A Fire Test Measuring the Heat Release Rate of Railway Car Interior Materials Satisfying the Korean Safety Guideline (안전기준을 만족하는 철도차량 내장재의 화재 열방출율 측정시험)

  • A large-scale fire test was conducted for interior materials from a vehicle installed within a fire test room (ISO 9705). The interior materials are satisfying the Korean guideline for the safety of rail vehicles, where the guideline has taken effect since December 2004 in Korea. The output of ignition source (gas burner) was increased in several controlled steps. The objectives of this test are to assess the fire performance in terms of ignition and flame spread on interior lining materials and to provide data on an enclosure fires involving train interior materials that grow to flashover. These data will be used to develop and calibrate models for fire growth on the interiors of the railway vehicle.

  • In this study, we introduce a system for real-time monitoring of field conditions within an industrial complex using a 5G network UAV (: Unmanned Aerial Vehicle). When a monitoring event occurs in a sensor mounted on a UAV (detection of fire, harmful gas, or industrial disaster type human accident), key information from the sensor is transmitted to the UAS (: Unmanned Aerial System) application server. As a result of this information transmission and processing, managers or operators of the Industrial Complex Corporation were able to secure legal basis data for fatal accidents, fires, and detection of harmful gases at sites within the Industrial Complex Corporation through trigger processing for each accident risk situation.

  • 엔진 정지 중 발생한 자동차화재는 엔진 정지 전에 이미 화재가 발생해 있었으나 이를 모르고 엔진 정지 중에 화재가 발견되는 경우와 엔진 정지 후에 발생한 경우로 나눌 수 있다. 엔진정지 전 발생한 화재는 운행 중 화재가 발생할 수 있는 모든 원인에 의해 발생할 수 있고, 엔진정지 후 발생한 화재는 전기적인 원인에 의한 화재, 담뱃불에 의한 화재, 방화, 다른 곳에서 발화된 후 자동차로 확대된 화재 중의 하나로 압축할 수 있다. 그러므로 외부발화 또는 방화나 담뱃불에 의한 화재가 배제되는 경우는 전기적인 원인만을 생각할 수 있다. 엔진정지 전에 이미 엔진룸 등에 불이 붙어 있어도 주차 중 이를 인식하지 못하는 것은 엔진정지 시 화재의 규모가 작거나 눈에 띄는 이상징후가 나타나 있지 않고 또한 이를 관심 있게 확인하지 않기 때문이다. 엔진정지 전에 화재가 발생한 경우에는 일반적으로 주차 후 대략 10분 이내에 화재가 발견되고 있다. 따라서 주차 후 10분이 경과하지 않은 시점에 화재가 발견되었다면 엔진정지 전에 이미 화재가 발생하였을 가능성이 크다고 볼 수 있다.

  • Namsan road are taxis in the engine room fires (07/14/2011 18:05) in the tunnel, and the driver of the vehicle was 100 passenger car and more than 500 evacuated were disasters. Pole road vehicles within the tunnel if there is a fire tunnel fire occurred at a two-way evacuation difficult and rapid evacuation is difficult and mass casualties are concerned, the number of casualties is feared. In this study, by considering the problems and improve the Namsan 1,2,3 Tunnel In case of fire, the best disaster response is to come up with ways.

  • As a cryogen, LOx is a light blue, odorless, transparent liquid. Also it is not shock sensitive and does not decompose. However, it is a strong oxidizer and will vigorously support combustion. Therefore all harmful contaminants (such as grease, oil, fingerprint and organic materials) that could cause malfunctions, fires, or explosions in a oxygen environments must be completely removed prior to the introduction of oxygen. Especially, grease ingredient located inside of the LOx supply line, pipe and PHS (Pneumo-Hydraulic System) part can make drastic chemical reaction with oxygen. Therefore, to protect rapid reaction such as explosion, grease ingredient must be surely eliminated by a regular and irregular degreasing. Study on the availability, effectiveness and selection of degreasing detergents and method is described in this paper, and it will be useful for the construction and management of IPP test facility.

  • Technologies for disaster management are highly sought areas for research and commercial deployment. Landslides, Flood, cyclones, earthquakes, forest fires and road/train accidents are some causes of disasters. Capturing video and accessing data in real time from the disaster site can help first responders make split second decisions which may save human lives and valuable resource destructions. In this context the communication technologies performing the task should have high bandwidth and low latency which only 5G can deliver. But unfortunately in India, deployment of the 5G mobile communication systems is yet to give a shape and again in remote areas unavailability of 4G signals is still severe. In this situation the authors have proposed, simulated and experimented a 4G-5G communication scheme where from the disaster site the signals will be transmitted by a 5G terminal to a nearby 4G-5G gateway installed in a mobile vehicle. The received 5G signal will be further relayed by the 4G-5G gateway to the fixed 4G base station for onward transmission towards the disaster management station for decision making, deployment and relief monitoring. The 4G-5G gateway acts as a relay and converter of 5G signal to 4G signal and vice versa. This relayed system can be further mounted on a vehicle mounted relay (VMR) as proposed by 3GPP in Release 18. The scheme is also in the same line of context with Verizon's, "Tactical Humanitarian Operations Response" (THOR) vehicle concept. The performance of the link is studied in different channel conditions, the throughput achieved is superb. The authors have implemented the above mentioned system towards smart campus networking and monitoring landslides activities which are common in their regions.

