국가 전자기록 관리전략에 관한 비교 연구 (A Comparative Study on National Electronic Records Management Strategies)

  • 기록물을 생산·보존하는 업무환경이 4차산업혁명의 신기술을 뛰어넘어 디지털 전환 시대에 따라 변화하고 있다. 기록관에서의 전자기록 관리전략은 그 시대의 기록관리 전반에 관련된 기술, 정책과 환경변화에 맞게 준비되어야 하는 것이며, 이를 토대로 기록의 가치를 보존하여 국민이 기록에 접근할 수 있도록 기반 환경을 조성하는 것이다. 본 연구는 디지털 환경의 기록물 관리의 변화 방향과 전략에 대하여 미국의 국가기록관리청(NARA), 호주 국립기록원(NAA), 한국의 국가기록원(NAK)의 전자기록 관리전략의 추진 방향을 분석하였다. 그리고 이러한 분석을 바탕으로 디지털 시대의 전자기록 관리 방향성과 국가 전자기록 관리전략의 핵심 요소로 정책, 시설, 인력 요소를 제안하였다.

  • 정보통신기술과 타기술간의 결합이 확산되어 융합 문명 패러다임이 가속화되고 있고, 공급자 중심의 시장보다는 소비자 중심의 콘텐츠와 비즈니스 플랫폼이 중요시 되고 있는 시점이다. 산업 융합활동에 의해 시장에 제공되는 제품 및 서비스의 혁신을 주도하는 주체의 관점과 수준에 따라 구분하여 각 영역의 특성에 대해 검토했다. 소비자 가치 기반 융합 신산업 육성을 위한 다각적인 정책과 시행결과에 대한 검토를 통해 융합신산업 발전에 걸림돌이 되고 있는 장애요인을 정리하였다. 세부적으로 목표, 지원인프라, 수행주체 측면에서 문제점을 정리하였다. 장애요인들은 서로 직간접적으로 연관되어 있어서 각각의 요인별로 접근해서는 극복하기 어렵고 통합적인 대책이 필요하다. 최종적으로 장애요인을 극복하고 새로운 성장동력을 발굴하고 융합산업을 육성하기 위한 대안을 제시하였다.

  • The purpose of this study is to estimate the attractiveness value according to the preference level on architectural aesthetic. This research starts from the concept that aesthetic is phenomenon and from the viewpoint of 'attraction value' which affects goods. Interactive internet surveys were conducted for 500 citizens of Seoul metropolitan city who are potential users of the Nodle Islet Cultural Center. Based on the scenarios and questionnaires with fuzzy models, we have examined the evaluation of architectural aesthetic and monetary willing-to-payment, and estimated the economic value by preference level of architectural aesthetic through linear regression analysis. The main results of the study are as follows: First, the economic value of the Nodle Islet Cultural Center was estimated at ?15,683.43/person. Residents of Seoul metropolitan city were willing to accept the increase in the above-mentioned amount of the facility fares when their preferred works (average 86.81 points) were constructed. (P <0/05) Second, it is confirmed that the economic value increases dramatically as the preference level of architectural aesthetic increases. Third, it is presumed that the infinite valuation of architectural aesthetic and the problem of free riding coexist in the estimation of economic valuation of architectural aesthetic for public buildings. Fourth, by mixing the fuzzy logic with contingent valuation method, starting point bias and no response biases that happened in contingent valuation could be disappeared. bias elimination must be considered seriously because another bias could be happened in full process of the research. The results of this study will serve as a basis for spreading architectural aesthetic value-oriented research from the vague and obscure aesthetic-centered discussion on the existing architectural aesthetic. In addition, it will be an opportunity to draw institutional application and utilization strategy of architectural aesthetic through architectural aesthetic value research.

