Spatial Difference in the Willingness to Pay for Renewable Electricity (RPS 도입시 재생에너지 전력에 대한 소비자 선호 연구 : 지역별 차이를 중심으로)

  • This study analyzed whether a spatial difference exists in the willingness to pay(WTP) for renewable electricity, by applying the contingent valuation method(CVM). Considering renewable portfolio standards(RPS) as the hypothetical market, we asked WTP in the form of the monthly electricity bills for using renewable electricity; the respondents were people living in Seoul, Ulsan, JeollaNamdo, and Gangwondo. Our empirical results showed that the mean WTP of Gangwondo was the highest, and that of JeollaNamdo, the lowest. The hypothesis that the WTP of the entire sample would not differ from that of the individual regions was rejected. Hence, a spatial difference probably exists in the WTP for electricity from renewable energy. Further, we attributed the spatial differences in WTP to the experience of those staying near the renewable energy facility and the acceptability of the facility.

  • This study attempted to estimate the subscribers' utility for IMT mobile data services by measuring willingness to pay(hereafter WTP). A survey to potential IMT subscribers has been done and contingent valuation method(hereafter CVM) was applied. CVM is generally believed to be one of the most popular methods used for quantifying the value of non-market goods or services particularly by asking respondents of WTP. The result of this study showed that WTP for the IMT mobile data service is 33,283 won per month. Taking into account the current average voice ARPU(Average Revenue Per User), we could estimate the subscribers' utility for 4G mobile voice and data services.

Comparison of Answering Mechanisms in Contingent Valuation Method (조건부가치측정의 응답메커니즘 비교)

  • This study proposes a new answering mechanism of deciding whether to purchase or not under uncertainty-real risk answering mechanism (R-RAM) for real transaction and hypothetical risk answering mechanism (H-RAM). It IS also. shown that the traditional answering mechanism (TAM) assumed in most of existing contingent valuation methods should be applied in a real transaction without uncertainty. While the willingness to pay (WTP) being simply compared with the bidding price m TAM, the mean of WTP should be greater than the bidding pnce at least by the risk premium for a purchase decision m R-RAM and H-RAM. Only difference between R-RAM and H-RAM is risk premium. The H-RAM takes a smaller risk premium than the R-RAM. This study proposes the contingent valuation method (CVM) with H-RAM could be an alternative to reducing the under-or over-estimation of WTP by comparing the WTP estimates obtained from three different CVMs with TAM, R-RAM and H-RAM.

Public Preferences for Replacing Hydro-Electricity Generation with Coal-Fired Power Generation (석탄화력 발전 대비 수력 발전에 대한 국민 선호도 분석)

  • Although coal-fired power generation has played a role as base load unit, it has incurred various social costs in the process of generating and providing electricity. It is necessary to extend the proportion of low-carbon power generations, and reduce the ratio of coal-fired power generation to cope with global climate changes. This study, therefore, attempts to estimate the public's willingness-to-pay (WTP) for substitution of supplied electricity from hydro-electricity generation, a representative renewable energy, for coal-fired power generation. To this end, we apply the contingent valuation (CV) method, widely used technique when valuing non-market goods, to elicit the public's WTP. In addition, a spike model is employed to consider zero WTPs. After the empirical analysis with 1,000 households CV survey data, the results show that mean household's WTP for replacing supplied electricity from hydro-electricity generation with coal-fired power generation is estimated to be about 54 KRW per kWh. The results of this study are expected to contribute to determining energy-mix and provide benefit information of hydro-electricity generation.

Estimation of the Biodiversity Conservation Value about the Heory Stock in Sun-Cheon (순천 히어리 군락지역의 생물다양성 보전가치 추정)

  • The purpose of this study is to estimate the biodiversity conservation value of Heory stock in Sun-Cheon. Expected values of residents' Willingness To Pay (WTP) was estimated using Contingent Valuation Method (CVM) which is the most popular method in estimating conservation values of biological diversities. Three different estimation methods were used in statistical estimation, and the results were different from each other. Results of statistical analysis show that the expected value of WTP in logit model is highest, 5,772 Won per month. Those of A model which conducted OLS estimation using open ended questionnaire and B-1 model which conducted OLS estimation using dichotomous choice questionnaire were 1,978 Won per month and 2,391 Won per month respectively. The average expected value of WTP from three model was 3,380. This average value was expected to reduce methodological biases.

  • Willingness-to-pay (WTP) for pork produced by quality test was determined using a contingent valuation method. Three model studies including a dichotomous-choice and two double dichotomous-choice types were conducted. The respondents in this study appropriately understood the contingent valuation and the suggested price was significant as a characteristic variable. The results imply that there is lower chance to select pork produced by the quality test, as the price difference is greater between conventional and quality-tested pork. WTPs in double and single contingent valuation models were 735 and 547 won/100 g, respectively. WTP was increased with increasing the educational level of respondents. The average WTPs analyzed by convariate were 1,015 won/100 g for double contingent valuation and 580 won/100 g for single contingent valuation. Considering the minimum price of WTP of pork produced by quality test (547.4 won/100 g), the total economic value was estimated to be 5,173,600 million won and per capita customer value was 106,000 won. Therefore, providing an institutional strategy for pork quality test will be beneficial for the consumers.

