Waste Management in the Era of Sustainable Development Goals : The EU's Plastics Strategy (SDGs시대의 폐기물관리 : EU의 플라스틱 전략)

  • The plastic strategy adopted by the EU in January 2018 was established to implement circular economic policies and the Sustainable Development Goals(SDGs) of the United Nations. The strategy includes the vision and implementation measures to achieve, which are primarily measures to improve recycling and increase demand for recycled plastics. The representative measures include the design that considers recycling possibilities, reinforcement of demand for recycled plastics, suppression of occurrence, and response to micro-plastics. The policies to implement these measures include legislative restrictions and economic measures (EPR, GPP). It is especially desirable that the policies are applied differently depending on the plastic product. The Korean government has established comprehensive measures for all stages from production to recycling, but those measures are not comprehensive compared to the EU's strategy. The reason is that the refusal of waste collection makes the Korean government establish the approach from the aspect of waste management instead of the implementation of a circular economy or SDGs like the EU. The countermeasures are aimed at achieving a 50% reduction in waste generation amount and a 70% recycling rate. It is considered that the possibility of achieving the goal will increase by examining the measures and policy means in the EU's plastics strategy.

Assessment of Practical Use of Recycling Oil from the Pyrolysis of Mixed Waste Plastics (혼합폐플라스틱의 열분해를 통한 회수오일의 이용가능성 평가)

  • In Korea, although the generation of waste plastic has been increasing, the rate of recycling is considerably low and moreover, there is no suitable method for the treatment of waste plastics. However, pyrolysis, which is appropriate for the treatment of highly polymerized compounds, such as plastics, has recently gained much interest. In this study, a property of the products from the pyrolysis of mixed waste plastics, with a possible practical use for the recycling oil produced, were assessed. First of all, in order to investigate the pyrolysis characteristic of waste plastics, TGA (Thermogravimetric analysis) and DCS (Differential Scanning Calorimetry) were performed on a number of different plastics, including PP, LDPE, HDPE, PET and PS, as well as others. According to the result, it appeared that PP was the most efficiently pyrolyzed by changing the temperature, followed by LDPE, HDPE, PET, PS and the other plastics, in that order. From the results, the optimum conditions f3r pyrolysis were set up, and the different waste plastics pyrolyzed. The recycling oil produced from the flammable gases generated during the pyrolysis was com-pared with fuel oil by an analysis using the petroleum quality inspection method on KS(Korea industrial Standard). The results of the analysis showed the recycling oil was of a similar standard to fuel oil, with the exception of the ignition point, with a quality somewhere between that of paraffin oil and diesel fuel. With respect to these results, the quality of the recycling oil produced by the pyrolysis of waste plastics was suf-ficient for use as fuel oil.

Triboelectrostatic Separation of PVC Materials from Mixed Plastics for Waste Plastic Recycling

  • Waste plastics amount is more than 3.5 million tons and 30% of industrial waste in 1998, Korea but recycling rate of industrial waste plastics is quite low because the material separation technology from the mixed waste plastic powders is not commercially available so far. This study covers the triboelectrostatic separation of polyvinylchloride (PVC) materials collection chambers and controllers. PVC and PET powders can be imparted negative and positive surface charges, respectively, due to the difference of triboelectric charging series between particles and particles in the fluidized bed tribocharger, and can be separated by passing them through an external electric field. The extract content and yield of PVC separation from the mixed PVC and PET plastic powders are 90.0% and 98.2%, respectively. The electrostatic separation system using the fluidized bed tribocharger shows the potential to be an effective method for removing PVC materials from other mixed plastics.

  • Recently, plastic recycling has emerged as a social issue, and its importance is increasing. Therefore, this article reviewed the current status and the future directions of domestic plastic recycling. Plastic recycling is major economic and social problems not only in South Korea but also worldwide and is being treated as an important factor for protecting the environment and for sustainability in the next generation. In particular, China, which has been dealing with a large amount of plastic waste generated around the world, has banned importing plastic waste, therefore, other countries have faced the problem of recycling plastics in their countries. In South Korea, the landfill and incineration of the waste are becoming more difficult by the Framework Act on Resources Circulation, therefore, the recycling and reuse of plastics are a very important.

