A Study on the Implementation Method of Total Water Quality Load Management in Sapkyo Lake Watershed (삽교호수계의 수질총량관리제 시행방안 연구)

  • Sapkyo Lake Watershed occupies about 19.3% of total area of Chungnam Province, and it is necessary to make a plan of counter-measure for the maintenance of public waterbody sound as well as to ensure water resources due to urbanization and industrialization in this area so densely populated and excessively developed. Conventionally water quality management has been enforced by concentration-based system which is not considered the carrying capacity of receptors, hence there are no proper measures for the prevention of an excessive pollutant load over a waterbody. So even though emission sources abide by the conventional permission regulation, then the quantity of wastewater is increased continuously and encountered water shortage to use finally. Therefore this research focused on the review of introduction of total water quality management system in Sapkyo Lake watershed to maintain public waterbody sound and to ensure water resources. By doing this research in introduction of the system in advance, it can contribute to establish the methodology on systematic water quality management. Also the application of this system in Sapkyo Lake watershed can promote the sustainable development of the area by harmonizing the environment and regional economy ultimately.

  • This study approach the conflict in the process of promoting Dam construction plan from a hydrological method and comprehend the cause of conflict on conservation and flood collect all interested parties direct involvement and develop Shared Vision Model (SVM) to plan simulation and result. We forecast water for living, industrial water and agricultural water in each administrative district on conservation and simulate promptly in case that each structural alternative is formed and suggest water level deduction effect and change of area on watted surface and damage and organize the system to draw and agreement through exchanging mutual opinion. Also, it considered to contribute meditation and soften of conflict by securing accuracy of releasing information and trust of the result.

A Study on the Improvement of Price Structure of Multi-regional Water Supply System in Korea (국내 광역상수도 요금제도의 개선 방향에 관한 연구)

  • This study examines three counterplans for the improvement in price structure of Korean multi-regional water supply system. First, price differentiation between industrial and residential water uses is analyzed using several pricing methods. It has been estimated that the industrial water price by the Ramsey pricing method is needed to be two to two and half times higher than the price of residential water to achieve maximum social welfare. Second, peak-load pricing is then studied to seek for the effectiveness of seasonal differentiation in water price. It has been found that consideration of dam facilities and their functions is the key factor for the effectiveness of the seasonal differentiation in water price. Finally, the discussion about the introduction of contract pricing system to the multi regional water supply system to achieve optimal investment plan for the future water demand is presented. We has found that the introduction of contract pricing system will greatly increase the efficiency in future investment plan of the multi-regional water supply system.

  • Changes in precipitation due to climate change is made to induce the local and intensive rainfall, it is increasing damage caused by inland inundation. Therefore, it requires a technique for predicting damage caused by flooding. In this study, in order to determine whether this flood inundated by any route when the levee was destroyed, Which can simulate the path of the flood inundation model was developed for the SIMOD (Simplified Inundation MODel). Multi Direction Method (MDM) for differential distributing the adjacent cells by using the slope and Flat-Water Assumption (FWA)-If more than one level higher in the cell adjacent to the cell level is the lowest altitude that increases the water level is equal to the adjacent cells- were applied For the evaluation of the model by setting the flooding scenarios were estimated hourly range from the target area. SIMOD model can significantly reduce simulation time because they use a simple input data of topography (DEM) and inflow flood. Since it is possible to predict results within minutes, if you can only identify inflow flood through the runoff model or levee collapse model. Therefore, it could be used to establish an evacuation plan due to flooding, such as EAP (Emergency Action Plan).

  • We developed the assessment method for weekly groundwater resources management vulnerability. To consider the effect of precipitation on groundwater level, we calculated correlation coefficient between groundwater level and precipitation applying critical infiltration concept. We developed the vulnerability assessment criteria and calculated weights for criteria using the entropy method. Weekly groundwater resources management vulnerability of small administrative districts were estimated using developed method in this research. The developed method can be a basis for the establishment of the spatio-temporal groundwater resources management plan.

