Analysis on Awareness of Construction Labors about Resolution Step of the Delayed Wage Payment (임금체불 해소절차에 대한 건설근로자 인식 분석)

  • Wage is a very important issue not only for the workers' current living but also for the future laboring landscape. As of 2014, it is reported that about 290,000 workers suffer from delay in payment of wage. The construction industry is particularly labor-intensive, which implies that delay in payment of wage is a serious problem. Despite this fact, in terms of the delayed payment of wage most studies have been conducted on the improvement of a system to resolve delayed payment in exclusion of labor workers' awareness and thinking. Thus, the purpose of this study is to understand construction labor' awareness and analyze the effectiveness of the resolution step of the delayed payment of wage based on construction labors' awareness. In the research result, more than 30 percent of all construction labors and managers are never aware of the settlement procedure of the delayed payment, and it appears that the resolution step system needs to be greatly improved. In conclusion, it is expected that this study will be utilized as fundamental data for the settlement procedure of the delayed payment, and the influence of delayed payment on construction labors' safety behavior and productivity should be further studied in the future.

  • Construction is a typical labor-dependent industry. However, problems related to wage payment, which directly affects the livelihood of workers, have caused other problems in maintaining skilled workers, such as increasing the turnover rate of skilled workers, resulting in a shortage of skilled workers. Against this backdrop, this study was conducted to develop measures to improve the conventional wage payment systems in order to prevent skilled workers from leaving their jobs and to maintain them as workers. It is necessary to make the registration of non-registered small-sized construction companies in Korea mandatory, and to introduce means by which construction companies that hire workers through non-registered agents can be penalized. In addition, the project bank account (PBA) system used in the domestic banking sector can be benchmarked in operating payment systems, an approach that is expected to effectively prevent delayed wage payments in the construction industry.

  • This study aims to provide the basic data helpful for the improvement of rights and interests of radiological technologists, by understanding the current working environment and if they get the proper reward through the analysis on the perception of appropriateness of current wage and job satisfaction of radiological technologists. Survey was conducted to evaluate the perception of satisfaction with job and wage system, work intensity, necessity of the radiological technologist limit system, and turnover in accordance. The appropriate starting salary was low in case of women and non-capital area, and when the age, academic background, career, and hospital size were lower. The appropriate wage was low in case of women and non-capital area, and when the academic background and hospital size were lower. The negative perception of the necessity to change the wage system was shown in university hospitals. Regarding the work intensity, in case of women and low career, and when the age, academic background, and hospital size were higher, the work intensity was perceived as high. When the academic degree and hospital size were lower, the positive perception of the radiological technologist limit was shown. The turnover intention was high in case of women, and when the age, academic background, career, and hospital size were lower. In order to increase the job satisfaction of radiological technologists, it would be necessary to the appropriate reward and the environment where they could concentrate on work.

  • Problems related to wages in the construction industry, which directly affect the livelihood of workers, have caused other problems in maintaining skilled workers, such as decreasing the inflow of new laborers and increasing the outflow of the existing labor force, which has weakened the foundation of industrial production. Against this backdrop, this study aimed to improve the current wage calculation system in order to increase the inflow of new laborers and maintain the existing skilled workers. It is necessary to differentiate the minimum wage in the construction industry, which requires a high intensity of labor, by industry and occupation type. It is also necessary to establish standards for specifically calculating wages, such as holiday work and overtime pay. The standard of the current retirement mutual aid fund needs to be upwardly adjusted at the same time.

Job Satisfaction of School Foodservice Employees in Chungbuk Province (충북지역 학교급식 조리종사원의 직무만족도)

  • The purpose of this study was to provide basic data and information for the improvement of school foodservice and efficient management of cooks by surveying the working conditions and the job satisfaction of cooks at schools located in Chungbuk province. The questionnaires of 311 cooks were available for this study. 26.3% of respondents worked at elementary schools, 34.2% of respondents worked at middle schools, and 39.5% of respondents worked at high schools. 72.3% of them were in their forties, 24.4% worked during five to seven years, and 63.0% had qualification certificates. Their job satisfaction was examined from ten dimensions. Respondents were not satisfied with the wage system and working environment which scored 2 points out of 5 points(not satisfied). They gave 1 point out of 5 points to the promotion dimension(not satisfied at all) while organizational committment area received relatively high points. The overall job satisfaction level was 3.06 points. The evaluation of the factors that made their job unsatisfactory were evaluated and the bonus system, treatment system and the wage system were 3.80 points, 3.69 points, and 3.62 points, respectively. In order to improve the job satisfaction of school foodservice employees, a change of the wage system and welfare system are needed.

