A Study on the Value Added Criterion of Rules of Origin under FTAs with the US and EU: Focusing on Automotive Sector

  • Purpose - This study deals with a strategic plan for meeting the value added criteria effectively, which is one of the methods of determining origin used in preferential trade such as FTA. Automobile products, one of the major Korean export items, were selected to give a practical use against the FTA requirements. Design/methodology - This study is based on the value-added criteria of the Korea-US and Korea-EU FTAs that apply various value-added criteria. The Korea-US FTA adopts the RVC method based on the integration, deduction and net cost methods, while the MC method is employed in the Korea-EU FTA. The methodology used in this work is an extended literature review, analysis of the value-added criteria applied to automobile products under Korea-US and Korea-EU FTA with some secondary statistics. Findings - Based on in - depth analysis of the value - added criteria requirements for automobile products stipulated in the Korea - US FTA and the Korea - EU FTA, two strategic considerations are suggested. First is 'appropriate value-added strategy' and the second is 'strategy of changing production and trade structure'. The second strategy is a bit used in Korea but this is not considered best if the first strategy is ignored or forgotten. The second one is meaningful when this becomes inevitable. Research limitations/implications - This study is primarily designed to assist Korean auto mobile industry players exporting to EU and USA but this may help to auto part or material producers in FTA counter party territories being EU or USA as the preferential tariffs are applied on a inter region basis. A further research other than auto mobiles using other major FTAs might be followed later. Originality/value - There has been so far little research on strategic factors to meet the value-added origin requirements. This study, therefore, is expected to contribute facilitating the decision of FTA origin and to improve the utilization of FTA by allowing exporting companies using value added criterion to more smoothly meet origin requirements. This will also enable the tax authorities to utilize the value-added criterion to validate effectively the origin of imports where preferential tariffs are applied.

  • This paper studies the comparative advantage of competitive and specialized regional industries which are manufacturing, wholesale and retail trade, servies in the metropolitan area-Seoul, Inchun, Kyunggi-do of Korea, For the analysis of industries, the coefficient of specialization, the indices of competitiveness of labor and value-added, the growth rate are simultaneously examined under the criteria of the number of workers, value of shipment, value-added, This comperative synthetic analysis is different from the traditional approaches. This paper shows that the perfectly competitive advantage of specialized industries satisfying all of three criteria are 'other business related activities', 'recreational, cultural and sporting activities' in Seoul, 'machinery and outfits, n.e.c', 'retail trade, except of motor vehicles and motorcycles, repair of personal and household goods' in Inchun. We conclude that each should strategically develop the region-oriented specialized industry which has the comparative advantage. It is the reason why the concentration of industry in necessary for the leading of regional industry under the weaken local public finance. Moreover, such an industy should provide the increase of employment and income from the viewpoint of the activation of regional economy. The potential-specialized competitive industry requires the advanced structure of production under the criteria of value-added. For the development of the metropolitan area's economy, the highly advanced technology industry including computer and electronics should be induced through the loosening of metropolitan regulation. Research center(science park) supported by th private-public sector should be built for the increase of technology sector should be built for the increase of technology power of the small and medium enterprises, Also it is necessary that the small and medium enterprises strategically make the cooperative-large group in order to avoid the disadvantage from the size.

Economic Effects of FTA Cumulation based on Value-Added Exports of Vietnam Textile Industry (FTA 원산지 누적의 경제적 효과: 베트남 섬유산업 부가가치수출을 중심으로)

  • In the context of export-oriented growth strategy, Korea has promoted the conclusion of FTAs and 16 FTAs have entered into force or concluded so far. Despite of these efforts, the expansion of the global value chain (GVC) has resulted in fragmentation of production processes and international companies have been struggling to meet the criteria for determining the rule of origin. In order to overcome these difficulties, some foreign FTAs have been introducing cross-cumulation of origin. In this paper, we try to examine empirically whether the easing of the rules of origin using cross-cumulation contributes to the increase in actual value-added exports. we quantify the effects of cross-cumulation included in the EU-Vietnam FTA on Korean exports of the textile through a gravity model using the concept of value-added export. Based on the analysis results, the proportion of value-added exports in Vietnam increased by adoption of cross-cumulation of origin, which consequently resulted into an increase in total exports. This paper tries to draw several implications for the rules of origin in Korea's FTAs including cross-cumulation considering the export value chain of Korea.

An Empirical Analysis on the Effect of Data Quality on Economic Performance in the Financial Industry (금융산업에서의 데이터 품질이 경제적인 성과에 주는 영향의 실증분석)

  • This study empirically investigated the effect of firm-level data quality on economic performance in the Korean financial industry during 2008~2009. The data quality was measured by data quality management process index and data quality criteria by Korea Database Agency, and financial firm performance data was acquired from Financial Statistics Information System of the Financial Supervisory Service. The result showed that the data quality has statistically significant impacts on financial firm performance such as sales, operating profit, and value added. If the data quality management process index increases by one, the value added can increase by 2.3 percent. Moreover, the data quality criteria increase by one, the value added can increase by 72.6 percent.

  • The purpose of this paper is to provide an ideal agreement proposal for the satisfactory settlement of FTA origin criteria negotiations, which will be the most severe issue in both inter-governmental FTA negotiations to begin in the near future. Towards this end, we, the authors, based on our nine FTA related agreements already concluded with other countries, researched the concrete origin criteria in the previous origin agreements, analyzed the characteristics of these agreements, and derived the ideal origin rule. As a result, we came to the conclusion that in consideration of Korea and China's FTA's substantial transformation test, it's better to choose any one criterion from the following. Criterion 1: CTH (Change of Heading) and Criterion 2: Value Added Criteria by 40% within region. In addition, we also did that in calculating the ratio of value added, the calculation method and price criteria should be more simple and standardized. It led to the conclusion that the objective deduction method should be used mainly and that CIF or FOB should be used as the price criterion.

