The TMDL (Total Maximum Daily Load) has been used to determine the water quality target. LDC (Load Duration Curve) based on hydrology has been used to support water quality assessments and development of TMDL. Also FDC (Flow Duration Curve) analysis can be used as a general indicator of hydrologic condition. The LDC is developed by multiplying FDC with the numeric water quality target of the factor for the pollutant of concern. Therefore, this study was to create LDC using the stream flow data and numeric water quality target of BOD and T-P in order to evaluate the pollutant load characterization by flow conditions in Heukcheon stream. When it is to be a high-flows condition, BOD and T-P are necessary to manage. BOD and T-P did not satisfy the numeric water quality target for both seasons (spring and summer). In order to meet the numeric water quality target in Heukcheon stream, management of non point source pollutant is much more important than that of point source pollutant control.
A rural water quality management information system(RWQMIS) by integrating Geo¬graphic Information System(GIS) with the existing models (pollutants transport and river water quality) is described. A simple pollutant load model to calculate delivered pollutants to stream, Tank model to generate daily runoff and QUAL2E model to predict river water quality, were incorporated into GIS. The system was applied to $80km^2$ watershed in Icheon Gun and Yongin Gun, Kyonggi Do. The spatial distributions of produced pollutant load, discharged pollutant load, delivered ratio to the stream, and the river water quality status for given sites were successfully generated.

Pollutant in watersheds comes from two major sources which are NPS (nonpoint source pollution) and PS (point source pollution). Most of the pollutant can be treated by wastewater treatment plants. However, wastewater treatment plants may not be an appropriate practice to improve water quality for the watersheds with large portion of NPS pollutant and NPS pollution from direct runoff and baseflow has different characteristics. Therefore the practices to improve water quality need to be comprehensive for pollutants by both direct runoff and baseflow. Riparian buffer, one of practices to manage pollutant in watershed, has been applied to reduce pollutant not only from direct runoff but also baseflow. In this study, the scenarios for pollutant reduction by wastewater treat plants and the nitrogen reduction by riparian buffer were simulated using SWAT-REMM to suggest an effective plan for pollutant reduction from baseflow. Riparian buffer provided nitrogen reduction of 0.2~75.0% in YbB watershed and 38.0~47.0% in GbA watershed. The result indicates that riparian buffer is effective to reduce the pollutant especially from baseflow, and it suggested as suitable for the a watershed which WWTP discharge is not capable to reduce enough pollutant.
SWAT model was applied for the Nakdong River Basin to characterize water quality variability and assess the feasibility of using the load duration curve to water quality management. The basin was divided into 67 sub-basins considering various watershed environment, and rainfall runoff and pollutant loading were simulated based on 6 year measurements of meteo-hydrological data, discharge data of treatment plants, and water quality data (SS, T-N and T-P). The results demonstrate that non-point source loads during wet season increase by 80 ~ 95% of total loads. Although the rate of water flow governs the amount of SS that is transported to the main streams, nutrient concentrations are highly elevated during dry season by being concentrated. This phenomenon is more pronounced in the lower basin, receiving large amounts of urban point source discharges such as treated sewages. Also, the load duration curves (LDC) demonstrate dominant source problems based on the load exceedances, showing that SS concentrations are associated with the rainy season and nutrients, such as T-P, may be more concentrated at low flow and more diluted at higher flow. Overall, the LDC method could be used conveniently to assess watershed characteristics and pollutant loads in watershed scale.

The purpose of this study is to establish the databases of pollutant sources and water quality measurement data by utilizing GIS, and making the user interface for the management of pollutant sources. Yeongsan Estuarine Lake was formed of a huge levee of 4.35 km constructed by an agricultural reclamation project. Water quality of the reservoir has been degraded gradually, which mainly attributes to increase of point and non-point source pollutant loads from the lake's watershed of 33,374.3 $\textrm{km}^2$ into it. Application of GIS to establishment of the database was researched of pint source such as domestic sewage, industrial wastewater, farm wastes, and fishery wastes, and non-pont source such as residence, rice and upland field, and forest runoffs of the watershed of the lake. NT Acr/Info and ArcView were mainly utilized for the database formation. Land use of the watershed using LANDSAT image data was analyzed for non-point source pollutant load estimation. Pollutant loads from the watershed into the reservoir were calculated using the GIS database and BOD, TN, TP load units of point and non-point sources. Total BOD, TN, TP loads into it reached approximately to 141, 715, 2,094 and 4,743 kg/day respectively. The loads can be used as input parameters for water quality predicting model of it. A user-friendly interface program was developed using Dialog Designer and Avenue Script of AcrView, which can perform spatial analysis of point and non-point sources, calculate pollutant inputs from the sources, update attribute data of them, delete and add point sources, identify locations and volumes of water treatment facilities, and examine water quality data of water sampling points.