Optimization of Swine Breeding Programs Using Genomic Selection with ZPLAN+

  • The objective of this study was to evaluate the present conventional selection program of a swine nucleus farm and compare it with a new selection strategy employing genomic enhanced breeding value (GEBV) as the selection criteria. The ZPLAN+ software was employed to calculate and compare the genetic gain, total cost, return and profit of each selection strategy. The first strategy reflected the current conventional breeding program, which was a progeny test system (CS). The second strategy was a selection scheme based strictly on genomic information (GS1). The third scenario was the same as GS1, but the selection by GEBV was further supplemented by the performance test (GS2). The last scenario was a mixture of genomic information and progeny tests (GS3). The results showed that the accuracy of the selection index of young boars of GS1 was 26% higher than that of CS. On the other hand, both GS2 and GS3 gave 31% higher accuracy than CS for young boars. The annual monetary genetic gain of GS1, GS2 and GS3 was 10%, 12%, and 11% higher, respectively, than that of CS. As expected, the discounted costs of genomic selection strategies were higher than those of CS. The costs of GS1, GS2 and GS3 were 35%, 73%, and 89% higher than those of CS, respectively, assuming a genotyping cost of $120. As a result, the discounted profit per animal of GS1 and GS2 was 8% and 2% higher, respectively, than that of CS while GS3 was 6% lower. Comparison among genomic breeding scenarios revealed that GS1 was more profitable than GS2 and GS3. The genomic selection schemes, especially GS1 and GS2, were clearly superior to the conventional scheme in terms of monetary genetic gain and profit.

A Study on the Export Priority Indicators of Rice Processed Food for Export Business

  • As the trade among the countries increases, domestic agriculture is facing a crisis. Especially domestic rice industry is suffering from the rice market opening problem and the domestic rice industry itself. As a counter measure against this, despite the promotion of the rice processing food industry, the export of rice processed food has decreased by an average annual rate of 12.3% since 2011 due to the lack of customized export strategy, such as low price competitiveness, insufficient quality and brand management. As a measure, we selected indicators to prioritize establishment of export strategy of rice processed food business and used AHP methodology to draw the weight for each indicators. The selection of export strategy prioritization indicator was based on the marketing mix theory, various previous research reviews and expert consulting. Five higher level indicators and nineteen detailed indicators were derived, and a weighted value of them was analyzed using a professional package. As a result, the relative importance of higher level indicators was 45.5% for product differentiation, 18.4% for management competence, 13.0% for export infrastructure, 12.0% for product pricing, and 11.1% for product distribution. The relative importance of the lower level indicators was 17.3% for product safety, 15.3% for product quality, 9.1% for management expertise, and 7.0% for product brand. This result is expected to be used as export strategy indicators of rice processed food export business.

후발기업의 전략 모델에 대한 탐색적 연구 : LG전자의 사례를 중심으로 (The Strategic Model for the Late Mover: Evidence from the Defiance Case of LG Electronics)

  • Purpose - This study proposes a strategic model for the late mover to effectively penetrate an industry that is dominated by a leading company. Thus, this study presents strategic implications for several late movers in overcoming the advantages of the leading company. Research design, data, and methodology - This study begins with a literature review followed by the formation of a strategic model that consists of: Repositioning, Utilization of Competence, Strategic Leadership, and Innovation. Specifically, this research analyzes LG Electronics (LG) as an example and investigates how LG infiltrates and grows in the water purifier market, overcoming the advantages of the powerful leading company. Results - The major steps taken by LG are summarized into four. First, LG studied the market, which had been conventionally treated as a single market. To penetrate the market, LG founded a new, special market segment. Subsequently, LG further segmented the market, executing a marketing strategy for each segment. Second, the unbending will of top managers was a key factor that addressed the challenge persistently. Third, even though LG was the late mover in the water purifier market, it had several technology competences such as compressor, refrigeration cycles, and algorithms. LG had profound knowledge in technology and used it effectively. Fourth, LG created a premium market through three innovative and distinguished factors such as the stainless water tank, sterilization service, and luxury design. Conclusions - This research draws four key findings from the example of the late mover in the water purifier industry: the reestablishment of a strategic position based on environmental change is an effective strategy for the late mover; strategic leadership is an important motive to generate late mover performance; and the late mover can utilize its existing knowledge and resources to overcome the first mover, such as presenting new added value compared to existing products as an effective catch-up strategy. Consequentially, through the study of performance determinants and the market penetration strategy of the late mover, this research has significance in providing basic material for companies trying to penetrate the market.