Valuation of Willingness to Pay for Forest Fire Prevention (산불 예방(豫防)을 위한 지불의사금액(支拂意思金額) 평가(評價))

  • The purposes of this study are to estimate mean willingness to pay (WTP) for preventing forest fires by contingent valuation method (CVM), and to calibrate the variables affecting WTP. The forest fire prevention fund was utilized as a payment vehicle to elicit respondents' willingness to pay (WTP). A total of 500 adults who reside in Seoul Metropolitan area were selected by two-stage cluster sampling and conducted the face-to-face interview. The scenario was designed to meet the requirements for double-bounded dichotomous choice CVM. More than half of the respondents (64.6%) have a willing to pay for the fund. The mean WTP was \4,532. Therefore a total WTP for the population was \34,165,758,000. The calibration of Weibull proportional hazard model showed that education level, environmental conservation intention and negative consciousness about the effect of forest fire were independent variables strongly influencing the WTP.

Improvement Proposal for the Fire Suppression Systems of Open Parking Lots (개방형주차장의 소방설비 개선 제안)

  • In cars, the amount of combustibles, such as plastics, textiles, etc., have increased dramatically to improve the fuel efficiency of cars by reducing the gross vehicle weight according to the increases in an oil price and to reduce environmental problems. One or two cars were involved in a parking lot fire prior to the mid-2000 s. On the other hand, there were many parking lot fires where the entire car was destroyed due to increasing the use of plastics. In this study, the quantity of combustibles in a car was 316.2 kg over a total weight 1935 kg. This is 16.34% of total weight and 10 times greater than that three decades earlier. When a sprinkler is installed as a parking lot fire protection system as a substitute for water spray, the water discharge of the sprinkler must maintain the original density of water spray, $20lpm/m^2$. In addition, the use of a hose reel $CO_2$ system at pilotis parking lots must be prohibited because the hose reel $CO_2$ system has no adaptability for a car fire. Instead, this study proposes foam, dry powder, loaded stream systems be used in parking lot fire suppression systems.

A Study on the Multipurpose Golf Putting Range Finder using IR Razer Sensor and Inertial Sensor (IR 레이저 센서 및 관성 센서를 이용한 다목적 골프 퍼팅 거리 측정기에 대한 연구)

  • In this paper, a multi-purpose golf putting range finder based on an IR razer sensor and an inertial sensor was designed and made. It was designed to measure distance and slope within a 50m outdoor measurement range for the main purpose of golf putting distance measurement, and at the same time, it is designed to measure temperature information that affects putting. In addition, the distance meter supports house maintenance work by providing length and horizontality measurement values within the indoor 80m measurement range, and provides safety from indoor or vehicle fires by providing indoor temperature measurement values to mobile phones through linkage with the web server. In order to evaluate the accuracy of the proposed method and its interworking performance with a smartphone, a prototype was produced and a web server was built, and the usefulness was confirmed by showing an acceptable error rate within 5% in repeated experiments.

New Crash Discrimination Algorithm and Accelerometer Locations (새로운 충돌 판별 알고리즘과 가속도 센서의 위치)

  • Several metrics have been used in crash discrimination algorithms in order to have timely air bag deployment during all frontal crash modes. However, it is still challengine to have timely air bag deployment especially during the oblique, the pole and the underride crash mode. Therefore, in this paper a new crash discrimination algorithm was proposed, using the absolute value of the deceleration change multiplied by the velocity change as a metric, and processing the metric as a function of the velocity change. The new algorithm was applied for all frontal crash modes of a minivan and a sports utility vehicle, and it resulted in timely air bag deployment for all frontal crash modes including the oblique, the pole and the underride crash mode. Moreover, it was proposed that an accelerometer be installed at each side of the rails, rockers or pillars to assess the crash severity of each side and to deploy the frontal air bags at different time especially during an asymmetric crash such as an oblique and an offset crash. As an example, the deceleration pulses measured at the left and right B-pillar·rocker locations were processed through the new algorithm, and faster time-to-fires were obtained for the air bag at the struck side for the air bag at the other side.
