The Internet-based multimedia services such as IPTV is being expanded with the development of technology to support the convergence of broadcasting and telecommunications technology for the control seems to be growing larger. Especially for the real-time TV broadcast multicast control technology to support the authentication and resource control, in addition to the technology services that enhance the value of technology for a variety of services in both directions seems to be developed. And, Internet-based transmission system transmit the video content for the video content delivery using RTP(Real Time Transport Protocol). Standardization body, IETF(Internet Engineering Task Force) within the RTP, according to a variety of audio and video formats only transmission format(RTP Payload Format) Establish a separate standard and scalable video content "RTP Payload Format for SVC(Switched Virtual Connection) Video" the standardization is currently processing. In this paper we are improving the quality of broadcasting and telecommunication systems, so that the upper layer by the application can react adaptively to the existing MPEG2-TS and RTP who are provided by a variety of content applied to a variety of devices consumers ETE(End- to-End) QoS(Quality of Service) for enhance the system who was designed and implemented.

Service platform which can offer various multimedia communication as the video, audio, voice and data is IMS(IP Multi-Media Subsystem). It is effective in the company is introducing only such convergence IMS services to be required to provide various multimedia services at the lowest cost and existing communication environment while keeping the maximum Therefore, in this study, we had developed IMS 코어 main system that not more than 1,000 employees of companies can effectively establish IMS solutions. This system is located at the middle between IMS terminal and CSCF(Call Session Control Function) in line with IMS services and provides CSCF in response to the IMS terminal and IMS terminal in response to the CSCF. As well, corded telephone and SIP phone which were used as terminal is linked with gateway.

It has been determined the 6 core competencies of our university students. Among them, it was judged that the student's convergence thinking ability and self-development ability were insufficient. To enforce the two insufficient abilities, an engineering-related major collage course was newly established in the form of an intensive coursework. The course was conducted as a shared curriculum between division/departments. For each of the first and second semesters in the 2020, 54 students from two completion groups (Department of Electrical and Electronic Control Engineering; 26, Optical Engineering; 28) were the subjects of the survey, the survey results of 20 common questions were comprehensively analyzed. As the result, more than 75% of the respondents were positive about free online learning at any time and place. And if additional interactive activities and team teaching method are reinforced during recorded audio and video contents learning material, It is confirmed that the attempted intensive course can maximize the learning effect.

The IMS is an architectural control framework for delivering IP multimedia services such as voice, video, audio and data, the IMS supports not only the mobile communication system but also the existing wired and wireless network based on IP. The network that is integrated by the IMS needs policy-based network management protocol for managing the limited network resources to provide efficient multimedia service. The IMS use additional device called PDF for efficient resource management, but the PDF only uses diameter which is one of the network management protocol such as SNMP and COPS. Many devices use various protocol to manage the limited network resources. There is an algorithm using a variety of protocols such as Diameter, COPS and SNMP to handle the resources management efficiently. We also analyze the performance using the proposed algorithm in the implemented IMS environment.
