  • The construction by the ministry of health and welfare support of the first special hospital for only children in busan and gyeong-nam is under building with YPNUH(Yangsan Pusan National University Hospital) for the best medical treatment town and is to improve the productivity and efficiency by eliminating unproductive and inefficient fact through the construction management, systemic and scientific management technique. So in this study we would like to suggest the generated effect to apply project management technique to all stage such as from pre-design phase, turn-key enterprise choice, construction, design VE(Value Engineering), PMIS (Project Management Information System) construction to maintenance phase and cost and schedule reduction effect through basic, execution design VE by using engineer of field.

  • Change requests occur persistently in the construction phase of a construction project. The law requires that the contract amount be adjusted in accordance with the relevant regulations when there is a change in the construction amount due to the design change in the construction contract. SAVE international, on the other hand, defines the value methodology as a systematic and structured approach to improving projects, products and processes. Design Changes in the construction projects require organizational efforts to improve value and quality. However, the law does not include change requests in which the VE object is fixed and related data is collected and function analysis can be derived in a short time. Therefore, it is necessary to apply VE to the design change procedure, which can further improve the value of construction work. The application derived from this study need to be presented as simply as possible without compromising the basic concept of VE. If the application is extended to the field and proved to be effective, it is expected to contribute to the overall value of construction work.

  • Two important concepts in VE are "function" and "cost." Cost can be expressed quantitatively. Unlike cost, the function can only be expressed qualitatively. Thus, to accurately evaluate the performance in VE analysis, it is required that the functional aspect should be considered a qualitative one. This study suggests a procedure of function oriented evaluation which can evaluate function enhancement of a VE proposal more logically and objectively. To conduct this study, problems were induced via case analysis, and solutions were found. In addition, the existing simple evaluation procedures were corrected, and a function enhancement evaluation procedure via function classification was suggested. For function classification, the use of the concepts, which were "intended function" and "additionally obtained function," was suggested. Function oriented evaluation procedure to VE proposals which is suggested in this study is expected to be a great help in treating valuable functions through VE job plan.

  • The purpose of this study is to analyze problems and suggest improvement scheme based on questionnaire survey to design VE status for apartment buildings. For this study, the adapted research methods are case studies of design VE to construction companies and questionnaire survay to design staffs. The results of this study are as follows: 1) In the system aspect, the problems of design VE for apartment buildings are insufficiency of regulation and difficulty of performing design VE actively. In the performance aspect, the problems is absence of design VE procedure suited to apartment buildings. 2) In the system side, the improvements of design VE for apartment buildings include regulatory enlargement of design VE application for apartment buildings and rearrangement of VE incentive system for design staffs. In the performance side, a VE procedure suited to apartment buildings is developed and suggested.

  • Domestic construction firms make every effort to save cost and, contrarily, enhance quality for competitive advantage in the market. Structural work of building construction takes chaise of the total cost and schedule, thus elaborate planning and management of the work help to lead the project into a successful way. Therefore, the idea to save time and cost and enhance constructability securing quality and safety of the work should be developed after analyzing the designed documents and site conditions comprehensively in the initial construction planning phase. Value Engineering (VE) technique is introduced in the substructural work in this paper to save cost creatively and systematically in the design and construction phase. A practical VE model that is applied to the underground building work systematically is proposed to save cost and it applies to the actual project to confirm the effectiveness of the model.

  • Paris Agreement of Climate Change seem affect to Korea eco-policy. Meanwhile the eco-design for reduce carbon emission have been applied in design phase of construction. However eco-design have applied passively except the project of eco-building system. For reflect eco-component in design, design VE that be appling to basic design and executing design phase of all construction project of over 10 billion should be use. But present applying VE Job Plan is reflecting partly eco-component, so the effect is small. Therefor new eco-VE development that reflect eco-elements to exist VE need. As the result of this study, the concept of environmental cost is defined to accounting. The calculation of the cost was using methods that apply $CO_2$ emission trading price, WTP, carbon productivity concept and carbon tax based on $CO_2$ emission. However, in order to apply eco-friendly VE at design phase, the model of new concept included carbon productivity concept is necessary. The eco-friendly VE model of new concept is model using $CO_2$ emission and potential environmental pollution index (PEPI). This study tried define eco-value model and environmental cost definition that become the major axle of eco-VE.

  • Since the concerns for safety of highway traffic safety facilities inherent in various environmental risk is increased, systematic performance, cost, and effect analysis process is needed for this. In case of median barrier among various traffic safety facilities, quantitative risk assessment is inevitable because it has lots of direct/indirect risk factors. Thus, this study suggests an advanced VE(Value Engineering) approach incorporating quantitative risk analysis. For the applicability, suggested VE approach considering alternative 1(140cm) and 2(127cm) is applied to median barrier in fields. Also, major improvement objects are extracted from governing factors of cost and performance based on functional analysis. It is concluded that the proposed risk assessment methodology will provide rational and practical solutions for best value and the approach could effectively applied for various traffic safety facilities by slight modification of suggest process.

  • Although the importance of creative thinking is rapidly increasing in the new century, the generation of creative ideas and its application in the construction industry have been considered relatively difficult. Thus there have been a few studies on the subject that how to apply creative thinking tools with empirical evidence in the construction industry. Value engineering(VE) has been widely applied in the design phase of construction projects due to the government regulation, Brainstorming has been the most prevalent idea generation techniques in the VE activities during the past several decades. Contrary to popular belief, the performance of brainstorming is not so good. It is known as the brainstorming myth. This paper proposes the business creativity codes(BCC) as an alternative idea generation tool in the design phase VE of construction projects. In order to examine the effectiveness of the BCC, 50 successful field cases awarded in the design VE competition of government agency are used. The result shows that the BCC can be used as an effective idea generation tool in the design phase VE construction projects.

The Case Study on Performance Measurement Weighting for Efficient Value Engineering Study of Sewage Treatment Facliity (하수처리시설의 효율적인 VE수행을 위한 다단계성능평가 분석)

  • Recently, the demand of sewage treatment facilities have increased by growing the population growth of city and industrialization. However, most of public sewage treatment facilities lack the preparations of design criteria by increasing sewage water amount in the future. In order to respond to this situation, the government has consistently promoted the sewage treatment construction project. This study conducted a survey targeting residents and sewage treatment facilities, civil engineering a VE project professionals for effectively operating the sewage treatment facilities and improving its value to be built in the future. Based on this survey, this study will introduce the list of performance measurements which can not only save cost but also reflect opinion of users and residents. In addition, using Multi-Level Performance Measurement and AHP analyzed the weights of performance measurement which is more objective than existing things for applying efficient VE process

  • Infrastructure is provided to the user through long-term project period and large-scale working expenses. Existing facilities are getting old as time goes by. Accordingly, proper maintenance is required and generally more maintenance cost than initial invested cost is needed during life cycle. Therefore, a specific plan that just increases the value of facilities is required by evaluating performance of facilities and inputting minimum maintenance cost. Value engineering that increases the value of object by systemically analyzing Life Cycle Costs and function is actively promoted at the design phase of construction. These efforts can increase the performance of facilities at the maintenance phase of infrastructure. This study is to search how to evaluate the performance of Roadway by utilizing function analysis, as a core part of VE in the maintenance phase. In order to this a new evaluation criteria were proposed by adding an evaluation items to the existing criteria through the research of old documents, status of roadway maintenance and function analysis of VE. The results of this study may promote the effective performance evaluation to determine a resolution of roadway congestion in future. A succeeding study using the proposed evaluation criteria will be required.
