In modern society, the economic and cultural influence of characters is increasing day by day. However, there is no comprehensive records management system for characters in Korea. The purpose of this study is to identify the necessity of comprehensive character records management system and requirements for records producers and users, and suggest a construction plan for archives that reflects this idea. Related cases in domestic and overseas were identified and analyzed, survey was conducted of character designers and users participating in the '2017 Character Licensing Fair' in order to understand their needs on character archives, and it was followed by interviews of two character designers. From the implications of the related cases and the analysis results of the questionnaire survey and the interviews, plans for records collection, management, and services were suggested for constructing character archives. Specifically, preparation of collection policy, insertion of watermark to prevent pirating, online sales of characters, and one-stop service that can provide licensing for copyright protection and record utilization were suggested.

Previous construction failure researches were focused on the utilization plan based on failure information and development of failure classification. However, it has limitation to set up the plan for prevention of construction failure due to the lack of the number of on-site staffs. In order to prevent effectively construction failure, a prevention plan should be established through quantitative evaluation of failure causes. The purpose of this study is to suggest the assessment method for selection Critical Management Factor(CMF) and to analyze the CMF on the apartment structural framework using FMEA(Failure Mode and Effective Analysis) which is one of the methods of quantitative evaluation. The element of risk evaluation separated degree of failure risk and prevention respectively. The assessment method for selection of CMF can be utilized for planning proactive solutions on the failure, and it can be also selected critical factors about each project phases, type of facility and construction work.

The 1st Incheon Rapid Transit Line opened in October, 1999. However, the current development plans for areas near stations do not involve plans for the both urban planning and transportation together. As the focus on only the aspect of installing a new transportation mode, the developments even make the problems such as reckless development and traffic congestion gets worse. It is required to analyse status of the current land uses and land use plans in the future and consider distribution of functions of the areas near stations and aims of development plans so as to harmonize the functions of each region in view of making balance in the whole city. The aims of developments of areas near stations has to focus on the study follows steps to find and suggest aims and strategies for the revitalization plan for areas near stations with considering the both transportation and land uses together. The plans for the areas near stations of the Incheon 1st Rapid Transit Line are analysed and then the features and rational strategies are derived. The impact is analysed as applying the development strategies derived from the step into the areas near the stations of Incheon 1st Rapid Transit line.

In order to generate database, we need to obtain speedy and corret topographic information according to requisite purpose. Generally methods to an acquisition of topographic information are available by the use of maps, satellite images, stereo models of aerophoto and so forth. But we must choose a optimal method in consideration of area of object region, spatial solution of image, required accuracy and economic. Therefore, this study aims at providing the establish method of efficient topographic data base of small object region by means of spatial layer techniques of geo-spatial information system and using acquisition of geo-information and production method of base map with photoballoon system to obtain topographic information for reasonable plan and design of object region which select a zone preparation of a collective village with small region. As a result of this study, we decided an f-stop and a shutter speed of camera to obtain accurate stereo model and were able to obtain stereo photography and topography for small region by using of photoballoon system through accuracy analysis according to change flight height and air base speedly and economically. We can establish the data base useable to efficient plan and design as existence map with overlay plan drawing.

The Korean government established 'the Act on Performance Evaluation and Management for National Research & Development (R&D) Programs' in 2005, and one year later constructed a master plan, 'A Basic Plan for the Management and Utilization of R&D performance' that focused on better diffusing the public R&D outcomes. In this study we propose a model of performance monitoring, evaluation, and management system for national R&D, which is based on a systematic approach and the logic model that has been prevalently used in planning and evaluating the public programs, to meet the purpose of the law and the master plan as well as to facilitate the diffusion of national R&D outcomes focused mainly on the industrial application technology. Furthermore, in order to use the model for the several applications, the model's specific measures which includes the quantitative methodologies such as analytic hierarchy process (AHP) and data envelopment analysis (DEA) are suggested in accordance with the existing system of the evaluation institution in Korea.

The purpose of this study is to suggest a writing education paradigm appropriate for the ideology and ideal persons of Christian universities, and to show the effective application plan. For this, this study utilizes the ideas of digital writing in the concept of digital literacy education. The paradigm of "the digital writing education using bible storytelling" consists of two activities. The first one is 'bible listening and observation,' and the second one is 'media text creation and sharing'. In the first activity, there are two steps: 'listening and observation of bible storytelling' and 'exploration and meditation.' In the second activity, there are also two steps: 'application and action,' and 'sharing in communities.' After the suggestion, this study proposes the application plan for the paradigm. They are 'the utilization of various media and the merit of interaction,' healing effectiveness in an individual and a community,' 'building expertises in both letter writing and Christian education(Divinity),' 'building expertises in both letter writing and media literacy,' and 'expanded application toward diverse patterns of writing.'

There are considerable concern on the methods for the efficient utilization of the test-resources as increasing of the number of the tests for functionality and performance verification of weapon systems. Furthermore, with an increase in the complexity of the resource assignment the decision support is required. Test resource allocation is basically the same problems as conventional NP-hard FJSP(Flexible Job Shop Problem), therefore empirical test resource allocation method that has been used in many decades is limited in the time performance. Although research has been conducted applying the genetic algorithm to the FJSP, it is limited in the test resource allocation domain in which more than one machine is necessary for a single operation. In this paper, a variable group genetic algorithm is proposed. The algorithm is expected to improve the test plan efficiency by automating and optimizing the existing manual based allocation. The simulation result shows that the algorithm could be applicable to the test plan.

Major countries stay to expand invest in R&D to promote new growth engines in the future and to secure new technologies and Korea is also expanding to R&D investment. Quality of R&D investment is getting more Important than quantity of R&D investment because Korea's indicator related to R&D investment is already world class with other countries's investment scale by comparison with GDP. According to this trend, Korea's policy in R&D is focusing the R&D Innovation Plan and "Utilization of R&D Facility and Equipment(F&E)" has been getting important. In this research, it research on facility and equipment management plan through Defense R&D Equipment information System(DRES). It analyzes existing process F&E in Defense field and Nation. Furthermore, it explains major process, function, and menu reflecting Defense F&E management rule enacted recently. Lastly, it shows the development direction for Defense F&E management.

Since GIS strategic implementation plan was prepared in 1995, Seoul Metropolitan Government (SMG) has implemented the distributed GIS at department level, which prevents various SMG organizations from data-sharing and its common utilization. To solve those problems due to the fragmented GIS structure, SMG developed an action plan for the evolution of enterprise GIS with Spatial Data Warehouse (SDW). In this context, this paper initially analyzed the conceptual architecture of SDW structure and then provided the following guidelines for 1) determining the common GIS data and framework data stored at SDW to satisfy the demand for various GIS data from many SMG departments and sub-organizations, 2) developing the data synchronization process and techniques to make effective data-sharing possible, and 3) making an action plan for enterprise GIS of other self-governmental organizations.

The document delivery service is an advanced service to satisfy information need of end-user by the cooperative utilization of information. At present there are various interpretation on library exemption of the document delivery service by interlibrary loan. The purpose of the study is to suggest a legal plan in order to solve the problems of library exemption dealing with the document delivery service by Fax and Ariel system. The study examined the international trends on library exemption related to the document delivery service in foreign copyright laws, analyzed the library exemption related to the document delivery service in the present Korean copyright law, and pointed out the problems of the present library exemption. As the result of this analysis, the study suggested a revised plan of the present Korean copyright law in order to provide regulation of library exemption dealing with the document delivery service by interlibrary loan. Thus the revised plan can be used as a basic data for providing the regulation for the future of library exemption in Korea.