A Study on Economic Value of Daegu Arboretum based on Contingent Valuation Methods (가상가치평가법을 이용한 대구수목원의 경제적 가치평가)

  • An arboretum is defined as a collection of facilities that conserve plant species by surveying, collecting, and proliferating and preserving the plants in nature, perform diverse researches on plants and display the plants in exhibition spaces or outdoors as well as provide the public with educational programs and refreshment spaces according to the laws concerned. The public, however, recognizes the exhibition and education functions on plants of arboretum more importantly compared with the roles to survey, collect, and proliferate plants as regulated by the laws. In particular, arboretum plays a role to offer a pivotal educational place in urban area where the public can obtain an hands-on experience and understanding on a wide range of plant species and natural environment. The study aims to estimate the non market environmental values of Daegu Arboretum operated by Daegu Metropolitan City government by using the Contingent Valuation Methods (CVM), which yields the current monetary estimates for the arboretum. The value estimation was undertaken by using the Double-Bound Dichotomous Choice (DBDC) method, and each estimated value was derived from respective functions based on a logit distribution known to include relatively stable estimates according to the shape of the distribution. Considering the statistical fitness test results, the author estimated the amounts of the Willingness To Pay (WTP) such as mean WTP of 12,718 KRW, median WTP of 11,033 KRW, and truncated mean WTP of 11,468 KRW, which represented the annual recreational values per a person visiting Daegu Arboretum respectively. The analysis showed that Daegu Arboretum created the annual environmental values which were estimated to be approximately 16 to 19 billion KRW. The study also has an implication that the valuation method for the environment of Daegu Arboretum may be effectively applied for estimating the values of other types of environmental goods by altering the locations or goods to be analyzed.

  • With the goal of eradicating overwork, overload, and speeding of general freight cars(cargo) by the Ministry of Land, Infrastructure and Transport, Infrastructure and Transport, the "The Fare of safe transportation for freight cars System" has been enforced since 2020. 'The Fare of safe transportation for freight cars' rate for each item is being applied and supplemented, but the 'The Cost of safe transportation for freight cars' of general freight cars (cargo) and steel items is under discussion. The purpose of this study was to estimate the willingness to pay( WTP) for cargo. A survey was conducted on shippers, transportation companies (arrangers, carriers), and cargo drivers (using direct questioning among contingent valuation method (CVM) and the Tobit Regression analysis was conducted, and the average and median values of freight rates were derived using the estimated results, and the willingness to pay by tonnage of freight cars was confirmed. It is expected that the results of this study can be used as a reference to the "The Fare of safe transportation for freight cars Committee" an organization for deliberation and resolution of the 'The Cost of safe transportation for freight cars'.

Estimating the non-use values of Gum river estuary using contingent valuation method - by Turnbull nonparametric estimation method (조건부가치측정법을 이용한 금강 하구의 비사용가치 추정 - Turnbull 비모수적 추정 방법을 적용하여)

  • This study estimated the non-use values of the Gum river estuary which are not related to the direct or indirect use of the Gum river estuary using the contingent valuation method (CVM). The non-use values of the Gum river estuary were explained and asked to be evaluated in the CVM questionnaire and estimates of the WTPs(willingness-to-pay) were elicited using the Turnbull nonparametric estimation methods on the dichotomous choice CV data. Results found the Turnbull lower bounded mean WTP per year for non-use value of the Gum river estuary was estimated at 5,822 won (95% C.I. 5,295 ~ 6,349 won) from single dichotomous CV data, and 6,205 won (95% C.I. 5,701 ~ 6,710 won) from double dichotomous CV data. The mean of two WTP estimates, 6,014 won (95% C.I. 5,498 ~ 6,529 won), was used to calculate the annual total non-use value of the Gum river estuary. Therefore, the non-use value of the Gum river estuary was estimated at 220.3 billion won (95% C.I. 201.4 - 239.2 billion won) annually. This non-use value of the Gum river estuary was composed of the bequest value totaling 68.3 billion won (95% C.I. 62.5 - 74.2 billion won), the existence value of 58.0 billion won (95% C.I. 53.0 - 63.0 billion won), the option value of 57.7 billion won (95% C.I. 52.7 - 62.6 billion won), and the vicarious consumption value totaling 36.3 billion won (95% C.I. 33.1 - 39.4 billion won).

Study on Measuring the Value of Recreational Forests Using Contingent Valuation Method (조건부가치측정법을 이용한 자연휴양림 휴양가치 측정)

  • Recreational forests are catching on as places for personal development through recreation, association with people, education about nature, mind relaxation and spiritual peace. However, the value and significance of recreational forests with various functions are easily overlooked. Whoever pays fees for admission to facilities are able to enjoy fresh air, a comfortable environment, and space for rest. It should be taken into consideration whether the fee which customers pay is appropriate for the value of nature they are enjoying. This study is involved in giving the right recognition to the value of recreation and environment by estimating economically the value of the environment in which visitors stay, and presenting the appropriate price. The most efficient way to achieve this goal is through an economic approach, which suggests following established research skills and yielding suitable and accurate amounts of money. The environmental value of a recreational forests is estimated through contingent valuation method(CVM), which is chosen among several methods to estimate public facilities because the value of recreational forests has strong characteristics as public facilities which are not traded in the market. The annual recreation value per person of surveyed recreational forests is Willingness To Pay(WTP) with a mean between about 16,000 won and 25,400 won. The recreation value of one recreational forest surveyed is annually between approximately 1.7 billions won and 2.7 billions won. The annual recreation value of 85 national and public recreational forests is presumed to be between about 140 billions won and 230 billions won. The presumed amount of money is the environment in which visitors can enjoy whenever they invest some money and time. Indeed, it is more than that; it provides visitors with a greater sense of satisfaction and the recognition of the preciousness of nature and the environment.