  • A shipping operation broadly breaks down into: the acquisition of the ship, securing income from the ships, operating the ships, and running the business. For all ships these functions have to be performed. But most important thing is whether it is a better option for some or all these activities to be undertaken by a third party manager rather than resource them in-house or not. However, the size of ship management market has been increasing continuously over the last decades to achieve cost-savings. The ship management is considered as creating high added value and contributing to national economic growth. This paper will analyzes development trends of ship management and market, and carry out comparative studies with Korean ship management companies and an empirical studies on selection criteria of ship management firms. In doing so, some implications and alternatives will be suggested in order for Korean ship management companies to create high added value and gain international competitive edge.

  • This paper describes the characteristics and outline of rules of origin among Korea and USA, EU, ASEAN. The main focus of this paper is to conduct comparative analysis on rules of origin. Rules of origin are used to determine the country of origin of a product for purposes of international trade. There are two common types of rules of origin depending upon application, the preferential and non-preferential rules of origin Non-preferential rules of origin are used to determine the country of origin for certain purposes. The basis for the non-preferential rules originates from the Kyoto convention which states that if a product is wholly obtained or produced completely within one country the product shall be deemed having origin in that country. For a product which has been produced in more than one country, the product shall be determined to have origin in the country where the last substantial transformation took place. To determine exactly what was the last substantial transformation, three general rules are applied : Change of tariff classification(on any level, though 4-digit level is the most common), Value added-rule.(ad-valorem), and Specific process rule. While criteria of wholly obtained or produced in one country is almost similar to those of theses area and countries, in compliance with value percentages of Substantial Transformation, sufficient working or processing, Korea-US FTA adapts 'Regional Value Content', meanwhile Korea-EU FTA adapts 'Import Content' rule. Finally, Korea-US FTA and ASEAN FTA adapt FOB price for the calculation value added, on the other hand Korea-EU FTA adapts EXW price.

  • In order to develop an appropriate set of criteria applicable for environmental impact assessment (EIA) of natural forest 8 items are proposed. The criteria are vegetation distribution area (DA), distribution pattern (DP), size (S), diameter of breast height of tree (DBH), humus (H), sustainment (ST), successional stage (SS) and impact of adjacent ecosystem (IAE), Each criterion has an interval which minimum 1 score to maximum 5 score Forest Evaluation Index (FEI) was obtained as the sum of 8 criteria value. Above 70% is considered to be absolutely conservative and from 50% to 70% range of total score is to be considered conservative. In the case of the Sancho˘ng Pumping-up Power Plant of Mt. Chiri, 8 criteria were applied base on actual vegetation map. Pinus densiflora community got 73%(29 scores) and Quercus variabilis - Q. serrata community got 60%(24 scores). This may be said that this local vegetation has high ecological potentiality. These criteria cannot always be absolutely evaluation tool. So it is expected to take the more time to be developed further, and holistically added by the other field such as fauna, geological feature etc.

A Study on Expansion Proposal of Data Dividend Qualification Based on the Contribution of Platform Workers (플랫폼 노동자의 기여에 따른 데이터 배당 자격 확대 제안 연구)

  • In February 2020, Gyeonggi-do paid the world's first Data Dividend to local residents of Gyeonggi Province who produced data using local currency. Currently, Data Dividend is being paid to consumers who have produced data, but this paper studied the expansion of Data Dividend qualifications according to the contribution to creating added value. First, it raised the question of whether it is right for the recipient of Data Dividend to have only the consumers who produced the data. Second, by analyzing the four elements of data valuation criteria that influenced the creation of added value identified the objects that influence the creation of added value. The 4 factors were divided into productivity, effectiveness, concreteness, and usability, and the objects corresponding to each factor were analyzed. Accordingly, it was determined whether platform workers contributed to the creation of added value. In conclusion, it was confirmed that not only consumers, who were the first data producers, but also platform workers who contributed to the concreteness of data valuation to create added value can qualify for Data Dividend. Since this paper focuses on the necessity of data allocation centered on platform workers among the objects, the validity of objects that influence added value other than platform workers are excluded.

Study on Establishment of criteria for Heart Disease in Oriental Medicine (심병증 진단요건의 표준 설정을 위한 연구)

  • The objective is to establish the standard of criteria for differential diagnosis of signs and symptoms. This study selected signs and symptoms related to heart which stands for Fire(火) as a kind of five phase(五行). Eleven experts was asked to evaluate the adequateness of criteria which was developed by Korea Institute of Oriental Medicine(KIOM) and to suggest the amendment of them. To implement the study, we used the questionnaire which asks about the diagnosis criteria for an insufficiency of the heart-qi(心氣虛證), deficiency of the heart blood(心血氣證), deficiency of the heart-yin(心陰虛證), insufficiency of the heart-yang(心陽虛證), exuberant fire due to hyperactivity of the heart(心火亢盛證), stagnation of the heart blood(心血瘀阻證), heart disturbed by phlegm-fire(痰火擾心證), attack of the heart by retainedfluid(水氣凌心證). Every criteria consists of primary symptoms, secondary symptoms, tongue findings. and pulse findings. In perspectives of the classification of patterns for signs and symptoms and criteria for diagnosis, the result shows that the previous standard doesn't have so many problem. So many of experts were agree with the criteria which was suggested but the trend is that they use, in their actual practice, less than the criteria. Additionally, they pointed that every element in a criterion should have the different weight value, criteria for the overlapped pattern should be added, and, in future, criteria which are based on clinical investigation should be established.
