There is an implicit assumption in most regional innovation policy studies that once a policy has been made the policy will be implemented. This assumption is not valid for regional innovation policies formulated in many countries. This assumption rests upon certain political and organization conditions. It is frequently said that regional innovation system in Korea is one of the successful cases because of properly established institution for the implementation of innovation policies. The components of institution for innovation are defined in this article. For the analysis of institution for regional innovation system in Korea, three aspects such as organization, policies & programs, and governance structure were taken into account. Institution for regional innovation system in Korea is analyzed with three aspects: (1) organization for policy implementation, (2) innovation policy, and (3) governance structure. Firstly, organizations for innovation in Korea are composed of three categories such as organizations for policy formulation, organizations for policy implementation and agencies for coordination. Secondly, there are two categories of policies for innovation: (1) policies for the enhancement of national competitiveness and policies for the regional innovation capacity building, and (2) policies for fostering manpower and policy for regulatory reform. Thirdly, innovation governance in Korea is composed of three layer structure: (1) top level governance which is composed of two committee, three ministries and two agencies, (2) local level governance such as one innovation related offices and one center for regulatory reform, and (3) one category of agency for coordination as a regional platform.

This study is intended to analyse the economic sensitivity of imported fishery products due to decrease in or elimination of tariff rates through the progress of free trade. Forty-seven species of fishes were selected for this study on the basis of the HS Code. The substitution and price effects were calculated using the price elasticities of both domestic and imported demands for fishery products under the assumption of 5% decrease in a tariff rate. Seven main economic variables were extracted from the fishery industry which can mediate the substitution and price effects. A multiple regression analysis was conducted to obtain the influence weights of these main economic variables on both effects. The order of sensitivity of the fishes was calculated using these weights. The 47 fish species were classified into four groups according to their sensitivity based on the means and the standard deviations of their total scores on seven main economic considerations. Nine fish species such as squids, hair tails, shellfishes, and crabs belonged to the hyper-sensitive group, whereas 15 fishes such as eels, sea breams, and sea weeds belonged to the sensitive group. Twelve species including common sea basses, cods, and abalones were among the less-sensitive group, and 11 species including skate rays and mud fishes comprised the non-sensitive group.
The dramatic growth of social networking sites (SNS) has created a myriad of privacy concerns. Our study focuses on how much monetary incentive SNS users are willing to accept in exchange for disclosing their SNS information by accepting friend requests. First, we focused on information privacy in SNS, and estimated the value of information privacy by using the contingent valuation method. Second, we attempted to estimate how SNS users' willingness to accept would change when demographic information and additional information vary. Privacy-sensitive SNS users have the following characteristics: higher education, less SNS experience, and higher security consciousness. On the contrary, those who make good use of SNS and use open-based SNS are less sensitive to privacy. In summary, privacy-sensitive SNS users are fearful or uneasy when they have insufficient control of SNS information. Considering 14 conditions on the value of information privacy on SNS, the mean value of SNS information per person is 173,957 won. If we apply this value to Facebook users, the total Facebook information value would be 1.91 trillion won, considering that there are 11 million users in Korea.

Energy flow analysis(EFA) is a representative method that can predict the statistical energetics of structures at high frequencies. Generally, as the frequency increases, the shear distortion and rotatory inertia effects in the out-of-plane motion of beams or plates become important. Therefore, to predict the out-of-plane energetics of coupled structures in the high frequency range, the energy flow analyses of Timoshenko beam and Mindlin plate are required. Unlike the energy flow model of Kirchhoff plate, the energy flow model of Mindlin plate is composed of three kinds of energy governing equations(out-of-plane shear wave, bending dominant flexural wave, and shear dominant flexural wave). This paper performed the energy flow finite element analysis(EFFEA) of coplanar coupled Mindlin plates. For EFFEA of coplanar coupled Mindlin plates, the energy flow finite element formulation of out-of-plane energetics in the Mindlin plate was performed. The general EFFEA program was implemented by MATLAB® language. For the verification of EFFEA of Mindlin plate, the various numerical applications were done successfully.

In this paper, we propose a new unsupervised learning network and competitive learning algorithm for pattern classification. The proposed network is based on relative similarity, which is similarity measure between input data and cluster group. So, the proposed network and algorithm is called relative similarity network(RSN) and learning algorithm. According to definition of similarity and learning rule, structure of RSN is designed and pseudo code of the algorithm is described. In general pattern classification, RSN, in spite of deletion of learning rate, resulted in the identical performance with those of WTA, and SOM. While, in the patterns with cluster groups of unclear boundary, or patterns with different density and various size of cluster groups, RSN produced more effective classification than those of other networks.

