  • During Mid October of 2005 a mass mortality of the corals occurred surrounding Con Dao Islands (South Vietnam) where is the recognized as one of the most famous marine parks of Vietnam. Results from the field survey in October 2005 showed that the mass mortality of corals and benthos focused only on the North-West of the islands whereas there was almost no death recorded in the South - East parts. Based on field data it was assumed that an overlap between high water temperature ($>30^{\circ}C$) and low salinity (<25%o) during short term was the impact causing the situation. In this paper, we try to explain this phenomenon based on the hydrographical view together with analyzing ocean colour images. A coral bleaching warning system also is proposed for Condao site.

An Empirical Study of Causing Factors for Military Accidents (병영사고 유발요인 추출에 관한 실증적 연구)

  • The purpose of this study is to extract relavant factors that affect military accidents. A survey was conducted for 227 officers and noncommissioned officers and 300 private soldiers. The survey results extracted 9 important factors that cause military accidents, including 3 troop factors, 3 social environment factors, and 3 personal character factors. Through a regression analysis using these 9 factors as independent variables and 4 types of military accidents as dependent variables, several factors were found to be very useful to explain military accidents. The findings of this study can be used to develop an early warning system for military accidents reduction.

Assessment of Vehicle Safety Standard Requirements for New Micro-mobility Vehicle (초소형자동차의 자동차안전기준에 대한 효과분석)

  • In general, an assessment of the benefits and costs with regard to vehicle safety standards are validated before regulations are implemented. This paper performs this validation for the mandatory automobile safety devices requirement for new micro-mobility. The reviewed car safety standards involved the installation of seat belts, airbags, ABS, crash speed standards, and pedestrian warning system. The benefit was estimated as the cost of accident reduction due to the installation of vehicle safety standards. As a result, the safety belt showed a B / C of 4.0 or higher, and it was found that the seat belt should be installed from 2017. After the seatbelt regulation in 2017, the results of the scenarios with the airbag, ABS, crash speed of 40 km/h, and the pedestrian warning system showed B / C of 1.0 or more according to the year of regulation. This study can be useful as a tool in the decision-making process with regard to the timing and type of vehicle safety standards requirement of micro-mobility in the future.

  • We studied the problem of driver's low vigilance state which is related to the one reason of traffic accidents. In this paper, we developed the drowsiness warning system for a drowsy driver. To extract the eyes and mouth from the driver's facial image in real time, a computer vision method was used. The eye blink duration and yawning were used as measurement parameters of drowsiness detection. When the drowsy state of a driver was detected, the driver was refreshed by the scent generator and the alarm. Also, the driver's bio-signal was acquired and analyzed to measure the vigilance state.

An Assessment Method for Hazardous Region of Flash Flood in Mountainous Areas (산지유역의 돌발홍수 위험지역 평가기법)

  • Most prevention efforts have been made for relatively large watersheds near to channel flow. However, as economical development and the expansion of leisure areas to mountainous region, human casualty by flash flood occurs frequently, requiring additional prevention activity. Therefore, to minimize the damage of human lives and property by flash flood, we develop a methodology to assess the risk of flash flood occurrence for mountainous areas considering various factors involving it. For accomplishing the task, we selected the assessment indexes such as the characteristics of region, rainfall and land in mountainous area. And considering the characteristics of these indexes, the assessment method was suggested to assess and select the reasonable points for flash flood warning system. The suggested method was applied to BongHwa region and the application process of this method was explained.

  • Purpose: Swimming industry is improving faster than the other types of sport industries and populations of participating swimming are promptly increasing. Lack of recognition of fire safety in swimming facilities is issues related-studies has only recently begun to pay attention. This study is to review and extract fire safety factors for managing swimming pool. Research design, data, and methodology: The study reviewed related-ordinances, governmental documents, and studies discussing safety management of sport facility. Given the literature review, the study produced an initial construct presenting items and factors including fire safety elements and experts' review were conducted to ensure conceptual validity. Finally, the study generated the final factors and subitems representing fire safety elements for swimming pool management. Results: The study confirms factors and elements as follows: the study identifies fire safety equipments as first factors presenting fire extinguisher' place, its proper run, check list and so forth, Second factor is warning system including fire warning equipment, its proper operation, sprinkler and its proper operation, switch and lamp of emergency panel and their proper run and so on. Third factor is evacuation system including a fire exit, exit sign, broadcasting equipment, and their proper operation, and so on. The other factors are an electronic equipment and its subelements, gas management including safety management of LPG, gas valve, pipe, and fire prevention facility including a fire door and its proper operating. Conclusions: Regarding safety management of swimming pool, further discussions and implications were made, and future directions for related-studies were discussed.

