Discussion of Current Resource Recycling Policy in Taiwan

  • The research is to discuss the current resource recycling and recovery policy, which was enacted by Environmental Protection Administrative (EPA) in Taiwan. For the past few years, the solid waste generated in Taiwan has greatly increased about 5 % per year. In addition to the construction of landfill sites and incineration plants, 4 R techniques (Reduction, Reuse, Recycle and Recovery) were also publicized among the citizens and then promulgated to furthermore manage these increased solid waste. Although the regulations have been carried out to a great success, they still need to be revised and updated since solid waste contains varieties of different materials. Therefore, this research discusses the current regulation and makes suggestion for future regulation revision. From the results of this study, energy recovery was suggested to be emphasized in the regulation. Energy could be recovered from materials such as waste tires, and all kinds of plastic containers. Waste tires and most of the plastic containers made of hydrocarbon species, which contains great heating values, should be considered as one of the alternatives for the resource recycling.

  • The waste home appliances including television sets, refrigerators, washing machines and air conditioners have increasingly received environmental concerns in Taiwan. In light of the enforcement of Waste Disposal Act (WDA), the Taiwan Environmental Protection Administration (EPA) has certified 60 recycling/storage facilities and given permission for qualified companies to build six treatment plants around the island. Now the recycling and well treatment home appliances are estimated to be 3,342,369 units until May 31, 2001. This paper describes the present status of waste home appliance recycle and its treatment in Taiwan. The principle guidelines and policies regarding recycling, resource recovery and environmental concerns are presented.

생활폐기물 자원화시설의 편익분석 -강원도 중심으로- (Cost-Benefit Analysis by Resource Recovery Facility for Municipal Waste -Focus on Gangwon Province-)

  • 본 연구에서는 자원화 가능한 폐기물의 양이 분석되었으며, 폐기물 자원화시설을 단독 또는 광역시설로 추진할 경우의 설치비 및 운영비를 산정하고, 매립비용과 비교, 분석함으로서 자원화시설의 타당성을 검토하고자 하였다. 자원화시설로는 고형연료화(RDF) 시설과 자원회수시설(소각)에 대한 검토를 수행하였다. 그리고, 강원도 각 시 군별 생활폐기물의 발생량과 가연성 폐기물의 비율을 고려하여 비용분석을 위한 광역권역을 설정하였다. 분석 결과, 단독시설의 경우에는 RDF 및 자원회수시설(소각) 모두 매립방식에 비교하여 경제적 편익이 없는 것으로 나타났다. 광역 시설의 경우, RDF 방식은 매립방식에 비해 많은 비용을 절감하는 것으로 나타났지만, 자소각 방식은 그렇지 않은 것으로 나타났다. 경제적 편익과는 별개로 화석 연료의 고갈, 지구온난화, 환경적 위해성, 그리고 사회적 갈등 등을 고려할 때 폐기물의 자원화는 중요하게 고려되어야 한다. 특히, 향후 CDM 사업이 활성화될 경우 CERs(온실가스 저감인증)에 의한 추가적인 경제적 부가가치도 기대할 수 있을 것으로 나타났다. RDF 시설에 의한 CERs는 약 2,565억원, 자원회수시설에 의한 CERs는 약 540억원(단독시설) 및 774억원(광역시설)으로 분석되었다.

Resource recovery and harmless treatment of waste oil-in-water drilling fluid

  • Destablization and demulsification is a difficult task for the treatment of waste oil-in-water drilling fluid because of its "three-high" characteristics: emulsification, stabilization and oiliness. At present, China is short for effective treating technology, which restricts cleaner production in oilfield. This paper focused on technical difficulties of waste oil-in-water drilling fluid treatment in JiDong oilfield of China, adopting physical-chemical collaboration demulsification technology to deal with waste oil-in-water drilling fluid. After oil-water-solid three-phase separation, the oil recovery rate is up to 90% and the recycled oil can be reused for preparation of new drilling fluid. Meanwhile, harmless treatment of wastewater and sludge from waste oil-in-water drilling fluid after oil recycling was studied. The results showed that wastewater after treated was clean, contents of chemical oxygen demand and oil decreased from 993 mg/L and 21,800 mg/L to 89 mg/L and 3.6 mg/L respectively, which can meet the requirements of grade one of "The National Integrated Wastewater Discharge Standard" (GB8978); The pollutants in the sludge after harmless treatment are decreased below the national standard, which achieved the goal of resource recovery and harmless treatment on waste oil-in-water drilling fluid.

  • 본 논문은 자원순환사회 구축을 목표로 필요한 재원마련을 위해 도입예정인 폐기물부담금제에 대응하기 위한 폐기물의 에너지화 제고방안을 인천시를 중심으로 평가하고 폐기물부담금제 도입을 위해 고려하여야 할 사항들을 제안하였다. 인천시의 폐기물 에너지화를 위한 주요 문제점으로 파악된 음식물 류폐기물의 반입량 감소에 따른 폐기물의 고발열량화, 종량제봉투에 혼입되어 배출되는 금속류, 건전지 등을 해결하기 위한 대책을 도출하였다.

