Evaluation of Road Asset Value using Alternative Depreciation methods : Focusing on National Highway No.1 (대체적 감가상각기법을 활용한 도로자산의 가치 평가 : 국도 1호선을 중심으로)

  • PURPOSES : This study proposes the road asset valuation approach using alternative depreciation methods. It has become necessary to have asset management system according to the adoption of accrual basis accounting for governmental financial reporting and the amendment of the road act. Therefore, it is very important to analyze the effect of depreciation methods on road asset value as a basic research for road asset management system. METHODS : The Ministry of Strategy and Finance (MOSF) has mainly performed road asset valuation based on Write down Replacement Cost and Straight Line depreciation method. This study suggests some appropriate asset valuation methods for road assets through case analysis using three depreciation methods: Consumption-based depreciation method, Condition-based depreciation method, and Straight Line depreciation method. A road asset valuation data of national highway route 1 (year 2014) is used to analyze the effect of three depreciation methods on the road asset value. Road assets include land and structures (pavement, bridge, and tunnel). This study mainly focuses on structures such as bridges and tunnels, because according to governmental accounting standards, land and road pavement assets do not depreciate. RESULTS : The main results of this study are as follows. Firstly, overall asset value of national highway route 1 was estimated at 6.97 trillion KRW when MOSF's method (straight-line depreciation method) is applied. Secondly, asset value was estimated at 4.85 trillion KRW on application of consumption-based depreciation method. Thirdly, asset value was estimated at 4.37 trillion KRW when condition-based depreciation method is applied. Therefore, either consumption-based or condition-based depreciation methods would be more appropriate than straight-line depreciation method if we can use the condition data of road assets including land that are available in real time. CONCLUSIONS : Since road assets such as pavements, bridges, and tunnels have various patterns of deterioration and condition monitoring period, it is necessary to consider a specific valuation method according to the condition of each road asset. Firstly, even though road pavements do not depreciate, asset valuation through condition-based depreciation method would be more appropriate when requirements for application of non-depreciation approach are not satisfied. Since bridge and tunnel facilities show various patterns of deterioration and condition monitoring period by type and condition level, consumption-based depreciation method based on deterioration model would be appropriate. Therefore, it is necessary to have a reasonable asset management system to apply condition-based depreciation method and a periodic condition investigation to manage road assets well.

  • The beauty is like the bubble of beer, and behavior scholars have been regarded as worthless to study. As a result, the aesthetic in construction projects has resulted in underestimation or neglect. The fundamental cause of this result is that it is not easy to estimate the value of the aesthetic. The hedonic calculus by Bentham has a possibility to valuating the intangible or invisible goods. In this context, this study proposes a method to valuate architectural aesthetic based on the hedonic calculus by Bentham. As a precondition for suggesting the valuation method, this study defined the architectural aesthetic as the value of attraction that affects the value of the built environment. As the concept of beauty that conforms to the architectural aesthetic, it has established the concept of beauty as 'the phenomenon of combining the foreground and background of Hartmann'. In addition, the scope of the value measurement is defined as 'built environment' so as to include not only the building but also the surrounding environment. We have reinterpreted the seven dimension of the hedonic calculus proposed by Bentham and systematized the method of valuation of the architectural esthetic based on the seven dimension. The result of this study is meaningful in that it presents a new perspective and approach to architectural aesthetic. And it will be used as grounds for valuation and analytical approach to architectural aesthetic and will be used as a basis for expanding the field of study from aesthetic to value.

Measuring the Monetary Value of Intellectual Capital - A Case Study of the ETRI - (지적자본의 화폐가치 측정 방법 연구: E연구원 사례를 중심으로)

  • This study introduces how to estimate the monetary value of intellectual capital of a public research institute by incorporating a non-market valuation technique, the choice experiments(CE). CE is a survey-based environmental valuation technique that has increasingly been popular over the last decade. The members of institute E, a typical type of public research institutes in Korea, were surveyed, before the data were fit to the conditional logit and mixed logit models. The total value of the institute's intellectual capital was estimated at approximately W3,377 billion for the year 2003. The institute's human, structural and relational capitals that comprise the intellectual capital were estimated at W18.7 billion, W10.7 billion and W4.4 billion respectively, for each of the components' index values improving by 1%. The human capital was placed a higher value than the other two. The study also shows that CE is a flexible technique that enables the researcher to estimate the monetary value of the intellectual capital whatever the index values of the component capitals and to interpret model estimation results more in depth by incorporating the mixed logit, a state-of-the-art discrete choice model, than the conventional conditional logic.

  • For a proper valuation of wind power project, it is necessary to consider volatilities of key parameters such as annual energy production, electricity sales price, and long term interest rate. Real option methodology allows to calculate option values of these parameters. Volatilities to be considered in wind project valuation are 1) annual energy production (AEP) estimation due to meteorological variation and estimation errors in wind speed distribution, 2) changes in system marginal price (SMP), and 3) interest rate fluctuation of project financing which provides refinancing option to be exercised during a loan tenor for commercial scale projects. Real option valuation turns out to be more than half of the sales value based on a case study for a FIT scheme wind project that was sold to a financial investor.

