  • In the aftermath of nation-wide controversy over "conservation vs. development" of the costal wetland in the Saemangeum, Korea could legislate the laws of wetland conservation and costal management in 1998. Since then, the public interest in the costal mudflats and its conservation has increased greatly, but the controversy on the economic value of mutflat wetland and the futher (un)necessity of reclamation) is not yet settled. In the cases of Korea dealt, economic valuation of wetland was performed mainly in the milieu of reclamation(development) vs conservation conflict, or from interest of recreational use. Korean studies used to estimate economic value of development case and conservation case respectively and then tried to compare these two value, as is sometimes done also in other countries. But the scrutiny of the results of these studies leads us to conclude that the revealed wide discrepancy among estimated values, above all other methodological problems, denies any practical applicability to the actual policy use. Benefit transfer as a convenient alternative method of valuation can not be usable either in our cases, because there is too few reliable estimated economic values of mudflat wetlands.

  • The research reports the results from an investigation of various measurement elements and techniques appropriate for the economic assessment of academic libraries, with a view to apply them in future evaluation of academic libraries in Korea. Two libraries participated in the pilot study. In one library, CVM (contingency valuation method) was applied to services ranging from circulation, electronic collection, reference, user education and facility. In the second library, three different methodologies--time value, alternative service value and CVM--were all applied to measure the value of electronic collection. The research provides analyses of measurement elements used, study procedures and measurement results. Based on these analyses, the study also makes suggestions in the areas of measurement goals, service, users and the calculation of B/C ratios that need to be taken into consideration in order to execute reliable and valid assessment of academic library's value.

  • Design is an extremely critical and important for the prosperity and development of a corporation, and design for children's facilities can be said to be a critical factor not only from a commercial perspective but also one of the critical factors that can be beneficial to the physical, intellectual and emotional growth and development of children. To measure the economic value of publicly designed children's facilities established with the purpose of children's design education, this research study utilized the Contingent Valuation Method. This research study attempts to provide useful information for policy administrators on the usage of both publicly designed children's facilities with high use value and also high non-use value through economic value measurement. To achieve the objectives of this research, the Contingent Valuation Method that utilized both open-ended questions and also double-bounded dichotomous choice methodologies was used. The results of the pre-verification that used the open-ended questions results from 50 test subject participants and the double-bounded dichotomous choice methodology results from 530 test subject participants confirmed that the average annual per person expense was estimated to be KRW 12,463. The gross benefit amount figure estimated for all households in the nation was estimated to be about KRW 219 billion annually.

  • The contingent valuation method(CVM) has been used to evaluate the economic value of nonmarket goods such as forest recreation. There are two commonly used CVM questionnaire formats: open-ended and closed-ended. This study evaluates the net economic value associated with day use downhill skiing, using CVM. A random, on-site survey of skiers in Muju, Korea generated the value estimates. In this paper a nonparametric test is introduced to find whether the difference between value estimates from open-ended and closed-ended formats are significantly different because the distributions of WTPs are non-normally distributed. The results show that the net economic benefits of a skier in Muju varies from \15,131 to \25,332. The closed-ended values were 1.15 to 1.67 times as large as the open-ended values, depending on the model specifications. In nonparametric test the mean WTPs of the open-ended and close-ended applications are significantly different. Its reason may be that closed-ended can be more reducing the incentive for strategic behavior than open-ended question. However, we cannot conclude that the closed-ended method is superior to the open-ended method.

  • The United Nations Food and Agriculture Organization (FAO) has established the Globally Important Agriculture Heritage Site in 2002, designating the Agricultural Heritages with global value, and carries forward conservation and management. In Korea, the Agricultural Heritage system was adopted to conserve and manage the valuable resources of agricultural space in 2012. Although, the interest in the Agricultural Heritage has been developed, the valuation standards for unique value of the Korea Agricultural Heritage has not been yet established, so discovery and designation of the Agricultural Heritage are at a standstill. Meanwhile, a study from the conceptual viewpoint of the Agricultural Heritage, resources investigation for discovery of the Agricultural Heritage, index development, and a study for conservation and management methods through sightseeing are focused, and a study for the valuation standards about the Korea Agricultural Heritage are not focused. Therefore, the study has analyzed a value of the Korea Agricultural Heritage, and suggested the standards of evaluation a value of the Agricultural Heritage rightly. This study suggested the valuation standards of the Korea Agricultural Heritage used in discovery and designation of the Agricultural Heritage, so prepared a base to conduct the valuation considering the characteristics of the Agricultural Heritage. Such standards will contribute to conservation and management of the Agricultural Heritage in the future.

  • This paper assesses the stmpage value of Korean white pine (Pinus koraiensis) stands in the Research Forest of Kangwon National University. Assessment was done by means of the cost value method (Faustmann formula) for age class I, Glaser method for age class II-V, and inversion market method for age class over VI. Generally the value of stumpage is calculated by the inversion market method in the market. However, immature trees and middle age class trees are not assessed in market, and the Korean forest is not old enough to harvest. So, when forests are damaged by attacks from forest fire, blight and harmful insects, the forest cannot be compensated for the loss from the government or insurance company. For this reason, the value of all-age class trees are calculated by using appropriate methods. As a result, the value of age I class stands (0.3 ha) is calculated as 1,786,305 (won), age II-Vclass stands (22.1 ha) 206,677,975 (won) and age VI class and over stands (24.8 ha) 523,789,603 (won).

  • The purpose of this paper is to estimate the economic value of Multi-functionality Roles including landscape and so on, which traditional stone fences in Korea possess, using Dichotomous Choice Contingent Valuation Method (DC-CVM). The stone fences is life cultural heritance of regional residents. It has functions like Development of Favorable Landscapes, Maintenance of Cultural Heritage, and Recreation/Relaxation. Expectation from regional visitors shows that the existence and inheritance value of the stone wall is higher then we expected. According to the research that we had done from the people that had agreed to contribute the stone wall. moreover the public commercial value of regional tradition stone was not only 2,900 billion won but also it will increase an economic gain in every year. Therefore, preserving the stone wall that has Multi-functional Roles and values can lead to huge economic value in the future. But farmhouses in the stone wall conservation area are being supported 9 billion won in every year. This is only 0.03% of the income that farmhouse earns per year. Thus, stone wall preservation policy and plan can raise green-tour commercial value of inland area as a long-term inside measurement. Those will have to be propelled continuously.

  • The dramatic growth of social networking sites (SNS) has created a myriad of privacy concerns. Our study focuses on how much monetary incentive SNS users are willing to accept in exchange for disclosing their SNS information by accepting friend requests. First, we focused on information privacy in SNS, and estimated the value of information privacy by using the contingent valuation method. Second, we attempted to estimate how SNS users' willingness to accept would change when demographic information and additional information vary. Privacy-sensitive SNS users have the following characteristics: higher education, less SNS experience, and higher security consciousness. On the contrary, those who make good use of SNS and use open-based SNS are less sensitive to privacy. In summary, privacy-sensitive SNS users are fearful or uneasy when they have insufficient control of SNS information. Considering 14 conditions on the value of information privacy on SNS, the mean value of SNS information per person is 173,957 won. If we apply this value to Facebook users, the total Facebook information value would be 1.91 trillion won, considering that there are 11 million users in Korea.
