Conjunctive use of surface and ground water has drawn much attention as a promising means to solve water shortage problems. Characterized by its maximum utilization of regional resources and environmental friendliness, conjunctive use is expected to contribute to the integrated water resources management in the coming era. This paper examines the applicability of the methodology for conjunctive use developed in the companion paper (this issue). The method consists of the entire process of conjunctive use, including site assessment using analytic hierarchy process, management scenario development based on drought analysis, and evaluation of benefits obtained. Sokcho City was chosen as the study area, and the application of derived operation scenarios for surface and subsurface reservoirs revealed that water of 4.9∼7.4 million cubic meters a year can be attainable additionally. The developed methodology enables one to devise management schemes and to quantify their effectiveness, which makes the method useful for water resources planners as well as practitioners.

In general method to estimate the water supplies in the large-scale basin, indirect estimation method such as unit loading factor method has been used. However, the estimated water supplies are much different to the real water supplies used in the any basin because these general methods estimate them considering water supply demands only. Especially, water supplies for irrigation are big different to the real water supplies in which the water supplies for irrigation are depend on the weather conditions such as evaporation, basin conditions such as infiltration, the reservoir operation rule for irrigation water, and distribution methods. Thus, a new estimation method is developed to estimate the real water demands which is essential factors for the effective water resources operation in the basin. This method is for estimating the water supplies and return rates based on the survey of the irrigation reservoirs and the analysis of effects to the stream flows, return flows, and water supplies for irrigation which water supplies and return rates are used in the basin water management model. The water supply usages in each subbasin are validated by comparisons between the simulated discharges from the basin water management model and the discharges measured in the control points.

Vietnam is one of the most vulnarable countries affected by climate change and sea level rise. One of the consequences of climate change and sea level rise is the increase of salinity intrusion into the rivers which is challenging to irrigation systems in coastal areas. This indicates the necessary to study the ability of taking water through sluice gates of irrigation systems in coastal zones, especially in the dry season with the effects of climate change and sea level rise in the future. In this paper, Nam Thai Binh irrigation system is selected as a case study. The irrigation system is one of 22 biggest irrigation systems of the Red River delta in Vietnam located in coastal region. The computed duration is selected in dry season to irrigate for Winter-Spring crops. The irrigation water for the study area is taken from different sluice gates along the Red River and the Tra Ly River. In this paper, MIKE-11 model was applied to assess the ability of taking water for irrigation of the study area in current situation and in the context of climate change and sea level rise senario in 2050 (under the medium emissions scenario (B2) published by the Ministry of Natural Resources and Environment of Vietnam published in 2012) with different condition of water availability. The operation of the gates depends on the water levels and sanility conditions. The sanility and water level at different water intake gates of Nam Thai Binh irrigation system were simulated with different senarios with and without climate change and sea level rise. The result shows that, under climate change and sea water level rise, some gates can take more water but some can not take water because of salinity excess and the total water taking from the different gates along the rivers decrease while the water demand is increase. The study indicates the necessary to study quantitatively some recommended solutions in the study area particularly and in coastal region generally in Vietnam to ensure water demand for irrigation and other purposes in the context of climate change and sea level rise in the future.
Water management agencies under the Ministry of Environment produce and accumulate qualified basic data for major rivers. However, the integrated management of the river water has been weak since the artificial water circulation process, such as the intaking and drainage of agricultural water, has not been examined in the basin, which includes many agricultural land. In this study, a study was conducted on how the power usage method (operating time method) based on the running time can be applied and improved among indirect flow rate measurement methods used to investigate flow rates collected by the riverside for agricultural water purposes, and thus the resultant data of high reliability can be obtained at low cost. The operation time method is suitable for small-scale water pumping stations where it is difficult to secure real-time power supply data. The reliability of the data was verified through the correlation analysis with the actual flow rate, and it was found that the flow rate calculated by the operation time method reflecting the level of the stream to which the inlet of the pumping station is connected can be reasonably matched with the actual flow rate. In addition, it was confirmed that the investment cost at the time of initial installation of the facility was highly efficient by generating qualified flow data at low cost through comparison with direct flow rate measurement methods. If flow data is secured by applying the operation time method to large and small water farms located along the riverside, it is expected that more quantitative and integrated stream water management will be possible.

Recently, various studies have been conducted to optimize the pump operation scheduling and/or the pump/tank size minimizing the system cost of water distribution network. Prior to that, it is important to understand the sensitivity of pump/tank size on the system cost and overall water quality. Here, we have performed the sensitivity analysis to investigate the effect of pump/tank size on the economic cost (construction and operation) and water quality (water age). The analysis was applied on a real, large-scale water transmission network currently operating in South Korea. The results revealed that the pump/tank size has a strong influence on system construction/operation costs. Especially, the tank size has a significant effect on the system-wide water quality. In the case of applied networks, the operating cost decreases as the capacity of the facility increases, but the design cost increases. Using a sensitivity analysis, a suitable range of pump/tank size could be suggested to minimize costs and stabilize the water quality at the same time prior to a system design.
The Tidal Power Plant Management is defined to devise the optimum operating plan and control generating output automatically to obtain maximum production by using adaptive control method. The method to use tidal level observation results is suggested as two(2) kinds of manner, that is the two(2) layer design method by power model simulation and power automatic control.
Our company(KOWACO) has periodically performed off-line diagnostic test for 14 hydro generators (rated 11 kV over) for 15 years. In this paper, we summarized results of dissipation factor tip-up test and partial discharge test about these generators. Among these, we chose two generators and performed insulation reinforcement (cleaning and varnish Painting). We compared change of insulation condition for the stator winding based upon off-line diagnostic test result before and after repair. Test result shows that insulation condition was improved after insulation reinforcement. This insulation reinforcement has a function to reduce cause of deterioration, so we can know that it extends lifetime of generator and it is a very important factor for stable operation of facilities.
The simulation techniques of hydrologic data series have develped for the purposes of the design of water resources system, the optimization of reservoir operation, and the design of flood control of reservoir, etc. While the stochastic models are usually used in most analysis of water resources fields for the generation of data sequences, the indexed sequential modeling (ISM) method based on generation of a series of overlapping short-term flow sequences directly from the historical record has been used for the data generation in the western USA since the early of 1980s. It was reported that the reliable results by ISM were obtained in practical applications. In this study, we generate annual inflow series at a location of Hong Cheon Dam site by using ISM method and autoregressive, order-1 model (AR(1)), and estimate the drought characteristics for the comparison aim between ISM and AR(1).

오늘날 우리나라는 기후변화로 인하여 하절기 국지성 집중호우의 발생빈도가 증가하고 있으며 이로 인해 발생하는 돌발홍수로 매년 인명피해가 발생하고 있다. 이러한 돌발홍수는 작은 지역에서 빠르게 발생하기 때문에 일반적인 홍수예보로는 대비하기 적합하지 않다. 따라서 이렇게 국지적으로 발생하는 돌발홍수를 대비하기 위해서는 최대한 빠른 시간 안에 집중호우 지역에 대한 기상정보 분석이 필수적이다. 본 논문에서는 보다 신속 정확한 기상정보 분석을 위하여 고성능컴퓨터(High Performance Computer) 기반의 홍수예보모형을 운영하는 방안을 제시하였다.
