Effect of Underwater Search Method Using Rope on Life Rescue Time (로프를 이용한 수중수색 방법이 인명구조 시간에 미치는영향)

  • This study was limited to the underwater search part among water accidents on the inland water surface, and analyzed five underwater search methods and lifesaving time at 5m underwater. The subjects of the experiment were 10 people. The semi-circle search took the longest with 259 seconds, and the modified round-trip search took 78.60 seconds, showing a significant difference with an average of 180.04 seconds. Subjects B and D showed similar values, with average underwater search times of 199 seconds and 202 seconds, respectively. Subject C showed a significantly higher average underwater search time of 209 seconds. The reason seems to be from increased anxiety and excessive tension due to poor underwater watch. Subject A showed a significantly lower underwater search time of 187 seconds. The reason seems to be the result of E's experience being the most among the test subjects and his rich diving experience in the Han River with poor visibility. As for convenience, semicircle search showed a low score of 6~7, and modified reciprocal search showed a high score of 8~9. The most suitable rescue method as an underwater search method in the Han River where visibility is poor is determined to be a modified round-trip search method.

  • In accordance with the clean hydrogen-centered hydrogen industry development plan, technology development and demonstration operation of water electrolysis devices are being actively carried out. Risk assessments are performed on newly developed hydrogen-using facilities and supplies to identify potential hazard factors. However, in general, most industrial accidents are caused by operator's human error or incorrect work practices. Additionally, the possibility of accidents occurring during operation control, maintenance, and inspection increases. For this reason, for equipment developed for demonstration operation, the correct work methods for the main jobs of operator must be reviewed and work procedures must be prepared. Accordingly, in this study, we conducted a job safety analysis (JSA) on major jobs in the operation of water electrolysis facilities to study safe work methods and necessary measures.

  • The sodium cooled fast reactor (SFR) is one of the Gen-IV reactors with the most operating experience accumulated. Although the technology level is the most mature among the Gen-IV reactors, there is still a safety problem that has not been solved, which is the sodium-water reaction. Since sodium and water are separated only by a heat transfer tube with a thickness of only a few mm, there is inherently a risk of a sodium-water reaction (SWR) accident in the SFR. In this study, it is attempted to quantitatively evaluate the resistance of SWR accidents by replacing the shell and tube steam generator with printed circuit steam generator (PCSG) as a method to mitigate the SWR accident. To do this, a CATS-S (Compact Accident Tolerance Steam Generator-SWR) facility was designed and built. And for the quantitative evaluation of accident resistance, a methodology for measuring the impingement wastage rate was established. As a result of this research, the impingement wastage rate caused by SWR generated in a PCSG was measured first time. It was confirmed that the impingement wastage phenomenon was suppressed in the PCSG, and the accident resistance was higher than that of the SWR through comparison with the experimental results performed in the existing shell and tube steam generator. In conclusion, a PCSG is more resistant to impingement wastage as a result of the SWR accident than existing shell and tube steam generators, and it is estimated that a PCSG can mitigate SWR accidents, an inherent problem of SFR.

Analysis of The Correlation between The length of Service of Rescue Workers and The Onset of Decompression Sickness Symptoms (수난 구조대원 근무연수와 감압병 증상발현의 상관관계 분석)

  • This study was limited to the correlation between the onset of decompression sickness symptoms and age among inland water accidents such as rivers, streams, and lakes, and a questionnaire was conducted on 61 subjects. The differences in the onset of decompression sickness symptoms depending on the length of service and age of lifeguards in inland water rescue situations were analyzed. The results of the experiment are as follows. The onset of decompression sickness symptoms was the highest in the group with 10 to 15 years of service (mean = 2.61), followed by those with 15 years or more (mean = 2.42), but the difference was not statistically significant (F = .813, P > .05). The onset of infectious disease symptoms was the highest in the group in their 50s or older (mean = 2.40), followed by those in their 40s or older (mean = 2.37), but the difference was not statistically significant (F = .813, P > .05). It is believed that this was due to the difference in understanding of the questions and expression of symptoms at the time of experiencing decompression sickness, which is a disadvantage of the questionnaire in the survey method.

  • This study is on safety improvement measures through analysis of accident cases during plant storage tank construction. Storage tank is a general term for artificial ground facility constructed to store oil, water, gas, and other chemicals. Some companies have clustered storage tanks (tank farm). The construction methods vary according to the component and types of fluids. Because most of the construction procedures include lifting heavy weight materials using heavy construction equipment and are carried out at high places, storage tank construction contains more risk factors than normal aerial construction. Recently, major accidents such as storage tank collapse have occurred often, and cost many lives due to the characteristics of the structure. In this study we would like to analyze the cause of these accidents and propose measures to improve safety.