For optimizing the operation plan when strike packages attack multiple targets, this article suggests a new mathematical model and a parallel hybrid genetic algorithm (PHGA) as a solution methodology. In the model, a package can assault multiple targets on a sortie and permitted the use of mixed munitions for a target. Furthermore, because the survival probability of a package depends on a flight route, it is formulated as a mixed integer programming which is synthesized the models for vehicle routing and weapon-target assignment. The hybrid strategy of the solution method (PHGA) is also implemented by the separation of functions of a GA and an exact solution method using ILOG CPLEX. The GA searches the flight routes of packages, and CPLEX assigns the munitions of a package to the targets on its way. The parallelism enhances the likelihood seeking the optimal solution via the collaboration among the HGAs.

In order to establish an effective engagement plan of the missile defense system, both spatial and temporal performance analysis of the intercept system should be performed. However, research on existing missile defense systems has been mainly focused on spatial performance. In this study, time performance factors are defined through the composition and operational concept of missile defense system, and the target ballistic missile interception process is presented as integrated timeline through ballistic missile model and radar model. We also proposed an algorithm for deriving time performance. Simulation results confirm that the time performance factors can be used in the engagement planning for multi-engagement through the example of engagement planning.

Rapid diagnosis of methicillin-resistant Staphylococcus aureus (MRSA) is essential for guiding clinical treatment and preventing the spread of MRSA infections. Herein, we present a simple and rapid MRSA screening test based on the aggregation effect of mannose-binding lectin (MBL)-conjugated gold nanoparticles (AuNP), called the MRSA probe. Recombinant MBL protein is a member of the lectin family and part of the innate immune system. It can recognize wall teichoic acid (WTA) on the membrane of MRSA more specifically than that of methicillin-sensitive Staphylococcus aureus (MSSA) under optimized salt conditions. Thus, the MRSA probe can selectively bind to MRSA, and the aggregation of the probes on the surface of the target bacteria can be detected and analyzed by the naked eye within 5 min. To demonstrate the suitability of the method for real-world application, we tested 40 clinical S. aureus isolates (including 20 MRSA specimens) and recorded a sensitivity of 100%. In conclusion, the MRSA probe-based screening test with its excellent sensitivity has the potential for successful application in the microbiology laboratory.

Recently, we demonstrated that human serum amyloid P component (SAP) specifically recognizes exposed bacterial peptidoglycan (PGN) of wall teichoic acid (WTA)-deficient Staphylococcus aureus ${\Delta}$tagO mutant cells and then induces complement-independent phagocytosis. In our preliminary experiments, we found the existence of human serum immunoglobulins that recognize S. aureus PGN (anti-PGNIgGs), which may be involved in complement-dependent opsonophagocytosis against infected S. aureus cells. We assumed that purified serum anti-PGN-IgGs and S. aureus ${\Delta}$tagO mutant cells are good tools to study the molecular mechanism of anti-PGN-IgG-mediated phagocytosis. Therefore, we tried to identify the intracellular molecule(s) that is involved in the anti-PGN-IgG-mediated phagocytosis using purified human serum anti-PGN-IgGs and different S. aureus mutant cells. Here, we show that anti-PGN-IgG-mediated phagocytosis in phorbol myristate acetate-treated U937 cells is mediated by $Ca^{2+}$ release from intracellular $Ca^{2+}$ stores and anti-PGN-IgGdependent $Ca^{2+}$ mobilization is controlled via a phospholipase C${\gamma}$-2-mediated pathway.
The study of air defense against North Korean tactical ballistic missiles (TBM) should consider the rapidly changing battlefield environment. The study for target re-designation for intercept missiles enables effective operation of friendly defensive assets as well as responses to dynamic battlefield. The researches that have been conducted so far do not represent real-time dynamic battlefield situation because the hit probability for the TBM, which plays an important role in the decision making process, is fixed. Therefore, this study proposes a target re-designation algorithm that makes decision based on hit probability which considers real-time field environment. The proposed method contains a trajectory prediction model that predicts the expected trajectory of the TBM from the current position and velocity information by using random forest and moving window. The predicted hit probability can be calculated through the trajectory prediction model and the simulator of the intercept missile, and the calculated hit probability becomes the decision criterion of the target re-designation algorithm for the missile. In the experiment, the validity of the methodology used in the TBM trajectory prediction model was verified and the superiority of using the hit probability through the proposed model in the target re-designation decision making process was validated.
