A study on installation location of radar for minimizing blind area in the construction of VTS system of Kangjeong Port (강정항 VTS 시스템 구축시 음영구역 최소화를 위한 레이더의 위치설정에 관한 연구)

  • We have studied the efficient operation of the radar and the appropriateness of the installation location, when constructing the VTS system. As the Civil-Military Complex Harbour (Kangjeong Port) is completed in 2016, we set the control area within 10 nautical miles centering on Kangjeong Port, and found out and removed the operational radar blind area of VTS system to provide safe navigation information for vessels that navigating this area. Assuming that two international cruise ships entering at the same time, we performed the radar simulation and compared the images by considering the three sites of Kangjeong Port, Miaksan and Seoguipo Port. Simulation results for a single radar installed at Kangjung Port indicate that the blind area was largely affected by two large cruise ships and the surrounding islands. The blind area due to Kogunsan was considerably large when installed in Miaksan, but the blind area due to the influences of Beomseom, Moonseom and Seopseom was negligibly large. It seems that additional radar installation is necessary as a complementary solution to solve this blind area. When two radars were installed at Miaksan and Kangjeong Port, the residual blind area due to the Seopseom was $0.25km^2$ at 0.1~0.33 nautical miles in the southeast direction from Seopseom. In addition, the remaining blind area with two cruise ships mutually influenced was $0.18km^2$, which did not occur with a single cruise ship.

Analysis characteristics of officers' watch-keeping for efficient navigation bridge layout of a fisheries training vessel (효율적인 어업실습선의 선교 layout을 위한 당직항해사의 업무특성 분석)

  • This study analyzed characteristics of officers' watch-keeping during fishing operation at the fisheries training ship KAYA (GT: 1,737 tons, Pukyong National University). It observed fishing works of three officers in wheel house of KAYA. The observations were carried out at the fishing ground 45 miles away from east of Jeju from 7 to 8 January 2010. The works and movements of the officers were recorded with three common video cameras and a 4-channel MPEG-4 Triplex DVR. Recorded data of the working circulation was analyzed by using the post-processing method. As a result of the traffic lines, the average (${\pm}S.D$) of working hour (min) and moving frequency (times), distance (m) and speed (m/min) during setting the net was 11.8 (0.9), 43.7 (8.1), 133.9 (35.8) and 10.5 (0.6), respectively. During trawling the net, it was 100, 241 (39.8), 615.7 (194.6) and 5.2 (1.6), respectively. During hauling the net, it was 17.6 (1.4), 41.0 (7.2), 196.9 (37.6) and 10.7 (0.8), respectively. In addition, it has a different tendency of the instrument usage frequency by the fishing works. During setting, the usage priority was CCTV, ECDIS, RPM and pitch controller, net monitor, GPS plotter, chart room, X-band radar, fish finder and public addressor. During trawling, it was CCTV, ECDIS, fish finder, X-band radar, net monitor, chart room, GPS plotter, RPM and pitch controller, auto pilot and steering, interphone, wind speed and direction indicator, No.1. VHF, navigation light control panel and public addressor. During hauling, it was CCTV, RPM and pitch controller, GPS plotter, public addressor, chart room, net monitor, X-band radar, auto pilot and steering and fish finder.

The Centralized management method of vessels information for VTS (해상교통관제시스템을 위한 중앙집중형 선박정보 관리 방안)

  • Korea is surrounded on three sides by the sea, through the maritime transportation accounts for close to 90% share in the total cargo volume. In addition, there are amount of small and medium-sized fishing vessels registered. These days, a number of maritime accidents caused many casualties and having an adverse effect on the marine environment. Therefore, there is a need for a maritime traffic control has been increasing. Information about the ship is divided into AIS information for VTS, Port Management Information System (Port-MIS) operated by the Port and vessels pass (VPASS) that are installed on fishing. However, there is a problem that is not achieved the information exchanged between each other. That is, information on the vessel are stored in diverse inefficient in the management, operation and utilization. This paper discusses the ways to efficiently manage and integrate vessels information for VTS, and proposes the method for implementation and application.

A Study on Retrofitting BWTS using 3D Digital Design (3D Digital Design 기법을 이용한 BWTS 설치 설계 연구)

  • Over the past few years, as maritime trade and traffic were highly expanding, problem of invasive species via ballast water have been raised. In 1988, Canada and Australia had firstly experience that unexpected and hazardous species were observed on their own sea, they have issued the problem to MEPC under the IMO. At the end of many years of discussion, on the diplomatic conference in 13 Feb. 2004, "International Convention for the Control and Management of Ballast Water and Sediments of the Ship" was adopted. Requirements for entering into force of this Convention is that 30 countries ratify and world merchant marine fleet is more than 35% and BWM Convention will be effected after 12months from date satisfying conditions. With Finland ratifying the BWM Convention on 8 Sep. 2016, the fleet amounted to 35.1441% and ratification country became 52 countries. Therefore, after 12month, BWM Convention will be formally effected on 8 Sep. 2017. Ballast Water Treatment System is to be fitted in new ships as well as existing ships. Thus, there are concerns of ship owners to be suitably installed a variety typed BWTS in many kinds of vessels. As approaching for resolving these problems, engineering analysis was carried out research studies and detailed design to analyze to optimal installation space for retrofitting a BWTS using 3D Scanning method, targeting representative DWT 180K Bulk carrier of dry cargo vessels charged more 40% on worldwide vessel and mainly two type BWTS as electrolysis treatment type and ultra violet treatment type. Optimal design of 3D Scanning technology was applied to analyze four step process and the overall conclusion was described in this paper.