  • The effects of binder content and recycling mixed waste plastics(PA) content on the workability, work life and hardening shrinkage of fresh polymer concrete using mixed waste plastics are examined. As a result, the workability of the polymer concretes using mixed waste plastics tend to improve with increasing binder content, PA content and filler content. The work life of the polymer concretes using mixed waste plastics is shortened with an increase in the initiator content and curing temperature. The length change of the polymer concretes using mixed waste plastics tend to increased with Increasing binder content and PA content. The result of the present research is expected to make a contribution to the recycling of final mixed waste plastics and the continuing efforts for the development of use of the recycled products are thought to expand the horizon for the recycling of the final mixed waste plastics.

  • Though the usage of vinyls and plastics produced from fossil fuels has been increasing in the world, the eco-friendly domestic disposal or recycling of waste vinyls has to be executed because the migration or importation of waste vinyls or waste plastics are globally prohibited. Even though the eco-friendly domestic disposal or recycling of waste vinyls and waste plastics should be developed, promising eco-friendly recycling methods are few because there are extraneous substances in waste vinyls and waste plastics. Also, conventional incineration and landfill methods result in secondary contamination and then increase disposal costs. Therefore, the selective elimination of extraneous substances or other materials included in waste vinyls and waste plastics could make valuable recycling or reuse possible. In particular, the novel hybrid process in which crushing and screening are simultaneously conducted in a rotary kiln type reactor can domestically maximize the material recycling or reuse. In this study, the feasibility study for a crushing/screening hybrid process developed in Korea was performed and evaluated in case of thermal recycling (TR) and material recycling (MR). The effect of various subsidies on economic efficiency was especially evaluated by means of domestic recycling plans. The incentive revenues from waste vinyl recycling and the incineration share of waste vinyls affected the net present values and internal rate of returns of the hybrid process.

  • Plastics waste constitutes approximately 23% by volume of the municipal solid waste(MSW) generated in the U.S. each year, and have slow rate of degradation in the environment. Therefore, there is a great deal of public pressure to recycle plastics, and more than 100 million people participate in the curbside recycling programs. Despite the high level of public interest, only 3.5% of the plastic are recycled, which is substantially lower than the recycle rates of other materials such as paper fibers, glass, and iron. Although a large part of the reason is due to the low price of virgin polymers, which in turn is due to the low price of oil, it is possible to make the plastics recycling as a profitable business by developing advanced technologies. In this communication, various methods of separating pplastics from metals and from each other are discussed.

  • Small household appliances such as electric rice cooker, a vacuum cleaner, an electric fan, etc. are diverse and complex due to the materials and components and waste streams from the manufacturing processes. In the present study, physical characterization of small e-wastes was analyzed on major items including electric rice cooker after manual dismantling. Small household appliances is an important potential source of waste plastic, however, recycling plastics from small e-waste is still unusual. The present communication gives results of separation processes on black plastics and the limitations of these sorting processes in used small household appliances.

  • Used small household appliances(small e-waste) consists of a variety of complex materials and components. The small e-waste is mainly composed of plastics and an important potential source of waste plastic. The black plastics, particularly are very difficult to separate by resin type and therefore these are mainly recycled in the form of a mixtures. In the present study, the sorting technologies such as gravity and electro static separation, near-infrared ray(NIR) and IR/Raman optical sorting separation on mixture of black plastics were analyzed and their limitations on sorting process were also investigated. The Laser Induced Breakdown Spectroscopy(LIBS) spectrum of each black plastics was used for identification of black plastics by resin type, and after analyzing the normalization operation, Principal Component Analysis(PCA) was carried out. The spectrum data was optimized through PCA process. In order to improve the identification accuracy and sorting efficiency of black plastics, it is necessary to design a classifier with high efficiency and to improve the performance and reliability of the classifier by applying the field of intelligent algorithms.

  • One of the foremost environmental challenges, alongside the contemporary focus on achieving carbon neutrality, pertains to the pervasive issue of plastic waste. Thermochemical recycling technology, operating under high-temperature conditions to covert organic matter and recycle it into raw materials and energy, represents a transformative approach surpassing the conventional bounds of material recycling predominantly applied in plastic waste management. The thermochemical recycling paradigm is emerging as a pivotal technology within the circular economy, capable of transforming waste plastics into raw materials for producing original plastics. Its significance extends beyond national borders, garnering global attention due to its versatility as a chemical or energy recycling method, contingent upon the subsequent processes and final products. This study aims to scrutinize three quintessential thermochemical recycling technologies: combustion, gasification, and pyrolysis. Furthermore, the study discusses the recent major technology trends of these technologies.
