  • The provision of traffic information plays an important role in increasing social benefit not only by saving travel time for individuals but also by improving the efficiency of road operation. VMS(Variable Message Sign) helps on-wheel drivers easily understand the road situation, and also provides real-time traffic information to people on the streets. However, it has not been sufficiently studied on how traffic information based on VMS influences on the drivers' selection of route. This study investigated how drivers use VMS traffic information and how they are satisfied with it. Then, the model of drivers' route selection was specified with the types of traffic information and the expected travel time to examine the influence on the selection of drivers' route. The model was estimated and analyzed in three types according to the condition of detour roads, and the rate of route change and the degree of sensitivity was calculated from the estimation. The results of analysis are as follows. the $1^{st}$ type model showed the 10% of route change for the travel time saving of 5minutes, and the 81.6% of route change for the travel time saving of 20minutes. The $2^{nd}$ type led to the range of route change from 14.2% to 92.7% over the 5 through 20 minutes of travel time saving. The $3^{rd}$ model resulted in the 99.1% of route change. The sensitivity of route change showed the highest for the travel time saving of 11 minutes with the $1^{st}$ type model, 9 minutes with the $2^{nd}$ type model, and 5 minutes with the $3^{rd}$ type model respectively.

  • As a part of the ITS, the traffic information system is more widely adopted to deliver traffic information to vehicle drivers via various types of media. As the ITS system establishment has been recognized as somewhat accomplished, the focus has shifted to the efficient operation and maintenance of the system. In this paper, we propose a method for evaluating a VMS traffic information service system from a user's perspective. In particular, relational expressions for the level of information provided and the level of user satisfaction are generated for the evaluation to take place from the user psychological satisfaction aspect of all other beneficial features of the system. As continuous flow facility is the one that has limited entry and exit, the traffic information of VMS plays a significant role for vehicle drivers to make their decisions. A method suggested in this paper could be used for evaluating an existing system as well as setting up the target service level of the system of a new system. If individual system properties are considered along with various VMS functions being as supplement of this research, more systematic evaluation method could be arranged.

  • This paper presents an investigation result that is made to determine dominant influencing factors and their specific impacts on motorist detour makings for VMS placements on freeway. This was necessary to provide engineers with a tool for evaluating VMS cost-effectiveness and its feasibility. This research found that additional travel time delay is the most influential variable in determining motorist detour makings. Also, more than 70% freeway motorists recognize the adjacent national roads as their detour routes, and both AADT and the distance to the entering point of the detour path are found to be dominating factors. Motorist detour ratio model by VMS placement on freeway is developed based on the Stated Preference. In model validation, actual detour making behaviors observed by the Revealed Preference values verify the detour ratio on the Stated Preference. These research findings should be useful for cost-effective placements of VMS on freeway, and it is recommended that the results be tested by practicing engineers in the ITS sector.

  • This paper presents a game-theoretic model of information transmission for variable message sign(VMS) operations. There are one VMS operator and many drivers as players. Operator wants to minimize the total travel time while the drivers want to minimize their own travel time. The operator who knows the actual traffic situation offers information strategically. The drivers evaluate the information from operator, and then choose the route. We model this situation as a cheap-talk game which is a simplest form of Bayesian game. We show that there is a possibility that the operator can improve the traffic efficiency by manipulating the electric signs at times. Indeed, it is an equilibrium of the game. This suggests that the operator must consider the strategic use of VMS system seriously.

  • Secondary accident is common type of accident which occurs in Korean highway tunnels. Fatality rate of secondary accidents in highway tunnels is six time higher than primary accidents. Video type VMS is a new way of providing information to road users which was recently introduced by Korean government to prevent secondary accidents in highway tunnels. In this study we compared changes in driver's behavior when information is provided by Text type and Video Type VMS. In addition to analyze effects of secondary accident reduction, driving behavior was analyzed based on providing advance information by video type VMS at tunnel entrance. Analysis showed that both text type and video type VMS has similar effect on driver behavior. Video type VMS showed positive effect on driver's behavior to prevent secondary accident when information is provided 1km ahead of accident. Considering there results and the short-term memory characteristics of driver, it was determined that information should be provide at about 650m from the entrance of the tunnel. The results of this study are consistent with the requirement that VMS should be installed at least 500m ahead of tunnel and produce more accurate providing information points. 650m is also appropriate interval for providing information in tunnel to cope with an accident ahead.