  • Various types of oil response equipments and oil recovery vessels are being developed in Korea from the 1990s to respond nil spill accidents. It should be considered prior to the selection of the oil skimmers to make the oil recovery system more efficient at early stage of oil spill accidents. Rotating baldes of vortex skimmer beneath the water surface concentrate oil and draw it into the weir, where it flows to a collection sump. In this study a recently developed Vortex-Disc skimmer(model : VDS-50) is introduced and the performance test results for the skimmer are discussed.

Cause Analyses of Boiler Accident and Their Counter-plans Based on Accident Cases (사고사례에 기초한 보일러 사고의 원인분석 및 대책)

  • An accident involving a boiler can result in a disaster since it handles high-pressurized steam so that it may cause an explosion. Therefore, the boiler is very susceptible to industrial accidents. This thesis aimed to develop counter-plans to prevent industrial accidents involved the boiler. At first after collecting accident cases involving boilers, a survey on the trait of them was carried out. Ant on the other hand a qualitative analysis was conducted to draw out hazardous components in the boiler itself and their inherent relative importance was assessed. Through this procedure, 'negligence of unsafe condition' was noted as the major cause for unsafe acts whereas 'fault in work procedure' for unsafe condition. In the meanwhile, results of a hazard analysis using FMEA technique ranked gas safety devices, a switch preventing gas from under-pressurization, protect relays high. In particular, it was pointed out that the water feeding and steam subsystem has more components in hazard than other subsystems. Considering these analyses results, counter-plans to improve safety management was suggested also.

Study on Reliability of Water Absorption Diagnosis through Precise Water Absorption Test

  • Accidents caused by water absorption in water-cooled generator stator windings often occur all over the world. The absorption into the insulator of the coolant, which is used to cool down the heat generated by stator windings during operation, leads to the deterioration of dielectric strength, and insulation breakdown. An insulation breakdown may cause not only an enormous economic loss but also a very serious grid accident that would compromise stable supply of electric power. More than 50 % of domestic generators have been in operation for more than 15 years, and water absorption tests performed on 50 water-cooled generator stator windings during a five-year planned preventive maintenance period beginning in 2006 identified water absorption problems in 10 of them, all of which required repair. Because the existing water absorption test detects this problem by utilizing stochastic methods after measuring the capacitances at the final positions of insulation breakdown, its accuracy is limited. This study demonstrates that water absorption can be more accurately diagnosed by utilizing method along with a more precise one.

LIGHT WATER REACTOR (LWR) SAFETY

  • In this paper, a historical review of the developments in the safety of LWR power plants is presented. The paper reviews the developments prior to the TMI-2 accident, i.e. the concept of the defense in depth, the design basis, the large LOCA technical controversies and the LWR safety research programs. The TMI-2 accident, which became a turning point in the history of the development of nuclear power is described briefly. The Chernobyl accident, which terrified the world and almost completely curtailed the development of nuclear power is also described briefly. The great international effort of research in the LWR design-base and severe accidents, which was, respectively, conducted prior to and following the TMI-2 and Chernobyl accidents is described next. We conclude that with the knowledge gained and the improvements in plant organisation/management and in the training of the staff at the presently-installed nuclear power stations, the LWR plants have achieved very high standards of safety and performance. The Generation 3+LWR power plants, next to be installed, may claim to have reached the goal of assuring the safety of the public to a very large extent. This review is based on the historical developments in LWR safety that occurred primarily in USA, however, they are valid for the rest of the Western World. This review can not do justice to the many fine contributions that have been made over the last fifty years to the cause of LWR safety. We apologize if we have not mentioned them. We also apologize for not providing references to many of the fine investigations, which have contributed towards LWR safety earning the conclusions that we describe just above.

  • Marine accidents do not correspond with another accidents because of a serious loss of lives and property. The many marine accidents can be attributed to human error like as carelessness and decision faults, and hence there is a strong need for decision-support tools for marine navigation. Much of researchers have introduced the techniques about the tools, but they hardly consider environmental factors (water depth, the width of waterway, a fishing ground, a current, the number of surrounding marine accidents, marine obstacles, etc), which are very important to the decision making of officers. In a previous research, we proposed the conceptual model of environmental risk assessment of ship navigation using fuzzy. This paper describes the detailed design of the environmental factors based on the opinion of navigation experts, and shows the validity of the conceptual model through a prototype system.