Lake water quality assessment information is useful to anyone involved in lake management, from lake owners to lake associations. It provides lake water quality criteria, which can improve the ways how to manage out lake resources and how to measure current conditions. It also provides a knowledge base so that the lakes can be protected and restored. Here, the Freshwater Lake Water Quality Management System(FLAQUM) was developed. The results of FLAQUM application by scenario proved that pollutant load at rainfall by the nonpoint sources was much more than normal times at rainfall. From the result of Scenario I (pollutant source increase case), the concentrations of Boryeong freshwater lake were BOD 9.43mg/L, T-N 4.53 mg/L and T-P 0.21 mg/L, respectively, and those values exceed the standard of agricultural water. And in case of Scenario I and II(the present case) excluding Scenario III (pollutant source decrease case), all of T-N and T-P are either mesotrophication or eutrophication, on the other hand when 60% of pollution source is removed, the concentrations of Scenario III were BOD 3.21 mg/L, T-N 0.95 mg/L, T-P 0.11 mg/L, respectively, and which satisfies the standard of agricultural water quality.
This research analyzed the runoff patterns and estimated unit loads of selected pollutatnts using monitored data conducted for three years in a bridge area. Three estimating methods; the arithmetic average method, the regression method and the rainfall class method were used to estimate the unit load. Results of three estimating methods were compared with the unit pollutant loads from landuses in Korea and the unit pollutant loads from urban watersheds in Milwaukee, USA. Unit load using the arithmetic mean method were found to be overestimated. In terms of TSS, unit loads of two estimate were half lower than that of USA. Estimated TN and TP unit loads of three estimate were lower than that of Ministry of Environment in Korea.

In this study, the characteristics of non-point source pollution runoff and the possibility of using new unit load were investigated by using pollutant load based on monitoring data considering baseflow. For this purpose, the components of hydrograph were separated by using digital filter method and the numerical integration method was applied to calculate the non-point source pollutant load for nine rainfall events in Juwon river in the Geum River basin. As a result of this study, the mean contribution rate of non-point pollutant was 31.34% for BOD, 58.94% for T-N, and 50.42% for T-P and BOD was more influenced by baseflow pollutant. Also, it was analyzed the pollutant load using the new unit load is closer to the observation load than the old unit load. This result implies that it is necessary to manage not only pollutant load due to direct runoff but also pollutant load due to baseflow runoff for efficient water quality management of the watershed.
An intensive watershed survey including water quality measurement of 6 times was carried out in order to find out the relationship between pollutant load and water quality in a small stream watershed where livestock wastewater is the main source of water pollution. The findings from the survey are as follows. 1) The number of livestock showed large disagreement among county office, myon, and insite survey. It is vital to check the data at the beginning of watershed survey. 2) The fluctuation of streamflow and water quality was so large depending on the day of measurement that it is essential to set up continuous telemetering system to get reliable data about delivery ratio of pollutants. 3) It was helpful for setting the priority of investigation to check water quality and quantity at several points along the stream after dividing the watershed into 5 drainage areas. 4) To control the livestock wastewater, especially in case of cows, it is necessary to have roof system and prevent overland flow from the ground. In case of pig farms, it is recommended to have public treatment system instead of private treatment system. The exact emission load of livestock wastewater was difficult to estimate, and requires more study.

Total Pollution Load Control (TPLC) calculates and manages the allowable pollutant load that is discharged from the watershed, which can meet the water quality target. Delivery Ratio (DR) is generally used for predicting the variation of pollutant mass balance between the pollutants discharged from the watershed and a certain point in the stream, and it is very important for estimation of accurate allowable pollutant load. The concept of DR in TPLC is different from prevalent DR, because DR in TPLC includes both the discharge of pollutants from the watershed and the delivery mechanism. Therefore, DR in TPLC should be estimated by using a proper and unified methodology. The appropriate method and equation for estimation of DR in TPLC was developed through the review of various methodologies, and the applicability of the equation was evaluated in a study area (Geumho A). Determination coefficients (R2) of regression were shown to be relatively high (BOD 0.71~0.87, T-N 0.86~0.90, T-P 0.62~0.69). Applicability of the developed methodology and equations was evaluated as appropriate for TPLC, and it is suggested.
