In Korea SMB's have concentrated on IT convergecy, but have no power to push the detailed policy on IT convergency. So it's necessary to consider the polocies and plans for it. It is most important to add a conventional ideas to the improvement of technical products or enlarge the markets. To develop the SMB's IT convergency, the first, a plan for consilidating R&D capacity of SMB. The second, To prepare the protection solutions of convergency performance and promote the utilization review. The third, to enlarge the SMB's convergency infra-structures.

Unused land is a new load of building and a linear improvement, expanding the loss of function of the road abandoned road construction sites, as well as existing roads is possible additional advantage. However, some space is overcharge checkpoints, materials yard, make this vehicle utilization and maintenance of the unfavorable situation, as vehicle rest area but unused land most of the space required for the use of the system management plan. We are analyzed the location, topographical features, cultural property and in the space which is geospatail open platform set up to classify the type of unused land. Depending on the type of unused land using the geospatial open platform performs a 3D model and a proposed model development and application taking into account the environment and landscape. To derive the Gangwon development Plan and design of future route unused land was becoming helps you make better use of unused land.

This is to study intellectual property(IP) protection of contents which is related with transactions upon internet network. Issues of electronic transaction and infringement cases were studied and analyzed for intellectual property protection. Upon those study, utilization and activation of contents, dispute settlement and method of IP protection were suggested. To achieve this study purpose, it consists of 5 chapters. In chapter 1 introduction, it's mentioned purpose, scope, and method of this study. In chapter 2, outline of contents and e-Commerce, and subject of IP protection upon internet were studied. In chapter 3, issues and dispute factors of IP were discussed and infringement cases were analyzed. It found out that infringements would be variety and complex due to technology rapidly changes. In chapter 4, IP protection plan and responsibility of webmaster were studied and emphasized to protect IP upon Internet. Also, protection against infringement and method of dispute resolution were studied and suggested the method. In this study, the protection plan was suggested because IP protection of contents in internet would be many cases upon internet technology. It found out that technology was important for business expansion of contents, e-Commerce and IP protection, and to enact a law related with IP. In chapter 5 conclusion, this study was summarized and further research was suggested. This study results are 1. IP related laws had better enact or revise to meet internet technology changes for IP protection timely, 2. local laws are to change and develop to harmony with international norm and trends, 3. consolidation of IP related laws for unification of IP statement should be incurred to avoid unnecessary energy of legislation and not to create dispute matters. That's also for customer satisfaction. In conclusion, not to incur ADR and for IP protection of contents, IP related laws would be promptly made or revised, according to technology change trends and for international harmony, That's for internet related industry development and customer satisfaction.

This study conducted parking demand-supply analysis of 13 big discount stores' in Busan using qualitative and quantitative methodologies. Based on the analysis, we reexamined the parking requirements in discount stores and suggested effective use plan of established parking lots. We found that all big discount stores in the study had more parking spaces than actual parking demands. Also, there are differences of parking occupancy rate by their location types. Third, even if the minimum standard for parking provision in the stores is reduced by up to 20%, they would be adequate to respond current parking demands. Thus, we suggest to consider different parking standards depending on location types. Finally, in order to utilize surplus parking spaces, this study suggests to examine whether parking with various purposes besides shopping is permitted or not.

Many primary schools that have been an important role in the community at the same time local important facility not only local area but also all area in Korea have shown a situation for closing and into grating a school because of a social and political measure. The education policy for man power training and closing policy for small scale school not more than 100 students can't role in the rural development policy, coming farming and fishing villages. The reasons for thinking some application paradigm and closing schools have been important role in the point of education and culture parts. Of course, the application paradigm for closing school facility will get accomplished for a mood of local residents and a point of cultural deference, not keeping up unconditionally for closing a school. For accomplishing versatile purposes, initiative role of the organs of local education is very important. The organs of local education have an application paradigm that closing schools are the facilities for local organs of education will plan some specific facility to be matched for local special quality and connection quality of surrounding facility and environment. Before an application paradigm of closing school, it is very important that a fundamental factor for negligence the facility will be solved. Eventually, the organs of education have a plan for technical study of this paradigm and consider keeping and mending of closing facility, rent the facility for payment or not they want, and confer money problem not an unconditional scale.