The review of municipal solid waste management in Nigeria: the current trends

  • The management of municipal solid waste (MSW) is essential for every community; and, it is currently a major challenge in Nigeria. This paper provides an overview of the current MSW management trends in Nigeria and proposes new sustainable MSW management systems. Across Nigerian cities, MSW management is characterized by inefficient collection and transportation to disposal sites. Collection services do not reach some unplanned areas and slums due to poor street network. Even some planned areas are not reached by collection services. The informal sector contributes to waste collection, resource recovery and recycling; however, their activities are not recognized by the governments. Markets exist for recovered materials but more efforts need to be geared towards intensive recovery of materials and expansion of these markets. Despite the high proportion of putrescible matter in MSW, the only form of treatment commonly used currently is open burning for volume reduction. The high organic fraction presents a great opportunity for composting and anaerobic digestion. Ultimate disposal is currently done in open dumpsites. This needs to be upgraded to engineered landfills that are properly sited and adequately operated by well trained personnel. There is an emerging waste stream of concern, electronic-waste (e-waste), that requires urgent sustainable management as e-waste are currently co-disposed with other waste streams or burnt in the open posing detrimental health impacts.

법규에 따른 자원회수시설의 건축적 형태에 관한 연구 - 서울과 도쿄를 중심으로 - (A Study on Architectural Form of Waste to Energy Plants in accordance with Law - Focus on Seoul and Tokyo -)

  • Waste to Energy Plant were recognized as hateful facilities, and there were many conflicts in the location due to social problems such as the NIMBY phenomenon due to problems such as damage to property in the surrounding area, odor, and image loss. Problems such as air pollution and odor are solved by the development of advanced prevention facilities such as electric dust collectors, wet cleaning systems, semi-dry reaction towers, bag filters, and catalyst towers (SCR: Selective Catalytic Reduction), and air recycling facilities in waste storage tanks. However, it is being avoided because of the perception that it is an incinerator. To resolve these conflicts, the government installs and operates resident convenience facilities to compensate residents near resource recovery facilities, provides green space and improves the environment, and supports heating expenses in accordance with the 「Waste Treatment Facility Support Act」. The purpose of this study is to derive implications through the analysis of domestic and overseas case studies for resident convenience facilities and environment improvement for the promotion of local communities in resource recovery facilities and use them as basic data for community promotion and environmental improvement when installing resource recovery facilities in the future.

효율적(效率的)인 자원순환사회 형성을 위한 자원재활용(資源再活用) 정책 고찰(考察) (Study of the Recycling Policy to Make Efficient Resource-recycling Society)

  • 녹색성장 정책의 핵심 단위 과제인 "온실가스 저감"과 "자원순환형 사회" 구축을 위해서는 폐기물 에너지회수와 물질재활용을 상호 보완적이고 균형적으로 실천하는 것이 중요하다고 할 것이다. 이에 본 연구는 과거 우리나라의 외국의 관련정책, "제4차 자원재활용 기본계획"과 "폐기물에너지화 종합대책"을 살펴보고 바람직한 자원재활용정책방향을 모색해 보았다. 그 결과 우리나라의 폐기물관리정책은 선진외국과 큰 차이가 없었으나 독일은 에너지회수를 중요하게 고려하고 고도 전처리를 의무화 하고 있는 점이 달랐으며, 우리나라의 여건은 과거보다 재찰용이 더욱 어려워질 것으로 판단되었다. "제4차 자원재활용 기본계획"에서는 필름류가 실질적이고 지속가능한 재활용이 되지 않고 있는 점을 알 수 있었으며, "폐기물에너지화" 종합대책에서는 RDF/RPF 에너지 회수가 일반소각 발전과 물질재활용에 비하여 효율성이 낮음을 알수 있었다. 이러한 문제를 해결하기 위해서는 에너지 및 폐열 회수는 에너지 회수(Recovery)로 개념 정립을 하며 전 과정평가(LCA: Life Cycle Assessment) 체계를 구축하는 등 제도적인 정비와 함께 필름류 합성수지를 용해하여 분자합성수지를 추출하는 기술 등의 기술개발도 필요함을 알수 있었다.

  • According to the EPA in Taiwan report, 9.05 million metric tons of solid wastes were generated in 1999, and the waste glass was accounted of 4.95 percent. However, with the increasing tonnage of disposal cost and existing disposal sites are reaching full capacity, recycling is currently accepted as a sustainable approach to waste management. Therefore, it's essential and urgent that the government in Taiwan establish the recycling and recovery framework for the minimization of the solid waste, reduction of materials and energy consumption, and the encouragement for the reuse, recycle and recovery development. To achieve this Boal, Taiwan has been strived for a long period of time in waste glass recovery and recycle. Waste glass, unlike other kinds of resource waste, is 100% recyclable. The EPA in Taiwan now center on a lot of different kinds of waste glass, such as glass container, flat glass, CRT glass, windshields glass, fluorescent lamps, and waste pesticide glass container. This article will focus on the framework of the recycling market access, and also try to provide some strategies to improve waste glass recycling efficiently.

  • 최근 미세플라스틱의 발생 측면에서 폐플라스틱의 친환경적 처리에 대한 관심이 증대하고 있다. 이에, 폐플라스틱의 재활용이 폐기물 간소화, 이산화탄소 배출 감소 및 부가가치 제품 재생산의 이점을 제공하기 때문에 매우 중요하다고 할 수 있다. 특히, 친환경적인 폐플라스틱의 재활용을 위해서는 물리적 선별방법을 통해야 하며, 그 중에서도 폐플라스틱내의 재질별 분리가 가능한 부유선별이 물질재활용 측면에서 매우 효과적인 분리방법으로 잘 알려져 있다. 따라서, 본 총설에서는 혼합 폐플라스틱의 효과적인 재질 분리를 하기 위한 부유 선별의 연구 동향을 조사하였다. 추가적으로 보고된 연구결과들을 통하여 플라스틱의 원재료인 폴리머로부터 기능성 신소재로서의 활용에 대한 접근방법을 요약 정리하였다.