An Empirical Study on the Improvment of VTS in Korea (우리나라 선박교통제제도의 개선방안에 관한 실증연구 - 포항항을 중심으로 -)

  • The purpose of this study is to find out the impacts of VTS on the marine safety and users' opinion on the VTS which have been being operated in the port of Pohang for the last 3 years and is to suggest a guideline to the successful operation of VTS in the future. This study is based upon the questionnaire survey and the respondents include 236 masters/mates of merchant vessels who have visited the port of Pohang and 6 pilots who have been working in the port. From the questionnaire results, this study notes the following conclusions related to the VTS operations. (1) A few of the respondents (mainly foreigners) do not understand the entering procedure of the port and the fundamental concept of VTS. Accordingly, the more active VTS services have to be provided for the mariners. (2) It was found that themost dangerous factors in tehvicinity of the port were the floating materials, fishing nets, andillegal fishing activities inthe fairway. Therefore, the proper surveillance, stricter enforcement of Acts and the instructive education for the fishermen are required to avoid the risks. (3) A majority of the respondents agreed the VTS has contributed to the safety of vessel traffic, and they pointed out ' the assiatances in reduced visibililty conditions' is the most important task of VTS. The amount of 75.6% of the respondents answered that they have experienced the assistance from VTS more than 1 time since the system was established in the port of Pohang . Also 44.2% of the respondents considered they were able to avoid marine casualties such as collision, ramming or agrounding with the VTS assistances. (4) 49.2% of the respondents preferred the passive information services , while, 38.8% of them preferred the positive control advices in the case of encountering any potential risks. VTS iperators have to consider seriously when they provide the positive control advices of ship's course and speed. (5) A majority of the respondents confirmed that the prot and its approaches is suitable for the VTS coverge . To extend the service areas of the VTS and to improve radar detecting ability, the use of radar transponders are seen as the ideal method. (6) A minority of the respondents pointed out 'the improper orders or recommendatinos caused by the poor decision making' firstly, ' the language problem(sea-speaking in English)' secondly, as the deficiency of personal qualification. It seems, therefore, theat the personal efforts of the operators and systematic training programmes for them are necessary to solve the problems.

Cost-Benefit Analysis on Marine Transportation Safety Facility Using CVM(Contingent Valuation Method) (CVM을 이용한 해상교통안전시설 투자 편익 분석)

  • Marine transportation facility is public goods for the general public and their safety. The study used the Contingent Valuation Method (CVM), a method to estimate economic value of non-market goods, such as environmental goods. In order to analyze economic effects of marine accidents preventable by the VTS, the study estimated costs caused by marine accident cases. It conducted surveys with people and shipping companies in local areas where VTS is to be established in the future. According to a survey with people in areas where marine transportation control center is to be built (Tongyoung), the yearly benefit from building new VTS is estimated at KRW 11billion. If fees are paid in the form of income tax for five years from 2014, corresponding benefits during the same period will reach KRW 47.3 billion in current value. An analysis on economic validity of VTS establishment in Tongyong showed the B/C ration stood at 3.193, far higher than 1. The Net Present Value (NPV) was KRW 32.5 billion and the Internal Rate of Return (IRR) turned out to be 37.4% which was higher than social discount rates of 53.5%. On balance, the establishment has reasonable economic validity.

  • Equipments that can transmit maritime distress signals in accordance to Global Maritime Distress Safety System are the followings: A1 water(Very High Frequency, SART), A2 water(MF/HF Radio Equipment), A3 water(INMARSAT), A4 water(Emergency Position Indicating Radio Beacon). Institutions with the capacity to receive distress signals are Korea Coast Guard affiliated radio stations, patrol ships, Rescue Coordination centers, Vessel Traffic centers, Complex problems regarding repetitive distress alarms, inaccurate statistics, multiple control towers are existent. Consequently, effective measurement to resolve dispersed operating maritime distress signal system are in time of need. Moreover, current KCG Headquarter is considering to integrate five distress radio stations dispersed across nation into a single international safety communication center. The integration of radio stations are efficient in terms of information coordination between nations, however, it cannot support efficient response to real-time maritime incident. Therefore, in this study, a new system that can rapidly response to real-time maritime incident will be proposed.
