pH in effluent water from the fish farm it was believed that alkalization of stream water can be accelerated by large scale development of fish farms in the forested watershed area. Negative effects on stream water quality were observed by indications of increase in electrical conductivity and temperature of effluent water from the fish farm. Decreases in physicochemical indices such as the amount of dissolved oxygen, percentage of dissolved oxygen, total amount of cation, total amount of anion and total amount of ion in effluent water from the fish farm were also negative aspects in downstream ecology. It is recommended that water purification system as well as eco-friendly fish farm design should be incorporated to large scale fish farm development plan in forested watershed area.

Estimation on the Water Quality of the Ian Stream, a Tributary of the Nakdong River (낙동강 지류 이안천의 수질 평가)

  • The water quality of the Ian Stream, a tributary of the Na14dong River, was estimated to provide an information in establishment of an ecological restoration plan for fan dam which will be constructed in near future. Seven stations were selected in upstream (3 stations) and downstream (4 stations) of Ian Stream, centering the construction site of Ian dam. Samples were collected at the surface water of 7 stations selected on May 1, June 16, and September 1 in 2004. The values of DO, pH, and BOD are satisfied Grade I for river water standard in nearly all sites. The concentrations of total nitrogen (TN) and total Phosphorus (TP) showed low level with ranges of $1.10\~2.25\;mgN/L,\;5\~14\;{\mu}gP/L$. However, the total and fecal conform bacteria were detected in nearly stations, especially high at the upstream stations. The number of fecal conform bacteria corresponds to the Grade III for river water standard. In addition, some metals (iron, manganese) were detected during dry season. As a consequence, general water quality of Ian Stream satisfied Grade I for river standard and it is expected that pollution loads from watershed is not significant. However, the detection of fecal conform, which is thought to be from livestock and residents, and some metals originating mimes watershed can have a potential health risk exists for aquatic organisms lived in Ian Stream. It needs to be solved by the construction of wastewater treatment plant to diminish the health risk from stream water polluted by fecal conform and metals, and to provide the safe ecological habitat for aquatic organisms.

Evaluation of Risk Factors to Detect Anomaly in Water Supply Networks Based on the PROMETHEE and ANP (상수도관망의 이상징후 판정을 위한 위험요소 평가 - PROMETHEE와 ANP 기법 중심으로)

  • In this study, we proposed a layout of the integrated decision support system in order to prevent the contamination and to manage risk in water supply networks for safe and smooth water supply. We evaluated the priority of risk factors to detect anomaly in water supply networks using PROMETHEE and ANP techniques, which are applied to various Multi-Criteria Decision Making area in Europe and America. To develop the model, we selected pH, residual chlorine concentration, discharge, hydraulic pressure, electrical conductivity, turbidity, block leakage and water temperature as the key data item. We also chose pipe corrosion, pipe burst and water pollution in pipe as the criteria and then we present the results of PROMETHEE and ANP analysis. The evaluation results of the priority of risk factors in water supply networks will provide basic data to establish a contingency plan for accidents so that we can establish the specific emergency response procedures.

  • The environmental ecological flow (EEF) of stream or river will be designated according to the enforcement of the Water Environment Preservation Act. Previous researches by Ministry of Environment have proposed agricultural reservoirs as alternative resources to secure river flow where multi-purpose dam does not exist. However, agricultural reservoirs are constructed for the supply of agricultural water, and in fact, there is not a sufficient amount of water to be supplied to rivers as EEF. Therefore, this study examines the economic feasibility of securing EEF through the remodeling or construction of agricultural reservoirs. We investigated water balance of reservoir through simulation of three types of water supply demands such as agricultural water, agricultural water and river maintenance flow, and agricultural water and environmental ecology flow. The economics analysis was conducted on water supply demands and corresponding remodeling or construction of reservoirs. As a result, it was found that the method of securing through heightening existing reservoir enhancement is economically feasible. However, it was not possible to secure all the amount of the EEF due to the size limitation of existing reservoirs or constrain of the watershed for newly built reservoir. Therefore, in order to secure all of the EEF, the utilization of other alternatives as well as agricultural reservoirs should be considered. This study demonstrated the method of economical feasibility study of securing river maintenace flow and EEF using agricultural reservoirs and other considerations.

Development and Verification of Inundation Model Considering Storm Sewers in Urban Area (도시배수체계와 연계한 침수모형의 개발 및 검증)

  • Urban flooding is usually caused by the surcharge of storm sewers. For that reason, domestic studies about urban flooding are concentrated on the simulation of urban drainage system. However these approaches that find the pipes which have insufficient drainage capacity are very approximate and unreasonable ways. In this study, an accurate mathematical modeling is developed to analyze the impacts of an urban inundation for both flood prevention and flood-loss reduction planning and it is verified by using the simulation of July 2001 flooding in Seoul. The result of this study can be used to construct fundamental data for a flood control plan and establish a urban flood forecasting/warning system.