항공사 비정상 운항 복구를 위한 리-타이밍 전략과 개미군집최적화 알고리즘 적용 (Airline Disruption Management Using Ant Colony Optimization Algorithm with Re-timing Strategy)

  • Airline schedules are highly dependent on various factors of uncertainties such as unfavorable weather conditions, mechanical problems, natural disaster, airport congestion, and strikes. If the schedules are not properly managed to cope with such disturbances, the operational cost and performance are severely affected by the delays, cancelations, and so forth. This is described as a disruption. When the disruption occurs, the airline requires the feasible recovery plan returning to the normal operations in a timely manner so as to minimize the cost and impact of disruptions. In this research, an Ant Colony Optimization (ACO) algorithm with re-timing strategy is developed to solve the recovery problem for both aircraft and passenger. The problem consists of creating new aircraft routes and passenger itineraries to produce a feasible schedule during a recovery period. The suggested algorithm is based on an existing ACO algorithm that aims to reflect all the downstream effects by considering the passenger recovery cost as a part of the objective function value. This algorithm is complemented by re-timing strategy to effectively manage the disrupted passengers by allowing delays even on some of undisrupted flights. The delays no more than 15 minutes are accepted, which does not influence on the on-time performance of the airlines. The suggested method is tested on the real data sets from 2009 ROADEF Challenge, and the computational results are compared with the existing ones on the same data sets. The method generates the solution for most of problem set in 10 minutes, and the result generated by re-timing strategy is discussed for its impact.

서술 전략의 전환-「진보의 전초기지」에서 『어둠의 핵심』으로 (The Conversion of Narrative Strategy: from "An Outpost of Progress" to Heart of Darkness)

  • Even though "An Outpost of Progress" and Heart of Darkness were based upon Joseph Conrad the sailor's same experience in Congo Free State, their narrative strategies are quite different. The realistic representation of "An Outpost of Progress," with which Conrad was not satisfied at all, was converted into the modernistic narrative strategy of Heart of Darkness so that the sympathetic power of the story should be improved. The conservative value system of realism is expressed by the omniscient author in "An Outpost of Progress," whereas the frame narrator of Heart of Darkness is proved to be an unreliable one whose norms and behavior are not in accordance with the implied author. The glorious history of the British Empire, which was proudly presented by the frame narrator at the beginning of Heart of Darkness, was strongly opposed by Marlow, another narrator, who said that the British Empire had been "one of the dark places of the earth" when ruled by the Roman Empire. The feeling of the frame narrator was uneasily changed into the gloomy mood when he described the Thames as the flow which "seemed to lead into the heart of an immense darkness" at the end of Heart of Darkness. Similar to the straightforward narrative strategy of representation in "An Outpost of Progress," the realistic approach of Part I in Heart of Darkness is considered by Conrad as insufficient to reveal the darkest truth of imperialism, which was declared by Kurtz as "The Horror! The Horror!" Thus Conrad uses the Chinese-box structure, in which Kurtz' episode is enveloped by Marlow's tale which is enclosed by the frame narrator's story, in order to penetrate into the mind of ordinary readers in the novelist's age of New Colonialism, while attacking the ideology itself of imperialism instead of critisizing its inefficiency and individualism.

대구 근현대 출판문화기록 도큐멘테이션 전략 수립을 위한 예비 분석 (A Preliminary Analysis for the Establishment of a Documentation Strategy of Modern and Contemporary Publishing Cultural Records in Daegu)

  • 본 연구에서는 대구 근현대 출판문화를 기록화하여 보존, 이용할 수 있는 기반을 마련하기 위한 도큐멘테이션 전략의 방향성을 제시하고자 하였다. 이를 위해 Hackman의 실행모델 중 도큐멘테이션 '영역의 정의와 예비분석 단계'를 적용하였다. 예비분석 단계에서는 특정 주제를 기록화한 사례를 조사하고 대구 출판문화 기록화 관계자(연구자, 현장관계자, 기록관리요원)를 대상으로 면담을 실시하였다. 조사 내용은 국내 사례와 해외 사례를 '수집영역', '참여집단', '수집방법'으로 나누어 분석하였고, 면담 내용은 '대구 근현대 출판문화의 가치', '수집 대상과 방법', '도큐멘테이션 집단','어려움과 한계점'으로 구분하여 제시하였다. 이를 기반으로 도큐멘테이션 전략 요소를 제안한 뒤, 기록관리 전문요원의 의견을 수렴하여 이를 수정, 보완하였다. 전략 요소는 도큐멘테이션 목적, 시기적·지리적·형태적 영역, 집단별 역할, 참고정보원, 선행작업과 수집 및 운영의 주요 고려사항으로 구성하였다. 본 연구에서 실시한 예비분석이 대구의 출판문화를 보존하고 전승하는 기초자료가 되길 기대한다.
