자연 해성점토 위에 건설한 폐기물매립장 기호지반의 침하와 활동 가능성 (Settlement and Sliding Possibility of the Foundation of the Waste Landfill Constructed on Natural Marine Clay)

  • 본 논문은 폐기물의 하중과 침출수위의 변화를 고려할 수 있는 컴퓨터 프로그램 CONSOL을 이용하여 폐기물 매립이 진행되는 동안과 이후의 해안 폐기물 매립장의 압밀침하량을 분석하였다. 또한, 이들 변화된 기초점토지반 강도특성하에서 매립지 기초지반을 포함한 제체사면의 안정성 해석을 수행하였으며, 현장 침하계측자료와 본 논문의 이론적 침하량을 비교 검토하였다. 그 결과, 단계별 폐기물 매립이 실시됨에도 침출수위가 함께 상승할 경우 점토지반의 강도를 향상시키는 유효응력 증가가 거의 없어 매립높이가 증가할수록 안정성이 확보되기 어려운 것으로 나타났으며, 그 결과 매립경사구배를 낮추거나 배수공법에 의한 침출수위를 절감시키는 등의 보완 작업이 필요한 것으로 나타났다. 압밀해석으로부터 구한 침하량은 실측침하량 자료와 비교적 잘 일치하였다.

STABILIZATION AND RECLAMATION OF OLD LANDFILL DISPOSAL SITES

  • The stabilization and reclamation of old disposal sites is becoming more important as significant numbers of disposal sites are closed and abandoned. This technical paper covers an overview of the key issues and methodologies for stabilizing and constructing facilities on old landfills. The slide portion of this presentation also include photographs showing actual construction activities. The key issues that are prevalent in remediating and closing old landfills are : correcting the stormwater flow, leachate breakout, constructing cover caps, controlling landfill gas migration and odors, cleanup groundwater and stabilizing side slopes. Some key techniques for constructing facilities on old landfills include: use of piling, installation of active landfill gas systems, providing LFG barriers under buildings, using utilidors and flexible utility interfaces and designing for site settlement. This Paper provides proven conceptual methods for solving these problems.

농업용 폐비닐의 농가처리 및 수거제도 개선방안 (A Study far Improvement of Disposal and Collection System of Agricultural PE Waste)

  • The objective of this study is to analyze the problems of disposal and collection, including administrative management of agricultural PE waste and suggest effective management measurements. Information regarding problems of agricultural PE waste management were collected from field survey of farmers, regional governments and officials. On the national level, the low ratio of collection for optimal treatment of agricultural PE waste is a critical problem. , the negative discharging behavior of farmers, an illegal incineration and landfill of farmers and a lack of education and extension etc. An ambiguity of the management principle to agricultural PE waste, the differences in management among the regional governments, a lack of will of the regional governments and officials to realize SARD and lack of education and extension etc. are some of the problems in administrative management of agricultural PE waste collection. The major suggestions of this study are as follows : (1) to strengthen education and extension, (2) to adopt an improved economic incentive system and strong, lawful regulation simultaneously, (3) to use temporang collection and permanent collection site, and (4) to organize "OTC(Optimal Treatment Conference)" composed of farmers, regional cooperative, PE producers etc. for operating an effective management system.

  • 본 연구는 폐기물이 매립되어있는 산업단지의 기 설계보고서와 추가로 수행된 지반조사 자료를 이용하여 매립폐기물 현황조사 결과를 바탕으로 환경오염도와 매립폐기물 안정화정도를 조사하고, 폐기물 매립 지역의 시험굴 조사를 통한 매립 폐기물의 종류와 형상 및 매립량 등을 산정하고 폐기물에 의한 토양 오염도 분석과 처리방안에 대해 검토하였다.