This study aims to suggest a containerization plan for non-standardized cargo; it also reveals the significance of containerization in facilitating freight inducement and cargo creation for increasing the competitiveness of the Gwangyang port container terminal and checking excessive competition among terminal operators. Therefore, this study suggested a containerization plan and its significance by dividing 14 items, ones with low containerization ratios or undergoing containerization, bulk, and liquid cargoes. In the case of general cargo, it will be necessary to raise the utilization rate by remodeling a general container or improving cargo loading techniques. In the case of bulk cargo, it will be necessary to exploit the benefits of containerization in preventing product deterioration due to rain, facilitating the sale of small orders, ensuring clean cargo handling, and reducing logistics cost, among others. In the case of liquid cargo, it will be necessary to order and sell liquid cargo in small quantities by using superior quality, safe, and durable Flexitank or Flexibag products, which offer transportation convenience and reduce time and costs.

For the development and management of u-City(ubiquitous city), Ubiquitous City Construction Law was enacted(March 3, 2008) to form the legal basis of u-City plan, construction and managements afterwards. The ultimate goal of the u-City construction is the advancement of national territory utilization and management using Korea's high level of IT and spatial information infrastructure. Based on the definition of the u-City Construction Law, the u-City refers to a city where u-City services are provided through the u-City infrastructure applying u-City technology. But, based on the current level of relationship model among u-City service, technology and infrastructure, it is not enough to guide the local municipalities to plan and provide the successful u-City services in its vicinity. So as one of the core issues for the legal arrangements of successful u-City services, the purpose of the study is to suggest the basic directions and execution strategies for the relationship establishment among u-City service, technology and infrastructure.

This study presents plans to prevent environmental noise by using noise maps when establishing development projects and targets strategic environment assessments for urban master plans and environmental impact assessment for urban development projects. Strategic environment assessments for urban master plans include the examination of plan validity and location appropriateness in consideration of the effect of environmental noise by comparing development plans with noise maps, and the establishment of long-term measures through comprehensive assessment of present noise conditions and noise effects from development plans. Environmental impact assessments for urban development projects propose enforcement plans, including analysis of present noise conditions around development areas, overall evaluation of present noise conditions and the noise effect from development projects, and selection of optimal measures by comparing noise maps with various alternatives.

The purpose of this study is to investigate the actual conditions, to find problems, and to present an improvement plan of interior landscape in the subway stationis. Moreoiver, it will presume the possibilties to develop the subway and ways to utilie underground space effectively. The results are summarized as follows A light intensity was recorded 0-100 Lux as the lowest light and 500 Lux below as the highest in 61 subway stations. An average temperature of 12 $^{\circ}C$and an air humidity of 38% were recorded over a 4 month period from January to April, but includes a drastic variaton between -8.5$^{\circ}C$ and 21.5$^{\circ}C$. Soil acidity of pH 7 below and soil moisture of 1-2 wet degree were apeared in subway stations mostly. Plant forms consisted of artificial flower & flower. Plant species were recorded at a total of 54 species and appeared in the order of Araucaria heteropylla, Ophiophogon jaburan, Aspidistra elatior cv. 'Asahi' and Hedera helix. Plant height was, for the most part, below 0.5m. Plant species that was fined of conditions were Palm, Camellia japonica, Araucaria heterophylla as a high plant, dracaena fragrans, dracaena deremensis cv. Wakneckii as a middle plant, and Ophiopogon jaburan, Hedra helix, ytomium falcatum, Aspidistra elatior cv. Asahi as a low plant. It used to water materials such as small pool, small cascade, water cycles and natural materials such as natural rock, small rock, sand, bark and animal materials such as squirrels, birds, goldfish as an object for plants in the subway stations. From these actual conditions, First of all, It must make up physical environments such as light, temperature humidity, soil for plant growth, and is important to chooce suitable indoor plants and draw up systematic management in the subway environments. Also, it change plants frequently and uses variable objects for subway stationi individuatism, Moreover, indoor plants with strong environmental adaptation abities such as shade tolerance, drought tolerance and cold tolerance need to develope variable species possibly. If these improvements occur, utilization and amenity of subway stationis will increase, according to the use of interior landscape.

Therefore this paper analyzed about the progress and prospect of a local U-city plan in our nation. And than we propose a method of configurating broadband self-communication network on the base of cost and utilization Especially we propose a new city development model which use U-city and self-communication network to improve a city competitive power.
