Characteristics of Heat wave Mortality in Korea (우리나라 폭염 인명피해 발생특징)

  • Analysis of the cause of death (Statistics Korea) showed that heat wave caused 442 deaths (21 per a year) from 1991 to 2011 in Korea. The number of summer heat-related deaths (heat disorders) increased exponentially as heat wave prolonged. In 1994 when the extreme heat wave prevailed, there were 92 heat-related deaths. Seasonally, heat-related deaths occurred most frequently in early August when air temperature is highest for a year, but it is frequent as well in late July when air temperature increases rapidly after withdrawal of Changma. The frequency of deaths by age has begun to increase from 40s and more than half of total deaths were occurred in the elderly (${\geq}60$). Except retired elderly, the most vulnerable group (job and age) was the elderly agricultural workers and the next was the jobless people in 40 s~50 s, assumed as homeless people. The most vulnerable regions were Hapcheon-gun, Uiryong-gun, and Sanchen-gun, which are inland rural area in Gyeongsang-do where the heat wave occurs most frequently in Korea. The heat-related death rate increased rapidly when air temperature exceeded $33^{\circ}C$ in both of the urban and rural area. Interestingly, the heat-related death were observed in the relatively lower temperature in the cities ($29^{\circ}C$), as compare to the rural area ($31^{\circ}C$).

The Effect of Korean Medicine School Doctor Program in Elementary School in Island Area - Focused on the Sex Education Case in Wando County - (도서지역 초등학생 대상 공중보건한의사 교의 프로그램의 효과 - 완도군 성교육 사례를 대상으로 -)

  • Objectives : The purpose of this study is to examine strategies for improving the school doctor of Korean medicine (SDKM) program through an analysis of the sex education case in the medical vulnerable area. Methods : Sex education was conducted by one SDKM in three elementary schools in Wando county. The contents of sex education focused on the characteristics of puberty and the prevention of sexual violence. The survey conducted on sex-related knowledge, desirable perception of sex, and satisfaction with education before and after the sessions. Results : A total of 316 students participated in the education. A survey was conducted with 130 participants, and all 130 responded to the pre-survey. In the post-survey, 113 participants responded. After education, the sexual knowledge score of students increased from 4.04±1.87 points to 5.02±1.79 points, and the average satisfaction score was 4.14±1.05. Conclusions : Sex education for students in the medical vulnerable area is an effective education that increases sex-related knowledge, positively changes sexual perception, and has high satisfaction. To improving SDKM program, development of a standardized education program and administrative support is necessary.

GIS Spatial Analysis of Vulnerability of Protected Cultivation Area to Meteorological Disaster : A Case Study of Jeollanambuk Province, South Korea (GIS를 이용한 시설재배의 기상재해 취약지역 해석 - 전라남북도의 사례를 중심으로 -)

  • Recently the increase in an abnormal climate events and meteorological disasters which causes a great damage to greenhouse facilities. To minimize and evaluate the expected damages it is necessary to prepare countermeasures and a management system in advance. For this purpose, a quantitative analysis of weather and abnormal climate are needed to investigate protected cultivation areas which are vulnerable to natural disasters. This study focused on protected cultivation areas in Jeolla province, South Korea. Surrogate variables were calculated to analyze the vulnerable areas to meteorological disasters, and spatial distribution analysis was also performed by using GIS to present vulnerable areas on map. The map thus created and was compared with actual data of damages by meteorological disasters which occurred in target areas. The result of the comparison is as follows: About 50% of the target areas showed an agreement between the map created in this study and the actual data, these areas includes Gwangju metropolitan city, Naju city, Yeongam County, Jangseong County, Hampyeong County, and Haenam County. On the other hand, other areas, including Gunsan city, Mokpo city, and Muan County, suffered low damage in spite of high levels of vulnerability to meteorological disasters. This result was considered to be affected by such variables as different structural designs and management systems of greenhouses by region. This study carried out an analysis of meteorological data to find out more detailed vulnerability to protected cultivation area and to create a map of vulnerable protected cultivation areas. In addition, the map was compared with the record of natural disasters to identify actual vulnerable areas. In conclusion, this study can be utilized as basic data for preventing and reducing damages by meteorological disasters in terms of design and management of greenhouses.

  • Traditional town with wooden houses like Japanese historic local town is vulnerable to disaster. Wooden houses crowed in this study area, there is no gap between buildings and buildings. When disaster occurs, they can not use evacuation routes based on the value of probability of rubble flow. Disaster prevention design of traditional town using spatial information for residents is a modern idea in the field of disaster prevention study. Therefore, it is basically important and effective to create information, especially on the current situation such as dangerousness of the area. Here, we report on a disaster prevention design regarding probability of street blockade and probability of rubble flow at a large earthquake directly under our study area. In this study, we explain about necessity of temporary evacuation areas like open space. As a result, we found some ideas to secure evacuation routes from traditional houses to designated refuge places using temporary evacuation areas.

Recommendation of Optimal Treatment Method for Heart Disease using EM Clustering Technique

  • This data mining technique was used to extract useful information from percutaneous coronary intervention data obtained from the US public data homepage. The experiment was performed by extracting data on the area, frequency of operation, and the number of deaths. It led us to finding of meaningful correlations, patterns, and trends using various algorithms, pattern techniques, and statistical techniques. In this paper, information is obtained through efficient decision tree and cluster analysis in predicting the incidence of percutaneous coronary intervention and mortality. In the cluster analysis, EM algorithm was used to evaluate the suitability of the algorithm for each situation based on performance tests and verification of results. In the cluster analysis, the experimental data were classified using the EM algorithm, and we evaluated which models are more effective in comparing functions. Using data mining technique, it was identified which areas had effective treatment techniques and which areas were vulnerable, and we can predict the frequency and mortality of percutaneous coronary intervention for heart disease.