LEACHING OF LEAD FROM DISCARDED NOTEBOOK COMPUTERS USING THE SCALE-UP TCLP AND OTHER STANDARD LEACHING TESTS

  • The proper management of discarded electronic devices (often called electronic-waste) is an emerging issue for solid waste professionals throughout the world because of the large growth of the waste stream, and the content of toxic metals in them, most notably heavy metals such as lead. Notebook computers are becoming one of the major components of discarded computer devices and will continue to increase in the waste stream in the future. While the computers hold great promise for recycling, a substantial amount of this waste is often disposed in municipal solid waste (MSW) landfills. The toxicity characteristic leaching procedure (TCLP) is commonly used to simulate worse case leaching conditions where a potentially hazardous waste is assumed to be disposed along with municipal solid waste in a landfill with actively decomposing materials overlying an aquifer. The objective of this study was to examine leaching potential of lead from discarded notebook computers using the scale-up TCLP, other standard leaching tests such as California waste extraction test (Cal WET), and the synthetic precipitation leaching procedure (SPLP) and actual landfill leachates as leaching solution. The scale-up TCLP is a modified TCLP (where the device was disassembled and leached in or near entirety) to meet the intent of the TCLP. The results showed that the scale-up TCLP resulted in relatively high lead found in the leachate with an average of 23.3 mg/L. The average level was less than those by the standard TCLP and WET (37.0 mg/L and 86.0 mg/L, respectively), but much greater than those by the SPLP and the extractions with the landfill leachates (0.55 mg/L and 1.47 mg/L, respectively). The pH of the leaching solution and the ability of the organic acids in the TCLP and WET to complex with the lead were identified as major factors that controlled the amount of lead leached from notebook computers. Based on the results obtained by a number of leaching tests in this study, notebook computers may present a potential leaching risk to the environment and human health upon land disposal. However, further investigation is still needed to assess the true risk posed by the land disposal of discarded notebook computers.

RESRAD 코드를 활용한 규제해제 폐기물 소각처분에 대한 안정성 평가 (Safety Assessment on the Incineration Disposal of Regulation Exempt Waste by RESRAD Code)

  • In this paper, risk assessment was conducted to verify self - disposal requirements by landfill for exempted incineration ash by using Resrad Ver.6.5 computer code. The result of risk assessment by landfill for the incineration by-product is that individual dose is $6.91{\times}10^{-2}{\mu}Sv\;y-1$ and collective dose is $3.475{\times}10^{-7}man-Sv\;y-1$. It proved that the result meets reference dose of individual dose $10{\mu}Sv\;y-1$ and collective dose 1 man-Sv y-1 for general public. According to the current 'Nuclear Safety Commission Notice [No. 2014-3]', it states that the exempted wastes can be disposed of by incineration, landfill and recycling. However, most of recently documents and papers related to exempted wastes are disposed of by landfill and recyling and it could not confirm the case of exempt by incineration. If the national consensus is derived and treating the waste by using process of incineration is activated, it could be considered to treat low level of radiation wastewater and activated carbon excluded from exempted waste because of nuclide $^3H$ and $^{14}C$.

콘크리트 폐기물의 자체처분을 위한 잔류방사능 조사 및 피폭선량평가 (Residual Radioactivity Investigation & Radiological Assessment for Self-disposal of Concrete Waste in Nuclear Fuel Processing Facility)

  • 본 연구에서는 원전연료 가공시설에서 발생한 콘크리트 폐기물을 자체처분 하기 위란 국내 규제요건을 검토하였고, 매립 및 재활용에 따른 작업자 및 일반인의 방사선학적 위해도를 평가하기 위해 RESRAD Ver. 6.3, RESRAD BUILD Ver. 3.3 전산코드를 사용하여 피폭선량을 평가하였다. 피폭선량 평가 결과에 따라 유도된 처분제한치는 콘크리트 폐기물 매립의 경우 0.1071Bq/g (3.5% 농축우라늄), 재활용의 경우 $0.05515Bq/cm^2$(5% 농축우라늄)이었다. 또한, 자체처분대상 콘크리트 폐기물의 제염 후 잔류방사능을 조사한 결과, 표면오염도는 전체평균이 $0.01Bq/cm^2$(알파방출체), 콘크리트 폐기물 표면에서 채취한 시료의 방사성핵종 분석결과 $^{238}U$은 0.0297Bq/g, $^{235}U$의 농축도는 2w/o 이하였고, 인위적 오염으로 예상되는 $^{238}U$의 농도는 0.0089Bq/g 이었다. 따라서, 자체처분 대상 콘크리트 폐기물의 매립 및 재활용시 일반인 및 작업자에게 미치는 방사선학적 위해도는 원자력관계법령에서 정하는 처분제한치(개인선량 $10{\mu}Sv/yr$, 집단선량 $1man{\cdot}Sv/yr$) 이하임을 확인하였다.