Simulator Development for GEO (Geostationary Orbit)-Based Launch Vehicle Flight Trajectory Prediction System (정지궤도 기반 발사체 비행 궤적 추정시스템의 시뮬레이터 개발)

  • The missile early-warning satellite systems have been developed and upgraded by some space-developed nations, under the inevitable trend that the space is more strongly considered as another battle field than before. As the key function of such a satellite-based early warning system, the prediction algorithm of the missile flight trajectory is studied in the paper. In particular, the evolution computation, receiving broad attention in the artificial intelligence area, is applied to the proposed prediction method so that the global optimum-like solution is found avoiding disadvantage of the previous non-linear optimization search tools. Moreover, using the prediction simulator of the launch vehicle flight trajectory which is newly developed in C# and Python, the paper verifies the performance and the feature of the proposed algorithm.

Comparison of the Flow Estimation Methods for Flood Warning System on Banseong Stream (반성천 홍수경보시스템 구축을 위한 홍수량산출시 대응 한계유량 산출방법)

  • 지난 수년간 하천 인근에서 홍수로 인하여 다양한 피해가 발생하고 있다. 이러한 홍수피해를 경감하기위해 구조적 비구조적 대책들을 세우고 있으며, 중요한 비구조적 대책 중의 하나가 홍수경보시스템을 구축하는 것이다. 일반적으로 홍수경보시스템을 구축하기 위하여 홍수경보기준지점의 수위를 설정하며 이에 대응하는 한계유량을 산출하고 GIUH 강우-유출모형을 통하여 한계유량에 대응하는 경보강수량을 산정하는 방식을 택하고 있다. 특히 한계유량을 산출하는 경우, 다양한 연구에서 Manning 공식을 통하여 한계유량을 산출하고 있다. 이에 대한 적정성을 비교하기 위해 본 연구에서는 HEC-RAS모형을 통하여 한계유량을 계산하였고 Manning식에서 나온 값과 비교하였다. 비교결과 Manning식에서 산출된 한계유량은 과다한 경보 강수량 값을 채택하고 기존 설계강수량에 비해 매우 큰 값임을 확인할 수 있었다. 이에 비해 HEC-RAS의 한계 유량값은 적정한 경보강수량 값을 제시하였고 연평균알람기준에도 적정함을 알 수 있었다. 본 연구 결과를 통해, 현재 다양한 하천사업이 이루어져 대부분의 하천의 측량이 이루어진 상황에서 기존의 Manning식에 의한 한계유량 산출보다는 HEC-RAS를 통하여 한계유량을 산정해야하는 것이 보다 적정해 보인다.

  • In-hospital cardiac arrest is a significant problem for medical systems. Although the traditional early warning systems have been widely applied, they still contain many drawbacks, such as the high false warning rate and low sensitivity. This paper proposed a strategy that involves a deep learning approach based on a novel interpretable deep tabular data learning architecture, named TabNet, for the Rapid Response System. This study has been processed and validated on a dataset collected from two hospitals of Chonnam National University, Korea, in over 10 years. The learning metrics used for the experiment are the area under the receiver operating characteristic curve score (AUROC) and the area under the precision-recall curve score (AUPRC). The experiment on a large real-time dataset shows that our method improves compared to other machine learning-based approaches.

  • 많은 인구가 몰리면 군중 추돌 현상과 도미노 현상이 발생하여 압사 사고가 일어나 이에 대한 해결책이 요구된다. 본 논문에서는 위 문제를 개선하고자 보행자 상황 인식을 이용한 재난 경고 시스템을 구현하였다. 이 시스템은 재난관리기관에서 기존에 운영하고 있는 것과 같은 CCTV영상을 이용하여 딥러닝 영상인식 기술을 사용하여 보행자 안전 규정에 따른 보행자 상황을 인식해 재난 상황을 표시해주고, 경고를 한다. 보행자 상황 인식하기 위해 엣지컴퓨터에서 연결된 카메라 영상을 받아 상황인식을 하고, 인식된 상황과 영상을 서버로 전송하여 정보를 저장하고, 상황을 경고 한다. 상황인식을 위해 보행자 데이터는 직접 수집하여 학습시킨 weights 파일을 사용하였다. 보행자 인식은 YOLOv4-tiny를 사용하였고, 위험 단계는 총 4단계로 설정하였다. 이를 활용하여 기존의 CCTV영상을 활용하여 관리자를 보조하여 보행자 재난 상황시에 신속하게 재난을 인식하여 구호 조치를 할 수 있다.