  • The technique for the seismic reliability evaluation of the electric power network is presented. In the previous study, the state of the substations was represented by the bi-state which is classified as failure or survival. However, the hi-state model can result in oversimplified analysis, because substations are worked by the parallel operating system. In this paper, Considering the characteristics of the parallel operating system, the damage of the substation is expressed by the multi-state for the more realistic seismic reliability evaluation. Using Monte-Carlo simulation method, the seismic reliability for Korean 345㎸ electric power network is evaluated. Analysis results show that reliability levels of the network by the multi-state analysis is higher than that by the hi-state analysis and the electric power network in southeastern area of the Korean Peninsular may be vulnerable to earthquakes.

Static and quasi-static slope stability analyses using the limit equilibrium method for mountainous area

  • Intensive rainfall during the summer season in Korea has triggered numerous devastating landslides outside of downtown in mountainous areas. The 2D slope stability analysis that is generally used for cut slopes and embankments is inadequate to model slope failure in mountainous areas. This paper presents a new 3D slope stability formulation using the global sliding vector in the limit equilibrium method, and it uses an ellipsoidal slip surface for static and quasi-static analyses. The slip surface's flexibility of the ellipsoid shape gives a lower FS than the spherical failure shape in the Fellenius, Bishop, and Janbu's simplified methods. The increasing sub-columns of each column tend to increase the FS and converge to a steady value. The symmetrical geometric conditions of the convex turning corners do not indicate symmetrical failure of the surface in 3D analysis. Pseudo-static analysis shows that the horizontal seismic force decreases the FS and increases the mass volume at the critical failure state. The stability index takes the FS and corresponding sliding mass into consideration to assess the potential risk of slope failure in complex mountainous terrain. It is a valuable parameter for selecting a vulnerable area and evaluating the overall risk of slope failure.

An Estimation on the Need and Supply for Visiting Nursing Services of Health Center in Seoul (서울시 보건소 방문간호 수요.공급 추계)

  • Purpose: The purpose of this study was to estimate the demand and supply of visiting nursing services provided by health centers in urban area, aiming at strengthening infrastructure, which may improved the quality of life and health status of vulnerable population in the community. Methods: This study was conducted through nominal group discussion, focus group study. The demand and supply of visiting nursing were estimated by health economists based on the secondary analysis data from 25 health centers in Seoul. Result: Primary targets for the visiting nursing must be people who are homebound in the community. They can be classified into: a group of Level I: chronic patients who need visiting nursing care at least once a week: and a group of Level II: vulnerable families that need management periodically e. g. twice a month. Based on the estimation of demand for visiting nursing services in the community, the estimated supply required was $651{\sim}770$ visiting nurses including home health nurses in visiting nursing programs based on health centers in Seoul. Conclusions: The estimated demand and supply of visiting nursing are expected to provide basic data for establishing alternative policies on visiting nursing infrastructure that might be accomplished through demand-based visiting nursing programs by districts.

Analysis of Construction Plans of Rapid Charging Infrastructures based on Gas Stations in Rural Areas to Propagate Electric Vehicles (전기자동차 보급을 위한 농촌지역의 주유소 기반 급속 충전인프라 구축 방안 분석)

  • As environmental concerns including climate change drive the strong regulations for car exhaust emissions, electric vehicles attract the public eye. The purpose of this study is to identify rural areas vulnerable for charging infrastructures based on the spatial distributions of the current gas stations and provide the target dissemination rates for promoting electric cars. In addition, we develop various scenarios for finding optimal way to expand the charging infrastructures through the administrative districts data including 11,677 gas stations, the number of whole national gas stations. Gas stations for charging infrastructures are randomly selected using the Monte Carlo Simulation (MCS) method. Evaluation criteria for vulnerability assessment include five considering the characteristic of rural areas. The optimal penetration rate is determined to 21% in rural areas considering dissemination efficiency. To reduce the vulnerability, the charging systems should be strategically installed in rural areas considering geographical characteristics and regional EV demands.

  • Purpose: This study aims to investigate the national obligation of public health support for residents in medically vulnerable areas in Korea, and to propose a suitable model for public health institutions in this region. Research design, data, and methodology: A survey targeting residents was conducted from August 10 to August 17, 2021, with a sample size of 177 general citizens. The survey utilized a structured questionnaire administered online through Google, employing convenience random sampling. After an editing process to ensure data accuracy, the final dataset of 174 valid samples underwent encoding, coding, and cleaning using the IBM SPSS Statistics 22.0 program for analysis. Results: Health status revealed a moderate level, and 63.8% reported having chronic diseases, particularly prevalent among the elderly. External healthcare institutions were commonly utilized, with proximity and competence of doctors being primary reasons. Respondents expressed a need for improving the public health and medical system, emphasizing the establishment of a County Health Centre and expanding medical departments. Conclusions: In this region, the region's unique challenges, including education, employment, population decline, aging, and transportation, require multidimensional efforts and urgent intervention by public entities. Long-term strategies involve considering the establishment of a health and medical institute, adjusting health centre resources to local realities, and fostering a cooperative system for collaboration among residents and institutions.