물질흐름분석을 통한 사업장폐기물의 실제적인 재활용률과 최종처분율의 산정 및 분석 (Calculation and Analysis of Actual Recycling Rate and Final Disposal Rate of Industrial Waste by Material Flow Analysis)

  • Since the Framework Act on Resource Circulation was enacted in 2018, the government should establish a National Resource Circulation Master Plan every 10 years, which defines mid- to long-term policy goals and directions on the efficient use of resources, prevention of waste generation and recycling of waste. In addition, we must set mid- to long-term and stepwise targets for the final disposal rate, recycling rate (based on sorted recyclable materials and recycled products), and energy recovery rate of wastes, and relevant measures should be taken to achieve these targets. However, the current industrial waste (IW) statistics have limitations in setting these targets because the final disposal rate and recycling rate are calculated as the ratio of the recycling facility input to the IW generation. In this study, the material flow from the collection stage to the final disposal of industrial waste was analyzed based on the generation of 2016, and the actual recycling amount, actual incineration amount, final disposal amount and their rates were calculated. The effect on the recycling, incineration and final disposal rates was examined by changing the treatment method of nonhazardous wastes from the factory and construction and demolition wastes, which were put in landfills in 2016. In addition, the variation of the waste treatment charge was investigated according to the change of treatment methods. The results of this study are expected to be effectively used to establish the National Resource Circulation Master Plan and industrial waste management policy in the future in South Korea.

TNT 처리에 관한 연구동향 (Review on TNT Disposal)

  • Over the decades, TNT has been produced indiscriminately to be utilized in many fields owing to its ability to manipulate the explosion. Yet, the proper technique for disposal of TNT and the waste residues had not been developed so that the large amount of TNT waste was being piled up. Upon the agreement to demilitarization of old weapon, a study on the disposal methods for TNT and the waste treatment have been raised for their dangerous nature. Since then, from burying in landfill to utilizing supercritical fluid-based oxidation, a lot of research is actively ongoing, but little progress has been made in Korea compared to developed countries. This review paper covers all the technologies developed for TNT and its waste disposal including the concept, advantage, and disadvantage of those technologies. Also, suggested here are the future research directions.

고형화 폐기물의 안정적 처분과 재활용을 위한 환경위해성 평가 체계의 연구 (Risk Assessment Framework for Safe Disposal and Reuse of Solidified/Stabilized Wastes)

  • 고형화 폐기물의 처분에 대한 환경 위해성 평가의 핵심은 화학적 용출특성을 파악 후, 현장의 환경조건하에서 유해물질이 얼마나 주변환경으로 유출되는가를 예측하여 그 위해도를 산정하고, 그 위해도가 환경적으로 허용가능한 지를 판단하는 데 있다. 본 논문에서는 고형화폐기물을 매립지에 처분하거나 재활용시 다양한 현장조건하에서의 환경위해성을 평가하는 체계를 용출의 두 가지 극한적 경우에 입각하여 수립하였다. 수립된 위해성평가체계의 각 경우에 따른 폐기물 특성변수를 결정할 수 있는 두 종류의 특성평가기법을 개발하고, 시멘트 고화 처리된 도시쓰레기 소각재의 매립처분 현장에 적용하여 검증하였다.
