Especially, both government and private companies tend to become an spearhead in vitalizing the open source software. In this paper we try to check the degree of vitalizations in open source GIS software and to draw implications in vitalizing ecosystem of open source GIS software. Key players of open source GIS software ecosystem are government, private companies, academic and research institutes, and nonprofit foundations. Government does not have very little policies related to the investment and the support of open source GIS software. Private companies related to the open source GIS software are very few in the number and do not have any clear business model to make a profit. Academic and research institutes are weak in using the open source GIS software, which can be an major obstacle to cultivate software developers. OSGeo Korean branch, established in 2009, is the only nonprofit foundation in Korea which makes an effort to vitalize the open source GIS software, but its results are not very strong up to now in view of both quality and invigoration. In order to vitalize the open source GIS software ecosystem, lots of efforts of key players are needed. Especially, government efforts are very important because it can provide a trigger in vitalizing the open source GIS software ecosystem. The tasks that government should propel are R&D investment, test bed projects in the area of public sector, professional manpower training, and international cooperation and marketing.

However, Uiwang ICD has reached the limit in the vitalization of railroad transport of containerized cargo due to the current problems in facilities and operations. This research analyzed the Uiwang ICD's problems by dividing them into facilities problems and operational problems, and presented short-term and medium and long-term improvement measures with the year 2023 when the private use permission expires as the basic year. However, the vitalization of railroad transport of Uiwang ICD can be attained only when it has support and cooperation from the government, Uiwang-si, Korea Rail Network Authority, and other related organizations together with efforts of Korea Railroad Corporation, and occupant companies. Such improvement measures for Uiwang ICD are expected to contribute to establishing combined transport system and forming efficient railroad distribution infrastructures and vitalizing railroad distribution, and also contribute to the government's low-carbon green growth policy by building environment-friendly transport system.

  • Because of the increased interest in health, medical care, and wellness, the utilization of health-related information resources, especially those found on the Internet, has been rapidly increasing. In addition, despite encountering an increasing number of health and medical-related reference questions in public libraries, public librarians feel limitations in their ability to perform these types of reference services. Therefore, this study proposed the cooperative network system model for vitalizing CHI Services, meaning that all the related agencies, including public libraries, medical libraries, medical institutions, and the health and medical community collaboratively provide consumer health information service. This study presented in detail the key elements of the cooperation model, the subject of cooperation, target sources for cooperation, the content of cooperation, operations of CHI-providing sites, operations and roles of Cooperation Centers, and directions for cooperating with commercial institutions.

  • The purpose of this study is to find out the problems of current housing construction standards related to community facilities and to suggest the vitalizing strategies that enhance the sense of community among the residents living in apartment housing complexes. For the purpose, three times small group workshops were executed during April 26~May 3, 2010 for 14 professionals in construction company, university, research institute, and housing management company. Based on the results of small group workshops, questionnaire survey for the 10 professionals was done during August 13~23, 2010 to find out the additional opinions about the revision of housing construction standards related to community facilities in apartment housing complexes. Respondents indicated that the current housing standards related to the types and the area of community facility are too strict to respond to the diverse characteristics and needs of residents. Professionals suggested the newly revised standards that sum up the whole area of community facilities instead of the existing standards that regulate the area of each community facility in an apartment housing complex. Also, they recommended the regional community center that include several facilities in one common community building.

  • The purpose of this study is to seek a planning approach for children's museum within Korean context that promotes community participation. A literature review method and a field survey method were used. Literature reviews on community participation paradigm, residents' participation and donation networks in community regeneration processes, and finally on case studies on children's museum in Korea were carried out. Through the field survey on Chicago Children's Museum(CCM) located in downtown Chicago, its role was identified as networking systems of community participation and donation and was verified as a socio-physical base for vitalizing donation culture that is an active and a leading community participation method. As a result, CCM has engaged many partnerships with city organizations and local schools to provide diverse and unique programs that are not only targeted to children but also parents, teachers and visitors. Also, an evolution of CCM through various types of donations and community participation was delineated. CCM was found successfully in restoring community spirit and vitalizing economical growth where it once was a decayed city area. Rather than focusing on descriptive technique of typical children's museum, this study explored how community fabric is made and acted out, through rethinking community participation's value, and how it can influence a physical space. CCM, as a good example of community participatory museum, the results can be used as a reference in planning and directing community participation based children's museums in Korea. It is significant to shed light on children's museum as an opportunity of social space which can empower community.