  • The valuation of patents is very important, since technology competitiveness is crucial for firms to maintain global competitiveness. But, the patent valuation is difficult and challenging because of the uncertainty affecting their returns. Hence, we propose a patent valuation method by incorporating game theory into the real option model, which can not only potentially recognizes the effect of uncertainty on patent value, but also consider investment decision in a competitive market, as a game between firms. With the model, we can consider dynamic strategy involving an option of patent leveraging strategies enabling the firm to switch among compete, cooperate, or wait modes under different demand or competitive advantage condition.

  • This study aims at integrating economic tools and remote sensing for environmental impact valuation of the Isahaya Bay Wetland (IBW). In doing so, we have used potential behavioral economic valuation technique: contingent valuation method and satellite remote sensing technique: land cover mapping. From the results of the study, we are able to bracket a range of values from (22 to 200 billion yen) for arriving at the true economic value lost due to the initiation of reclamation project on the IBW and would provide a new dimension to get nearer to the more accurate environmental impact assessment.

Human Resource Investment in Internal Control and Valuation Errors

  • The purpose of an internal control system is to prevent the occurrence of errors and fraud in the process of producing accounting information, thereby providing investors with reliable information. For the effective operation of an internal control system, it is necessary to secure a sufficient number of personnel and experienced staff. This study focuses on the personnel directly involved in producing accounting information, examining whether companies that invest in their internal control staff experience a mitigation in the phenomenon of valuation errors. The analysis revealed that the size and experience months of the personnel responsible for internal control have a significant negative relationship with valuation errors. This result implies that by securing sufficient personnel for the smooth operation of the internal control system and placing experienced staff within the system, investors can effectively make judgments about the intrinsic value based on quality accounting information, thereby reducing valuation errors.

  • The sandy beach along the east coast of Korea offers beautiful scenery with high-quality sand for leisure, and is also famous for the white-sand and pine-tree which is an important scenic resource. Furthermore, the sandy beach helps to maintain natural environment of the costal area and functionates as a disaster prevention system against high waves. There are two major value evaluation methods, Travel Cost Method and Contingent Valuation Method, to assess the value of coastal sandy beach. Contingent Valuation Method is considered to be more appropriate for simultaneous evaluation on the usefulness and the uselessness of the beach. But in order to apply Contingent Valuation Method to coastal sandy beach evaluation, close examination and investigation on the potential bias, such as on questionnaires, surveys and replies, are required. In this study, the characteristic of primary amenity of sandy beach users is investigated, in prior to evaluating the usefulness and the uselessness of the beach measured by contingent valuation method. The characteristic of amenity on major sandy beaches on the east coast of Korea is studied and compared by diverse value evaluation methods.

  • Technology valuation refers to the act, procedures, or techniques in evaluating certain technology and its value for commercialization. For this purpose, deadlines and process plans are established based on valuation goals such as technology transfer, investment and financing, investment in kind, and strategy establishment. The technology valuation process involves analyzing and evaluating technology performance, rights, marketability, and business value technology, as well as calculating the monetary value of technology modules based on the results. Analysis and evaluation of each module is performed by a team of experts having knowledge of specific technology. Valuation of technologies is conducted as independent projects by project managers (PM) who integrate and manage modules; they must have expertise in systematic performance of task support and management to ensure objectivity and reliability. Furthermore, the valuation team comprises expert stakeholders having knowledge about each module due to the nature of technology valuation. For smooth knowledge sharing in technology and valuation procedures, communication skills and roles of PMs supporting and managing the valuation are important. Primarily, PMs must resolve conflicts between evaluators participating in different tasks, evaluators and evaluatees, and technology holders and receivers. This study examines technology valuation for four conflicts occurring frequently among stakeholders providing valuation support to PMs, and seeks resolutions. The conflicts and resolutions discussed in this study may lead to more specialized roles of PMs in technology valuation and project management, as well as systemized valuation support and management plans.

  • The innovation is an important element controlling national economic growth and the competitive power reinforcement of the company. The developed nations concentrate interest on upbringing and investment in knowledge intensive industry and advanced technology base industry for national competitive power reinforcement. I support in particular it as Korean representative industry in the case of the advanced technology base industry positively in the government. Though a patent can become the important competition predominance element of the company by such an advanced technology base industry, this and the proof study in the country to be concerned with are the facts that are not enough now. As for the article of the book, what kind of difference there is in importance by IT and BT industry distinction comment on current events value factors of the patent valuation; of the study is aimed. I derived an importance factor among factors shown in the valuation model of the patent valuation organization and an existing precedent study for comparison analysis in the study and used it. In addition, it was analysis hello it utilized AHP technique, and what kind of difference patent value evaluation important factors showed by IT and BT industry distinction.