  • This study aims at suggesting an alternative plan on the efficient management of human resource of Hotel Foodservice Industry. The study breaks down into education/training, wage. welfare benefits. and human relations as is shown below; First Education/training should be conducted systematically in accordance with the contents and targets of the education & training program and directly be 1inked with personnel evaluation, so that the employees who faithfully devoted themselves to the program can get a fair reward. Second, job-evaluation-based wage system should be added flexibly to the seniority system to rationalize the current wage system and thereby resolve the problems inherent in the seniority system. Third, employees are required to participate in welfare benefit program and should be encouraged to use the program as a way of making good use of spare time. the introduction of education/training system is intended to recharge the spirits of employees and induce active life style, thereby contributing to the improvement of productivity. Fourth, Human Relations Program is needed to foster good human relations. Especially called for is the program which can lead to the improved productivity of the organization and provide incentives to human resource.

  • The purpose of this paper is to study ways to improve the welfare of private security guards. For this reason, it was analyzed the actual situation of the private security guards' wage and welfare system. As a result of the analysis, the most important factors that affect the wages and welfare system of private security guards was such as contracting costs, the minimum wage level, professional duties. In particular, a private security guards have been recognized as the most low-level professionalism sorted by the simple laborers standard classification. Wages of guards in accordance with this recognition is only about 47% of major company on average, about 80% of the small business average. If the proposed future improvements include: First, we need to improve the professionalism of a private security. Second, It is established a mutual-aid project about private security guards. Third, It shall regulate the wage of private security guards on Private Security Industry Act. Fourth, we should adopt a selective welfare system.

  • The wages of migrant workers about the rational discrimination and equal treatment have been treated partially. Foreign workers are also discussed in terms of the productivity and rational discrimination, but it is very limited. The Business community has been persisting that the minimum wage system for foreign workers should be excluded. Unlike local workers, migrant workers are relatively in that position with limited work place, a limited period of time to provide labor for the purpose of wage, in that points, the gap of the reality and the laws surrounding wages can be identified. This is expressed the conflicts and distress between employers and workers. Meanwhile, wages and equal treatment on the part of the study have been discussed, but it is hard to be organized clearly. Be related to this study, it will have a limitation. In this paper, since the employment permit system was enforced, the status of wages and distress and the factor of conflicts between the employer and the foreign worker examine and suggest the improvement plan for the law regarding wage.

  • The sea traffic volume in Southwest sea including Wando area have increased every year. However the improvement of the facilities for convenience and safety in port and sea was not enough to meet the increasing demand of traffic and passengers' need. This study dealt with the situations and status of passenger ship traffic system in Wando area. In addition to, questionnaire survey of passenger ship user in Wando area was carried out in order to research the improvement of marine traffic system. On the basis of the result, navigation risks in the area was analysed. The institutional system such as passenger ship fare, enhanced traffic system that can improve marine traffic environment in the area were suggested and examined. The urgent issue was the scattered fishing ground near fairway which makes narrow passage and can cause risky passeger ship's navigation. In the side of passeger ship's operation, the wage of cargo handling was relatively expensive that needed to be improved.

A Survey on the Employment of Foreign Workers in Farm Households (농가의 외국인 근로자 고용에 대한 인식조사)

  • This study examined the perception of farmers who employ foreign workers. A survey was conducted on 110 farms, and the main research results are as follows. First, as many farmers hire foreign workers in informal ways other than the employment permit system or seasonal worker programs, it is important to increase the number of registered foreign workers through the employment permit system or seasonal worker programs. Second, it is important to improve farmers' perception of compliance with the minimum wage, as some farmers pay wages below the legal minimum wage. Third, the subjective productivity evaluation results of farmers showed that the difference in labor productivity between foreigners and foreigners was not significant. This means that hiring foreign workers is due to other factors such as ease of management and cost rather than productivity. Fourth, many farmers were willing to hire existing foreign workers even if they paid extra wages after the expiration of the employment permit system. Finally, promotion and improvement of the additional system for foreign workers' workplaces are needed to solve problems caused by foreign employment during off-farming season.