Comparison and discussion of water supply and demand forecasts considering spatial resolution in the Han-river basin (분석단위 세분화에 따른 한강권역의 물수급 분석 비교 및 고찰)

  • Our country is making efforts to manage water resources efficiently. In the future, It is necessary to develop a plan after subdividing the basin considering regional problems and water use, topographical and climatic characteristics. This study constructed water supply and demand system based on the standard watershed unit for water shortage evaluation considering spatial resolution. In addition, water shortage were calculated and compared using the MODSIM model in the Han-river basin. As a result, the average water shortage occurring during the 49 years (1967-2015) was 129.98 million $m^3$ for the middle watershed unit and 222.24 million $m^3$ for the standard watershed unit, resulting in a difference of about 2.1 billion m3. However, the trends and distribution of water shortage occurrence were very similar. The reason for this is that, in the case of the Middle watershed unit analysis, water shortages are calculated for the demand for living, industrial, and agricultural water for the representative natural flow value, assuming that all the water can be used in basin. The standard basin unit analysis showed that the difference between the fractionated supply and demand resulted in a large water shortage due to the relatively small amount of available water, and that the main stream did not show water shortage due to the ripple effect of the return flow. If the actual water use system is considered in the model as well as the subdivision of the spatial unit, it will be possible to evaluate the water supply and demand reflecting the regional characteristics.

  • Concerning the water quality management plan about Buk-stream, Ohsip-stream and Gagok-stream water systems in this research, which objectives of abstract is as follows. The result of cleanness degree evaluation of water quality in this research, the first grade was 91% shared in Buk-stream water system. The most point of the middle and upper stream of Buk-stream was maintain extremely clean water quality. Among the researched water system, the first grade of water quality in Ohsip-stream water system was most poor, its first garde rate was 68%. In all water quality check point of Gagog-stream water system was accomplished extremely clean water quality condition of first grade of BOD. The calculation result of pollutant loading density, which were 8.2, 21.5, 4.0kg/day.$\textrm{km}^2$. respectively and basin of Buk-stream and Gagok-Stream have high development potentiality.

  • In this study, various hydraulic phenomena were analyzed from the dam model experiments and the analyzed results were compared with existing computation results. Sungduk dam model structures were constructed using Froude similarity law by 1:50 scale. From the measurements of hydraulic phenomena at spillway channel, an improvement method was trying to be suggested over shortcoming of existing design plan. The result of model experiment showed no big difference with that of each part's numerical interpretation. Sidewall overflows were observed, as water conveyance occurred due to the linear characteristics of spillways, which raised the necessity for improving the linear forms of spillways. Also, it was judged to be necessary improving load pressure and establishing protective structures at the riverbed grounds of downstream channels.

  • The thesis of this analytical study includes 1) the generation of annual and monthly discharge regarding single hydrological variable at single site, 2)comparsion with the historical records and the generation, and 3) changing the monthly generatied discharge into annual. The conclusion of this will be used for the future plan for water resources development. Annual discharges at waegwan are characterized by log-normal distirbution and persistence-absent. Also, the random number generator causes the errors in the generation of annual discharge. The serial correlation coefficients of the generated annual discharge have less value than that of historical records, while the correlation coefficient and slope in January have(+) value and opposite to historical record. To change the monthly generated discharge into annual is not proper.

  • Water disasters such as flash floods and inundation caused by localized heavy rainfall in urban areas have a large impact on climate change but are also closely related to the increase in impervious areas as pointed out in domestic and international studies. It is difficult to secure natural green areas in urban areas that have already been developed. So, urban regeneration can be expected using water management optimized with technologies to secure infiltration and storage capacity such as Low-Impact Development technology. In this study, the water cycle improvement ability was confirmed by applying the LID technology within the district unit plan of the environmentally friendly village, and the economic feasibility of LID application was analyzed by estimating the costs and benefits of installing the facilities. The site was planned to conserve sufficient green and plans for securing the watershed infiltration and storage capacity were formulated with the application of additional LID technology, such as infiltration trenches, rain barrels and permeable pavements. The LID design method applicable to the site was established, and the water balance of the watershed was analyzed through simulations of the SWMM model. The water circulation improvement effect was confirmed through the water balance analysis, and the cost-benefits were determined according to the estimation method, and the economic analysis was conducted. This study confirms that the investment of LID technology is economically feasible for the hydrological improvement effect of the housing complex.
